This day again the matter of purchasing land in the Courthouse Square, belonging
to )irs. John Cogbill, was discussed by the Board, and a letter from Mrs. Cogbill
was read citin~ the fact that s~{e would sell the three-quarters of an acre for
$5,000.00 and/or the house and ~11 the land for $25,000.00.
Mr. Gunter states that the County would possibly be criticized for paying this
'amount for so small a piece of land in view of the fact that there was additional
land owned by the County in close promimity.
Upon consideration whereof and on motion of ~lr. Gunter, seconded by Dr. Gill,
it is resolved that the Executive Secretary be and he hereby is requested to
have the architects submit to this Board su~.gested" locations on County property
for the proposed new building.
And be it further resolved that tho Commonwealth's Atl6rney i6ve. stigate the

This day a report was read from Mr. J. T. Rose, County Assessor, which report
cited the fact that'$~,lS~,202.00 in new assessments had been added to the tax
rolls (luring the first and second quarters of 1955.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Britton,
it is resolved ghat Hr. Rose be requested to meet with the Board on Thursday,
October 13th, at 7:30 p.m. to discuss the procedure to be used on partial assess,
ments.
This day a letter was read from the State Water Control Board citing the fact
that a report should be received by the State Water Control Board on or before
November 7th indicating a definite plan of action for the ~eatment of sewerage
in the Ettrick Sanitary District.
Upon consideration whereof and on motion of Mr. Britton, seconded by ~r. Goyne,
it is resolved that this 'matter bo referred to a Committee to work with the
City of Petersburg officials to expedite the matter of the signin~ of a contract
a~[reeable to both political subdivisions. The Chairman hereby appoints Dr. Gil]~
the Commonwealth's Attorney and the E~ecutive Secretary as this Committee.

This day Mr. Lewis Vaden appeared before the Board stating that the Rectigraph
machine in his office was inoperative on occasions causing some disruption to
his office procedure and that the cost of a new machine was $7930.00 and presen~-
ed further a letter from the State Compensation Board saying that the cost of
said 'new machine could be paid from the excess fees in the Clerk's Office.
On motion of Mr. Gunter, seconded by Dr. Gill, it is resolved that Mr. Vaden
a~d the Executive Secretary negotiate further on the price of the new Photo-Fie
machine.
On motion of Mr. Britton, seconded by 1)r. Gill, it is resolved that the County
/~n~:ineer be and he hereby is directed to investigate and determine the necessary
cost of movin~.~, waLor meters or other costs involved in the relo~ation of water
lines due to the proposed improvement of Rt. 161, as shown on plan submitted by
the Highway Department, Project 2020-03, said project being Rt. 161, between
Rt. 60 and Rt. 360.
This'day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examin~tion of Cliff Lawn Road i~1 Cliff Lawn
Subdivision, in Bermuda Magisterial District, which report shows that in the
opinion of the County Road EnKineer it is expedient that said road be establish-
ed as a nublic road.
Upon 'consideration whereof and on motion of Mr. Goyne, it is resolved that Cliff

Hartwood Road and Glyadon La~e in Granite Acres Subdivision, in Fianohester

Engineer, it is expedient that said roads be established as public roads.
Upon consideration whereof and on motion of Mr. Britton, it is resolved that
Norcross Road, Rettig Road, Hartwood Road and Glyndon Lane in the ~ranite Acres
Subdivision in Manchester ~af:isterial District, be, and the same are hereby
established as public roads.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield
County, Norcross Road, from a point on"Rt. 683, .37 of a mile east of Rt.679,
.10 of a mile southwardly to Retti~ Road; Retti~ Road, from a point on
683, .~5 of a mile east of Rt."679, .13 of a mile southwestward~ to Glyndon
~ane;' Hartwood Road, from a point on Rt. 683, .52 of a mile east Of Rt. 679,
.11 of a mile southwardly to Glyndon Lane; Glyndon Lane, from a point on

And De it further resolved that the Boa~d of Supervisors of Chesterfield County
guarantee a right'of way of not less than 50 feet to the Virginia Department

On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this Board
request the Virginia Department of Highways to improve Richmond Street from Rt.
617 southwardly to Prince George Avenue, and p~in{e George Avenue from Richmond
Street eastwardly to Rt. 756 in Chesterfield Manor in Bermuda District, at a
price not to exceed $~10.00.
And be if further resolved that the above resolution be sent to the Highway
Department upon receipt of one-half of the e~timated cost of improvement by the
citizens in the area.
On motion of Mr. Goyne, seconded by Mr. Gunter, that this Board request the
Highway Department to improve Spruce Avenue from Rt. 10 northeastwardly to
approximately 100 feet west of the bridge, at a cost not to exceed $~00.00,
cost is to be paid from 3~ Road Fund of the County.
It is here noted that the Commonwealth's Attorney states the County has no
responsibility in case there is an accident involved in the recently constructedl
bridge built by'citizens of the area on Spruce Avenue.
This da~ a delegation from the Gravel Hill Citizens Association appeared before
the Board requesting some recontruction of Granite Road west of '$chmidt's Store,
citing the f~ct that car~ used'excessive speeds, the road is unlighted and
exceedingly dangerous for pedestrians. On motion of Mr. B~itton, seconded by
Mr. Gunter, it is resolved that this Board request the Highway Oepartment to
improve Rt. 683, at the earliest possible date.
It is here noted that Mr. (~nter recommends to the citizens that preliminary
contacts be made to obtain additional rights of way on this road.
On motion of Mr. Britton, seconded by Mr. }{ague, it is resolved that the
Committee of this Board view the location of Gran{te Road and ~hurch Street,
~ranite Road and Mallory Road, Granite Road and Samaritan Road and the first
curve ~ast of Buford for the possible location of a street light, the same bein~
requested by the Gravel Hill Citizens Association.
This day the improvement of Oakland Avenue came before the Board and Mr. Kellam
presented to the Board an estimate of S265.00 for the improvement of 255 feet
of Oakland Avenue.
On motion of Dr. Gl{l, seconded by Fir. Hague, it is resolved that the Board
request the Highway Department to improve said Oakland Avenue at a cost not to
exceed $265.00, same to be paid from the 3¢ Road Fund of the County,.
And be it further ~esolved that the Foregoing resolution be sent to the Highway
Department upon receipt of one-half of the estimated cost from the citizens of
the area,
This day again the matter of drainage of Mills Road came before the Board and
it was generally agreed that Mr. Britton, Mr. Kellam and the County Road Engineel
again visit the situation and attempt to recommend some solution to this problem.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this Board
request the Highway Department to improve a shor~ Section of East ~ill Street
in Chester at a Cost not to exceed $23~.00, which will be paid from the 3~ Road
Fund of the County.
And be it further resolved that the foregoin~ resolution be sent to the Highway
Department upon receipt of one-half of the estimated cost from the citizens of

Mr. Kollam stmted that he had made a complete study of the situation and recom-
mended that approximately 21000 feet of ditches be dug at an expense of

road into the State Secondary System.

Oak Drive, including the necessary ditches at a cost not to exceed $1360.00,
which cost will be borne by the -3~ Road Fund of the County.
And be it further resolved that the foregoing resolution be transmitted to the
Highway Department upon receipt of one-half of the cost of improvement from the
citizens of the area.
~']is day Mr. E. J. German, Game Warden, presented game claims. Upon consideratio
whereof and on motion of Dr. Gill, seconded by Mr. Britton, it is resolved that
said claims be paid.
This day the South~,rn Materials Corporation, being represented by Mr. D. W.
Murphoy, appea ed before the Board requesting the rezoning from Agriculture to
Industrial on the following described parcel of land:
in Bermuda Magisterial District, a parcel of Eand fronting on Bellwood
Street 1100 feet and fronting ~00 feet on said street extended eastwardly
from which line extending northwardly 500 feet to the Kingsland Greek,
said parcel being north 6f the Bellwood Hefghts Development.
Came also a delegation of approximately 75 peopl6 being represented by Mr. L.A.
Belche~, opposing the rezoning,' sayin~ that the digging of grail in the area
w~uld result in a traffic hazard, mosquitoes, dust, and ~$eneral depreciation
property values. Mr. Belcher presented a 'petition signed by approximateEy 100

On motion of Mr. Goyne, seconded by Dr. Gill, it is reserved that this Board
deny the request for rezoning on the aforedescribed property.
This day Mr. H. R. Crowder came before the Board seeking the rezoning from
Agriculture to Local [~usiness on the following described parcel of land:

And it aopears that those opposing the previously requested rezoning which is
across Rt. 360 from the request of Mr. Kelley, until more complete plans on the
building proposed to be erected a~e submitted, 'upon consideration whereof and
on motion of Mr. Britton, seconded by Mr. ~oyno, it is resolved that this Board:
grant the request of Mr. Bryan to continue this request for rezonkng until
November 9, 1955, at 2:00 p.m.
Upon further consideration of this matter and or, motion of Mr. Britton, seconded
by ~{r. Ounter, it is resolved that this Board rescind its action.to deny the
re(lue~t of Mr. G. F. Bryan on rezoning the 355 feet on Rt. 360.
Upon further consideration of this matter and on motion of Mr. Brit%on, seconded
by Mr. Goyne, it is resolved that the matter of rezoning 355 feet on the south
side of Rt. 360 be continued until November ~ at 2:00 p.m., at which time
adequate plans for all proposed buildings should be available.
On motion of Mr. Hague, seconded by Dr. (;ill, it is resolved that this Board
change its meeting date from November 8th to November 9, 1955, for the regular
meeting in the mohth of November, November 8th bein~ an election date.
On motion of Mr. }~ritton, seconded by Mr. Gunter, it is resolved that members
of this Board study the date of future regular meetings with the idea that per-

This day Mr. D.C.l~a~le came before the Board requestin~ the rezoning from
A~riculture to industrial of the following descrioed parcel of land:
in I~ermuda Magisterial District, an irregular parcel of land
f~onting 1000 feet on the old channel of the James River and
extending eastwardly approximately 1200 feet to the l~.E.Henry
Estate, said parcel being approximately 2200 feet north of
Rt. 618 and lying between property owned by Mrs. M.S.Farley
and the James River Gravel Corporation.

above parcel of land be and the same is hereby approved.
This day Mr. D.C. Page and-Mr.Grayson came before the Board seeking the rezoning
from 7%griculture to Industrial of the followin~ described parcels of land:
In Dgle Magisterial District, an irregular parcel of land having
205 acres fronting approximately ~000 feet onthe Swift Greek and
extending northwardly approximately ~00 feet% said parcel bein~
approximately 1~00 feet east of Bradley Bridge Road.
in ])ale Magisterial District, an irregular parcel of land includi~]g
546 acres, fronting 3100 feet on the Swift Creek and extending
no~rthwardly 2000 feet, more or less, lying between the property of
'Jernigan and Diggs,' which parcel, is requested to be rezoned from
Agriculture to Industrial.
Ogme also, Mr. Robert Burton, Mr. R.F.Andrews, and others opposin~ the rezoning
as requested saying that the condition of land left after gravel has been removed
reduces the value of adjoining property. Upon consideration whereof, and
on motion of Mt.Hague, seconded by Mr. Goyne, it is resolved that this Board
study this request for approximately 60 days and consider the matter again at ~he
regular meeting in December.
And be it further resolved that the Executive Secretary attempt to get whatever
information there is available on water sheds and other pertinent data to this
request.
The matter of the Campbell StreetBridge c~,me before the Board and Mr. Kellam
stat¢~d that the repair of this l%rid~:e was proceeding satisfactorily.
This day the matter of improving Hillcrest Road in ,~cot~view Subdivision came
before the Board and ~]r. kellam stated that he had r~.cently reviewed this road
and had ~ivon to this ~%oard an estimated cost of its improvement. Upon
consideration whemeof and on motion of ~r.Britton, seconded by Mr.Ha6~'ue, it is
resolved that this Board request the HiF. hway Department to i~prove the southern
end of Hillcrest Road and same be charged to the 3~ Road Fund of the County.
~nd be it further resolved that the foregoing resolution be sent to the Highway
Department upon receipt of one-half of the estimated cost of improving Hillcrest
Road.
On motion of Mr.[~ritton, seconded by Df. Gill, it is resolved that the Light
Committee of this ~oard view the corner of Park a~d Hillorest Lane in the
subdivision of Scottview for the proposad inst,~llationof a street light.
On motion of Mr.Goyne, seconded by Mr. Britton, it is resolved that the Building
lnspecto~ be and he hereby is requested to refer all requests for building
permits involving commercial establishments which require entrances to
highways, to the iiighway Department for plans and approval for a buildin~ permit.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the Highway
Department be requested to investigate the possibility of putting "No Parking"
signs on River Road in the vicinity of the Pears=,ll property.
On motioo of Mr.Britton, seconded by Mt.Gunter, it is resolved that this [{card
request the Virginia Department of Highways to widen Cherokee Road as soon as
possible.
Thisday the Ghair~anread several letters requesting some improvement in the
manner in which fire trucl{s and Feeoue trucks enter the Petersburg Pike and cited
the fact that the maneuvering of these trucks from I)undas Avenue to Rt. $1
created a great hazard. Upon consideration whereof and on motion of Mr. Goyne,
seconded by Yr, Hague, kt is resolved that this ~oard request the Highway
Department to again study the feasibility of installing a traffic light a~
the intersection qf Rt. 1 and Dundas Road.
This day Mr. Goyn? requested that the miscellaneous collections taken in by
the Executive Secretaryls office be listed along with the listings of the
warrants paid each month.
This day again the matter of Personnel rules and a Pay Plan came before the
Board and the fact was cited that there were several discrepancies in the
Personnal Rules recommended in that hourly workers were not specified,
Upon consideration whereof and on motion of Mt. Gunter, seconded by Mr.Britton,
it is resolved that the Pay Plan as submitted by the Salary Oommitte~ be and
the same is hereby ~dopted, to be used as a guide by the ]~ard of Supervisors
in determinin~ the salaries to be paid to County employees, it is here noted
that Mr. Goyne voted ,'No".
