house on October 27, 1955, at
8:00 p.m.
Present:

On motiop of Mr. Hague, seconded by Mr. Goyne, it is resolved that the Executive
Secretary be authorized to purchase ten (10) books on "Virginia's Government"
from the Virginia State Chamber of Commerce.
This day ~{r. Goyne reported to the Board that M~. A. M. Toler h~d offered to
anpear before the Board to explain the audit of the l%~ater {)epartment. Upon con-
sideration whereof Mr. Goyne made the following motion, which was seconded by
Mr. }{ague: That this Board of Supervisors invite Mr. Toler to explain the audi~
of the Water Department. A vote being taken, Mr. C. oyne and Mr.~Hague vote "¥es".
Mr. [~ritton, Mr. Gunter and Mr. Hornet rose "No".
This day again the matter of financing new w.~ter bonds was discuseed at length.
Mr. Ernest Crate~, Commonwealth's Attorney, explained tile report from Mr. Lester
Washburn, Bonding Attor~]ey, which answered some seventeen questions relative
to the financial and legal status of a proposed bond issue. After much considera-
tion and on motion of Mr. Gunter, seconded by Mr. Britton, it is resolved that
this Board proceed with the necessary papers to form an Authority. A vote bein~
taken, Mr. Gunter, Mr. Britton, and Mr. Homer vote "Yes", Mr. Goyne, Mr. Hague,
and Dr. Gill vote "No".
On motion of Mr. Gunter, seconded by )ir. i~ritton, it is resolved' that this Board
rescind the previous motion in order that business may be enacted.
This day the Executive Secretary presented a request from Mr. Horace Conyers fei
a variance in the building restrictions to allow improvements on his property
on Shop Street in Chester, which improvement would extend within 6 feet of l~oh-
ingham Street. Upon consideration whereof Hr. Goyne made the following motion:
That the requested variance of Mr. Horace Conyers be referred to a Committe~ of
Mr. Goyne and the Executive slecretary.
Whereupon, Dr. ~ill made a substitute motion, which was seconded by Mr. Gunter,
Be it. resolved that ~r. Goyne and the Executive Secretary investigate the request,
ed var£a~ce and report back to this Board, which substitute motion passed unaniN~-
ously.
On motion of Nr. Britton, seconded by Dr. Gill, it is resolved that this Board
grant Mr. B. G. Goin$ a variance in the building restrictions to allow the
construction of a building off Hicks Road on a ~0 foot right of way.
On motion of Mr. Gunter, seconded by Goyne, it is resolved that this Board donat;e
~.50.00 to the Virginia World War II ~4emorial for shrubbery.
This day a letter of re.}gnat}on from Mr. 9. W. Murphey, resigning the position
of Coordinator of Civil Defense of Chesterfield County was presented.
On motion of Mr. Goyne, seconde~ by Mr. Hague, it is resolved that this res}gna.
tion be accepted with regret, and the Executive Secretary is directed to write
a letter thanking Mr. Murphey for his services.
On motion of ~lr. Gunter, seconded by Mr. C~yne, it is resolved that this Board
approve the nurchase of a Photo-Fie: photographinK equipment for the Clerk's
Office, at a price not to exceed $7200.00, which cost is to be paid from the
excess fees of the Cl+~rk's Office.
On motion of Mr. Hague, seconded by Mr. C. oyne, it is resolved that the Street
Light Committee consider the feasibility of installing street lights in front OF
all County Schools.
OS; motion of Mr. Britton, seconded by Dr. Gill, it is resolved that the Street
Light G0mmittee review 55th. 56th, 5gth and Cliff Road in the Woodstock sGbdivil~-
ion for possible street light locations.
On motion, the meeting is adjourned until November 9, 1955, at 10:00 a.m.
