This day the matter of signing of the revised contract with the City of Peters-
burg for the treatment of sewerage of the Ettrick Sanitary District came before
the Board. Upon considerat, ion whereof and on motion of Dr. Gill, seconded by
Mr. Gunter, it is resolved that the Chairman of the Board and the Clerk of this
Board be and they are hereby are authorized to sign the revised contract formally
approved by this Board on August 5, 1955.
This day tlr. John Horton, acting as spokesman for approximately 50 citizens of
the Southampton area cities the present, status of the proposed water improvements
and the possibilities as to method~ of financing.
Dr. Herren stated very definitely that the citizens from that area favored a
Water Authority and cited reasons why , in his opinion, that-this would be the
better method of financing. After a lengthy disct~ssion, it was generally agreed
that the Board would do its best to resolve its apparent deadlock and proceed
with a defit~ite course of action-as soon as possilbe.
This day the Board of Supervisors proposed the rezoning from Agriculture to
Residential-2 of the following descmibed parcel of land:
In Bermuda Magisterial District, a parcel of land bounded on the
East by the Seaboard Airline Railroad, on the North by Kingsland
G~eek, on the ~est by the business zone on the East side of Rt. 1,

There appeared a delegation of 57 people presenting a petition signed by some
260 people, and bein~ represented by Mr. L. A. Belcher, Attorney, proposing t~e

rico, and Mr. L. R. Goyn., stating that the land was low and marshy next to the
creek and not suitable for residential purpose~. Mr. Gray stated that it was

This day Mr. 0. K. Brooke came before the Board requesting the rezoning from

County Purchasing AKent, From and after the effective date of this Ordinance,
all supplies, equipment, mat~rial, commodities and contractual services for all
departmens, officers and employees of this County, includin~ the County School
J~oard and the ]~oard of Public Welfare, shall be made by competitive centralized
purchasing by the Executive Secretary of this County. Emergency purchasing may
be made under rules and regulations set forth by the Purchasing Agent.
SEC. Z - The terms "supDlies., "materials., "equipment" and "commodities] as
u~ed throughout this 0rdin~nce shall be construed to mean any and all articles
or things which shall be used by or furnished to any department, office, board
or other agency of tbs County ~overnmeD~,.
The term "contractual services" shall be construed to mean any and all telep, hons,
telegraph, postal, electric light and power services add other similar services.

Sec. .5 - All purchases of, and contracts for, materials, equipment and con-
traotual services and all sales of such personal property which has become ob-
solete and unusable shall be based whereever feasible on competitive bids. If
the amount of tbs expenditure cc sale is estimated to exceed one thousand dol-
lars, sealed bids shall, unles~ the board of supervisors shall provide other-
wise, be solicited by public notice inserted at least once in a newspaper of
Connty-Wide circul~tior~ and at least five calendar days before the final date of
submitting bids. The County purchasinc ageDt shall also solicit sealed bids by
sendinF, requests by mail to prospective suppliers and by postin~ notice on a
public bulletin board in his office.
Bids in all cases shall be based on such standard specifications as may be adopte(
under the terms of this ordinance.
SEC. 6 -.All open market orders or con~racts made by the county purchasing agent
cc by any county department or a~ency shall be awarded to the lowest and be$~
bidde~, taking into consideration the qualities of ~he articles to be supplied,
thei~ conformity with the specifications, their suitabtli, ty to the requimements
of %he dopaP~men%s, and %he delivery ~e~ms. Any o~ all bids may be rejected. If
all bids received on a pending con~macC are lev ~he same uni~ p~ice oF ~otal

record and each record with the successful bid indicated thereom shall, after
~he award of the orde~ o~ coDt~act, be open to ~ublic inspection.
All contracts shall be approved as to form by the Attorney for the Commonwealth
and a copy of each lent-term contract shall be filed with the Treasurer or other
chief financial officer of the county.
SEC, ? - Except in emergency, no order for delivery on a contract or open
-market order for supplies, materials, equipment or contractual services for
any county department or agency shall be awarded until the chief financial
officer shall have certified that the unencumbered balance in the appropriation
concerned , in excess of all unpaid obligations, is sufficient to defray the cost
of such order. Whenever any department or agency of the county government
shall purchase or contract for any supplies, materials, equipment or contractual
services contrary to the provisiens of this Ordinance or the rules and regulation
made thereunder, such order or contract shall be void and of no effect. The
head of such department or agency shall be psrsonally liable for the costs of
such order or contract, and, if already paid for out of county funds, the
amount thereof may be recovered in the name of the county in an appropriate'
action instituted therefor.
Sec. 8 - Neither the county purchasing agency, nor any member of his office
staff, shall be financially interested or have any personal beneficial interest
either directly or indirectly, in any contract or purchase order for any
supplies, materials, equipment or contractual services used by or furnished to
any department or agency of the county government° Nor shall such purchasing
agent, or any member of his staff, accept or receive, directly or indirectly,
from any person, firm or corporation to which any contract or purchase order
may be awarded, by rebate, gifts, or otherwise, any money or anything of valve
whatsoever or any promise, obligation or contract for future reward or compen-
sation.
SEC. 9 - Any violation of either of the two preceding sections of this
Ordinance shall be a misdemeanor and sha].l be .Punished by fine not exceeding
fiv~ hundred dollars or confinement in jail not exceeding twelve m~nths, or
both, in the discretion of the jury or of the trial justice, or the Gou'rt
trying the case without a 'jury.
SEC. 10 - The maintenance and care of all County property held by the several
County Departments shall be under the supervision of the Executive Secretary.
SEC. 11 - Effective date - This Ordinance shall be in full force and effect
from its passage by the Board of Supervisors and its publication as provided
by law.
