Board of Supervisors of Chester-
field County, held at the Court-
house on December 21, 1955, at

This day Mr. William 01d came before the Board concerning a proposed resolution.
Upon consideration whereof and on motion of Mr. Ooyne, seconded by Mr. Gunter,
the following resolution is adopted:
WHEREAS, the Honorable Marcus A. Cogbill continued to serve as Common-
wealth's Attorney, having been elected to such office at each successive
election, until December 31, 1955, and
WHEREAS, by reason of complete and total disability, Mr. ~ogbill was
forced to retire from said office of Gommonwealthls Attorney, being un-
able £o offer for election in the year 1955, and
WHEREAS, in private employment and ge~lerally in public employment, pro-
vision is ~enerally made for a pension allowance, in the event of dis-
ability such as b~s been sustained by Mr. Gogbill, which provisions do
not afford any relief for persons who have held elective offices, and
WHEREAS, it is the sense of this Board that provision should be made whe~
such casualty has been sustained by public officers such as has forced
Mro Go,bill from office and service in this County, and
WHEREAS, during the period of ~. Cogbi]l's service to the county, he was
ever ready to be helpful to all sorts and conditions of people in this
County and throughout the years gave service to this County and it s
people far beyond the requirement of his officials duties,
NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of
field County, that a proper statute may be enacted by ~he General Assembly
of Virginia at ~he General Session for the year 1956, providin§ §enerally
that whenever an official holdin~ elected office where compensation is
provided by State and County shall have served in that capacity for a
period of twenty-four (2~) years and through total and complete disabili~y
has been forced to relinquish such office or due to such disability it
became impossible for him to offer for reelection, that a pension
ing ~o such proportions of the salary of said office, as may be provided
by law, be provided and that such pension be paid one-half by the State
and one-half by the County and that the operation of said pension law be
conditioned upon proper resolution of the Board of Supervisors of the
County of which the said official was employed.
And be it further ~esolved, that this Board request the Honorable Lloyd
G. Bird, the Honorable Edward M. Hud§ins and the Honorable Minetree
to introduce and to ur~e the enactment of a proper statute providing for
the relief hereby set forth.
This day Mr. Kenneth Weeks came before the Board explainin~ an addendum to the
proposed report on the improvement of t~e 'water system which addendum was
quested by the Board of Supervisors.
This day Mr. C. F. Kellam came before the ]~oard explaininC the final budget fcc
the Secondary Road System for the year 1955-'56. Upon consideration whereof and
on motion of Dr. Gill, seconded by Mr. Goyno, it is resolved that the final
budget of tho Secondary Road System of the Virginia Dopartmont of Highways fo~
tho year 1955-'56 be and tho same is hereby approved.
~r. Kellam explained also that at the end of 195~-'55 the County would have
approximately $68,000 i~ its Federal Aid Road Fund~ that $102,000 would be
addod i~ 1955-'56 and tho same amount in 1956-'57 and to this date approximately
$150,000 had been encumbered for tho construction of Beville's Bridge, across
%ho Appomattox.
This day Mr. Kellam cited tho fact that spoed signs in the County were costing
a great amount and that on some roads they were virtually unenforceable.
On motion of ~r, Goyne, seconded by ~r. Gunter, it is resolved that this Board
reques$ Mr. Kc]lam to confer with Chief C. W. Smith to work out a proper pro-
gram for tho installation of speed signs with an eye to their enforcement.
On motion of Dr. Gill, seconded by Mr. Hague, it is resolved that this Board
request its reprosentative ~o tho General Assembly to advise tho Board if there
be a ohango recommended in Section 56-27 of tho Code of Virginia of 1950 per-
~aining to tho grade GrOSSing of Primary Roads by railroads.
On motion of Mr. Goyne, seconded by Mr. Gunter, it is resolved that this Board
convene into a Committee meeting.
Upon reconvening into regular session and the tSoard having interviewed some
applicants for the position of Purchasing Clerk; upon consideration of these
apPlicants and on motion.of Dr. Gill, seconded by Mr. Hague, it is resolved
that Mr. Ghauncey F. Stone be and he hereby is appointed to the position of
Purchasing Clerk at a salary of $4500.00.
It is here noted that Mr. Goyne and Mr. Gunter voted "No".
On motion of Mr. Gunter, seconded by Dr. ~ill, it is resolved that the Executive
Secretary be and he hereby is authorized'to purchase some book cases for the ~
office of the Commonwealth,s Attorney in the approximate amount of $225.00, and
to have a partition installed with a frosted glass top in said office.
On motion the meeting is adjourned until January 10, 1955, at 10:00 a.m.
