This day a delegation of approximately thirty people appeared before the Board
to discuss the proposed 1956-~57 budget and tho raoent defeat of the School
Bond Issue. Mr. George McKesson~ spokesman for the Chesterfield Voters League,
states that money for the new office building in the amount of $340,000.00
should be given to the School Board to build new schools. He further states
that school buildings are far too elaborate and hFe many unnecessary frills,
Upon consideration whereof, the Chairman of the Board polled the members as to
their feelings toward the new office building. All ~embers of the Board agree
that the office building funds should remain in thebud~et and be used for the
new office building.
This day the County Budget for the year 1956-t57 in the amount of $12,330,~?1.00
whiah was tentati~ely adopted April 30, 1956, and duly advertised by publication
in the Richmond News Leader, a newspaper havin~ ~eneral circulation in Chester-
field County, for a period of thirty (30) days preceding the date of adoption,
thereof, came on for consideration of this Board, and after discussion and due
consideration, upon motion of Dr. Gill, seconded by Mr. Driskill, it is resolved
that the Chesterfield County Tentative Budget for the year 1956-'57, including
allvarious departments of the County, be, and the same is hereby approved
and adopted ~s the Budget for the year 1956-~57, subject, however, to the
limitations which may be contained in the resolution of this Board providing for
the County levy for said year,
At is here noted that Mr. Goyae voted "No" statin~ that he is in favor of the
budget but will not support any limited appropriations.
Whereas, in accordance with the law of this Commonwealth, the proposal to fix
levies required by the Budget for the year 1956-~57, has been made public; and
Whereas, this day was fixed for a public hearing on same, and due notice es
required by law h~ving been published that this matter would be considered and
acted upon,
Now, Therefore, On motion 6f Mr.Britton, seconded by Mr.~riskttl, it is resolved
that the levy for general Cotmty purposes (i~cluding the $0hool Budget) on each
$100,00 of assessed valuation on real and personal property for the year
1956-~57, be, and the same is fixed as follows: All magisterial Districts
S~.40 ~e~d rates for machinery in all Districts at 50~ per $100,00 of assessed
valuation.
Be it further resolved~ All the revenue produced by such levies shall be paid
into the general operating fund of the County and appropriations therefrom shall
be made by this Board from time to time depending upon the necessity thereof as
determined by this Board during the ensuing fiscal year,
Be it Further Resolved: That it is the intent of the Board of Supervisors of
Chesterfield County that no funds willbe appropriated £o the Chesterfield County
School Board for the operation of integrated schools durin~ the ensuinc fiscal
year 1956-~57.
Be it Further Resolved: That the Treasurer of this County is hereby authorimed
to transfer funds from the general operating fund of the County to the School
Board,when and only when, an appropriation to the$ohool Board is made by this
Board and a certified copy of a resolution making the appropriation is received
by the T~easurer.
It is here noted that Mr. Goyne votes "No~.
This day Mr. James D. Maxey, Jr., President of the Chesterfield Central Ruritan
~lub, presented a request in writing for the use of the Fair Grounds on July ~th
by the Ruritan Club. Upon consideration whereof and on mot~on of ~.
Driskill, seconded by Mr. Hai~ue, it is resolved that the Central Huritan Club,
be, and it hereby is authorized to use the Fair Grounds on the ~th of July, 1956.
This day again the matter of filling the position of County Engineer came
before the Board and the Executive Secretary reported that conversations with
Mr. Painter and other persons from which references were sought were highly
satisfactory. Upon consideratiOn whereof, and on motion of Mr. Britton~
seconded by Mr. ~=[skll~, it is resolved that this Board employ M~. R. A. Painter
for the position of County Engineer, beginning July 1,195~, at a salary of
$7200,00 per year.
This day Hr, W. N, Yancey requested a variance in the building restrictions to
allow the erection of a g~rage apartment on Lot i at the corner of Hopkins
and Chesterfield Avenues in Ettrick, Upon consideration whereof, and on motion
of Dr. Gill, seconded by Mr. Driskill, it is resolved that this Board authorize
Mr. Yancey to construct a garage apartment, provided a separate sewer and water
connection is made and p~'ovided that a metal garage be removed from Lot ~l.
This day Mr. Nilliam W. Hawkins requested a variance from the building restirctio
to allow the construction of a house on Lot ~3, Section E, 6 feet from either
side line, and further to allow a sewerage connection and water connection robe
run to Orange Hill Avenue. Upon consideration whereof, and on motion of Mr.
~ague, seconded by Mr.Britton, it is resolved that this request be granted
providing an engineerls report is furnished showing that the sewerage connection
can be installed satisfactorily.
This ~y Miss Lucy Gert, Supt. of Public Welfare, requested in writing, the
following transfers in the 1955-~56 Welfare Budget:
From Non-Matching Funds - $?0.00 to Old Age Assistance
From Non-Matching Funds - $145.00 to A.P.T.D.
From Non-Matching Funds - $!50,00 to Aid to the Blind
On motion of Mr. Hague, seconded by Mr. Driskill, it is resolved that the afore-
mentioned transfers be and they are authorized.
This day the Executive Secretary read a letter from the State Water Control
Board citing the fact that little progress is being made by the ~ttrick
Sanitary District in getting started with its sewage improvements. Upon
consideration whereof and on motion of Dr. Gill, seconded by Mr. Goyne, it is
resolved that the Executive Secretary be and he hereoy is requested to forward
to Hayes, Seay, Mattern and Mattern a copy of the ~ater Control Board's letter
and request a reply to this Board.
On motionof Dr. Gill,seconded by Mr. Driskill, it is resolved that the Purchasing
Agent of the County held a public auction tosellthe surplus automobiles for the
County.
This day the Chairman read a letter from Mr.J.S.Ritohie concerning the employment
of an assistance County Agent. Upon consideration whereof and on ,notion of
Mr.Driskill, seconded by Mr.Britton, it is resolved that said letter be received
and filed, and the Executive Secretary be authorized to answer said letter.
On motion of Dr. Gill, seconded by Mr. Britton, it is resolved tl~t this Board
recommend to the Judge of the Circuit Court the appointment of Mr.$tanley R.
Hague, Jr., to theWelfare Board as the Board's representative for the ensuing
term.
This day the County Road ~ngineer in accordance with directions from this Board
made report in writing upon his examination of Arsenal Drive in the subdivision
of Arsenal Hills in Midlotbian Magisterial District, whichreport shows that in
the opinion of the County Road Engineer it isexpedie~t that said road be
established as a public road.
Upon consideration whereof, and on motion of Mr.Driskill, it is resolved that
Arsenal Drive in the Arsenal Hills Subdivision i~ Midlothian District, be, a~d
the same is hereby established as a public road.
~nd be it further resolved, that the Virginia Department of Highways, be, and
it hereby is requested to take into the Secondary Road System of Chesterfield
County, Arsenal Drive, from a point on Rt. 673, north of Rt, 744, .25 of amile
eastwardly to a turn-around. This road serve~ 2 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way to t~e State Department of Highways of not less than
50 feet for this road.
This day the ~ounty Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Bloomfield Road, Yarmouth Drive,
Yarmouth Circle and Whfttinf~O~ Drive in the Crestwood Farms Subdivision,
Section B, Manchester Magisterial ]]istrict, which report shows that in the opini¢
of the County Road Engineer, it is expedient that said roads be established
as public roads.
Upon consideration whereof and on motion of Mr.Britton, it is resolved that
Bloomfield Road, Yarmouth Drive, Yarmouth Circle and Whittington Drive in the
Grestwood Farms Subdivision in Manchester Magisterial District, be, and the same
are hereby established as public roads.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take intothe Secondary Road System of Chesterfield County,
Bloomfield Road, from a point on Rt.686, miles east of }it. 1712, .1 of a mile
northwardly to Yarmouth Drive, thence .0~ of a mile northwardly to ~ittington
Drive; Yarmouth Drive, from a point on Bloomfield Road ~1 of a mile north of
its intersection with Rt. 686, .06 of a mile eastwardly, thence .1 northwardl~
to Yarmouth Circle, thence .22 of a mile eastwardly, to a. ~u~-a~OU~d$ '¥$rm~uth
Circle, from a point on Yarmouth Drive, .16 of a mile from its intersection with
Bloomfield ~06 of a mile northward to a dead end; Whittington Drive, from a point
on ~l~omfield Road, .39 of a mile north of its intersection with Rt. 686, .37
of a m~le eastwardly to a dead end. These roads serve 11 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees ~tchts of way to the State Department of Highway of not iess than
50 feet for these roads,
This'day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of Olive Avenue in the
Chesterfield Court Subdivision, Hanchester Magisterial District, which report
shows that in the opinion of the County Road Engineer it is expedient that
said road be established as a public road.
Upon consideratimn whereof, and on motion of Mr.Britt0n, it is resolved that
Olive Avenue in the subdivision of Chesterfield Court in Manchester Magisterial
District, be, and the same is hereby established as a public road,
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield Goun
0live Avenue in the Chesterfield Court Subdivision, Ranchester Magisterial
District~ fromthe intersection oX R~s,a213 and 2225, .13 of a mile northwardly
to Welford Avenue, This road serve6 houses,
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantee a right of way to the State Department of Highways of not less than
50 feet for this road,

made report in writin~ upon his examination of Ghannin~ Lane, G~arendon ~rive
and Bannister Lane in the subdivision of 'Wayland in Midlothian ~a§isterial
District, which report shows tha{ in the opinion of the County Road Engineer
it is expedient that said roads be established as ~ublic roads.
Upon consideration whereof, and on motion of Nr. Briskill, it is resolved that
Channing Lane, Clarendon Drive and Bannister Lane in the Wayland Subdivision,
~idlothian ~a~isterial District, be, and the same a~e hereby established as
public roads.
And be it further resolved, that the Virginia Department of H~ways, be, and
it hereby is requested to take into the Secondary Road System of Chesterfield
County, Ohannin~ Lane from the eastern end of Rt. 1738, at its intersection
with Rt. 1735, .1 of a mile eastwardly to Clarendon Prive~ Clarendon Drive,
from a point on the eastern end of maintenance on Rt. 1637, .1 of a mile south-
wardly to Bannister Lane, thence .22 of a mile southwardly to Channing Lane,;
Bannister Lane, from a point un Rt. 1737, .1 of a mile southward on Rt. 1736,
.1 of a mile eastwardly to Westgate Drive, thence .1 of a ~ile eastwardl~ to
Clarendon Drive. These roads serve 10 houses.
And be it further resolved theft the Board of Supervisors of Chesterfield County
cuaranteea a right of way to the State Department of Highways of not less than
50 feet for these roads.
On motion, the meeting is adjourned until June 5, 1956, at 8:00p.m.
