Mr. John Thomas, Attorney, for Mr. Ohas. A.Rudolph, came before the Board
petitioning the Board to close an alley in Central Park Subdivision. Whereupon,
Hr. Lionel Woodfin and Fir. J.W.Oampbell presented opposition to such a move.
Upon consideration whereof and on motion of Mr. Goyne, seconded by Mr. Driskill,
it is resolved that this matter be continued to the Septembe~ meeting of this
Boa rd.
This day Mr. John Thomas, Attorney fo~ Mr. Herbert L.Smith, came before the
Board Seeking to ~vo closed a 16-foot alley in Central Park, and a portion of
l%erkley Street in Central Park.
Came also, Mr. Fred Ctray, ~:.tto~uey for Mr. John North, opposing said request,

Upon consideration whereof, and o~ motion of Mr. ~yne, seconded by M~.Hague, the
following resolution is adopted:

roads, streets and alleys, as shown on a Plat mdc by J.Temple Waddill,
dated Jan. 10, 1928 and ~eco~ed in Plat Book ~. Page 11~, and it

This day Mr.O.J.Miller and others appeared before the Board requesting a
building permit on two (2) parcels of land facing a priwrate road leading into
the }%aldwin Road. Upon consideration whereof, and on motion of Mr. Goyne,
seconded by Mr. Driskill, it is resolved that this Board request Mr. C.J.Miller
and others to prepare a plat, deeding to the County a 50-foot right of way known
as Miller's Road and to sig~ an agreememt to improve said road to meet the
State I-{ighway's specification within a period of 6 months from this da.re.
On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that a building
permit granted previously to Mr. ~eor~e Houston be and the same is hereby
revoked until a contract is si~ned for the construction of a road leading from
]~a]4win Road to the property ~o~m~r~y owned by Mr. C.J.Miller.
This day Mr. Stuart Schmidt appeared before the ~oard requesting t~a County to
take over the sewerage plant in Kenmore Ridge, stating that some of the
improvements as set out in a resolution of June 5~ 1956, had been completed
and that he would guarantee for a period of three (3) years the satisfactory
operation of the plant in all other particulars. Upon consideration whereof and
on motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this
matter be deferred for further study until July 17, 1956, at 9:30 p.m.
This day Mr. T.M.Leake came before the Hoard requesting a variance in the Beard I:
building restrictions allowing him to convert a garage on Hickory Road into a
2-family apartment house, which garage is at present'approximately 35 feet
from the right of way line. Upon consideration whereof, and on motion of
Mr. Driskill, seconded by M~. Britton, it is ~esolved that this Boa~d
a variance to allow the conversion of said ~a~age to a 2-family apartment.
This day Mr. E.J.C. orman came bef6re the [{card presenting the game claims for

This day Mr. Herbert R. Crowder came before the Board presenting a letter saying
that he would be willing to give to the County se~en'(?) acres of land in
~{ermuda District for use as a landpfill dump, sub,eot to certain conditions.
Upon consideration whereof and on motion of ~r. Go yne, seconded by
it is resolved that the Chairman be requested to appoint a Committee to study
the offer of Mr. Crowder.
Whereupon, the Chairman appointed Hr. Goyne, Mr. Britton and Mr. Driskill to

This day theExecutive Secret,~ry read a communication from the Highway Department
on the constructioo of roads to industrial plantm in the State of Virginia,
and Chapter 161 of the Acts of the General Assemblt of 1956, which ]aw set
up the revolving fund for industrial roads. Upon consideration whereof, and
on motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this

On motion of ~Ir.[~ritton, seconded by Mr.Driskill, it is resolved that this Board
repay to Drs. Uunter, Nacklin and Myste~, the $1000.00 advamced in June of 1959,
for the co~t of a water lime on Oakland Avenue in West C~esterfield Heights,
since there are now seven (7) customers on said line paying more than a 12~
guarantee.
On motion of ~lr. Britton, seconded by Mr.l)riskill, it is resolved that .the saLa
of Mr. Joseph Bellamy be set at $100.00 per month from tile County, effective
July 1, 1956.
This (lay the Police lock-up inspection report was read and received.
This (lay it was reported that the City of Richmond had requested the County
officials to si~n an appli~ation to work in the streets of the City of Richmond
in order that a sewer line to the McGuire Circle Shopping Center be constructed,
and the Commonwe,,lth's Attorney advised that the County officials should not
sign said application to work in the City streets since our contracts with the
~ty calls for work only in the County. Upon consideration whereof and on
motion of Mr. Britton, seconded by Mr.Goyne, it is resolved that the Commonwealth
Attorney be and he hereby is requested to write to the officials of the City of
Richmond explaining the County's .position in this matter.
On motion of Mr.Britton, seconded by Mr. ~oyne, it is resolved that the
Executive Secretary be and he hero.by is requested to write to ~ir. Lewis ~artin
explaining the County's action in requesting theCity to inspect the construction
of a sewer line to McGuire Circle Shopping Center and to ~et Mr. Martin's
agreement to pay said cost, in writing.
This day the Executive Secretary reported that a request had been made by Mr.
Sidney Hudson to rent the ~air Grounds for a horse show on.a Sunday in the
near future. Upon consideration whereof, and on motion of Mr. Driskill,
seconded by Mr. Britton, it is resolved that the Executive Secretary.be and he
hereby is authorized to rent the Chesterfield Fair ~rounds for a horse show,
provided the Manager of the Fair As~eoiation approves and there is necessary
policin~ of grounds.
This ~ay ther'e came a delegation from the Morrisdale Subdivision, citing the
fact thai, the sewerage treatment plant located in their general area was most
offensive and requested some action on the part of the Board to have said plant
moved. Whereupon, the Chairman requested Mr. Painter, County Engineer, to
investigate'this matte~ and recommend appropriate action.
~[is [lay the matter of a sewage contract between Mr. S.H.Evert and the City of
Richmond came before the }%card and it was reported that the City of Richmond
is in favor of billing the County direct for its sewer charges to Hog, ire
~partments and the McGuire stores in that vicinity. Upon consideration whereof
and on motion of ~r. Britton, seconde~ by Mr. Driskill, it is resolved that the
Commonwealtb,s Attorney be and he hereby is requested to prepare a contract
between ~. $.H.~vert, trading as the. S.H.Evert Company, Inc,, and the County
of Chesterfield,.which contract would be similar to the one between the MeGuire
Corporation and the County for sewage service in McGuire girdle.
This day the Water Committee presented a r~commendation on the salaries tobe
set up in the Water Department. ~pon consideration wheseof and on motion of
Mr. Goyne, seconde4 by Mr, IIague, it is resolved that the report of the Water
Committee be and it hereby is adopted as presented.
This day the Commonwealth's Attorney presented a letter citing the problem of
School appropriations ms set out in a resolution by this Board dated ~ay 31,19~6,
and recommending a method by which appropriations can be made by the Board of
5upervisors to the School Board. Upon consideration whereof, and on motion
of Mr.Britton, seconded by Mr. Driskill, it is resolved that the School
is requested to furnish the Board of Supervisors with a statement of the amount
needed to pay the obligations incurred in the operation of the public schools
during the current month, the first request shall include the period July 1 -16,
inclusive, successive requests for appropriations shall include the period from
the date of the last appropriation up to and includinM the Monday preceding
the regular meeting of theSohool Board. The Treasurer of the County is re~ueste,
to notify the }~oard the net amount needed from the County sources tomeet the
request of the School
Amd be it further resolved, that the Treasurer of the County is authorized to
encumber funds for purohases made in accordance with~the School budget until
this Board of Supervisors, by resolution, so notifies the Treasurer that it will
no longer appropriate funds to theSchool Board. This provision shall apply
only to purchases made pursuant to the terms of the County Purchasin~ Ordinance.
