This day the Rev. Cobb, Pastor of the Chester Presbyterian Church gave the invocati

the F~oard seekings- to close a 30-foot road as sbow~] on the subdivision of
Providence Farms recorded in Plat ]{ook 3, Pa~;e 159, which lies between the
lin~ of Rt. 360 and the northern line of old Hull .Str,~.etRoad, shown on plat of
said .~ubdivis~on and it appearing that Frank A.][olmes has duly filed his Deti~ion
ar}d required plat for said closing with this [½card a~d in tho Clerk's Office; ~hat
at least thirty (DO) days notice of iDt~ntioD of tho Board to cl~. said road has
been given by po~tinl~ thereof at the front door of the Courthouse and by posting
thereof on at least three (3) places along and on said road proposed
abandoned, as shown by the return of Sheriff 0.B.Gates, filed herewith, an~ by
publication of said notice at ~east twice in %he Richmond-Times Dispatch, a
newspaper havin~ a general circulation in the County as shown by a certificate
of the ]{usiness ~lana~.~er of said newspaper filel herewith. It is unanimously
reso].ved that: The 30-foot road shown on the subdivision of Providence Farms
recorded in ]'let Book3, page 159, in the Clerk's Gffice of the Circuit Court
of Chesterfield County, which road lies between the southern line of the i[ighway
known as Rt. D60 and the northern li~e of old Hull Street~inK a d~stance of 166
feet ~s showll on Plat filed with the petition in this matter, be, and th~. same is
hereby closed, vacai~ed and abandoned as a public
And be it further resolved, that the aforesaid road is no loner, er necessary for
the public use and by this resolution the Board does so certify that no person
or persons reside on said road.
Aed be ii. furtherresolved that in consideration of the return of the aOove
me~¥tioned property tothe tax rolls of the County, the}½oard does hereby authorize
and direct %he ~hairman and Clerk of this I~oard to execute, acknowledge., and ·
deliver a deed conveying all the rights, title and interest, %he County has in
~he above described road, street, and alleys unto Frank A. Holmes.

This day' Hr. Clarence Cul~tis appeal'ed b6fore the Board objecting to the closing
of the At. ~10 under passe east of Rt. ~1, which underpass is on a section of
road which will soon be relocated, sayinF~ that the closing of said underpass
would caus~ much of his property tube on a dead end street and would ~ot be
for the best interest of the people in his area.
Mr. W.L. Broaddus presented a letter v~icing his objections tothe closing of
this underpass.
Mrs. A. T.Curtis, Sr., appeared before the Board objecting to the closing ofany
part of the old Rt. 10 or the Seaboard underpass,
Mr. Goyne, owner of a la'ge amount of property facing both the new and the old
roads greatly objected to the suggested closing of s~id underpass.
Upon con~ideration whereof and on mot[on of Mr. Goyne, seconded by Mr.Driskill,
it is resolved that if the proposed change on Rt. 10 be constructed thmn this
Board of Supervisors requests that all of the present Rt. 10, including the
Seaboard Airline Underpass, be reclassified into the State ~edOndary System
of roads and remain in the Secondary System,
And be it further resolved that the Seaboard Airline Underpass be not closed.
This day Hr. Stanley Hague presented a leeter from various citizens in the Lake
tea Subdivision in Dale District, requesting some improvement to the road in
said subdivision. Upon consideratioN, whereof. and on motion of Mr. Hague,
seconded by Hr, Goyne, it is resolved that the Bu£1dir~g Inspector be and he hereby
is directed to deny all future permits until said road be improvedto meet the

This day the i~esident Engineer, Hr. C.F.Eellam, presdnted the 1956-'57 budget
for road construction, and it was generally a~reed th~:t Mr. Eellam wou.ld send the

This day the Fish Engineering Corporation, acting as Agent for the Commonwealth
N&tural Gas Corporation, presented a request in writing for the County to approve
the crossing of numerous highways in the County involved in the laying of
approximately 20 miles of gas pip~ line in the County of Chesterfield.
Upon consideration whereof and on recommendation of the County Engineer, it is
resolved on motion of 9r. Gill, seconded by Mr. Goyne, that the County of
Chesterfield hereby grants its permission, and approves the dressing of the
gas line on all roads as shown on a map drawn by the Fish Engineering Corporation,
dated April 11, 1956, a copy of which is recorded with the Board~s. papers.
On motionof Dr. Gill, seconded by Mr. Hague, it is reso~ved that this Board
~e~cmmend to the Judge of the Circuit Court, lion. ~illiam 01d, the appointment
of Mr, Lawrence C. Rammer, Jr., as a Police Officer for Chesterfield County.

This day ~r. Lewis ~rt~n appeared speaking for a delegation of some 25 persons
complaining about the sewerage conditions in Raleigh Court Subdivision and
presented a petition signed by approximately 200 persons, requesting that the
sewerage system be rectified as soon as possible by the development of sewer
plans and a uond issue. The Chairman pointed out the steps ~he Board had taken
and said that the Board would proceed as fast as possible tobrin~ this ma.tier
before the people for a vote.
This day ~r. A.J.Horner and Mr. E.J.Gorman presented game claims for the County.

This day Mr. R.Pinkuey Sowers, attorney, for the Lee Park Corporation, came
before the Board requesting the ~ezoning from Residential-1 to General Business
of the following described parce~ of land:

2650 feet on Rt. 1~? and extending southwardly 900 feet, said
parcel extending 1650 'feet east of and 1000 fee~ west of Rt.673~
Came also Hr. J.L. Timmons, Surveyor, citing the fact that th~ land in question
lay nicely, the area requested was ~8-aores which provided for a parking area
of only ~ to 1. and that sewerage for the area could be handled privately or

centers was increasing and that this location was apparently a good one. Came

Mr. Scott Anderson, Attorney for the opposition, presented a petition signed
by some 63 persons opposing the requested rezoning. Came also a delegation
of approximately 30'people, most of whom voiced their opposition.

Britton, it is resolved that this Board delay any action on this matter until
October 9, 1956, for the purpose of further study on the melter and the Board is

This day the Executive Secretary read a letter from Mrs. H.H. Miles, residing

This day the Executive Secretary brout~ht to the Board's attrition the Ordinance
concerning the us,~ of the County dumping ground adopted June 19, 1956, and
advertised for final consideration for this day's meeting.
It was generally agreed on the advice of the Commonwealth's Atto mney that the
St*ts law covering the operation of the Count~ dump would be sufficient leg~slatic
by which ~he operation of the County's dump could be controlled,
This day ~r. R. Pinkney Sowers, the Attorney appointed ~y the Circuit Court of
this County to examine the title to Lot No. 7, Block B, Boo Air Heights, owned
by Mr, W. Tyler Haynes and Alice M. Ha~nes., made his report to,he Court, citing
certain objections including a restrictive covenant preventing the e~ection of a
water tank on Lot No.7, Block B, and
~hereas, the County Engineer and its Executive Secretary recommends the acquisitl~
of Lot No. ? although additioDal prooeedin~s, may be necessary to eliminate the
defect in title and that the title immediately west in the Count~ so 'engineering
data may be obtained and plans prepamed for the erection of the water tank.

an attorney toexamine the title to the property of Mr. Murphey in Centralia,
And be it further resolved that ~he Executive Secretary, upon the approval of
the lawyer examining said title be and he hereby is authorized to purchase

Secretary be and he hereby is authorized to obtain bids ontwo (2) pieces of
fire apparatus made by the Oren ~ompany and two (2) co,.prable pieces of fire
apparatus ma~e by the John Beane Company.
On motion of Mr, Hague, seconded by Dr. Gill, it is resolved that this Board
re,cots all bids for £tre truck chassis and passenger cars and re-advertises
truck chassis at a higher horse power,
This day the Executive ,Secretar~ read a letter from Mr. Richard C. L. Honcure,
requesting the County reinstall a water line in Ben Air Manor providing Mr. Cowan
will put up the necessary bond to guarantee the payment of the outstanding bill
for water service in this Ben Air Manor subdivision, which payment is under
dispute at this time.
And be it further resolved that the County Engineer is authorized to install
the water line in Ben Air Manor and paid for by Mr. Gowan.
And be it further resolved that the Gommonwealthts Attorney be and he ~ereby is
requested to institute a suit a~ainst Mr. 0. L. Hopkins and Mr. James ~owan
jointly to establish the responsibility of an outstanding bill for water service
rendered in the Ben Air Manor Subdivision.
This day the Executive Secretary reported that the Treasurer and the School
Superintendent had requested $25,177o42 robe appropriated tothe ~chogl Board.
Upon consideration whereof, and on motion of Mr. Brltton, seconded by Mr, Hague,
it is resolved that this Board appropriate from the General Fund Qf the County
the sum of ~25,177.~2 to the School Fund to finance the School system through
the 14th of August, 1956o
This day the Executive Secretary read a letter from the Hon. Thomas B.Stanley,
Governor of Virginia, and the }ion. Lloyd C. Bird, ~enator from this District,
thanking the Board for its ap~'roval of the proposed action on the school problem,
which letters were ordered received and filed with the Board~s papers.
This day Mr. Britton. presented a petition signed by some 8 people complaining
of the dogs barking in the ~300 Block of Jahnke Road and it was generally agreed
that this matter be referred to the Commonwealth's Attorney and Oame Warden.
This day the County Engineer presented an agreement signed by Hr. James A. Davis
and Rosalyn P.Davis Saving tho County harmless from any and all claims resulting
from the construction of an office building close to the water line serving
Mr. Ralph H. Jones onRt. ~10 in the VillaHe of Chester, which agreement is filed
with the papers of this Board,
On motion of Mr.Britton, seconded by Mr,Hague, it is resolved that this Board
adjourn until August 20, 195~, at 8:00 p,m, at which time the Board will consult
with its architects, E. Tucker Carlton, on the new ~ice building and such other
business as may come before the Board,
