This day Mr. C.F.aellam, Resident Engineer, reported that he had made a list
of road improvements robe scheduled under the Federal Secondary Improvement
Program, which read as follows:
Rt. 647~ from the City Limits of Richmond to Route 10.
Rt. 653, new bridge over Swift Creek between Rt. 651
and 604.
Rt. 643, a new bridge over Falling Creek between Rt. 10
and Rt. 651.
Route 637, from the S.C.L. of Richmond to Route 161.
Route 618, from Route 827 to Route 619
Upon consideration whereof, and on motion of Mr. }{ague, Seconded by Nr. Britton,
it is resolved that the aforedescrived sections of r~ads be and they are
hereby recommended to the Highway Department for inclusion into its Federal
Aid Secondary System.
On motion of Mr. Britton, seconded byMr.Briskill, it is resolved that the
construction of the following roads:
Route 64?, from the City Limits of Richmond to Rt. 10.
Route 653, new bridge over Swift Creek between route 651
and Rt. 604
Route 6~3, a new bridge over Falling Creek between Route 10
and 651.
Route 637, from the S.C.L. of R~chmond to Route 161
Route 618, from Route 82? to Route 619
to be programmed for construction from Federal Aid Funds received through 1959.
It was generally agreed that a list of bridges needing some improvement would
be sent by each Supervisor from their respective districts tothe Executive
Secretary so that some planning can be effected for tho Revolving Brid~e Fund.
This day Dr. Gill, requested some information on the progress of the imnrovement
of CamPbell's Bridge, connecting Et}rick to the City of Petersburg. Mr. Kellam
reported that a study is being made at present and he will investigate its
.progress and report to this Board.
This day ~tr.Britton cited the fact that certain drainage north of Red Oak Lane
in the subdivision of Woodstock needed some improvement and that Mr. Kellam had
estimated ists cost at approximately $50.00. Upon consideration whereof, and on
motion of Hr.Britton, seconded by Mr. Hague, it is resolved that this Board
request the Highway Department to improve the drainaKe leading north from Red
Oak' Lane at a co~t not to exceed $50.00, same tobe c~rged to the 3~ Road Fund
of 'the County.
And' be it furthe~ ~esolved, that the citiz ~s of the a~ea s~e' one-~lf of the
cos't of this project.
On ~otion of Mr.Goyne, seconded by Df. Gill, itis resolved that the letter with-
drawing the petition of Hr. and Hrs. C.A.Rudolph .for ~he closing of an alley
in Central Park be received and acknowledged.
On ~otion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the petition
of ~r. and Hrs. C. A. Rudolph for the closing of an alley in Central Park be
den'ied without prejudice.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Canterbury Road, eurry ~oad and
~oodland Road in the Fan Goort Sut)division in Bermuda Hagisterial District, which
re~ort shows that in the opinion of the County Road Engineer it is expedient that
sa~d roads be established as public roads.
Upon consideration whereof and on motion of Hr.Goyme, it is resolved that
Canterbury Road, Surry Road and ~oodland Road in the subdivision of Fan Court in
Bermuda ~agisterial District, be, and the same are hereby established as public
roads.
And be it further resolved that the Virginia Departmentof Highways be and it
hereby is requested to take into the Secondary System of Roads of Chesterfield
County, Canterbury Road, from a point on the northern end of maintenance of
Wilton Drive, ,03 of mile eastwardly, thence ,2 of a mile northwardly to
WoOdland Road; Surry Road, from a point on the northern end of main~nance of
~ilton Drive, .03 of a mile westwardly, thence .17 of a mile northwardly to
Woodland Road; Woodland Road, beginning at the intersection of Canterbury Road,
.08 of a mile westwardly to Surry Road. These roads serve 4 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
gu~ntees a right of 'w~y of 50 feet for these roads to the Virginia Department
of Highways.
This day the County Road Engineer in accordance with directions from this Board
made report in writing Upon his examination of Silbu~y Road in the 'subdivision
of Hichael Heights, in ]4anchester Hagtsterial District, which report shows that
in the opinion of the County ~ad Engineer it is expedient that said road be
established as a public road.
Upon consideration whereof, and on motion ~f Hr. Britton, it is resolved that
Silbury Road in the subdivision of ~ichael Heights in Hanchester Hagisterial
District, be, and the same is hereby esta ~ished as a public road.
And be it further resolved, that the Virginia Department of Highways be and
it hereby is requested to'~ake into the Secondary System of Roads of Chesterfield
County, Silbury Road, from a point on Silbury Road, ol of a mile east of
Woodmere Drive, .0~ of a mile eastwardly to a dead end. This road serves
~ houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way to the State Department of Highways of not less than
~0 feet for this road.
This day Hr. ~ohn Thomas came before the Board citing the fact that he had
investigated the work to be done on the County water easements in order to
record said easements. Upon consideration whereof and on motion of Hr.
Driskill, sec~nded by Hr. Britton, it is resolved that this Board employ
Hr. John Thomas, Attorney, to do the nOcessary work on the Utility easements
at a rate of compensation of $10.00 per hour.
And be it further resolved that Said work be reviewed by the Gommonwealth*s
Attorney and a progress repot after the first day be made to the Executive
Secretary.
On motion of ~r. Driskill, seconded by Mr. Hague, it is reso~d that this Board
employ Hr. John Thom~s, Attorney, to collect the delinquent personal property
taxes for the year 1951, at a compensation of 2~ of the amount collected,
excluding Court costs.
On motion of Hr. Hague, seconded by Mr. Britton, it is resolved that this Board
request the Highway Department to improve ?00 feet on the west end of Rt.638,
at a cost not to exceed $495.00, plus an amount for drainage.
And be it further resolved that the aforementioned resolution be sent to the
Highway Department upon receipt of one-half of this amount from the citizens
of'the area.
This day Hr. Jerry Robertson and others came before the Board seeking some
improvement tOthe sani/at~on facilities im the subdivision of Cloverdale.
Came also, Dr.E.G.Oates, and Mr. J.~. Bartnik, Director and Sanitarian of the
Health Department, to explain the legality of the itealth'~epartment~s regulations.
It was generally agreed by all that everything possible would be done to clean
up certain situations existing in Gloverdale as soon aa possible.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the
Commonwealth*s Attorney be and he hereby is requested to study the trailer
ordinance to ascertain the feasibility of changing said ordinance so that
some restrictions may be placed on house trailers located in residential areas.
On motion of Mr. Driskill, seconded by ~r. ~ritton, it is resolved that the
Hoard of Supervisors of Chesterfield County, Virg*nia, doth consent to and
approve the vacation of that certain portion, 85 feet in length, of a "10-foot
utility easement" extending five (5) feet on each side of the dividing line
between the rear of Lot 15 and the western line of Lot 144 on the plat of
Block A, Section A, Rock Greek Park, recorded in the Glerkls Office of the
Circuit Court of Chesi.~fAeld County, Virginia, in Plat Book 8, page 2?4,
which portion of said easement extends from the north line of Post Oak Road
N. 41 degrees 51I W. a distance of 85 feet, and is shown marked inred on a plat
of Lo£s 14 through 21, Block A, Rock Greek Park, Section A, made by Foster and
Miller, August 22, 195~, a copy of which has been fil~ with this Board.
On motioj of Dr. Gill, seconded by ~r. Uriskill, it is resolved that the game
claims as amended be paid,
This day Mr. O.K.Brooke ca~e before the Board requesting the resoning from
Agriculture to General Business of the following described parcel of land:
fn Manchester Magisteria~ District, a parcel of land fronting
approximately 830 feet ~n Rt.10 and ~D0 feet on Belmont Road,
said parcel being the triangle of a'pproximately 4-acres formed
by the intersection of said two roads.
Came also, Capt. HOlland of the State Police Dept. saying that the 5ta~e Police
Department was interested in locating a sub-station somewhere .in the gen~a*l
area.
Came also, Mr. Purcell and a delegation ~resenting a petition signed by some
l0 persons, being property owners in the area, whos, e signatures were notarized,
citing their ob3ections to the requested rezoning.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Driskill
it is resolved that the request for the aforedescribed parcel of land ~obe
rezoned be and it hereby is denied without prejudice.
This day Mr. C. T. Johnsoh came before the Board seeking the rezoning from
Agriculture to J~al Business of the following described parcel of land:

80 feet on Rt.60 and extending southwardly 191 feet, the same

This day Mr. R.S. Wells and Mr.J.W,Pannell came before the Board seeking a

310 feet on Mills Road and extending 264 feet southwardly,
said parcel being 200 feet west of Rt~ 10 and being better known
as Lots, 5, 6, ?, and 8 of the W.R.Mills property, on whichis
requested a Use Permit,
Upon consideration whereof, the Use Permit was reduced to Lot 6 of the W.R.
tills property.
Came also, Mr. C.C.Atkinson, and others opposing the requested Use Permit saying
that the increase in this chicken plant would in general de-value property in the
area.
On motion of Hr. Britton, seconded by Mr. Driskill, it is resolved that this Board
§rant a Use Permit on Lot 6 of the W.R.Mills property to construct one wall
and a roof to the Po6osham tiatcheries, which 'addition would be 2~ x 48' as
shown o.n sketch recorded with the ~oardls papers.
·his day Mr. James R. Sowers,.requesting the rezoning from Agriculture to
Residential-2 of the subdivision of Beaufont Hills, described as follows:
In Manchester Magisterial District, a parce~ of land 1300 feet
by ~00 feet, said parcel being 500 feet north of Rt. 60 and
300 feet west of the German School Road, bein~ better known as
the Beaufont Hills Subdivision.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Driskil
it is resolved that the aforedescribed parcel ofland be and it hereby is

This day Mr.E.W.Nunnally came before the Board seeking the rezoning from
Agriculture to General Busimss of the following described parcel of land:
In Manchester Magisterial District, an irregular parcel of land
fronting 459 feet on Rt.63? and extending westwardly 400 feet,
said parcel being 100 feet south of Rt.644.
Upon consideration whereof, and on tactic0 of )tr. Britton, seconded, by )tr.Ooyne,
it is resolved that this matter be postponed until September 25, 1956, due to
the death of one of the residents of the area.
This day )tr. Haigaz Shahinian came beforethe Board requesting the rezoning from
Agriculture and Residential-2 to General Business of the, following descri~xed
parcel of land:

430 feet on Ri,60 and extending to and fronting 300 feet on

This day Mr. Painter, County Engineer, presented a plan of lowering a water line
on Rt. ~1, for )tr. Clarence G. Conner and upon consideration whereof and on
mo~ton of Mr, Goyne, seconded by Mr. Hague, it is resolved that this Board
approve the engineer's proposal of lowering a water line on Rt. ~1., Lots I 'and
2 in the Milhorn Subdivision.
Mr. Paint,'County Engineer, reported that the Water Committee had removed the
water ban which has been i~posed for several weeks.
On motion of )tr. Britton, seconded by Mr. Dr~skill,it is resol%ed that the
watercontracts for McC~ire Manor, April Acres, Beaufont Farms, ~orthin§ton
Farms, and Brookhaveb Farms, be and they hereby are approved.
This day again the m~ter of payinc the operating cost of a ,metering station
on Falling Creek operated by the Geological Survey Department, came before the
Board. Upon qonsideration whereof, and on motion of Hr. Hague, seconded by
Mr. Britton, it is resolved that this Board approve the proposed contract for
the oontinuatioq of tho metering station on Falling Creek at a cost not to
exceed $~0.00 to tbs County for one year, provided said contract is approved by
tho Commonwealth's Attorney.
On ,notion of )tr. Hague, seconded by )ir. Brit,,on, it is resolved that the County
Water Department pay the amount of ~t~50.00 to the Geological Survey as required
b~ a contract for the State and County joint participation.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that a list o:
delinquent water accounts which may.possibly be collected outside of the County
be compiled, and some investigation made by the Water Department as to the
method of collection.
On motion of Mr, Britton, seconded by "ir. Briskill, it is resolved that the
County Engineer be and he hereby is requested to consult with the Water Control
l~ard as to the possibility of future policies on the Kenmore Ridge sewer
system and to investigate the charges necessary robe made for connections qutside
of the area for which the system was o~i~inally desi~nedo
This day Mr. Paul Byrne came b~fore the Board requesting that the County accept
a 50-foot dedication of Beenh Road extended in Midlothian District and citing
that his client Mr. C. F. Wyatt has agreed to construct Beech Stree~ extended to
meet the State specifications by May 1, 1957.
Upon consideration whereof, and on motion of Mr. Driskill, seconded by )tr.Britton
it is resolved that this Board accept the dedication of Bosch Road extended
provided the roa~ is constructed tO State specifications and that a plat showing
the lots facing on said road is acceptable tothe City Planning Commission and to
County officials, and that the fo~ o( the deed of dedication is approved by the
Commonwealth's Attorney. . "
Tbis day Mr. Roy H. Staples and Mr. Ray Partin and others came before the Board
presenting a petition si~ned by some 45 people opposin~ the proposed tank site
for the Me,ceca water tank. Upon consideration whereof, and on motion of
Dr. Gill, seconded by Mr. Driskill, it is resolved that the consulting engineer
be requested to meet with a Committee of the Board and the peop%e of the area
at some future date to discuss this matter and that notification be given as seer
as possible requesting such a meeting.
This day the Executive Secretary reported that t;he order for the annexation suit
between the City of Colonial Neights and the County of Chesterfield had been
entered on September 8, 1956, and that the Board of Supervisors had 60 days from
such date to note an appeal. Upon consideration whereof, and on motion of
motion of Mr. Goyne, seconded by Dr. Gill, it is resolved that the Attorneys
employed by the Board of Supervisors be and they hereby are directed to appeal
the order of the annexation suit to the State Supreme Court and tha~ the oompensa%
for the attorneys robe as m~reed.
On motion of Mr. Hague, seconded by Mr.Driskill, it is resolved that this Board
accept the low bid from the John Beane Division in the amount.of. S7150.00 for a
new fire truck tothe Dale Volunteer Fire Department and $7586.00 for a new fire
truck to the Ben ~r-$outhampton Fire Department.
On motion of Mr. Hague, seconded by Mr. Goyne, it is ~esolved that this Board
purchase from the McCoy Motor Company, who submitted the low bid, two (2) truck
chassis to be used in the construction of new trucks for theBon Air-Southampton
and Dale Volunteer Fire Departments.
On motion of Mr. Goyne, seco~ed by Mr. Driskill~ it is resolved that this Board
accept t ~ low bid of the Little Oil Company in the amoumt of 4~ less than tank
wa§on price for high test ~as for the coming year.
On motion of Dr. Gill, seconded by Mr. Driskill, it is resolved that this Board
grant a variance from its buildin§ restrictions to allow Mr.William Astwood
to construct a homeon Lot 1~ of Laurel Farms Subdivision, Ettrick, not less
than 5 feet from his side proper~y line on one side and not less than 8' 2" from
the side line on the opposite side.
On motion of Mr. Brttton, seconded by Mr. Driskill, it is resolved that this Board
authorize the Ruffin Road Branch of the Bank of Virginia to collect bills for
the ~ater Department.
On motion of Mr.Hilgue, seconded by Mr. Driskill, it is resolved that this Board
grant a variance from its building restrictions to allow the construction of a
home on the property of Mr. Russell Condo, the same bein~ .8 of an,~acre on
Thurston Road in Dale District.
On motion of Dr. Gill, seconded by Mr. Drksill, it is resolved that this Board
authorize the Building Inspector to ~rant to Mrs. Alice Edwards,.a buildin~
permit free of charge, due to extenuatin~ circumstances caused by her residence
being destroyed by fire and same being replaced by public subscription. It was
~enerally a~reed that additional information be obtained ~efore further action
is taken on this request.
This day the Executive Secretary presented.a letter from the Sta~e Compensation
Board approvin~ the capitol outlay of the Treasurer for the fiscal year ended
December 31, 195~ in the amount of $9859.16, which amount has previously been
approved 0y this Board and the repot was o~dered received.and filed.
This day the ~xecutive Secretary read a letter from the State Compensation Board
citin~ t~e excess fees of the Clerk's Office for the year ended December 31,1955,
which letter was ordered received and filed.
On motionof Dr. Gill, seconded by Mr. Hzgue, it is resolved that this Board
recommends to the. Judge of the Circuit Court, ~on. William Old, for appointment
as Police Officers for Chesterfield County, Mr. Otis E. Greene, and Mr. L. L.
Edwards.
On motion of Mr. Dr~s~tl~, seconded by Mr. Britton, it is resolved that the minutes
of July 10, 17 and 2~h and August I~ and 20th be and they are hereby approved.
