09-18-1956 MinutesVIRGINIA: At an adjourned mmting of the Board of Sup®rvisors of Chesterfield County, held at Courthouse on Se~/ember at 8:00p.m. Present: Mr. Irvin G.Horner, Chairman .Mr. H. T. Goyne Mr. R. J. Britton Dr. Robt. 0. Gill Mr. Stanl®y R.~ague, Jr. Mr. Marshall F.Driskill This day Mr. Roy Laffoon of the Ettrick Sanitary District, and ten other in- terested citizens presented a list of questions on which they requested the Board's policies and opinions. After considerable discussion of the finances of the Sanitary District, and on motion of Mr. Driskill, seconded by Mr. C~yne, it is resolved that this Board request the Commonwealth's Attorney toprepare a resolution on a $50,000.00 Bond Issue for theEttrick Sanitary District Sewerage Treatment and Improvement Pro§ram. And be it further resolved, that the CommonwealthIs Attorney be and he hereby is authori~ed~tocoomtact a bond attorney £o have the aforementioned resolution legally approved. On motion of Dr. Gill, seconded by Mr. Driskill, it is resolved that this Board request the consulting engineering firm of Hayes, Seay, Mattern and Mattern to draw fhe final plans and specifications for the connecting of the sewerage system of Petersburg, alonK with the pl. ans and specifications for a pumping station on said connecting line. On motion of Dr. Gill, seconded by Mr.Goyne, it is resolved.that the Executive Secretary be and he hereby is requested to ascertain the fee of Hayes, Seay, Mattern and ~attern for preparin§ preliminary plans on Rutledge Avenue and the east end of Jackson Street. On motion of Dr. Gill, seconded by MrgDrXskll%,it.is resolved that a Committee of Mr. Peyton Goodall, the County Engineer, Mr. Ohms. quaiff, and the Executive Secretary be appointed to study the problem of billing and collectin~ in the EttrickSanitary District, particularly as.it pertains to a cut-elf policy for delinquents. On motion of Dr. Gill, seconded by Mr. Hague, it is resolved that a quarterly financial report be sent to the Ettrick Sanitary District. On motion of Dr. Gill, seconded by Mt. Hague, it is resolved that upon] the request of the Ettrick Sanitary District Committee, the Chief of Police be notified of their petition and concern regarding the h~avy afternoon traffic on Chesterfield Avenue. On motion of Dr. Gill, seconded by Mr. Hague, it is resolved that this Board appropriate from the General Fund of the County the sum of $55,220.31, to the School fund to finance the school system thnou~h September 17, 1956. On motion of Dr. Gill, seconded by Mr. Goyne, it is resolved that the Chester- field Fox Hunters and Game Protective Association be and it hereby is authorized to hold a bench show in the Hening Buildin~ on October 5, 1956. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the Executive Secretary be and he hereby is authorized to have installed a 2" water outlet from the Midlothian School water system to Rt, 60 in front of the Midlothian Fire Department and charge the expense of same to the Operation of the Fire Department. This day the matter of widening Luck's Lane, Rt. 720, came before the Board. at the request of Mr. Marshall Driskill, who presented a petition signed by nineteen people living on said road, and it was cited that the County School buses cannot travel Rt.?Z0 because said road is not wide enough for two cars to pass, making it necessary for children to walk 1-1/~ miles to Rt.653,to get school bus transportation. Upon consideration whereof, and on motion of Mr. Driskill, seconded by Dr, Gill, it is resolved that this Board request the Virginia Department of Highways to widen Rt. 720 so that cars may pass in a safe fashion and so that Gounty School buses may furnish school transportation to the many children living on said road. On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that before any new business water connections, which are not owned by the applicant, be installed a $25,00 deposit must be advanced by the applicant and same returned to the applicant less any amount outstanding when water service is discqntinuedo This day the County Road EnF, ineer in accordance with directions from this Board made report in writinc, upon his examination of Welford Road in Manchester ~aF. isterial District, which report show~ that in the opinion of the County Road EnKineer, it is expedient that said road be established as a public road. Upon co~lsideration whereof, and on motion of Mr.B~'itton, it is resolved theft Welford Road in Manchester ~[agisterial District, be, and the same is hereby established as a public road, And be it further resolved that the Virginia Department of Highways be. and it hereby is requested to take into the Secondary Road System of Ohestet~field Count' Welford Road, from a point at tho intersection of Rt. 2212 and Rt.1612, ,06 of a' mile eastwardly to ()live Avenue; thence, .05 of a mile eastwardly to Rt. 2225. This road serves 12 houses. And belt farther resolved that the ~oard of Super.visors of' Chesterfield County ~ual~antees a right of way tothe State Department of Highways of not less than fifty feet for Chis road.
