This day Mr. R. Pinkney Sowprs, came before the Board representing Mr. Ed.
Nunnally requesting the rezoning from Agriculture to General I~siness of the
following described parcel of land:
In Manchester Magisterial District, an irregular parcel of
land fronting 459 feet on Rt.637 and extending westwardly
400 feet, said parcel being 100 feet south of Rt. 644.
Came also Mr. David Rudd, Mr. Olin Taylor and others presenting a petition signed
by some 15 people opposing the rezoning of the aforedescribed parcel, however,
several of those appearing stated tha~ they did not oppose the construction of a
super-market. Whereupon, onmotion of ~Ir. Britton, seconded by ~r. Driskill,
it is resolved that the aforedescribed parcel of land be and it hereby is r~zoned
to Local ~siness and a Use Permit be granted to operate a super-market on said
land,
This day Mr. Louis Longest, Mr. Stamie Lyttle and others appeared before the
Board to discuss the sewerage situation at Enon, Mr.J.C.Poarch who requested
to be on the a~:enda was not present. Whereupon, the meeting was set a~ain
for October 16, at 8:00
This day the County Engineer and the Executive Secretary reported that 6ertain
stakes were set on the curve on Belmont Road by Wilkinson Terrace. Upon
consideration whereof and on motion of Mr.Britton, seconded by Mr. Hague, it is
resolved that the Executive Secretary be and he hereby is authorized to negotiate
for a right of wayfor the improvemen~ of the road and for the installation of
a water line, and report back tothis Board the proposed cost.
This day lqr. W.F,Wilbourne came before the Board citing the fact that he was
appealing the ruling of the Building Inspector on a house being constructed
in Bermuda District. It was generally agreed that Mr. Wilbourne corre~% the
issues sufficient to satisfy the Buildin~ Inspector.
This day Chief Smith came befnre the Board to discuss the proposed rules and
regulations of the Police Department. Whereupon this Board set October 2,
1956, at 7:30 p,m. to discuss th~s matter further.
0n motion of Mr. Dris~i]l, seconded by ~lr.Goyne, the following resolution was

The undersigned, acting pursuant to Chapter 2 of Title 21 of the Code
oi Virginia, 1950, and Acts Amendatory thereof, do hereby request that the
Circuit Conrt of Chesterfield County, or the Judge thereof in vacation, make
an order requiring the Judges of Election at an election tobe held in the Ettrick
Sanitary District No. 1 of Ghesterfield County, Virginia, at some time not tess
than thirty days from the dateof such order, robe fixed in such order, to open
a poll and take the sense of the qualified voters of said Sanitary District on th,
uestion wh~ther the Board of Supervisors of Chesterfield County shall issu~
ends of said Sanitary District in the principal amoent of $50,000 to raise
funds necessary to finance improvements to and extensions of the water and.sswera
systems of said Sanitary District.

This day Mr. J.S.Allen requested a Variance to allow the construction of a garage
4' 6" from his side lot line on 4805 Oam~mb~llAvenue. On motion of Mr. Britton,
seconded by Mr. Hague, it is resolved that a variance be granted to allow Mr.
Allen to construct a garage 41 6" from his side lot line.
This day Mrs. W. F. E. Eubank of the West Road requested permission to sell an
acre of land to whiah there was only a 20-foot right of way and guarante8 a
building permit for said lot. Upon consideration whereof and on motion of Mr.
Britton, seconded by Mr. Driskill, it is resolved that the request, of M~s.
Eubank be and it hereby is denied.
This day Mr. E.L.Mumma, Building inspector, reported he tmd inspected the propert
of Mr. Victor Oaudl® on Roselawn Avenue,and cited several violations of the
Building code prowisions. It was generally agreed that the Buildin§ inspector
attempt to have said violations corrected,
This day the Executive Secretary read a letter from Mr. Angus Powell, President,
David M. Lea & Company, which letter stated that the David M. Lea Company is
interested in obtaining a road from Rt. ~1 to Mineola germ, off the old Centralia
Road, however, could not at this time state when a new plant would be constructed
whichletter was ordered received and filed.
This day the Exeautive Secretary read a letter ~overing a list of roads taken
into the Secondary System of roads as of October 1, 1956, which roads are as
follows:
Whitlone Road - April Acres Subdivision
From Route ~84, 0.03 Mi. E. of Rt. 853 to 0.12 Mi. southwardly to
Deborah Drive, thence 0.07 Mi. $. to Westover DriVe. Length 0.19 Mi.

Rt. 651 to Jaloe Drive, Rt. 881. Length 0.24 Mile

On motion of Mr. Hague, seconded by Mr. Driskill, it is resolved that the
Treasurer be and he hereby is authorized to transfer from the unappropriated
surplus of the County's General Fund the sum of ~6782,~? to 2a-21~ for the
Countyls share of the purchase of new equipment for the office of the Commission,
of the Revenue,
And be it further resolved, thatthe Treasurer of the County of Chesterfield
be and he hereby is authorized to transfer from the unappropriqted surplus
of the Countyms General Fund $6053.61 to 3a-215 for the purchase of new office
equipment in the office of the Treasurer.
On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the request
of Mr. Robert Lux, School Board official, to use the Hening Building as a
furniture repair shod,be and it hereby isKranted, provided it meets with the
approval of the Executive ~o~it~e~.of the Fair Association.
On motion of Mr. Goyne, seconded by Mr. Drksill, it is resolved that this Board
request the School Board to consider the possibility of using Camp Baker for
school class rooms during this present emergency.
This day Mr. ~oyne presented a report of the Comm~%~ee s®t up to study Chesterfiel
part in the Jamestown Festival, an wri~int, Upon consideration whereof, and
on motion of Mr, Brt~ton, seconded by Mr. Drksi11, it is resoIved ~hat this
report be tentatively approved and that the project be investigated further.
This day Mr. Britton presented a petition on behalf of Mrs. Josephine Perkins
of 805 E.'"55th Street, whichpetition was si~ned by some 25 people requestin~ the
~rantinf of a Use Permit for a I~eauty ~hoppe in Mrs, Perkins! residence,
On motion.of Mr, Bri~ton, seconded by Mr.Driskill, it is resolved that this matter
be advertised for the November meeting and thai; no fee be char~ed,
