This day lit. C.C. Connelly, Jr., Attorney for Mr. John C. Poarch and others, came
before the l%oard st~ting that he Had bee~ retained by a Croup of people in the
Norrisdale area to attempt ~a solution tr>the sewerat~e ~reatment problems in the
area. Mr. Connelly stated tha, t at this time he had no particular questions and
that any action would necessarily be directed to the owners since the County at
thi~ time did not own the system.
This day Nr. Fred Thompson and }ir. Robert Lux came before the Board speaking in
behalf of I~uck's Lane, Rt.720. There was made a i;eneral statement of policy
conc-rni~,!; the school bus routes ~',]d I;!le transportation problems.
Phis day Mr. John Coon came before the ttoard seek!et~. a variance from the building
restrictions to allow the recordation of a p]at of r.-subdi~rision of Lots 1 and 2

Ou ,notion of Mr.U.:~;u~, s~conded by Mr. Dr!Itoh, it is resolved that this Board
appropriate the sum of $171,961.0~ to the ~chool Fund to finance the School ~yst~m
through .the 16th of October, 1.956, said appropriation to come from the General Fund
of the County.

ves%i~at~ %he matter of bonded coveraf'e and action be delayed until the nex~ mee~infl
of this Board.
On motion of Hr. Britton, seconded by Dr. Gill, it is resolved that the Executive
Secret~ry Qe and Ilo hereby is requested to write a ]otter of thanks to the DuPnnt
Company for the proposed expansio~ to the ~mpthJll Plant.
This d~,~.r the Executive Secretdpy read a letter from the Flanchestep Volunteer Fire
Department, request!n(, a deed to the old fire house on lSpyoe~s La~e. OM motio~

to the (Jomnmuwa]th~s Attorney to draft the necessary resoltltion and papers to effect
this trar]sfer.

2 eozzles, 2 reducers, and 300 fe,.t of 1-1/2,' hose.

a~reed that Lite Commonwealth's Attorney be requested to obt~ip from the
~eneral a rulin~ as %o the County's authority i~ {~ran~in~ loans to i~i%ia%e
~ewerae~ pro3.c~.
'ibis day the Executive Secretary presented a roi)or% of the County Assessor for the
yea~ ]-756, which report was r.ceived and filed.

insurance be obtained %o pFotec~ him from loss of monies held officially in his
office or in transit to the [~i, nk. ~uch insurance would cost approximately

request of Jud~;'e Snoad fo~ insurance coverage be and it heFeoy i.s appPoved and that

On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that a variance
for the Smith-llarding Contracting Company be ar~(1 it hereby is granted for a
home co Lot 1, I~lock B, Section C, Westover Ferms~ construction being 9.53 feet
from the north ~ide line and 7.82 feet from the south side line.
On ,notion of Mr. }%ritton, seconded by Mr. Goyne, it is resolved that the water
contracts for }{on Air Manor, ~.mr. Walter Cnsen, Mr. Herbert ].. Uicks, be and they
are hereby approved.
On motion of Mr. I{ague, seconded by ~lr. I:~rii:,ton, it is resolved that the Treasure
· of this CounCy is authorized to transfer the sum of ~20,O00.OOfrom the Wafer
Revenue Fund or "Operatipg Fund" to the ConsCruo~ion Fund for the-pu~oose of
enlarging or exiending i;b~ water system in the County in accordance wi~h ghe
report of Causey & Weeks for work being: done under Contracts ~Tos..A-1 and A-2
and en~ineRri, ng fees. The amount tra~]sfe~red shall [)e repaid to this acconnt
out of %he t3~oceeds of ~]l~ sale of $~,000,000 ,{a%eF hevenue }~onds, authoFized by
January, 1956 Referendum, when sold.
On motion of Dr. G~ll, seconded by ~lr.Zia~ue, be it resolved; All_ accounts for
water service in the Ettrick Sanitary })i~trict shall~,e due and payable upon
receipt of the monthly statement and shall be oonsider,~d delinquent if nog paid
by the 15th of ~;hat month. }{ills shal]~)e rendered monthly to tb~ Custonlers
of ~be system. A pen;~].~y of 59.~ will be added to %he wa~er chaFges if no~
paid on or before the 15th. day of each month. Water service shallbe dlsoontinH
~f any bill shall r~main unpaid for %we successive months. The Ugili~es
.DepaF%men% of Chesterfield County shall compile a lis~ of delinquent accounts
foF any-two months period a~d delive~ same %o the Clerk of %be Sanitary ~)is%rict
by %he 20th of each month. Each cusgomeP who is delinquent will be notified
by mail by ~he ~t[lities Department, ~eques%ing payment to be made %o the C!erk
of the Sanitary District prior to the first of tile month. Water ~ervice to
the ~remises shall be restored when the delinquent charges, penalties and a
reconnection charge of $2.00 shal!hav~ bern paid. The Clerk nf the District
is directed to authorize an agent of the District to discontinue service to
delinquent oremises. Service shall be restored by agent only upon authorization
of the Sanitary DistF~c% Clerk when oha~ges aforesaid have been paid in full.
