This day Mr, J.T.Moore came before the Board again asking the approval of the use
of the water supply at Beulah School for his new houses in Beulah Village, as per
his request of December 8~ 1956. The County Engineer recommended that this
connection not be allowed since the supply of water in the school was somewhat
indefinite. The Water Committee agreed with the County Engineer, whereupon
it was generally agreed that Hro Moore would investigate further the possibility
of extending this line to the Cogbill Road at which point there is County
service avallableo
The application of William To Moore and Charles C. Moore to rezone the hereinafte
described parcel of land from Agriculture to Xndustrial for the purpose of
digging, dredging, hauling and removing sand and gravel from thereon was
considered, the same having been continued from January 8. 1957 tothis date for
final decision, and on motion of Hr. Goyne, seconded by Mr.Brttton:
BE IT RESOLVED: That it is hereby found and determined that the proposed
use can be accomplished ~nder a ~se Permit and accordingly the application for
rezoning is denied.
Further: That a use ~ermit under, the prov~sions of Section VIXX, A-5
of the Zoning Ordinance of this County be granted lethe applicants, or their
assigns, to dig, dredce, haul and remove ~and and gravel on the hereinafter
described property for a period of eight (8) years from the date hereof, subject
to the conditions imposed herein.
DE$CRXPTTON OF PROPERTY
That certain tract o~ parcel o~ land ly£ng and. being a portion
of #Rockdale~ Chesterfield County, Vinginia, ~s per plat by
JoE. LaPrade dated November 23, 1900, bou~ded and described
as follows:
Bounded en the North and West by the James River and Spring
Branch, on the South by a line beginning at the ~ntersection
of the East bdundary of ~Gravel Hill~ and SOring Branch and
extending in an easterly direction tothe property line of

Conditions of Permit
I, That all roadways on, and all vehicular entrances and exists
from, the private properties on which such operations are
conducted teeny public roads shell be located to secure
s~fety, to lessen congestion and to facilitate transportation
a~d shall be so maintained as to eliminate any nuisance from
dust to neighboring prope~ies,
2o That all equipment used for the production or transportation
of materials shall be constructed, maintained and oper~ed in
such a manner as to el[m£nate e~ far as practicable noises,
vibrations or dust whichare injurious or annoyinK to persons
tiring in the vicinity,
That the ~and will be restored to a level condition, so that
the same may be usable at ~he termination of excavation~
The peaks and depressions caused by the removal shall.be reduced
so as to mtnimise erosion due to reinf&11, and the area of
exoavat£on shallbe left in such a condition lobe in subs~antia!

That a bond or other suitable cuarantee be furnished prior
to undertaking any ~ork under this permit guaranteeing the
faithful performance of all of the applicable requirements
set out in this permit.

Whereas, Sequoyah Road as shown on Plat of Kenmore Ridge dated January 15, 195/4,
recorded in Plat Book 8, page 24~, has been relocated as shown by map of J.K.
Timmons made January 30, 1956, and constructed in accordance with the
specifications and requirements of ~he S~a~e Dep~v~men~ of Htgh~ays and approved
by ~he Sta~e ~epar~men~ of Highways; and
Whereas, the ~5 feet of the south end of Blithewood ]1rive has been closed for
travel and use as a public road and the Sequoyah Road as relocated will serve
the same citizens as the old road;
Now. Therefore, Be it Resolved: That tho virginia State Departm~ht of Highways
is hereby requested toabandon Sequoyah Road and the 65 feetof the squth e~d of
Blithewood Drive as shown on plat of Kenmore Ridge dated January 15, 1954,
recorded in Plat Book 8, page 24~, pursuant to Section 33-76,21 of the.Co~e of
Virginia of 1950.
Be it Further Resolved: 'l%at the relocated section of Sequoyuh Road as aforesaid
is here ~ requested to be taken into the State Secondary Syste~ Of Highways,
Be it Further Resolved: That the above action be subject to the granting of an
easement by the Land Company of Virginia to ~he County of Chesterfield ten (10)
feet in width, along the sewer lines and the water lines of Chesterfield Cou0ty.

This day the Commonwealth'sAttorney presented a notice addressed to him from
the Atlantic Coast Line ERe Company which Notice was an application of said
Railroad Company for authority to abandon the public side track, known as
Tract No, 1 at Chester, Virginia, and said application would be heard by the
State Corporation Go.emission on ~ebruary 20, 19~?, U~0g consideration whereof,
and on motion of Mr,Goyne, seconded by Hr.~ague, it is re~olved that the
Executive Secretary be and he hereby is requested to investigate this matter aslt
pertains to the service of the citizens of Chesterfield,
This day again the matter of drainage on Rt. 144 came before, the Board and the
Executive Secretary was instructed to request the Highway Department to investi~a
the damage done to the property of Mr, W.O.Shawen,
This day a Notice sent to the Commonwealth's Attorney waspresented to the Board~
which Notice requested a Certificate of Publi~ Convenience and Necessity as
common carrier over certain State Highways within the County from the State
Corporation Commission by the Wilson Truokin~ Corporation, which hearing is to be
held March 1], 1957,
On motion of Mr. Britton, seconded by Mr,Hagerman, it is resolved that a variance
be granted to Mr, John H. Dillon, to .allow him reconstruct a cabin on the James
River in Midlothian District,
On motion of Mr. Hagerman, seconded by Mr, Britton, it is resolved that a
variance from the County's building restrictions be g~anted to Miss Edith
L.01ivor for the construction of a building facing River Road in Ettrick,
a distance of not less than 6 feet 5 inches from her side line, said location
being Lot 2 on River Road.
This day the Executive Secretary presented a petition signed by some 56 citizens
requesting a street light at the intersection of Falling Ce~ek Avenue and
Petersburg Pike. Also, Mr. Hagerman presented a petition signed by some
20 persons living on Robertson Avenue requesting a stree~ light a~ the intersec~i
of Robertson Avenue and River Road in Mato~ca District. On motion of Mr. Ha
seconded by ~. Ooyne, it is resolved that these rqquasts be referred to the
Street Light Committee,
On motion of Mr. Britton, seconded by Mr. Hague, it is resolved that the Gountyl
Engineer be and he herebyis authorixed to investigate the temporary purchase of
water from the City of Richmond and make a report to this Board as soqn as poss
This day the matter of repairing Camp Baker came before the Board and it was
generally agreed that bids received for these repairs be rejected and said
work be done on a time and material basis, using local labor,
This day the Police Comm ~tee made a repe~ in writing, on the aco[den~ .resulting
in the death of Police Officer Edwards. Upon consideration whereof, andon
motion of Mr, Britton, seconded by Mr,Hagerman, it is resolved that this Board
accept this report and authorize the payment of $~00.00 burial expenses and
$~0.00 per week for 300weeks to Mrs. Lament Edwards, his widow.
On motionof Mr, Britton, seconded by Mr, Goyne, it is resolved that the Chief
of Police of this County is authorized ~nd directed reassume complete charge
and supervision of all rescue operations, disasters or other emergencies in
the County of Chesterfield, inoludin~ the right to direct Civil Defense un,ts,
volunteer firemen, rescue squads and other volunteers who participate in such
emergency operations,
On motion of Mr, Britton. seconded by Mr, Hagerman, It Is re~olved that the
Chief off Police be and he herebyis requested to investigate tho cost of equipment
and the possibility of obtaining a new Police Radio frequency.
On motion of ~r. Ha~erman, seconded by Mr. Britton, it is resolved that Mr. James
C,Carter be and ho hereby is employed as Assistant County Assessor~ at, a salary
of $4100~00 per year.
On mot,ion of Mr. Hagerman~ seconded by ~ir. Goyne, it, is resolved that, ~his
meeting be adjourned until January 29~ 1957~ at 8:00 p.m.
