Gates, Commonweal:his Attorney This day a special meeting is called at the request of Mr.H.T.Goyne, and Mr. }{.K,Hagerman, and the Sheriff has presented signed statements from all of the Supervisors indicating that they have been served notice of the special meeting by the Sheriff according to law. Hr, Raymond J. Britton presented a printed resolution entitled"A Resolution authorizing tho issuance of $4,000,000 Water R~vonue Bonds of tho County of Chesterfield, payable from the not revenue derived by the County from the operation of its water system" and moved that it be adopted. The motion having been duly seconded by Mr,Marshall F.Driskill, it was adopted, the following members of the Board of Supervisors voting for the Resolution, Mr. Irvin GoHorner, Mr. H.T.Goyne, Mr.Stanley R.Hague, Jr., Mr, H,K.Hagerman, Mr. Raymond J. Britton,' and Mro Marshall FoDriskill, and no one ye:Lng against it, The Chairman directed the Clerk to attach to the minutes of this meeting a copy of the Resolution so adopted, Mr,Raymond J. Britton presented the following resolution and moved that it be adopted: "WHEREAS. the Board of Supervisors has received a proposal, hereinafter described, to purchase the $1,625,000 Serial Water Revenue Bonds of the County numbered from 1 to 1~2.~ inclusive, and $1,625,000 Term Water Revenue Bonds of the County numbered from 1 to162J, inclusive, dated January 1, 1957, which are authorized by the resolution entitled "A Resolution authorizing the issuance of $~,000,000 aa~er Revenue ~nds of the County of Chesterfield, payable from the net revenue derived ~ ~he County from ~he operation of its water system", adopted by the Board of Supervisors on March ~, 19~, and the Board of Supervisor deems it to the best interests of the County that such proposal be accepted and that said bonds be issued in accordance with such proposal, N0~, THEREFORE. BE IT RESOLVED by the Board of Supervisors of the County of Chesterfield as follows: (1) The proposal to purol~se said bonds for the price of $3,250,000 and accrued interest submitted to the Board of Supervisors by F.W.Crai~ie & Company, Richmond, Va., Phelps, Fenn & Company, New York, N.Y., Scott, Homer and ~ason, Inc., Lynchburg, Virginia, R,W. Presprich & Company, New York, N.Y., R.S.Dickson &. Co.[nc,, New York, N.Y., Shearson, Hammill & Co,, New York, N.Y,, Mason-Hagan, Inc., Richmond, Va,, J.G.~[heat & Go., Richmond, Va,, Andarsonand Strudwiok, Richmond, Va, Strader & Company, fnc., Lyuchburg, Va,, Investment Corporation of Norfolk, Norfolk, Virginia, G.F.Gassell & Company, Inc., Charlotte rill,, Va,, Willis, Kenney & Ayres, Inc,, Richmond, Va,, R.H.Brooks & Company, Richmond, Va., ~yllie & Thornhill, Charlottesville,Va., provided they bear interest and are made payable as hereinafter set forth, is hereby accepted, (2) Each &f said bonds shall be payable at the option of the holder ther~o at the prionipal office of ~he G~ntral National Bank, in the City of Richmond, Virginia, or its successor as Trustee under said Resolution, or at the option of the holder, at the principal office of a Bank, in the Borough of Manhattan, City and State of New York, to be named by the successful bidder. (3) Each of said Term Water Revenue Bonds shallbear interest from its date at the rate of ~.125~ per annum. Said Serial Water R~venue Bonds shall bear interest from their date as follows, viz: the bonds numbered from I to 162~, inclusive, at the rate of ~,0~ per annum. (4) The Chairman and Clerk of the }toard of Supervisors are hereby authorized and directed to cause said bonds to be printed and made ready for execution and to execute said bonds in accordance with their terms. (~) The Chairman of the Board of Supervisors is hereby authorized and d£rected to present said bond~, when they have been duly executed, to The Central National Bank of Richmond, for authentication in accordance with the provisions of Section ~15 of said Resolutiono ~) The County Treasurer is hereby authorized and directed to deliver said bonds, when they have been duly executed and authenticiated in accordance with said Resolution, to the purchaser hereinbefore named upon receiving in payment for said bonds the agreed purchase price and to deposit the proceeds of said bonds in accoreance with the provtsio~ of Section ~1~ of said Resolution". The motion havin~ been duly seceded by Mr. ~arsha11 Drisk~lle it vas adopted, the following members of the Board of Supervisors votin~ for the resolution. Jr.. and Mr. HoK.Hagerman. and no one votin~ against it. l~hereas, the drainage on Rt./;t~?, east of Rt.221/~, has been blocked, resultin~ in untenable hazard~ and ~hereas, there appears robe no solution a~ this ~tme. No~, Therefore, Be it Resolved~ on mo~ton of Mr. Brttton~ seconded by ~. Dr~sk111, that ~hEs Board request the Department of Highways to take such s~eps as are necessary to improve said drainage condition on Ri, 6~7 a~d if right of ~ay for drainage cannot ~ secured it then be condemned*and paid for from the Secondary Road funds, This day the ~atter of sewerage treatment facilities in the ViLlage of' Morrisdale came before the Board, and the fact was cited that R.Stuart Royer & Associates, had submitted previously a bid to study the area and prepare a sewer plan as outlined in a letter dated September 1Z. 1956, filed with the' Boardts papers, On motion of Mr. Goyne~ seconded by Mr°Hague, ~t is resolved that this Board request the firm of RoS~uar~ Royer & Associates to study the area of Morrisdale and to prepare plans for a sewerage system as specified above for the sum of $500.00. On moti0n~ the meeting is adjourned until 10:00 a.m.'on Marchl2, 1957.
