Hagerman reported that a meeting had been held on Monday, April 8, 1957, .at the ~atoaca Fire House to review with the citizens of the Ma toaca area the p~oposed location o f a water tank on the east line of ~ro Pure.lite property, approximately 400 feet south of Rt.36. Upon consideration whereof, and on motion of Mr. Hagerman, seconded by Mr. Goyue, it is resolved that this Board approve the tank site for the Village of Ma toaDs as ~eoomaended by the engineering fir~ of Causey, and Wee~so This day Mr~ Carroll ~hite and approximately twenty others presented a petition opposing the proposed use of Brandon Road, Shirley Road, and other subdivision roads in Green Acres for traffic generating from the use of the open-air theater now being constructed west of the Souths/de Plaza Shopping Center. Upon consideration whereof, and on motion of Mr. Britton. seconded by Mro Goyne, it is resolved that this Board request the Highway Department to deny the use of Brandon Road and other residential roads for traffic from the o~en-air theater. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved tl~at this B~a~d request the Building Inspector to delay the issuance of a building permit on any large building project until the traffic flow pattern and the drainage system is approved by the Highway ~epartment. This day the County Road Engineer in accordance with directions from this Board made report in ~rtting upon his exa~rlnation of Chippenham Road in the subdivision of Stafford Place in MidEothian Magisterial District, whichreport shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. DrisMi11, it is resolved that Ch~ppenham Road in the subdivision of Stafford Place in Midlothian Mag~sterial District.be, and the same is hereby established as a public road. And be, it further resolved that the ¥irginia Department of Highways be a~d it hereby is requested to take into the Secondary Road Syseem Chippenham Road in th, subdivision of Stafford Place in Midlotbian District, from a point on Rt. 157, · 09 of a mile south of ~axford Road, .23 of a mile westwardly to Hickory Road. This road serves ? houses. And be it further resolvedthat the Board of Supervisors of Chesterfield County ~uaran~ee$ a right of way of not less than j0 feet for this road to the Virginia Department of Highways. This day Mr. O.F.Kallam, Resident Engineer, explained in detail the proposed operation of the Revolving Bridge Fund. On motion of Mr. Britton, seconded by ~h~, Hagerman. it is resolved that a request for sp~ed signs from Mr. James W. Gordon, be, and it hereby is referred to the Highway Department. On motion of Mr. Britton, seconded by Hr. Ha german, it is resolved that this Board request the Highway Department to installtwo lines of culverts on the alley leading from 46th Street, between Stockton and Decatur Streets, the cost of said culverts robe paid for from the 3~ Road Fund of the County. This day Mr. Harold Goyne cited the fact that there was a drainage condition of Strathmore Road in Sherbourne Heights, and it was generally agreed that Mr. Goyne would investigate this matter further. On motion of Mr, Goyne, seconded by Mr. Britton, it is resolved that this Board request the Highway Department to i~prove Howard Road et a cost of $/~J~0.00, said cost to be borne by the 3~ Road Fund of the County. And be it further resolved that the above resolution be sent to the Highway Department upon 'the receipt of one-half of %h~ oust of said improvement by the citizens of this area. Thi~ day Mr. Geynm cited the fact that a Committee had met with the officials of the Virginia Electric & Power Company on providing a public landing to the James River and that the Virginia Electric and Power Company official, s had now agreed that a landing should be provided in the general area. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board-request the Virginia Electric & Power Company to re-esta~lish a public landing in the general vicidity of the east end of Ri, 615. On motion of Mr. Britton, seconded by Mr. Hagerman, it .is resolved that this Boar{ request the citizens residing on Spring Lake Road to obtain an equal and ~atching right of way from the Jahnke Road northwardly to the end of Spring Lake Road, after said rights of way are obtained the Board will consider this road on a Rural Road basis, Mr. ~ellam, Resident Engineer, Virginia Department of Highways, reported to the Board tha~ he had authorized a survey of Rt.653 which would establish new rights of way for a proposed improvement. Mr. C. F.Kellam, Resident Engineer, reported that sidewalks on the north side of Rt.683 would cost approximately $8000.00 to cross the Railroad. Upon consideration whereof, and on motion of 14r. Britton, seconded by Hr. Hagerman, i~ is resolved that the Executive Secretary be and he hereby is requested to write a letter to the citizens requesting this sidewalk stating the monetary consideration involved. This day Mr. C{ F. Kellam, Resident Engineer, reported that the serious drainage situation on Rt.64? had been studied by his Department andthat a survey had been initiated to establish certain elevations and rights of way in this area, Whereupon the Chairman appoints a Committee composed of Mr. Britton, Mr.'Kellam, and the Executive Secretary to meet with Mrs. Robinson, owner of the property to ascertain what rights of way are obtainable. On motion of Mr. Hagerman, seconded by Mr. Britton, it is resolved that Mr, * C.F.[ellam, Resident Engineer, be requested to obtain a price for fixing the drainage situation i~ Ettrick, between Light Street and Main Sir,eat, in ~he rear of the property owned by Mr. Kenneth Wade. ' This day again the matter of improving Paul*s Lane and ~rhite Oak Drive im the Piney Knolls'Subdivision'came before the Board, and it was cited that this condition was rapidly becoming a'health hazard due to the poor drainage in the area. Upon consideration whereof and on motion of Mr. Britton, seconde~ by Mr. Hagerman, it is'r~solved that this Board request the Highway Department to improve Paul's Lane and White Oak Drive to a sufficient standard that said reads can be included into the State Secondary System. And be it further resolved, that the citizens of the area h~ requested to participate in the cost of this improvement as much as possible. On motion of Mr. Goyne, seconded by. This day Mr. C.D.Spencer came before the Boar~ requesting the rezoning originally heard'o~ March 12, 1957, on a parcel of land in Dale ~agisterial District, fronting 1720 feet on Rt. l0 and extending eastwardly to a depth of 500 feet, sad, parcel bf being ~00 feet so,th of Rt. 611, which parcel he proposed to rezone from Agriculture to General Business, There appearing no opposition to this request and on motion of MroDriskill~ seconded by Mr. Goyne~ it is resolved that the aforedescribed parcel of land be and it hereby is rexo~ed for General Business.purposes with the depth amended to not mo~e than 300 feet east o~ Rt. 10, This day Mr. J1 Scott Pettish, represented by Mr. Brickenbrough Lam~,Jr., came 'before the Board seeking the rezoning from Agriculture to Industrial on .the following described parcel of land: In Man0hester ~agisterial Distri~t, a 120-acre parcel of land bounded by Falling Creek on the South and west, by the Atlantic Coast Line on the east and the properties of Ellis, Commonwealth Gas Corporation, and Scott on the north. And presented a petition signed by virtually all of the land owners adjacent to the property, citing the fact that the~ had no objections to this' rezoning. ' This day the Commonwealth's Attorney presented a request from the Neighborhood Theaters to have a pyrotechnic display on July ~, 1957, at the Bellwood Drive-In Theater. This day'he Executive Secretary presented a resolution passed by the Chesterfiel¢ Planning Commission recommending that a Soil Survey be conducted by Dr. Samuel Obenshain of the V.P.I. Extension Service, and other a~encies doing this type of work; and pointed out the VariOUS ways in which a Soil Survey would benefit th~ County of Chesterfield. On motion of Mr. Hagerman, seconded by Mr. Driskill, it is resolved that the resolutien from' the Planning Commission be and it hereby is received and a date for a hearin~ with Dr. 0benshain b, set as soon as feasible. ~n motion of Mr. Hagerman, seconded by Mr. Goyne, it is resolved that the Execut'ive Secretary be and he hereby is authorized to ~et bids on and have repaired the heating plant at the Ettridk Municipal Building.
