W. Coppridge presented a petition from numerous persons requesting this Board to hard-surface and maintain Route 16~7 known as Windsor Road Entended. Upon consideration whereof and on motion, it is resolved that the Virginia Depart~ ment of Highways be and it hereby is requested to hard-surface Route 1647, Windsor Road Extended, as soon as it appears feasible. This day again this Board's attention was called to the dangerous crossing of the Bell's Road by the Atlantic Coast Line RR. in Manchester District. Upon consideration whereof and on motion, it is resolved that the Virginia Department of Highways and the Atlantic Coast Line RR. Company be and they are hereby requested ti take such action making such i~aprovements on said crossing as would make it satis- factory for travel. This day the matter of the drainat~e ditch in Warwick Gardens again came before t~ Board. Upon ccnsideration whereof and on motion of J. C. ~.lcKesson, it is resolved that the County Health Department proceed to examine the ditch and ~uake its recommendation to this Board. Mr. E. J. Gorman, Game Warden, presented to the Board claims for fowl and livestock killed by dogs. Upon consideration whereof and on motion, it is resolved that the claims be and they are he.reby api~roved for payment. This day again the ~tter of acquiring a right of way on a road from Westover Park to the German S~hool Road came before the Board. Upon consideration whereo~ and on motion of J. C. McKesson, it is resolved that this Board offer to l~r. H. B. Whitt the sum of ~5.00 for his right of way of approxim~tely 150 feet. On motion of J.C. ~cKesson, it is resolved that the Executive Secretary along with the Resident Engineer of the Virginia Department of Highways be and he hereby is directed to view the land connecting Byswick Lane in Forest View Heights and the Royal Road leading north of Rt. 360, with a purpose in mind of establishing a public road as a school bus route, and report to this Board. On motion, the report of ~[r. J. Gordon Bennett, Auditor of Public Accounts, of the records of the Clerk's Office is hereby received and filed. On motion, a letter from Mr. Stuart Gibson, acknowledging with thanks this Board's resolution of April 24, 1951, is noted, received and filed. This day a letter from Mr. J. E. Whitford concerning the hard-surfacing of roads in Chesterfield Court was presented to the Board. Upon consideration whereof and on motion, it is resolved that the Executive Secretary be and he hereby is directed to reply to Mr. Whitfield that t~se roads will be recommended to the Highway Department for inclusion into the State Secondary System when they are brought up to the necessary standards. This day again the budget for 1951-1952 which was tentatively adopted on April 10, 1951, and having been advertised according to law, was again considered and it is resolved on motion that the budget, including the budget of the Department of Welfare and the School Budget, be, and the same is hereby approved and adopted as the budget for the year 1951-1952. Greene, Supt. of Schools of Chesterfield County, presented to this Board a resolution from the School Board requesting this Boardts action in alleviating the low pressure in the water system in the elementary school at Matoac charging the same to the County School Board. Upon consideration whereof and on motion, it is resolved that the Executdve Secretary be and he hereby is directed to install a water connection directly to the main on Rt. 36. This day Wt. E. S. H. Greene, Supt. of Schools, presented to this Board a resoluti~ of the County School Board of Chesterfield County requesting this Board to approve Literary Loans as follows: For Jonestown School $90,000.00 Bensley Village School 125, OO0.OO An addition to Hickory Hill School 90, O00.00 Upon consideration whereof and on motion of J. G. Hening, it is resolved that the applications forthe Literary Loans of the County School Board be and the same are hereby approved. This day there was presented to the Board an application for a Use Peri,lit for the use of a certain parcel of land in Matoaca Village for a Volunteer F~'e Department in that Yillage, and it appearing that the notice of hearing on this application had been duly advertised as provided by law, it is on motion of ~,~r. J. C. McKesson, resolved that the Use Permit be granted to the ~Iatoaca Volunteer Fire Department for the use of that parcel of land fronting on the west side of Pickett Street, 65.5 feet and extending westerly 181 feet, being 175 feet south of Rt. 36. This day in accordance with the application of the Woodstock Home and Land Com~an~ Inc., the matter of the rezoning of certain property in l~L~nchester District, lying on both sides of Hull Street Road {Rt. 360) came before the Board: (a) That portion of land lying on the south side of the southwest intersection of the ACL RR. and Hull Street Road having 700 feet frontage, to be rezone from Agricultural to Industrial. (b) (c) (d) (e) That parcel of land lying at the northwesterly intersection of the Hull Street Road and the Atlantic Coast Line RR. having a frontage of 700 feet on the north side with a depth of 1650 feet more or less, to be rezoned from Agricultural to Industrial. That parcel of land lying on the North si. de of Hull Street Road, beginnin. at a point 700 feet west from the Atlantic Coast Line RR., right of way and extending westwardly along said Hull Street Road 900 feet, with a depth of 800 feet to ]4cRae Street, to be rezoned from Agricultural to Re si dentia 1-1. That parcel of land beginning on the north line of McRae Street in Sectio] C-2 on the Plat of Woodstock, running west of said line 900 feet and extending northwardly to the line of the land of Chappell, to be rezoned from Agricultural to Residential-2. That parcel of land lying on the easterly side of Warwick Road and the northerly side of Hull Street Road, having a frontage of Warwick Road of 1000 feet more or less, and 400 feet on Hull Street Road, and adjoining the land of Cole and Burke, at the intersection of Warwick and Hull Stree Roads, being known as Section C-7 of the Plan of Woodstock, to be rezoned from Agriculture to ReSidential.2. And whereas the Woodstock Home and Land Company, Inc., by letter has withdrawn their application as to items "a" and "b". Upon consideration whereof and on motion of J. C. 14cKesson, it is resolved that items '%" and "b" set up in the application and notice be not considered. And be it further resolved that items "c" "d" and "e", be and the same are hereby rezoned from Agricultural to Residential-i and 2 respectively. This day the application of S. G. Nugent for the rez~uing of certain property in Manchester District described as follows came before the Board: That parcel of land containing 1.64 acres of land lying on both sides of the Belt Boulevard and adjoining the southerly side of Hopkins Road, and adjoining land of Caudle, Jones and the ACL Puq., and through which the Broad Rock Branch mea~ ders, and having a frontaze of 200 feet more or less on Belt Boulevard, to be rezoned from Agriculture to Industrial on the application made by S. G. Nugent. And it appearing that the matter had been advertised according to law, it is on motion of J. C. McKesson, resolved that the said parcel as described be and the same is hereby rezoned from Agricultural to Industrial. On motion of James W. Gordon, Jr., it is resolved that the Executive Secretary be and he hereby is granted a leave of absence of two weeks, beginning May 14, 1951. The undersigned County Road F~gineer having been directed at a previous meeting of the Board to examine t'~iilo Road, Harris Road, Rollins Road and Elkhardt P~rkway, in l'~L~nchester Magisterial District, and report to this Board the expediency of ing said roads as public roads, reported as follows: That he went upon said roads and examined the same and is of the opinion that there is a necessity for the establishment of said roads as public roads, and further: (1) The said roads will be of great public c~nvenience. (2) The said roads will not be of mere private convenience. (3) No yard, garden or orchard will be taken. No land o~ners require compensation. (5) There will be no compensation. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of ~'.~ilo Road in l~ian ch est er ~gisterial District, which report shows that in the opinion of the County Road Enginer, it is expedient that said road be established as a public road. Upon consideration whereof and on-motion of J. C. ~'~cKesson, it is resolved that Milo Road in ~L%nchester District, be and the same is hereby established as a public road. And be it further resolved that the Virginia Department of Highways be and it is requested to take into the Secondary ~oad System of Chesterfield County. Milo Road from a point on Rt. 663 .6 of a mile west of the intersection of Rt. 645 .1 of a mile south to a dead end. This road serves 8 houses. ~d be it further resolved that the Board of Supervisors of Chesterfield County guarantees to the State Department of Highways a right of way of not less than fift feet for this road. This day the County Road Engineer in accordance with driections from this Board mad report in writing upon his examination of Harris Road~ in ~nchester District, which report shows that in the opinion of the County Road Engineer, it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of J. C. McKesson, it is resolved that Harris Road in ~anchester District, be and the same is hereby established as a public road. And further that the Virginia Department of Highways be and it hereby is requested to take into the Sec~ndary Road System of Chesterfield County, Harris Road in R~nchester District, from a point on Rt. 663, .65 of a mile west of the intersectim of Rt. 645,.15 of a mile south to adead end. This road serves l0 houses. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees to the State Department of Highways a right of way of 50 feet for this road. This day the County Road Engineer in accordance with direction from this Board made report in writing upon his examination of Rollins Road, in Manchester District which rSport~shows that in the opinion of the County Road Engineer, it is expedient that said road be established as a public road. Upon consideration whereof and on motion of J. C. ~cKesson, it is resolved that Rollins Road, be and the same is hereby established as a public road. And be it further resolved that the Virginia Department of Highways be and it here- by is requested to take into the Secondary State Road System of Chesterfield County Rollins Road from a point on Rt. 683, .92 of a mile west of the intersection of Rt. 679, .~33 of a mile northwardly to a dead end. This road serves 8 houses. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees to the State Department of Highways a right of way to the road of not less than 50 feet. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Elkhardt Parkway in ~nchester District, which report shows that in the opinion of the County Road Engineer, it i~ expedient that said road be established as a public road. pon consideration whereof and on motion of J. C. ~cKesson, it is resolved that Elkhardt Parkway be and the same is hereby established as a public road. And be it further resolved that the Virginia Department of Highways be and it here- by is requested to take into the Secondary Road System of Chesterfield County, Elkhardt Parkway in Manchester District, from a point on Rt. 663, .03 mile west of the intersection of Rt. 1680, .22 of a mile south to a dead end. This road serves 7 houses. An'd be it further resolved that the Board of Supervisors of Chesterfield County guarantees to the State Department of Highways a right of way of not less than 50 feet for this road. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Spring Run Road in Clover Hill Magisterial District, which report shows that in the opinion of the County Road Engineer, it is expedient that said road be established as a public road. Upon consideration whereof and on motion of Irvin G. Homer, it is resolved that Spring Run Road in Clover Hill District, be and the same is hereby established as a public road. And be it further resolved that the Virginia Department of Highways be and it here- by is requested to take into the Secondary Road System of Chesterfield County, Sprit Rhn Road in Clover Hill District, at the end of maintenance of Rt. 652, southeaster] 1.1 miles along old County Road to Rt. 654 connecting road. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees to the State Department of Highways a right of way of not less than 50 f~ feet for this road. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of a County Road at Stop 22~ west of Rt. #l, in Bermuda District, which report shows that in the opinion of the County Road Engineer, it is expedient that said road be established as a public road. Upon consideration whereof and on motion of H. T. Goyne, it is resolved that a County Road at Stop 22, west of Rt. #l, in Bermuda District, b e and t~s same is hereby established as a public road. And be it further resolved that the Virginia Department of Highways be and it here- by is requested to take into the Secondary Road System of Chesterfield County, a County Road at Stop 22, west of R~t. l, from a point on Rt. 1602, .21 of a mile west of Rt. #l, .13 of a mile north and thence east, .12 of a mile to a dead end. This road serves 8 houses. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees to the State Department of Highways a right of way of not less than 50 feet for this road. This day the County Road Engineer in accordance with directions of this Board made report in writing upon his exsmination of Acorn Lane, Oakhurst Lane and Thorndale Lane, in the subdivision of "Oakhurst" in Manchester District, which report shows that in the opinion of the County Road Engineer, it is expedient that said roads be established as public roads. Upon ccnsideration whereof and on motion of J. C. McKesson, it is resolved that Acorn Lane, Oakhurst Lane and Thorndale lane in the subdivision of "Oakhurst" in l~L~nchester District be and the same are hereby established as public roads. And be it further resolved that the Virginia Department of Highways be and it here- by is requested to take into the Secondary Road System of Chestefield County, Acorn Lane from a point on Rt. 1909, .25 of a mile north and east to the intersection wit~ Rt. 686, .07 miles north to Thorndale Lane; Oakhurst Lane from a point on Rt. 1909, .1 of a mile north of its intersection with Rt. 686, .05 of a mile north to Thorn- dale Lane; Thorndale Lane running from Oakhurst Lane, .16 of a mile east to Acorn Lane. These roads ~rlll serve approximately 9 h~uses. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees a right of way to the State Department of Highways of not less than 50 feet for these roads. On motion, of Dr. Robert O. Gill, it is resolved tha~ the Executive Secretary be and he hereby is authorized to employ an engineer to make a'survey, estimate and recommendation on the installation of a sewer on Orange Avenue in the Village of Ettrick. iOn motion, the minutes as corrected are approved.
