Board of Supervisors of Chesterfiel
County, held at the Courthouse on
June 4, 1951, at 8:00 p.m.
Present:

On motion of J. C. McKesson, it is resolved that the Executive Secretary be and he
hereby is authorized and directed to purchase for the Manchester Fire Department
two (2) blinking red lights to be installed on the fire engine.
un motion of James W. Gordon, Jr., seconded by J. C. McKesson, it is resolved that
this Board request the Judge of Circuit Court for permission to withdraw from the
Court's consideration its resolution of April lC, 1951, asking the Court to call an
election on the adoption of the County Board Form of Government.
And be it further resolved that a copy of this order be presented to the Judge as
soon as it may be.
It is here noted that Mr. H. T. Goyne voted "No" and request that the vote be so
recorded.
Y~Jr. H. T. Goyne. offered the following mo~ion:
"I move, that the Judge of Circuit Court of Chesterfield County be petitioned by
this Board to call an election on the question of the change of the form of govern-
ment from its present frc~z to that of County ;.~nnager, as provided by Statute."
The above motion failed for the want of a second and consequently no vote was taken
This day again the engineers, Perrow and Brockenbrough, presented a revised pro
showing the new source of water to be Falling Creek. On motion of ~. H. T. Goyne
seconded by James W. Gordon, Jr., it is resolved that this Board tentatively
approve the revised proposal of June 4, 1951, as presented and explained.
On motion of H. T. Goyne, seconded by J. C. ~4cKesson, it is resolved that as soon
as the m~ney is available that this Board proceed to construct a water line along
Route ~l from the corporate limits of the City of Colonial Heights to the entrance
of the Milhorn Subdivision.
On motion of James W. Gordon, Jr., duly seconded, it is resolved t.hat this Board
borrow a sum of money not to exceed $239,340.O0 for the purpose of creating a debt
in anticipation of collection of the revenue of the County, such debt to be paid
not later than December 15th of this year.
And be it further resolved that J. Wm. Dance, Treasurer of Chesterfield County, be
and he hereby is authorized and directed to negotiate such loan on behalf of this
Board.
On motion of James W. Gordon, Jr., it is resolved that this Board issue and sell
$1,000,000 in water revenUe bonds in accordance with the ,~andate of the recent
referendum had on this ~mtter; and be it further resolved that the New York Bond
Attorneys 'se requested to prepare for this Board the necessary resolution and other
d. ocuments as in the judgma~t of said Attorneys may' be necessary.
On motion of James W. Gordon, Jr., it is resolved that this Board reco~mnend to the
Judge of Circuit Court of Chesterfield County, C. W. Smith as Chief of Police for
the County of Chesterfield, beginning July l, 1951 and ending June 30, 1952.
On motion of J. G. Hening, it is resolved .that the Executive Secretary be and he
hereby is directed to view along with l~Zr. C. F. Keliam, Resident En'¢ineer, Virginia
Department of Highways, the streets in Hening Heights to ascertain the true con-
dition of same.
On motion of H. T. Goyne, it is resolved that the Virginia Department of Hig?lway
be reauested to surface-treat Routes 725 and 1684 in the subdivision of Bellwood
Manor Heights.
The undersigned County Road Engineer having been directed at ~a previous meeting o~
the Board of Supervisors of Chesterfield County to examine 55th, 56th and McRae
Streets and a connecting side street in the subdivision of "Woodstock" in Manchest
District and report to this Board the expediency of establishing said roads as
public roads, reported as follows:
That he went upon the said roads and examined the same and is of the opinion that
there is a necessity for the establishment of same as public roads, and further:
(1} The said roads will be of great p. ublic convenience.
(2) That they will not be of mere private convenience.
!?! No yard, garden or orchard will be taken.
The said roads are in a subdivision of land dedicated to the Commonwealt~

of Virginia and therefore land owners along said roads will not receive
c ompen sati on.
(5) No land owner requires compensation.
(6) There will be no compensation.
This day the County Road Engineer ia accordance with directions from this Board
made report in writing upon his examination of 55th, 56th, and ~cRae Streets, and
a connecting side street in the subdivision of "Woodstock" in Manchester District
which report shows that in the opinion of the County Road Engineer, it is expedien~
that said roads be established as public roads.
Upon consideration whereof, and on motion, it is resolved that 55th, 56th and
McRae Streets and a connecting side street in the subdivision of "Woodstock" in
Manchester District, be and the same are hereby established as public roads.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield County, I
55th Street, beginning at a point on Rt. ~60, .51 of a mile northeast of the inter~
section with Rt. 647, .18 of a mile northwest to McRae Street; McRae Street, be-
inning at a point on 55th Street, .18 of a mile northwest from its intersection

on Rt. 360, .5 of a mile northeastwardly from the intersection with Rt. 647, .28 o~
a mile northwestwardly to a dead end. These roads serve 29 houses.
And be it further resolved that the Board of Supervisors of Chesterfield Sounty
guarantees a right of way for these roads of not less than fifty feet to the Virgil
Department of Highways.
