thirds or $1070.O3, the remainder to be paid by the State, and the Board approving
the same, the report is filed.
This day, Mr. Geo. W. I~'Ioore, Jr., Com~issioner of Revenue, submitted to the Board
hi~s report for the month of ~v~y, 1951, show..inM expenses incurred in that Office
oz which the County has paid two-thirds or $1084.66, the remainder to be paid by th
State, and the Board approving the same, the report is filed.
This day, Mr. ~. A. Cogbill, Com:~onwealth's Attorney, submitted to the Board his
report for the month of l~ay, 1951, showing expenses incurred in that Office in the
amount of $600.00, of which the County has paid one-half or $300.00, the remainder
to be paid by the State, and the Board approving the same, the report is filed.
This day, Mr. O. B. Gates, Sheriff, submitted to the Board his report for the monl
of April, 1951, showing expenses incurred in that Office in the amount of $?83.33,
of which the County pays one-third or $261.11, the remainder to be paid by the Stat
and the Board approving the same, the report is filed.

On motion of James W. Gordon, Jr., seconded by H. T. Goyne, it is resolved that
Virginia Department of HiEhways be and it hereby is requested to change its
budget on its appropriatioa to Route 678 from Route 60 to Route 686, which was
the purpose of widening concrete box culverts, said sum to be appropriated to Roul
759, Stigalt Drive, for surface treatment.
On this matter ~Ir. J. C. 14cKesson.voted "No" and requested that his vote be so
recorded.
On motion of James W. Gordon, Jr., sec~uded by H.. T. Goyne, it is resolved that the
Virginia Department of Highways be and it hereby is requested to ditch, :ravel and
drain Logan Street, between "C" and "D" Streets in Bon Air or have said work done
under its supervision, charging same to the 3¢ road fund, such work not to exceed
$500.00. It is further resolved that ~r. Kellam, Resident Engineer, and
County Road En~neer, investigate First Street between Buford and Y~Yc~ae Streets
the purpose of ascertaining costs of ditching, graveling and draining, and report
to this Board at the next regular meeting.
On motion of H. T. Goyne, seconded by Dr. :obert O. Gill, it is resolved that the
Virginia Department of Highways be and it hereby is reuue:ted to abandon the 30-
foot wide roadway, paralleling and in part adjoining Rt. 144, from a point just
south of the property line of G. ~Y. Crump in Chester to old Stop 52 on the trolley
line.
On motion of H. T. Goyne, sec~.nded by Irvin G. Horner, it is resolved that the
Virginia Department of Highways be and it hereby is requested to take into the
Secondary System .06 of a mile from the end of maintenance of Chesterfield Avenue,
at Stop 23, Petersburg Pike in Bermuda District, to a dead end.
And be it further resolved that if necessary, that this road should be brought up
to standards as set up by the Highways Department, same be charged to the 3¢ road
fund.
On motion of H. T. Goyne, seconded by Irvin G. Homer, the Virginia Depart:ent of
Highways be and it hereby is requested to surface treat .1 of a mile beginning at
the unsurfaced portion of Chesterf:eld Avenue, Bermuda District, running eastwardl
.1 of a mile, as soon as the Highway Department can do so.
On motion of Dr. Robert O. Gill, it is resolved that a sum not to exceed $1035.00
of the 3¢ Road Fund be spent on Beverly Street in the Roane Subdivision in Matoaca
District.
On motion of J. C. McKesson, it is resolved that the Virginia Department of Highway
be and it hereby is requested to take into the Secondary System, the following
streets in the Crestwood Farms Subdivision in Manchester District:
The undersigned County Road Eng~.eer having been directed at a previous meeting of
the Board of Supervisors of Cheoterfield County to examine Bon View Drive, Tudor
Lane and Mt. Bella Road in the Crestwood Farms Subdivision in idanchester District,
and report to this Board the expediency of establishing said roads as public roads,'
reported as follows:
That he went upon the said roads and examined the same and is of the opinion that
there is a necessity for the establishment of same as public roads, and further:
(1) The said roads will be of great public convenience.
(2) That they will not be of ~aere private convenience.
(3) No yard, garden or orchard will be ~ken.
(4) The said roads are roads in a subdivision of land dedicated to the
Com.~onwealth of Virginia and therefore land ovmers along s aid roads
will not receive compensation.
(5) No land o~.m~r requires compensation.
(6} There will be no compensation.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Bon View Drive, Tudor Lane and
Bella Road, in the Crestwood Farms Subdivision, in ~nchester District, which report
shows that in the opinion of ~he County Road E~gineer, it is expedient t~a t said
roads be established as public roads.
Upon consideration ~ereof, and on motion, it is resolved that Bon View Drive, Tudor
Lane and Mt. Bella ~oad in the subdivision of "Crestwood Farms" in Manchester District
be and the s~e are hereby establish ed as public roads.
And be it furter resolved that the Virginia Department of Highways be and it hereby
is reouested to take into the Secondary Road System of Chesterfield County, Bon Vie~
Drive,~ beginning at a point on Rt. 686, .75 of a mile east of the~ intersection of
Rt. 6?8, northwardly .35 of a mile and thence in an westerly direction .44 of a mile
to ~t. 686; Tudor Lane, begim~ing at a point on Bon View Drive .3~ of a mile east
of the intersection of Rt. 678, southwardly .16 of a mile to i~t. Bella Road; ~t.
Betia Road, beginning on Bon View Drive .2 of a mile north of the intersection of
Rt. 686 westerly .1 of a mile to Tudor Lane.
These roads serve aporoximately l0 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way for these roads of not less than fifty feet to the Virgini~
Department of Highways.
On motion of Irvin G. Homer, seconded by H. T. Goyne, it is resolved that th~s Boar~
guarantee to the Virginia Department of Highways a 50-foot right of way throuoh the
~roperty of A. H. Goode on Rt. 604, .1 of a mile east of Rt. 667, for the purpose of
straightening the Highways.
On motion of J. C. McKesson, seconded by James W. Gordon, Jr., it is resolved that
Mr. C. F. Kellam, Resident Engineer, Virginia Department of Highways and the County
Road Engineer, view the roads in "Westover Gardens" subdivision, and report to thi~
Board at the next regular meeting.
On motion of Irvin G. Horner, it is resolved that the Secor~ary Road Budget be
tentatively approved as amended subject to the approval of ~r. H. T. Go]me at a late
date.
On motion of J. G. Hening, it is resolved that ~.~r. C. F Keliam, Resident Engineer,
Virginia Depart~nent of Highways, and the County Rood Engineer, be and he hereby is
requested to investigate the condition of Boyd Street in Hening Heights and report
at the next regular meeting of this Board.
This day again the claim for livestock and fowl of ~1r. T. L. Roane came before the
Board. On motion of Dr. Robert O. Gill, it is resolved that the Board pay for 12

On motion of J. C. McKesson, seconded by H. T. Goyne, it is resolved that i~lr. George
A. Robb, be permitted to build on a lot 60' x 125' in the subdivision of "-Cherry
Gardens".
On motion of James W. Gordon, Jr., sec.~nded by H. T. Goyne, it is resolved that the
Executive Secretary and i~lr. Warren C. Perrow be and they are hereby requested to
view the house started at the proposed dam site and ascertain for what price it can
be purchased at its present state of construction.
On motion of J. C. McKesson, seconded by Irvin G. Horner, it is resolved that bids
be obtained on clearing the land needed for the water impoundment and the cost of
construction for the same and the filtration plant.
And be it further resolved that the Executive Secretary be and he hereby is
authorized to advertise for bids to ascertain this cost.
On motion of Irvin G. Homer, sec~ded by J. C. McKesson, it is resolved that the
Colm~onwealth's Attorney be instructed to prepare the proper easements for the land
upon which the water will be impounded.
It is further resolved that the Executive Secretary be directed to acquire easemen~
for said impoundment of water in the Falling Creek area.
On motion of Irvin G. Homer, seconded by James W. Gordon, Jr., it is resolved that
~r. Warren C. Perrow, Mr. J. C. tdcKesson and t~ Executive Secretary be authorized
to select ~nd acquire a site for the 750,OO0-gallon tank in the Elkhardt area, to
be purchased at the best possible price.
On motion of Irvin G. Homer, seconded by J. C. McKesson, it is resolved that the
Engineering firm, Perrow and Brockenbrough, be authorized and requested to draw ali
necessary plans and specifications for the proposed filtration plant, dam, and maj¢
pipe lines for the current improvements of the water system.
This day the Executive Secret~n~y read a petition from certain citizens along Long
View ~nd Grand View Drive in Manchest~District. Upon consideration whereo
and on motion of J. C. ~cKesson, seconded by Irvin G. Homer, the Executive
Secretary is directed to inform these residents that a 40-foot risht of way be
obtained before we can requestthe Highway totake over said roads.

On motion of James W. Gordon, seconded by Irvin G. Horner, it is resolved that Mr.
C. F. Kellmn, Resident Engineer, Virginia Depsrtment of Highways, and the County
Road Engineer, are hereby requested to view the Cottage Road in Midlothian Distric~
and report to this Bcard at the next regular meeting.
On motion of Irvin G. Homer, seconded by Robert O. Gill, it is resolved that the
Board apyrove the contract of the Atlantic Coast Line Ry., which calls for a pay-
ment of ~13.00 per year, said c~ntract for the crossing cf the Atlantic Coast Line
Ry. by the County water pipe line at Grindall Creek area.
On motion of James W. Gordon, Jr., seconded by J. C. McKesson, it is resolved that
the County employ the A. M. Toler and Co. to make the audit of records of the
County for the year ending June 30, 1951.
The Executive Secretary read to the Board an offer of Bernard W. Davis to compile
suitable County map and index including all subdivisions of record. Upon
consideration whereof and on motion of J. C. McKesson, it is resolved that ~.~r. Dav
be directed to compile said map under the direction of the Executive Secretary.
On motion of Irvin G. Homer, seconded by H. T. Goyne, it is resolved that the
Con~onwealth's Attorney be requested to investigate and report at the next meeting
of this Board the request of the State for additional payment for the ~oard of
prisoners, running from the year 1943 to the present time.

The County of Chesterfield, Virginia, hereby invites sealed proposals for the pur-
chase of its ~1,000,000 Water Revenue Bonds, hereinafter described. Each proposal
must oe enclosed in a plain envelope securely sealed and marked "Proposal for
~l,O00,O00 Water Revenue Bonds" and addressed to ]~. ~d. W. Burnett, Executive
Secretary of Chesterfield County, Chesterfield County Court House, Chesterfield,
Virginia. Proposals submitted must be received by the Executive Secretary at or
before 10:00 o'clock a.m., Eastern Standard Time, on July 10, 19)1, and the proposa
received will be opened by the ~oard of Supervisors at a meeting to be held at that
time.
The bonds c~nprise an issue of ~1,OO.,000 Water Revenue B~nds payable in ~mual

The bonds are dated July 1, 1951 and a~ of the denomination of $1,000 each. The
bonds are coupon bonds registerable as to principal only. Interest on the bo~ds is
payable semi-annually on January 1, and July 1. Both principal of and interest on
the bonds are payable at The First and ~[erchants Natianal Bank of Richmond, in
Richmond, Virgdnia, and also, if desired by the purchaser, at the option of the
holder, at so~:~e bank or trust company in New York City, to be designated by the
Board of Supervisors.
The bonds maturing after July 1, 1958 are redeemable prior to their respective matuli-
ties, at the option of the County, in the manner and upon the terms and conditions
stated in the Resolution hereinafter referred to, on July 1, 1958, or on any sub-
sequent interest payment date, as a whole or in part, at a redemption price of par
and accrued interest to the date of redemption plus a premium on one-eight of one
per centu~a of the par value thereof for each six months from the date of redemption
to the respective stated dates of maturity of the bonds called for redemption, not,
however, in any case exceed~]g 4~ of such principal amount.
Bidders are invited to name the rate or rates of interest which the b~nds are to
bear. Each rate na~aed must not exceed ibur per centm~ (4%) per annum and must be a
multiple of one-tenth or one-quarter of one percentu~n. Not more than three rates
may be named, and if two or more rates are named, al~ bonds ~aturing on the same
date must bear interest at the same rate. Each proposal submitted must offer to
purchaser all of the bonds and must offer a price which is not less than par and
accnued interest. Unless all proposals are rejected, the bonds will be awsrded to
to the bidder whose proposal results in the lowest net interest cost to the County
determined by computing the agsregate amount of interest payable on the bonds from
July 1, 1951, to their respective maturities and by deducting from such ag~<regate
amount the premium offered, if any. In addition to the price bid the purchaser musl
pay accrued interest from the date of the bonds to the date of the payment of the
purchase price.
The bonds will be delivered to the purchaser at the principal office of'The First
and Merchants National Bank of Richmond, in Richmond, Virginia, on or about August
1st, 1951. The purc4aser will be ~iven seventy-two h~.~urs notice of the time fixed
for the delivery of the bonds.
Each proposal must be acco~,~panied by a certified or bank cashier's or bank treasure~
check or checks for $20,000 dra~n upon an incorporated bank or trust company and
payable to the order of Chesterfield County, to secure the County against any loss
resulting from a failure of the bidder to c~mply with the terms of his proposal.
The check or checks of the bidder whose proposal is accepted, will be deposited by
the County and credited on the purchase price. The proceeds of the check or checks
will be retained by the County as liquidated damages in case the bidder fails to
accept delivery of and pay for the bonds. Checks of unsuccessful bidders will be
returned upon the award of ~he bonds. The Board of Supervisors reserves the right
to reject any or all proposals.
The proceeds of the bonds will be used to enlarge and extend the existing water
supply system maintained by the County and will be payable solely from the net
revenue to be derived by the County from the operation of its water supply system,
and the credit of the County is not pledged. The bonds will be issued under a
Resolution which will pledgee to the payment of the bonds ~nd the interest t~reon
an amount of such net revenue adequate to pay such bonds and interest and will set
forth the terms and provisions of the bonds, the nature and extent of the pled,~e
the covenants of the County with respect to the bonds. The legality of the bonds
will be ap~roved by ~essrs. Reed, Hoyt and Washburn of New York City, this and the
printing of the bonds will be paid for by the County. Copies of the Resolution and
the opinion approving the legality of the bonds and pertinent data ~ith respect to
the water supply systam and the revenues to be derived therefrom may be obtained by

This day the Executive Secretary read a petition from certain citizens of Leicester
Road for water service on said road. Upon consideration whereof and on

Leicester Road, running northwardly from the Jahnke Road for a distance of approxi-
