thirds or 1115.38, the remainder tobe paid by the State, and the Board approving

This day, Mr. Geo. W. Moore, Commissioner of Revenue, submitted to the Board his
report for the monthc~ August, 1951, sho.wing exp~enses incurred in that office of
which the County has paid two-thirds or $1035.33, theremainder to be paid by the
State, and the Board approving the same, the report is filed.
This day, Mr. M.A.Cogbill, Commonwealth's Attorney, submitted to t h~. B.oard~his
report for the month of August, 1951, showing expenses incurred in that ozxice
in the amount of $600.00, of ~hich the Countyhas paid one-half or $300.00, the

This day the matter of granting a Use Permit on an application of Mr. R.M. Orcutt
came before the Board, sa~d parcel being described as follows:
In Midlot~ian Magisterial District, a parcel of la~d fronting 487 feet on the
side of Rt.60 and extending~ack 400 feet more or less, said parcel being .5 of
a mile east of the Southern Ry. to be rezoned from Agriculture to General Business
~,Ar. Leroy Bn~wn, Atty., representing Mr. urcutt presented a petition si~ned by all
the property owners sa~ing that none of the people in this area objected t o
the granting of a Use ermit for an antique shop on the aforesaid property.
Upon consideration ~hereof and on motion of James W.Gordon, Jr., seconded by
H.T.Goyne, it is resolved that this Board doth grant a Use Permit to Mr. orcutt
for an antique shop on the premises.
This day Miss Rose Martin came before the Board requesting the rezoning of
the following property from Agriculture to General Busine ss:
In Bermuda Magist~ial District, a parcel of land fronting 250 feet om the
north side of Rt. lC, extending back 240 feet moms or less, saidp~rcel being 2000
feet from the intersection of Rt. 10 and RE. 616, to be rezoned from Agriculture
to General Business, on an application of Miss Rose Martin.
Mr. Gay Jones appeared presenting a petition signed by twenty-one citizens o
said rezoning. Upon consideration whereof and on motion of H.T.Goyne, seceded
by Irvin G. Homer, it is resolved that this request fo~ rezoning be amd it hereby
is denied.
On motion of Irvin G' Horner~ seconded by Robt. O. Gill, it is resolved that
this Board request the School Board to furnish a list of children from trailer
camps attending Chesterfield County Schools, sa~d list should be by districts,
if possible.
This day ~',. Edwin J. Crockin appeared before the Board and presented deeds from
all the property holders bordering on a certain portion of Grandview Drive and
South Drive in the Cherokee area, grm ting to the County five feet additional
bordering and adjacent to the road which gives the County a SO-foot right-of-way
at all places on these said roads.
Upon consideration~hereof and on motion of J.C.McKesson, seconded by James W.
Gordon, Jr., it is resolved that this Board request the Virginia Department of
High~ ys to include certain portions of Grendview Drive and South Drive into
the Secondary S)mtem under the rural road law in accordance ~[th the following
resolution:
The undersized County Road Engineer, having b ee~ directed at a previous meeting
of the Board of Supervimmrs of Chesterfield County t° examine Grandvie~ Drive
and South Drive in Manchester Magisterial District, and report t o this Board the
expediency of establishin~ said roads as public roads, reported as follows:
That he went upon said reds and examined the same and is of the opinia% that
there is a necessity for the establishment of same as public reads, and further:
(1) The said roads will be of great public convenience
(2) That they will nc~ be of mere privateconvenience
(31 No yard, ga, dea or orchard will be taken
(5) No land o~er requires compensation
(5) There will be no ..compensation
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Grandview Drive and South Drive
in Manchester Magisterial District, which report shows th~ in the opinion of
the County Road Fagineer it is expedient that said roads be established as public
~oads.
Upon consideration whereof, and on motion of J.C.McKesson, it is resolved th~
Grandview Drive and South Drive in Manchester District, be, and the same are
hereby established ag public roads.
And be it further resolved thatthe Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road Sys tern of ~hesterfield County,
the following roads in .Manchester Magisterial District: Grandview Drive from a
point on Rt. 705,.2 of smile north of the intersection of Rt. 682, .2 of a mile
eastwardly £o South Drive; South Drive - from a point on Rt.679, 1/2 of amile
north of the intersection of Rt.704, .28 of a mile westwardly to Grandview Drive.

And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right.of-way of not less than forty feet to the Virginia De~rtment'
of Highways for these road s.
On motion of Irvin G. Homer, seconded by J.C.NcKesson, it is resolved that
the zesolution Just psmsed~be sent to the Virginia Department of Highways immediate
and not held for t he general consideration of rural roads.

of the Board of Supervisors of Chesterfield County to ex.mine Benika Drive,North
Chesterwood and Stanley Drive, in the subdivision ~f "North Che st er wood " in Dale
Magisterial District, and repot to this Board the expediency of establishing said
roads as public roads, reported as follows:
That he went upon said roads and examined the sam~ and is of the opinion that there
is a necessity for the est~blishmant of same as public ro~is, and further:
(1) The sa~id roads will be of great public convenience
t2) They.ll not be of mere private convenience
3) No yard, g~den or orchard will be taken
(5) No land ~,,ner requires compeSsation
(5) The said reads are in asubdivision of land dedicated to the
~Commonwealth of Virginia and therefore land o~ners along said
roads will not receive compensation
(6) There will be no compensation
This day the County Road ~ngineer in accordance with directions from this Board
made report in writing upon his examination of Benika Drive, North Chesterwood
Drive, and Stanley Drive, in the subdivision of "North Chesterwood", whichreport
shows that in the opinion of the County Road Engineer, it is expedient that said
roads be established aa public roads.
Upon consideration ~hereof and onm~tion, it is resolved that Benika Drive, North
Chester~od Drive and Stanley Drive, in the s ubdivisi°n of "North Chester wood "
in Dale Magisterial District, be, and the same are hereby established as public
roads.
And be it furtherresolved that the Virginia DepartmeNt of Highways be and it hereb'

And be it further resolved that the Board of Supervisors of Chesterfield County

This day there was presented deeds signed by all parties except. .A.E.Dance,adjacent
to Oak ~aad in the Cherokee area, granting to the County five (5~ feet additional
of right-or.way,making a total ~of 40-feet right-of-way. Upon considerat ion
whereof and on motion of James W. Gordon, Jr., seconded by J.C.McEesson, it is
resolved that the County of Chesterfield condemn a strip of land 5 feet in width
adjacent to the Oak Road on the property of A.E.Dauce, and request the Virginia
Department of Highways to include this road into the Secondary Road Sys tern under
the rural road law.
The undersigned County Road Engineer, havin~ been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine Oak Road in
Magisterial District, and report to this Board the expediency of establishing
said road as a public road, reported as follows:

District, which report sho~e that in the opinion of the County Road Engineer
it is expedient that said road be established as a public road. Upon considerat~
whereof, and ca motion, i~ is resolved that oakRoad in ~idlothian Magisterial
District, be, and the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highaays be and it
hereby is requested to take into the Secondary Road Syste~ of Chesterfield County
oak Road, from a point on Et. 1807, .07 of a mile south of its intersection with
Rt.704, .15 of a mile southwardly to Holly Road. This road serves 6 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of not less than Ebrty feet to the Virginia Department
of Highways forthis road.

this Board re-affirm its request of June 12, 1951 to hard-surface Rt.759 and to
proceed with the work a s expediously as possible.

Garland Avenue (Rt. 1903~ in Nenchester Nagisterial District, ami report to this
Board the expediency of establishing said road as a public road, reported as

there is a necessity for the establishment· of said road as a public road, and
further:
The said road will be of great public convenience

the extension of Garland Avenue - from the intersection of Rts. 1903 and 1906,
.O4 of a mile easterly to the City Limits. This road serves approximately
thirty-five houses as a connecting road.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of not less than fifty feet to the Virginia Department
of Highways for t his road.

of the Board of Supervisors of Chesterfield County to examine Chuc~atuck Avemue,
Bartee Road, Green Acres Avenues and Rice Road, in the subdivision 'of "GreenAcres~
in Manchester Magisterial Distrct, and report to this Board the expediency of
establishing said VSA~sa~s public roads, reported as follows:
That he went upon said roads m~d examined the same and is of the opinion tha~
there is a necessity f~r the establishment of same a s public roads, and further:
1) The said roads will be of great public convenience
2) That they will not be of mere private conveni~ce

(5) The said roads are in a subdivision of land dedicated to the
Commonwealth c~ Virginia and therefore land owners along said

Upon consideration whereof, and on ~otion, it is resolved that Chuckatuck Avenue,
B~tee Road, Green Acres Avenue and Rice Road, in the subdivision of "Green Acres"
in Manchester Magisterial District: Chuckatuck Avenue - from a point on Rt.60
.05 of a mile west of the Atlantic Coast Line Ry., .2 of a mile southeasterly
to Bermuda Road; Bartee Road -from the intersection of Chuckatuck Avenue,.3
of a mile to a dead end; Green Acres Avenue - from its intersection with Chuckatuc~
Avenue .2 of a mile south to Rice Road; Rice Road - from its intersection with
Green Acres Avenue .07 of a mile easterly to Bs~tee Road. These roads serve
ap~oximately 35 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
gu~ antees a right-of-way of not less than fifty feet to the Virginia Department
of Highways for these roads.
This day it was shown to the Board that the County was growing rapidly and the
roblems were increasing, particularly so with the roads and drainage in the
ounty. Upon consideration whereof and onmotion of Irvin G. Hornet, se£onded
by J,C.NcKesson, it is resolved that in the light of the fact that Chesterfield
County had its own Resident Engineer up until a sh~t time ago, it is resolved
that this Board request the Virginia Department of Highways to provide a separate
Resident Engineer for the County of Chesterfield.
This day the Board of Supervisors was advised that the City of R~hmond was
installing a gasline on 44th Stree~ in the McGuire Park area. Upon consideratior.
whereof, and on motion of Irvin G. Homer, seconded by H.T.Go~ne, it is resolved
that the City of Richmond and other adjacent cities be requested to obtain
approval from the governing body of this County before extensions of an y utilities
to the County are made.

of the Board to examine 43rd Street, between Broad Rock Road ar~ ~4th Street,
in l~nchester Magisterial District, and report to'this Board the expediency of
establishing said road asa public read, reported as follows:
That he went upon said road a~d emamined the same and is of the opinion that
there is a ncessity for the establishment of same as a public road, and further:
(1) The said road willbe of great public convenience
(2) That it will nc~ be of mere private convenience
(3) No yard, gardan or orchard will betoken

This day the County Road Engineer in accor~anee with directions, from this Board
made r~port in writing upon his examination of 43rd Street in Manchester District,
be, and the same is hereby esteblished as a public road.
And be it f~rther resolved that the Virginia Department of Highways be mud it
herebyts requested to take into the Secondary Road System of Chesterfield Comity,
the following road in ~anchester Magisterial District: 43rd Street-beginning
at apoint on Rt. 10, .01 of a mile south of the Atlantic Coast Line tracks, .07
of a mile eastwardly to Rt. 1212, or 44th Street. This is a connecting road.
Amd be it further resoled that the Board of Supervisors of Chesterfield County
guarmatees a rightof-way of not less than fifty feet to the Virginia Department
of Hlghways ~or this road. The foregoing resolution was based upon the request
in ~riting of Mrs. I.L.Bennett.
Ommotion of J.C.McKesson, seconded by Robt.U.Gill, it is resolved ~hat C.F.
Kellam,Resident Engineer, Virginia Dept. of Highways and the County Road ~hgineer,
investigate Legion Avenue in the McGhire Park area for inclusion into the
Secondary System.
Om motion o~ J.G. Hening, seconded by H.T.Goyne, it is eesolved that the res01uti¢
of August 1~, 1951, concerning the moving o~ electric poles on Boyd Street in
Hening Heights, be, and the same is hereby rescinded.
On motion of J.G. He~ing, seconded by H.T.Go~ne, it is resolved that the Board
request the Virginia Department of Highways to scrape and gravel that portion of
Boyd Street in ,Hening Heights", lying between the trees on the north side and
the electric light poles on the south side, at a cost not to exceed $$00.00, said
amount to be paid from the 3~ Road Fund.
This day the Executive Secretary ~eported a letter from Generl Anderson, Commission
of the Virginia Department of Highways, announcing the inclusion of .12 of a mile
on Jackson Street in Matoaca District into the Secondary System. On motion,
the letter is ordered to be received and filed.

this Board request the Virginia Department of Highways to make a study'of the
Warwick Road at Ampthill Heights for the purpose of establishing a limited speed

This day again the matter of traffic at the DuPont Main Gate Game before this
Board. Upon consideration whereof, and on motion of H.T. Goyne, ~econded by
Irvin G. Homer, it is resolved that the Executive Secretary be and he hereby is
requested to contact the DuPont officials concerning the traffic hazard at this
gate.

of Chesterfield came before the Board of Supervisors, and it appearing to the
Boar d that the rate charged fc~ these 'phones are excessive; upon consideratien
whereof a~d on motion of James W. Gordon, Jr., seconded by Irvin G. ~rmer, i~ i~
resolved that the Executive Secretary and the Supervisor from Bermu~ ~i~mic~t,
Mr. H.T. Goyne, be, and they are hereby authorized and directed to take this matter
.~ with the State CorporationCommission or one of the Judges thereof to determine
. t he rates cannot be reduced.
On motion of James W.Gordon, Jr., seconded by Irvin G. Hornet, it is resolved
that the matter of re-arranging the 'phone setup in the Be~sley Fire Department
be left to the discretion of Mr. Goyne and the Executive Secretary.
Onmotion of Dr. Gill, secc~ded by Mr. Homer, it is resolved that this Bo~d
adopt the financial report on t he Ettrick Sanitary District.
And be it further resolved that the sums listed therein be tnansferr~d as specified.
On motion of Dr. Gill, seconded by Mr. Goyne, it is resolved that all current
charges of the Utility Department chargeable to t'he Ettrick Sanitary District
be and they are h~eby directed to be paid on a monthly basis.
It is here noted that Mr. Goyne introduced the following motion, which died for
the want of a second:
"That all Police officers be instructed to have their brakes on their
respective cars repaired by authorized dealers."

Executive Secretary be and he here~y is directed to seek bids for three (3)

On motion of James W.Gor~on, Jr., seconded by R.O.Gill, it is resolved that the
Utility Departmmt pay all the taxes to accrue on the lands recently secured
by easements for the impomudme~t of water in the Falling Creek area.

of the BuildimEs and Grounds Committee and the Executive Secret~ y be authorized
to make minor repairs to the Clerk's Office ~nd the Courthouse Building.
