has paid two-thirds or $1073.67, the remainder to be paid by the State, and the

This day, Mr. Geo. W. Moore, Commissioner of Revenue, submitted ~o the Board
his report for t he month of September, 1951, showing expenses incurred in tha~

This day,again ~rs. Dorothy Ohiarky having again applied for the rezoning
of a parcel of land at the intersection of Cobbs Road and Ni~s Road, was
represented to this Board by counsel, seeking ~o gain a deferment of one
month. Upon consideration whereof and on motio~ of H. T. Goyne, seconded
by J. G. Honing, it is resolved that this matter be carried over to the mext
regular meeting ~f this Board.
This day Mr. H. M. Shoosmith appeared before the Board seeking the rezoning
of the following parcel of land:
In Bermuda Magisterial District, a parcel of land fronting 1200 feet
on the SDO foot business area on Rt. l, and extending back westerly
600 feet more or less, said land being .3 of a mile north of Rt. 616,
to be rezoned from Agriculture to General Business on an application
of Er. H. M. Shhosmith, Jr.
Upon consideration whereof and on motion of H. T. Goyne, seconded by 'J. ~.
Heain~, it is resolved that said parcel of land be rezoned fro~ Agriculture
to General Bus&ness.
This day Mr. J. I. Schutte, represented by counsel came before the Board seeking
the rezoning from Residential-2 to Local Business the following parcel of
land:
In Manchester Magisterial District, a parcel of land fronting 424 feet
on the south side of Rt. 683, and fronting 230 feet on ~e ~esterly
side of Leicester Road comprising 5 acres more or less, said parcel
being 800 feet westerly from the Atlantic Coast Line RR,, to be rezoned
from Residential-2 to Local Business on an application of Mr. J. I. Schutte,
et als.
~r. J. A. Bro~, also appeared before the Board in opposition to the proposed
rezgning, presenting a petition signed by some twenty-eight people.
Upon consideration whereof and on mot&on of J. C. McKesson, aeconded by H. T.
~oyne, it is resolved that this Board view the property and pass upon this
rezoning at a later date.
This day, Nr. Frank Dowd came before the Board seeking a rezoning from
Agriculture to GenerAl Business on the following piece of land:
In Nidlothian Nagisterial District, a Parcel of land fronting 350 feet
on Rt. 360 and extendinE northwardly 600 feet, said parcel being .23 miles
ease of Rt. 655, to be rezoned from Agriculture to Seneral Business on an
application of Mr. Frank ~owd.
Nr. Crump, Pastor of Calvary Baptist Church appeared in opposition thereto.
Upon consideration whereof and on motion of James W~ Gordon, Jr. seconded
by J. G. Hening, it is resolved that said pardel of land be rezoned to
General Busihess.
This day Mr. L. R. Graves, President of the Southampton Citizen Association
appeared with a delegation of some twenty people fromtthe SouthamptOn area
requesting immediate remedy of t he water shortage along the Che~ekee Road.
Upon consideration whereof and on motion of James W. Gordon, Jr. seconded by
H. T. Go]me, it is rwsolved that the Executive Secretary be diredted to repair,
without delay, the ~" line from Bon Air and to consult with the engineering
firm of Perrow and Brockenborough in the matter of installing a 6" line from
the Leicester Road area to insure an adequate supply of water to the Southampton
area at all times.
It is here noted that Mrs. ~ose appeared with a delegation from the Chesco
~oad section in "Chesterfield Court" seeking some relief as to the dusty
condition ~£ this road and trying to ascertain the exact status oft his
road; whether it be the responsibility of the subdivider or the State
Highway Department.
This day there appeared a delegation complaining of the over-crowding of
school buses in t he Cavalier Court, Warwick Gardens and Green Acres Section,
saying $~hat they had on previous occasions tried to~ get relief from this
over-crowding f~om the Supt. of Schools and the School Board.
consideration whereo£ and on motion of H. T. Goyne, seconded by J. G. Hening,
it is resolved that this B~ard r~quest Mr. Greene, Supt. of Schools, to
explain this over-crowding to this Board as soon as possible.
This day theExecutive Secretary presented a petition signed by some six
citizens requesting a sidewalk from Rt. 360 along the Warwick Road to Warwick
Gardens. This matter was referred to the Highway Department for investigation.
This day the Executive Secretary ~ead a petition from the citizens living in
~ndell Farms, seeking the hard-surfacing of Norbomrne Road. This matter
was referred to the Highway Department.
This day the Executive Secretary read a petition signed by some sixty
people, requesting the hard-surfacing of Rt. 1651, beginning at the
intersection of Rt. 1650 and running easterly to the present ha~d surface
on said road. This matter was referred to the Highway De~ rtment for
consideration in its next budget.
This day the Executive Secretary read a letter from Mr. C, F. Kellam, Resident
Engineer, stating that the subdivision of North Chesterwood had a graveyard
on a plot of land sixty {60) feet in diameter, completely circled by a
requested r~ad. Upon consideration whereof and on motion the Executive
Secretary is directed to investigate this and report at the next regular
meeting of t his Board.
Thisdaydelegation appeared seeking a road improvemmnt on At~ntic
Road, running northwardly from tSe Warwick Road in Ampthill Heights.
Upon consideration whereof and on motion of J. C. McKesson, seconded by
H. T. Goyne, it is resolved that the Virginia Department of Highways~be and
it hereby is requested to improve this~road at a cost not ot e~eed $100.00,
said cost to be paid from the County 3~Road Fund.
This day Mr. Stuart Schmidt appeared before the Board requesting some
policy on the recording oft he "Stratford Hills" Subdivision. Upon
consideration whereof and on motion of James W. Gordon, Jr., seconded by
H. T. Goyne, it is resolved that the Executive Secretary be and he hereby
is directed t o record said plat when a 50-foot right-of-way can be
~obtained on Idlewild Avenue and a 40-foot right-of-way be obtained on
Cheverly ~oad, and proper deeds are presented for~he necessary additional
right-of-way.
This day a letter signed by Gener&l James A. Anderson, Commissioner,
Department of Highways, ~as read to the Board, advising that the responsibility
of the drainage on Rt. 1612 not lie with the Highway Department. Upon
consideration whereof and on motion of H. T. Goyne, seconded by James
W. Gordon, Jr., it is resolved that this Board view said ~d (1612) for
action at a later date.
This day ~he matter of improving Legion Avenue in McGuire Homes Sites
came ~efore the Board. Upon consideration whereof and on motion of
J. C. McKesson, seconded by J. G. Hening, it is resolved that this Board
request the Virginia Department of Highways to bring ~p to our minimum
specifications said Legion Avenue between 44th and 45th Street, at a
cost not to exceed $150.00, to be paid from the 35 Road Fund.
This daythe matter of rezoning ~ots 42 and ~3, in the Rivermont Hills
Subdivision, cam~ before the Board by application of Mr. Carter C~ Swinson.
And it appearing that there is opposition, it is resolved om motionof
H. T. Goyne, seconded by J. G. Honing, that this request be rejected andthe
lots remain zoned for Agriculture.
This day the Executive Secretary read a letter signed by Mr. James A.
Anderson, Commissioner, Department of Highways, stating why the Highway
Department could not set up a separate residaucy for Chesterfield County.
On motion, the letter is c~dered received and filed.
The undersigned County ~oad Engineer, having been directed at a previous
meeting of the Board of Supervisors of Chesterfield County to ~xamine
Johnson Road in Clover Hill Magisterial District, and report to t his
Board the expediency of establishing said road as a public road,
reported as follows:
That he went upon said road and examined the same and is of the opinion
that there is a necessity forthe establishment of same as a public road,
and further:
(1) The said road will be of E~eat public conven~emce
(2) That they will not be of mere private convenience
(~) No yard, ~mrden or orchard will be taken
(4) No land owner reGuires compeSsation
(5) There will be no comper~tion
This day the County Road Engineer ~m accordance with directions from
this Board made report in writing upon his examinationof Johnson Road
in Clover Hill Magisterial District, which report shows that in the
opinion of~d~e County Road Engineer it is expedient that said road be
established as a public road.
Upon consideration whereof andon motion of James W. ~ordon, Jr., seconded
by Robt. C. Gill, it is resolved that Johnson Road in Clover Hill District
be and the same is hereby establsihed asa public road.
And be it further resolved that the Virginia Department of Highways be
and it hereby is reGuested to take into the Secondary Road System of
Chesterfield County, the Johnson Road from a point on t he northerly end of
R~. 795 (Johnson Road) for .55 of a mile northwardly to a dead end. This road
serves lO houses.
And be it furthe~r resolved that the Board of Supervis ors of Chesterfield
County ~uars~tees a right-of-way of not less than thirty feet tothe Virginia
Deaprtment of Highways forthis road.
The undersigned County Road Engineer, having been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to e~amine the Brooks Road
in Clover Hill ~Vmgisterial District, and report to this Board the expedienc~
of establishing said road as a public road, reported as follows:
That he went upon said road and examined the same and is of t he opinion that
there is a necessity for the establishment of same as a public ~oad,~ and~further:
(1) The said road will be of ~reat public convenience
(2) That they will not be~,of mere private convenience
(3) No yard, garden or orchard will be taken
(4) No land owner requires compensation
(5) There will be no compensation
This ~day the County Road Engineer in accordance with ~irections from this Board
made report in writing upon his examination of Brooks Road in Clover Hill
Magisterial Di~rict, which report shows that in the opinion of the County Road
Engineer it is expedient that said road be establA~hed as a public road.
Upon consideration ~hereof, and on motion of J. C. McKesson, seconded by R. O.
Gill, it is resolved that Brooks Road in the Clover Hill Magisterial District,
be and the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is reeuested to take into the Secondary Road System of Chesterfield
County, ~h~Brooks Road in Cl~ver Hill Magisterial District, from a .point on
Rt. 664, .6 of a mile south of its crossing with Swift Creek, .6 of a mile
westwardly to a dead end. This road serves two houses.
Amd be it further resolved that the Board of ~upervisors of Chesterfield
County guarantees a right-of-way of not less ~han th~y feet to the Virginia
Department of Highways for ~his road.
