11-02-1951 MinutesVY~GINIA: At an adjourned meeting of the Board ~f Super- visors of Ches£erfield County, held at the Courthouse on November 2 1951, at 8:00 p.m. Present: J. G. Hening H. T. Goyne J. C. McKesson Irvin G. Homer Robt. C. Gill James W. ~ordon, Jr. This day ~r. ~. D. Moore, of Chester, Virginia, came before theBoard requesting a price for water to be run to his new swi:mming lake just north of Dutch Gap. Upon consideration whereof an~ on motion of Mr. Go]me, seconded by Mr. Hornet it is msolved that the Executiwe SecretarF be andahe hereby is requested to obtain wholesale price on water in t he surrounding area. This day Mr. A. L. Davis appeared before the Board presenting a bill for $51.00, said sum being the amount owed to h~m for the digging of a water line ditch along Rt. 360 to the property of Mrs. ~ing. Upon consideration whereof and on motion, it is resolved that the matter be referred to Mr. J. C. McKesson and the ExecutZve Secretary. This day the Executive Secretary read a letter from Dr. Eobert P. Daniel, President Virginia State College, requesting certain re-arrangements of utility lines belonging to the ~anitary District on the campus of said College. Upon oonmideration whereof and on motion of Dr. Gill, seconded by H. T. Go)me, it is resolved t~at this Board grant this request.. And be it further resolved that the Executive Secretary write ~o the Virginia State 6ollege requesting them to bear the responsibilities involved in lowering water lines and taking up approximately 75 feet of sewer line. This d~y again the matter of school children living in trailer camps came ~efore the Board, and it was pointed out that the Superintendent of Schools reported there were thirty-eight (3~) children attending school and living in trailor camps. Upon consideration whereof and on motion of Mr. Irvin G. Hornet, seconded by R~. J. C. McKesson, it is resolved that the ~ommonwealth's Attorney and the Executive Secretary be and they hereby are requested to investigate and prepare a draft of a tax ordinance for licensing trailor courts, tourist courts, and all commercial temporary dwelling places. This day again the matter of financing costs of anticipated school improve- ments for~he coming year came before the B~ard; and it was pointed out ~hat the County had the authority to levy an amusement tax. Upon consideration whereof and on :notion of Dr. Gill, seconded by ~ir. ~cKesson, it is resolved that the Co~nonwealth's Attorney and t he ExecUtive Secretary be and he hereby~ is requested to investigate and submit a draft of ~u ordinance to cover said amusement tax. This day the Executive Secretary read a letter fromthe Chairman of Donations fort he Crippled Children's Hospital. Upon consideration whereof and on motion, it is resolved that this consideration of the matter be postponed until the next regular meeting of this Board. On motion of ~r. Homer, seconded by ~[r. McKesson, it is resolved that the Co~onwealth's Attorney be and he hereby is requested to investiMate a draft o£ an ordinance concerning violations covered by the State laws but not covered by the County Ordinance so that County officers may charge as many offenders as possible on County warrants. This day the Executive ~ecretary read a request from Mr. W. B. F. Johnson, to extend the water main down Leicester Road to the Granite Road and westwardly and easterly on the Granite Road to, certain houses being constructed by Linwood Lawrence. On motion, it is resolved that the Executive Secretary be and he hereby is authorized to run these lines to said property with no additional cost to t he subdivider since these lines are in the master plan of t he County untility improwement. This day the Executive Secretary presented a letter signed by ~4r. George C. Gregory, agreeing to put the plat of certain properties on record as a recorded subdivision and in consideration of said letter and on motion of Mr. ~4cKesson, seconded by Mr. Gordon, it is resolved that the Executive Secretary be authorized to extend water service to the new house built by ~. Bass as per the contract with ~. George Gregory~ This day again the hiring of a Superintendent oft he ~,~ater Department came before the Board and on motion it is resolved that the Executive Secretary confer with Mr. Laing to ascertain just when he could start his employment the County. As requested by this Board the following additions to the Secondary System of Chesterfield County were approved by the Virginia Department of Highways: Chesterfield Court - Chesco Road, beginning at a point on Rt. 647, O'li~ b~ile east of Rt. =~O 'rUnning in a northerly direction 0.23 miles to intersection of Welford Avenue. Length 0.23 mile. Folso~ Road - Beginning a~ a point on Mmnorcrest Road, 0.15 miles south of Welford Avenue, running in a westerlM direction 0.07 miles to Inter- section of Chesco Road, 0.05 miles south of intersection of Cox Avenue. Length 0.07 ~le. Welford Avenue - Beginning at a point on Chesco Road, O.lO mile north of cox Avenue, running in a easterly direction 0.07 mile to intersection of Manorcrest Road. Length 0.07 Mile. Manorcrest Road - Beginning at a point on Welford Avenue 0.07 mile east of intersection of Chesco Road, running in a southerly direction 0.15 ~ile to intersection Folsom Road. Length 0.15 Mil~. Gre~,~ory Avenue - Beginning at a point at the intersection of Route 1672 an~ RoUt~ 165~,"~Unning in a westerly direction 0.08 mile to Intersection Chesco Road. Cox Avenue - Beginning at a point at the intersection of Eoute 1650 and Roabe1669, running in a westerly direction 0.08 mile to intersection of Chesco Road, 0.05 mile intersection Folsom Road. Length 0.08 Mile. North Chesterfield Drive - BeEinuing a~ a~point on Route 638, 0.20 Mile west intersection ~oute 63~, running in a northerly direction a distance of 0.23 Mile to traffic circle intersecting Benika Drive. Length 0.23 Mile, Benika Drive - Beginning at a point on Route 638, 0.33 Mile west '~ int~rs~c~ibh Route637, running in a northerly direction a distance of 0.20 Mile a tr~f~c circle, intersecting North Cheste~field Drive. Length 0.20 Mile.
