12-03-1951 MinutesVIRGINIA: At a special meeting of the Board of Supervisors of Chester£ield County, held at the Courthouse on Dec. 3rd, 1951, at 8:00 p.m. Present: J. G. Hening H. T. Goyne James W. Gordon, Jr. I~obert O. Gill J. C. McKesson Irvin G. Homer This day the Executive Secretary read to the Board a letter f~om ~r. L. Mc9arthy Down~, stating that on the 29th of November, 1951, discussions would begin on fixing the salary and expenses or,he Treasurer, Commissioned of Revenue, Commonwealth's Attorney and the Sheriff of Chesterfield County, which letter was ordered received and filed. This day the Sheriff of Chesterfield ~ounty, Mr. u. B. Gates, presented his request as submitted to the State Gompens ation Board, which calls for a 455.00 per month each increase for two deputies and a clerk, beginning January l, 1952. Upon consideration whereof and on motion of Mr. H. T. Goyne, seconded by lv~. James W. Gordon, Jr., Dt is resolved that this ~ount be reduced to $30.OO per month each increase for two deputies and clerk. And be it further resolved that this Board accept the request of the Commissioner of Revenue and Commonwealth's Attorney as presented tothe State Compensation Board. This day the Executive ~ecretary read a letter fro~ the City Manager of Petersburg, Hon. Roy Ash, citing the fact that it was necessary to increase the amount charged to the County for sending patients to the City Home in Petersburg, said amount being.raised from $40.00 to $50.00 per month for ambulatory patients and from $50.00 to $60.00 for bed-ridden patients. Upon consideration whereof and on motion of Mr. J. G. Hening, seconded by Dr. Robert O Gill, it is resolved that this Board accept the contract as tendered by the City of Petersburg and authorize the Chairman and Clerk to sign same. This day the Executive Secretary presented a bill-from t he engineering firm of Perrow and Brockenbrough for engineering services rendered to the County. Upon consideration whereof and on motion of R~. N, T. Gmy~e, seconded by Mr. J. G. Hening, it is resolved that this bill be paid. This day the Executive Secretary read a letter from the Virginia Department of Highways stating that speed limit zones had been established on ~undas Road, 49th Street and in the ~olando ~ubdivision, which letter is received and filed. This day the Executive Secretary read a letter from i~. L. McCarthy Downs, allowing additional postage to the Commissioner of Revenue, the latter's specific request. Upon consideration whereof and on motion of James W. ~ordon, Jr.,seconded by Irvin G. Homer, it is resolved that this Board accept and approve this request. On motion of James W. Gordon, Jr., seconded by J. G. Hening, it is resolved that this Board make a donation of $1,000.00 to the Richmond Memorial Hospital. On motion of H. T. Goyne, seconded by J. G. Hening, it is resolved that the Board donate to the Crippled Children's Hospital the sum of $250.00 being the amount as paid last year. On motion of J. G. Hening, seconded by R. O. Gill, it is resolved that the Executive Secretary be and he hereby is directed to request bids on two ~2) cars, one for the Executive Secretary and one for t he Water De~ rtment. After considerable discussion pertaining to the possibility of finding new revenue sources, specifically dwelling on license fees, capitation taxes and auto license fees, it is on motion, resolved that this Board adjourn.
