has paid two-thirds or ~1524.56, the remainder to be paid by the State, and
the Board approving the same, the report is filed.
This day, )~. Geo. W. Moore, Commissioner of Revenue, submitted tothe Board
his reporD for the month of November~ 1951, shuw~ng expenses incurred in that
office ofwhiehthe County has paid two-thirds or $1053.33, the remainder to
be paid by the S~ate, and the Board approving.the same, the report is filed.
This day, Mr. M. A. Cogbill, Commonwealth's Attorney, submitted to the Board
his report for t he month of November, 1951, showing expemses incurred in that
office in the amount of $600.00, of which the County has paid one-half or
~300.00, the remainder to be paid by the State, and the Board approving the
same, the report is filed.
This day, Mr. O. B. ates, ohermff, submitted his report for the month of
October, 1951, showing expenses incurred in that office in the amount of
$789.33, of which the County pays one-third or $263.11, the remainder to

This day Mr. Eddie Schmidt and Mr. ~tu~rt Schmidt appeared before the Board
reeuesting the rezoning from Residential to General Business oft he following
property in Manchester Magisterial District:

A parcel of land fronting 201 feet on Riverside Drive, and extending
easterly 450 feet, more or less, said parcel being 300 feet north of'
the intersection of Rts. 683 and 679, to be rezoned from ~eaidential-1
to General Business on the applieation of Mr. Stuart Schmidt.
There appeared several people objecting to this rezoning, presenting several
petitions against it.
Upon consideration whereof and on motion of Mr. J. C. McKesson, seconded by
Dr. Roo~r~'--~ O. Gzll' the following motion was made: That this ~oard deny the
rezoning oft/ne above property until the owners are ready to build. Such
motion did not pass.
On motion of Mr. Irvin G. Horner, seconded by Mr. H. T. Goyne, it is resolved
that this Board rezone the above named parcel of land. It is hereby noted .
that Mr. Mr. J. C. McKesson voted in the negative.
This day Mr. E. S. H. Greene, Supt. of Schools, appeared before the Board
presenting a request from the State Board for authorization Go seek a
Literary Loan in the amount of $125,000.00 for the construction of four (4)
classrooms and a cafeteria at the Enon School. Upon consideration whereof
and on motion of Mr. H. T. Goyne. seconded by I,~. J. C. McKesson, it is
resolved that this authorization be given the School B~ard to borrew the
$125,O00.00 from the Literary Loan for t he Enon School.
This day Mr. R. B. Nelson of Robersonville, North Carolina, appeared before
this Board reque, sting the approval for a project calling for the extension
of State Route #250, through to Robersonville, N.C. Upon consideration
whereof and on motion of Mr. H. ~, Goyne, seconded by Mr. Irvin G. Hornet,
it is resolved that this matter be denied at the present time and that this
Ooard confer with the State Department of Highways concerning this matter.
This day the Executive Secretary read the following complaints and requests:
a. Certain drains in the subdivision of Hollandale
b. Complaints on the condition of State Route #1626
c. The request for t he inclusion of r~ads of t he Oxford-on-the-James
3ubdivision into the State Secondary System
d. The instusion of Hidden Road, 44th Street, and B angle Drive in
the Subdivision of "Chestervale" into the SZate Secondary System
e. Certain drains on 48th Street
f. An alley in the village of Ettrick
g. Oakland Avenue in Ettrick
Upon consideration whereof and on motion, these complaints and requests
are referred to I~. C. F. Kellam, Resident Engineer, and t he Executive
Secretary for investigation and report.
This day Mr. Warren Perrow oft he Engineering firm of Perrow and ~roekenbrough
and Mr. C. F. Kellam ~f'the State Highway Department met With the Board
discussing plans for the relocation of State Route #637, beginning at Route
647 and extending southwardly to Route #638. Upon consideration whereof
and on motion of Mr. J. C. McKesson, seconded b~ Mr. H. T. Goyne, it is
resolved that this Board request the Virginia Department of Highways.to
seek Federal Aid for the relocation of said road.
On motion of Mr. H. T. Goyne, seconded by ~. J. C. McKesson, it is resolved
that the Executive Sscretary be and he hereby is requested to puchase~ one (ll
air compressor and air hammer and necessary attachments to be used in t he
Utilities Department.
cn motion of Mr. H. ~. Go}uae, seconded by Mr. Irvin G. Hornet, it is resolved
that this Board approve the final 1951-1952 Highway Budget.
On motion of Mr. J. C. ~cKesson, seconded by Mr. H. T. Goyne, it is resolved
that this Board request ]~r. C. F. Kellam, Resident Engineer, Virginia Depart-
ment of Highways, to include all of the School drive-ways in the Secondary
system program for hard-surfacing dun~ing the coming year.
Mr. John Pearsall, Counsel for the County of Chesterfield in its suit with
the City of Colonial Heights, appeared before the B~ard citing eertain
judgments recently rendered by the Judge of ~he Circuit Court and making
recommendations that these judgments be appealed to the S~ate ~upreme
Court. Upon consideration whereof and on motion of Mr. James W. Gordon, Jr.,
seconded by Mr. J. C. McKesson, it is resolv.ed that this Board authorize
l'4r. Pearsall to acquire a writ of error.
This day the Sheriff of the County appeared before the Board stating that
in a previous meeting his request for a 355.00 raise per month for his
two deputies had, by resolution, been reduced to a ~30.00 raise per month,
and that the State Compensation Board was willing to grant his origimal
request of $55.00 per month, if approval of the Board of Supervisors
could be obtained. Upon consideration whereof and on motion of R~r. H. T.
Goyne, seconded by ~r. James W. Gordon, Jr. it is resolved that the
previous motion reducing this request be rescinded and that this Board
allow the full increase of $55.00 per month as recommended by the State
Compensation ·Board.
On motion of Mr. J. C. McKesson, seconded by I~r. Irvin G. Homer, it is
resolved that this Board pay the Game Warden claims as presented by him.
This day the Executive Secretary read a request fro~ the Chester Fire
Department for t he next new fire truck Purchased hy the County. Such
request is ordered to be received and filed.
On motion of Mr. H. T. Goyne, seconded by Mr. James W. Gordon, Jr., it
is resolved that the E~ecutive Secretary be and he hereby is requested
to invite bids on two (2) new high pressure fire.trucks.
This day the matter of legislation necessary to give the County authority
to levy on certain taxes came before the Board. Upon consideration whereof
and on motion of Nr. James W. Gordon, Jr., seconded by ~. H. T. Goyne,
it is resolved that t~e Chairman of the Board appoint a committee to confer
with the County of Henrico regarding this matter. ~he Gha~man appointed
the following co~nittee: ~r. R. J. Britton, Rjr. S. R. Hague, ~. J. P. Gunter,
Mr. H. T. Goyne, ~. Irwin Homer and the Executive Secretary.
This day again the matter of clearing certain lands to be flooded by the
impoundment of water at Falling Creek came before the ~oard, and it was
pointed out that the lowest bid received for such a clearing was
approximately ~250.O0 per acre. Upon consideration whereof and on motion
of Mr. Homer, seconded by Mr. Goyne, it is resolved that the Executive
Secretary be and he hereby is d~rected to proceed with the clearing of the
land at Falling Creek, msing County forces.
This day the Executive Secretary read a letter fro~ the State Compensation
Board granting the ~150.00 to the Treasurer for additional postage. Upon
consideration whereof and on motion it is resolved that this be approved
as presented.
on motion of Mr. J. C. McKesson, seconded by ~. Irvin G. Homer, it is
resolved that the County of C~esterfield pay the League of Virginia
Counties ~300.00, the said amount being the annual dues as members of
this League.
On motion of I~. Irvin G. Horner, seconded by ~r. H. T. Goyne, it is
resolved that this Board approve the Co~mty Treasurer's request to the
State Compensation Board, said request covering the salaries for that
Department for the coming year.
On motion of Mr. J. C. McKesson, seconded by Dr. ~obert O. Gill, it is
resolved that the CoU~.ty of Chesterfield continue the present fleet
policies insurance coverage on all county vehicles with ~he Leo i~yers
Insurmce Company.
The undersigned County ~oad Engimeer, having been directed at a previous
meeting of the Board of Supervisors of Chesterfield County to examine
the Brown Eoad in Manchester Magisterial District, and report to this
Board the expediency of establishing said road as a public road, reported
as follows:
That he went upon said road and examined the same and is of the opinion
that there is a necessity for t he establishm~ t of same as a public road,
and further:
(1) The said road will be of great public convenience
(2) That it will not be of mere private convenience
(3) No yard, garden or orchard will be taken
(4) No land owner requires compensation
(5) There will be no compensation
This day the County Road Engineer in accordance with directions from this
~oard made report in writing upon his examination of the Brown Road in
Manchester Magisterial D~strict, which report ~hows that in the opinion
of the County Road Engineer, it expedient that said road be established
as a public ~oad.
Upon consideration whereof, and on motion, it is resolved that Brown Road
be and the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary Road System of Che,~terfield
County, Brown Road, beginning at a point on Rt. 1641, .3 of a mile from the
intersection of Rt. ~61, .1 of a mile southwardly to Railroad bridge and
from the Bridge .3 of a mile in a southerly direction to a dead end. This
road serves 7 houses.
And be it further resolved that the Board of Supervisors of Chesterfield ,
County guarantees a right-of-way for t his road of not less than thirty (30t
feet to the Virginia Department of Highways.
On motion of Mr. James W. Gordon, Jr.,seconded by Mr. J. C. McKesson, it is
resolved that the Executive ~eCretary be and he hereby is directed to request
from the Fire Chiefs of the various County Fire Departmemts reports each
month on services rendered by their departments, said reports to be made by
the fourth of each month for the~preceding month.
On motion of Mr. H. T. GOyne, seconded by Mr. James W. Gordon, Jr., it is
resolved that the November minutes be apl~roved.
Om motion of Mr. J. C. McKesson, seconded by t~. H. T. Goyne, it is resolved
