Gates, Sheriff, submitted his report for the month of November, 1951, showing expenses incurred in that office in the amount of $783.33, of which the County pays one-third or $261.11, the re:~minder to be paid by the State, and the Board approvinS the same, the report is filed. Albert Weaver to allow him to put two street signs in Midlothian District on Salisbury Drive and Mt. Pisgah Road. On motion of Mr. R. J. Britbon, seconded by Mr. S. ~. ~ague, Or., it is resolved that each ~'" _ re~.~r meeting of the ~oard of Supervisors be started by an invocation from various pastors in the County. On motion, it is resolved that a letter of thanks from H. H. Augustine · :~lOOO acknow~ed~in.~ receipt of the .00 for the ~{ichmond Memorial Hospital, be received and filed. On motion, it is resolved that letter from ,'~r. ~uart Sch~aidt expressing a?preciation for the recent r'ezoning be received and filed. This day again the matter of drainage in the subdivision of "Rayon Park" adjacent to the Bellwood DeFer came before the ~oard, and it was reported by the Executive Secretary that the ~ellwood Depot had dragon plans for correcting this problem but needed necessary easements along the creek on which to operate. Upon consideration whereof, and on motion of ~,[r. H. T. Goyne, seconded by Dr. ;~obt. ~. Gill, it is resolved that the Executive Secretary be and he hereby is directed to obtain these drainage easements, provided the Bellw~od Depot will correct the faults of the drainage system. This day the Executive Secretary reported to the Board that there wa~ apparently no policy of dividing road funds obtained by a recent 1¢ tax. Upon consideration whereof and on motion of H. T. goyne, seconded by Dr. Gill, it is resolved that a ~olicy be established by which this and subsequent road funds be allocated to the various districts by the percenta~es of real estate value, less the DuPont assessment. And be it further resolved t~at the Virginia Department of Highways be and it hereby is requested to survey all railroad crossings in the County in order that all hazards may be minimized as much as possible. motion of' Mr. S. ft. hague, Jr., seconded by i.~r. Britton, seconded by i;~r. h. T. Goyne, it is resolved tlmt this ~oard allocate ~i50.00 from the 3~ Road Fund to repair Gulver l{oad in the Chesterw~le Subdivision. This day t[]e Executive Secretary read before the Board a re~uest by i~[r. Wm.S. Scbm~idt, asking% this Board to reouest the irate Highway Department to include the roads in Cxford-on-the-James into the State Secondary System. On motion of i,ir. il. J. Britton, seconded by ,-ir. J. P. Gunter, it is resolved that this Bo~rd post~one this reouest for ~ period of approximately 90 days, since at present the~ is only on~ house completed on these roads and that said roads are not compacted due to freezing and thawing. On motion of Dr. Robt. O. Jill seconded by i~[r. Hague, it is resolved that this Board alloc~te ~25.00 from the 3~ i{oad Fund to imDrove an alley in the Ettrick Sa~itary District sometimes called Howlett Alley. This day Dr. :~ill reported to the Board the hazards of the Atlantic Coast Line [~y. crossin% on the Woodpecker lload and cited several reasons why these hazards sl.~ould be eliminated. Upon consideration whereof and on motion of Dr. Gill seconded by ,,~r. Goyne, it is resolved that this Board request the Atlantic Coaat Line Ry. to install blinkin.~ lii~hts at the 'Joodpecker ,{oad crossin-~ and ig it appe~-~rs to the Itailroad Company not to be feasible to request the officials oft ne Railroad to appear b,:fore this Board and explain this condition. On motion of ,',r. Dritton, secoaued Oy ~,~r. ~unter, it is resolved that this ~oard reeuest the '~irginia Depart~ent of Hi.~hways to install a traffic light at the intersection of Rts. 60 and 161. This day ~r. Edward lludgins appeared before the ~oard citing the fact that trash in increased sua~tities was oein,,~ dumped on road sides and is becoming a real problem, bpon consideratiort whereof and on mot;..on of H. T. Goyne, seconded by Dr. Gill, it is resolved that this Board request the Gonm~onwealth's Attorney to prepare and ordinance i~rohibiting the dumping of t rash on County r~oad. This day the Exec, tive Secretary presented a bill to the County in the amount of ~3845.83, said bill being for the bond on the Treasurer of the County for a term of four (4) years. Upon consideration whereof and on motion of 1,ir. H. T. Goyne, seconded by Dr. Gill, it is resolved tImt this bill be paid and the budget be amended accordin,~ly. On motion o£ ~r. ~. J. ~ritton, seconded by ~ir. J. ~'. Gunter, it is resolved that this Board seek legislation to permit a Planning and Zoning Board if such legislation is necessary. On motion of Dr. Gill, seconded by Mr. Hague, it is resolved that the claims presented by the Game Warden for fowl and livestock killed by do:ss, b e paid. On motion of ~ir. ~oyne, :~econded by Dr. Gill, it is resolved that Chief C. Smith be allowed to employ Mr. C. M. Cimino as a dispatcher at Chesterfield Courthouse. And be it further resolved that this Board recormnend to the Judge of CirCuit Court Mr. C. E. Jones, who ~s at present a dispatcher, to be appointed a Police Officer for Chesterfield County. On moti. on of i~. Goyne, seconded by Mr. 3ritton, it, is resolved t?mt the Treasurer of Chesberfield County be authorized to rep~y the ~89,O00.00 short term loan to the General County Fund. On motion of' Dr. Gill, seoonded by i.ir. )o~n~e, it is resolved that this Board pay to the Petersburg Hospital Authority a total sum of $500.00 as a gift toward %he constr~ction o1' the new hos~ital. The undersigned County ~{oad ~"ngineer havin~ been directed at a previous meeting of the Doard of Su~ervisors of Chesterfield County to exai~ine a connectin~ road between i~ts. 1107 and I10~ in Matoaca District, and report to this Board the ex~ediency of eatablishin,.~ said road as a ,~ublic road, reported as follows: That he went upon said road and examined the same and is of the opinion that there is a necessity for the establishment of same as a public road, and further: (1) The said road will be of !~reat ~,~ublic conw-:nience (2) That it would not be of mere i~rivate convenience (3) No yard, ~-~arden or orchard will be taken (Z~) No land ownt~r renuires compensation (5) There will be no com?ensation This day the County ~oad .".n~i.neer in accordance with directions from this Board made report in writing upon his examination of a connecting road between Rts. 11©7 and 110~ in l~tatoaca District, which report shows that in the opinion of t.~e County Road ~z~gineer it is ex?edient that said road be e_wtablished as a Public road. Upon consid~ration whereof and on motion, it is resolved that this connecting road between Xts. 1107 and 1104 in i~Latoaca ~istrict, be and the same is hereby established as a ~ublic road. And be it £urther resolved vhat the Virginia Department of ~i5hways be and it hereby is requested to take into the Secondary ~%oad System of Chesterfield County, the connectin~.~ road between ~%ts. 1107 and Rt. 1104, beginnin~j ara point on i~t. 1107, ~D1 cfa mile east of the intersection of Rt. 1107 and Xt. !108 and extending .1 of a ~,~ite northwardly to ~{t., 113~+. This road does not serve any houses but serves as a connecting link between ~ts. ii07 and l{t. 1104 And be it further resolved that the Board of Supervisors of Chesterfield County guarantees a right-of-way o£ not less ~hat thirty feet to the Virginia Department of Highways ~'or bhis road. On motion of Dr. Gill, seconded by i.h'. Gunter, it is resolved that the Executive Secretary be and he hereby is directed to contact the Hi~ghway Department for a full report on the advisability of allowing ~t. iZi to carry the additional designation of ~%t. 250 as required by ~,~r. ~. B. Nelson, of £~obertsonville, North Carolina. On motion the minutes of the December meetings are approved.
