This day the Rev. Roy C. Everett, Pastor of the Providence bIethodist Church gave
the invocation.
This day Dr. A. G. Macklin and others came before the Board again requesting
improvement of Oakland Avenue in West Chesterfield Heights SubdiviSion.
Upon consideration of which and on motion of Dr. Robt. O. Gill, seconded by
Mr. H. T. Goyne, it is~solved that this Board request the Virginia Department of
Highways to improve said road at a cost not to exceed $724.35, which amount is to
be expended from the Matoaca Road Fund.
On motion of Dr. Robt. O. Gill, seconded by Mr. Britton, it is resolved that upon
the completion of the improvement of Oakland Avenue that said road will be re-
commended to the Virginia Department of Highways for inclusion into the State
Secondary System.
This day Mr. Robert Friend and others came before the Board seeking improvement of
Rt. 613 in Bermuda District, saying that this road was too narrow and its narrow-
ness presented a hazardous condition to school buses and other traffic.
Whereupon Mr. Kellam of the Virginia Department of Highways advised that the im-
provement of this road may be included in the next year's road budget but no im-
provement could be effected until July l, 1952,
This day Er. Leroy Brown, representing and in company with Mr. J. G. Ball came
before the Board requesting the improvement of 1.6 miles of road running east-
~w,ardl. y from Rt. 60, near the Village of Midlothian, and it being brought out in
~ne aiscussion that two houses were on this road at present only .6 of a mile
from Rt. 60 and that the last 1.5 would be in the nature of a private drive to
the home of Er. Ball which is at present under construction. It was agreed
that it was not the County's responsibility to improve this road. At the re-
Quest of Er. Ball as to his rights in improving said road, upon consideration
of whiCh and on motion of Er. J. P. Gunter, seconded by Mr. H. T. ~oyue, it is
resolved that this Board request the Commonwealth's Attorney to give an opinion
on th~ right of improving said road by Er. J. G. ~all.
This day Er. Henry Blankenship residing on Hudson Street in the Roane Subdivision,
Matoaca District, came before the Board requesting some improvement of said
street. In the ensuing discussion, ~ir. Kellam advised that the estimated improve-
ment would cost $971.52, and that the drainage on both sides of said road was in
extremely bad condition.
Upon consideration whereof and on motion of Dr. Robt. O. Gill, seconded by
Er. J. P. Gunter, it is resolved that this Board accept the offer of citizens on
Hudson Street to pay one-half the cost a~d agree that the remaining half of the
cost will be paid from the Natoaca Road ~und, provided the money from the
citizens on this road is produced or guaranteed and provided further that the
drainage along Hudson Street be adequately improved by citizens in the area.
This day Ers. Critcher and others appeared before the Board concerning a petition
requesting the improvement of James Street between South Street and River Road,
Whereupon this delegation was advised that a resolution concerning this road had
been previously passed and improvement must be postponed until after July 1,1952.
This day Ers. Joyner and others appeared before the Board requesting some improve-
ment of a road commonly called Hagood Street.
Upon consideration whereof and on motion of Dr. Gill, seconded by Mr. Goyne,
it is resolved that the Executive Secretary be and he hereby is directed to in-
vestigate the cost of the right-of-way and condemnation proceedings necessary to
obtaining a 30-foot right-of-way on said street.
This day Er. C. S. Luck appeared before the Board requesting the rezoning from
Agricultural to Industrial on the following parcel of land:
In Manchester ~agisterial District, a parcel of land beginuing at a point in a
ravine 600 feet northwesterly from the German School Road (also known as Bliley
Road), thence running up said ravine in a northwesterly direction 17OO feet more
or less to Powhite Creek;thence up Powhite Greek as it meanders to a stake 2400
feet more or less, on the line of the land of J. W. Bliley Estate;thence along
said Bliley line along a course south 63.5 degrees east spproximately 2000 feet
to a point; thence north and parallel with the German School Road~m distance of
12OO feet more or less to the point of beginning in said ravine, said parcel con-
taining approximately 70 acres.
This day also appeared Mr. R. Pinkney Sowers presenting a petition signed by some
65 persons opposing this request and presented several citizens in the area
speaking in opposition to this request.
Upon consideration whereof and on motion of Er. R. J. Britton, seconded by
~lr. J. P. Gunter, it is resolved that this Board deny the requested rezoning of
the aforementioned parcel of land.
This day Er. R. C. Wilson appeared before the Board requesting the rezoning from
Agricultural to Local Business of the following described parcel of land:
In Mauchester Nagisterial District, a parcel of land fronting 660 feet on the
north side of Rt. 647, end extending back 300 feet being at the northeast corner
of the intersection of Hopkins Road and Rt. 647.
And came also I~r. R. Pinkney Sowers presenting a petition signed by some 45 persons
opposing this rezoning and other citizens of the area present speaking against
this property being rezoned.
Upon consideration #hereof and on motion of Mr. Britton, seconded by
Britton, seconded by ~r. Gunter, it is resolved that this Board deny this request-
ed rezoning without prejudice.
This day ~v~. Nike Betzares represented by counsel, came before the Board seeking
to rezone from Agricultural to General Susiness the following described parcel of
land:
In Manchester Magisterial District, a parcel of land fronting 523 feet on the
south side of the present business area on Rt. 60, extending back 800 feet,
said parcel being approximately 1200 feet west of the intersection of Rt. 785.
And there~ppearing no real opposition, upon consideration whereof and on motion
of Mr. Britton, seconded by Nr. Hague, it is resolved that this Board grant the

This day ~r. Levi Johnson, an official of the Chesterfield County Oivic
Association, and others came before the Board, presenting a petition requesting
office space at the Courthouse for the County Negro Farm and Home Agents, who
now share a joint office at the Carver High School.
Upon consideration whereof and on motion of Nr. J. p. Gunter, seconded by
Mr. H. T. Goyne, it is resolved that this matter be referred to the Buildings
and Grounds Committee for consideration and report.
This day Mr. R. Pinkney Sowers appeared before the Board representing the
Ruritan Clubs of the County requesting an appropriation from the General Fund
of the County for advertising purposes in the i~uritan catalogue distributed
throughout the County for the annual Fourth of July Ruritan Picnic here at the
Courthouse.
Upon consideration of which, Mr. Gunter made the following motion which was
seconded by Dr. Gill: That this Board deny this request for an appropriation
to the Ruritan Clubs, whereupon Mr. Goyne offered a substitute motion, which
was seconded by ~<r. Britton: That the County appropriate $250.00 to the Ruritan
Clubs of Chesterfield for the aforementioned purpose, which motion failed passage
by a vote of 2-3. Mr. Goyne and Mr. Britton voted in the affirmative. ~r.
Gunter, Mr. Hague and Dr. Gill in the negative. Therefore, it is resolved that
this request of the Ruritan Cluos of Chesterfield County be and it hereby is
denied.
On motion of ~r. R. J. Britton, seconded by Mr. S. R. Hague, Jr., it is resolved
that this Board request the Virginia Department of Highways to make a survey as
to the practicability of establishing reduced speed zones in the "Chesterfield
Court" Subdivision.
On motion of Mr. H. T. Go]me, it is resolved that the Executive Secretary be and
he hereby is directed to contact by letter the Virginia Department of Highways
requesting a written report on the requested survey of Rt. $10 and Rt. #1.
On motion of ~r. H. T. ~yne, seconded by Mr. J. p. Gunter, it is resolved that
this Board request the Virginia Department of Highways to make survey of the
traffic at the intersection of Rt. 616 and Rt. i to ascertain the feasibility of
establishing a limited speed zone in that section.
This day the Executive Secretary read a letter from General Anderson regarding the
requested additional designation of Rt. 250 to the present Rt. #l by Mr. R. B.
Nelson of Robertsonville, N. C~, and the letter is ordered received and filed.
This day the Executive Secretary presented to the Board four (4) bids for Ford
trucks and three {3} bids for comparable Chevrolet trucks, said trucks to be
used by the Fire Departments.
Upon consideration whereof and on motion of Mr. R. J. Britton, seconded by
Mr. Goyne, it is resolved that this Board purchase one (ll Ford truck for the
~anchester Fire D~partment from the Universal Notor Company at a orice of
$1996.00 and one (1)Chevrolet truck from the Dunnington ~otor Company at a price
of $2031.58 for the Chester Fire Department.
This day the Executive Secretary ream a letter X~rom ~,~. James
Board of Real Estate Assessors of Chesterfield County, citing the fact that there
had been several unanswered criticisms of assessments in the County.
Upon consideration of which it was agreed that the Executive Secretary
answer Mr. Sowers by letter citing the opinion of the Board.
This day again the matter of the Gregory Subdivision came before the Board~ and
the Executive Secretary pointed out the reGuest of Mr. George Gregory, Jr., said
request being to gain some relief from the 1GO-foot frontage restrictions on R-1
propert~

Upon consideration whereof it ~ agreed Mr. Gregory should conform to
the specifications laid out by the County Ordinance.
This day Mr. Gorman, Game Warden, presented to the Board several requests for
fowl claims.
Upon consideration of which and on motion it is resolved that those agreed
upon be paid.
This day the Executive Secretary read a letter from Mr. F. D. Utley requesting
this Board to release him from a previously signed easement to flood his land
adjacent to the Powhite Creek at the Jahnke Dam for the impoundment of water at
the Jahnke Dam.
Upon consideration whereof and on motion of Mr. R. J. Britton, seconded by
Dr. Gill,it is resolved that the Executive Secretary be and he hereby is directed
to institute the necessary legal steps to relieve Mr. Utley on this~sement.
This day the Executive Secretary presented a letter from Mr. Garland Wood, City
Planner, of the 6ity of Richmond, requesting this Board's approval of the City of
Richmond accepting the dedication of a playground in the Grindell Creek Park
subdivision.
Upon consideration whereof, the Chapman appointed ~ir. Britton, Mr. Goyne
and the Executive Secretary to investigate this matter and report at a later
meeting.
This day the Executive Secretary read a proposed contract drawn by the Seaboard
Airline Railroad allowing the installation of an ~" pipe across the right-of-way at
Bellwood and the Executive Secretary advised that the Commonwealth's Attorney lhad
approved said contract.
Upon consideration whereof and on motion of Mr. Go]me, seconded by Mr. Gunter,i
it is resolved that the necessary steps be taken to have this contract approved.
This day the Executive Secretary presented to ~he Board three (3} bids on the
installation of two sewer lines in the Sanitary District of Ettrick.
Upon consideration whereof and mn motion of Dr. Gill, seconded by Mr. Goyne,
it is resolved that this Board meet at ll:30 a.m.~Narch 19, 1952 to view this
project. And be it further resolved that the Executive Secretary investigate the
cost of the necessary easements involved.
This day the Executive Secretary presented~ds from several companies on the
construction of new fire trucks.
Upon consideration whereof and on motion of Mr. H. T. Goyne,seconded by Mr.
R. J. Britton, it is resolved that an Oren built fire truck be purchased for the
Manchester Fire Department and a John Beane built fire truck be purchased for
the Chester Fire Department, both to be built as per specifications presented.
This day the Executive Secretary advised the Board that there was a certain amount
of Water Construction money available to be invested on a short-term basis.
Upon consideration whereof and on motion of ~r. Gunter, seconded by Mr.
Hague, it is resolved that the Executive Secretary be and he hereby is directed
to invsstigate and with the aid of the Treasurer of the County invest an amount
up to $~00,000.00.
This day again the drainage in the subdivision of Green Acres came before the
Board and upon consideration of which and on motion of Mr. Britton, seconded by
Mr. Goyne, it is resolved that the Executive Secretary be and he hereby is re-
quested to investigate the drainage in said subdivision.
This day again the matter of Social Security for Oounty employees came before the
Board and the Executive Secretary advised that the toZal cost to the General
County Fund would be approximately $1362.63, and the total cost of the Water
Department would be a pproximately $710.00.
Upon consideration whereof and on motion of pr. Gunter, seconded by Mr. Goyne,
it is resolved that the Social Security Plan presented by the State be and it
hereby is accepted and that deductions for the employees' part of back payments be
collected over a period of six months, if so desired by the employees.
On motion of ~r. Goyne, seconded by Mr. Britton, it is resolved that the Virgin~ia
Department of Highways be requested to improve the Triangle Road, beside the old
Chester Supply Company, to its present specifications for inclusion into the
Secondary System, said work to be done at a cost not to exceed $40.O0, provided
a 30-foot right-of-way can be obtained.
This day Nr. H. T. Goyne read to the Board a letter from the Chester L~ons Club,
requesting the County to install a flouridation unit in the new filtration plant.
Upon consideration whereof and on motion of Mr. Goyne, seconded by I~r.
Britton, it is resolved that the Executive Secretary be and he hereby is request-
ed to investigate this matter and report at the next meeting of the Board.
Whereas, the Commonwealth's Attorney of Chesterfield County has been for sometime
the legal advisor to the Board of Supervisors, and
Whereas, the said Commonwealth's Attorney is apparently in the hospital due to a
recent illness, and
Now,Therefore, on motion of i~r. H. T. Goyne, seconded by ~r. R. J. Britton, it is
resolved that this Board, by resolution, express extreme regret at the illness
of Nr. M. A. Cogbill and express ~n earnest hope that said illne~will be of
exceptionally short duration.
And be it further resolved that copy of this resolution be sent to ~r. Cogbill.
On motion of Mr. H. T. Goyne, seconded by Mr. J. P. Gunter, it is resolved that
the Executive Secretary be and he hereby is directed to request Mr. L. F. Barrs,
Track Foreman of the Seaboard Airline Railway to replace Quay Street,~tending
north from Ecoff Street in Chester to its former fitness.
It is agreed that the Executive Secretary write a letter to Mr. CrenBhaw, a
citizen of the County returning from duty in Korea, said letter to contain the
thanks of the Board for his ~rvices outside of the Country.
On motion of Nr. R. J. Britton, seconded by Mr. S. R. Hague, it is resolved that
the minutes of February 12th, 21st and 28th, be and they are hereby approved as
presented.
This day the Executive Secretary presented to the Board a proposed budget of
expenditures for the fiscal year 1952-'53.
On motion, it is resolved that this Board adjourn until the 18th day of N~arch
at 8:00 p.m., at which time it will meet with the SchOol Board to go over the
proposed budget.
