04-01-1952 MinutesVIRGINIA:At an adjourned meeting of the Board of Supervisoru of Chesterfield County, held at the Courthouse on April l, 1952, at 8:00 p.m. Present: Irvin G. Homer, Chairman H. T. Goyne J. ?. Gunter S. R. Hague, Jr. Robt. O. Gill R. J. Britton This day a delegation from the Hening Heights Subdivision appeared before the Board again reauesting some improvement of the roads in that area and it was agreed that Rjr.~ C. F. Kellam, Resident Engineer, and the Executive Secretary view these roads and at a meeting to be held later discuss the finances involved. This day Mr. O. W. Moore, came before the Board requesting the improvement of · 3 of a mile on a road leading into the Girl Scout Camp in Clover Hill District. Upon consideration whereof and on motion of i~r. Goyne, seconded by Dr. Gill, it is resolved that this matter be referred to the Road Committee for consideration. This day Mr. C. F. Kellam, Resident Engineer, was present at the Board and pointed out that certain property at the western end of Rt. 644 was now being claimed as private property. Upon consideration whereof and on motion of I~r. Britton, seconded by Mr. Goyne, it is resolved that this Board recommend to the Virginia Department of Highways that it abandon for maintenance .45 of a mile on the westerly end of Rt. 644. At this time in the meeting all of the Supervisors were given a chance to discuss their road problems with Mr. Kellam, Resident Engineer, so that he could tailor the Secondary road budget to fit the needs of the people. This day the Executive Secretary read to the Board a resolution from the School Board asking that the School Board be permitted to make application to the State School Construction Fund for a total of $28,713.67. Upon consideration whereof and on motion af Mr. J. P. Gunter, seconded by ~r. Goyne, it is resolved that the School Board be authorized ~o seek the grants from the State in the amount of $28,713.67 which sum should be expended on the Bon air and Midlothian Schools. This day the Executive Secretary presented six (6) bids on the installation of a new heating plant at the Courthouse and pointed out that the unanimous decision of all six bidders was that the old boiler could not be repaired. Upon consideration whereof and on motion of ~. Hague, seconded by Dr. Gill, it is resolved that the Executive Secretary be and he hereby is authorized to accept the low bid submitted on an oil furnace provided a check on the reputation of the low bidder seemed satisfactory. ~ It is here noted that Mr. H. T. Goyne voted "No". This day the Salary ~mmittee reported on its consideration of the ~salary paid to the Executive Secretary, proposing that it be raised as of April 1st to the amount of $6500.00 per year and that it be raised as of July 1, 1952 to $7,000.00 per year. Upon consideration whereof and on motion of Mr. H. ?. Gunter, seconded by Mr. S. R. Hague, it is resolved that the recommendation of the Salary Committee be authorized as presented. It is here noted that Mr. H. T. Goyne voted "No" on this matter. Ordered that the meeting be now adjourned until 8:00 p.m. April 4, 1952.
