This day the Xev. Roy Smith, Pastor of Ramsey Memorial church gave the
invocat ion.
This day ~ delegation from the Midlothian Fire Department came before the Board
r@questing new fire equipment.
Upon consideration whereof and on motion of Mr. J. P. Gunter, seconded by
)ir. R. J. Britton, it is resolved that this Board consider said request for new
fire equipment in order with other similar reouests and make a study of the needs
of the various fire departments.
On motion of Mr. R. g. Sritton, seconded by Dr. Gill, it is resolved that the
new fire department of Norwood Park be and it hereby is authorized t~ receive
the old fire engine from the ~4~nchester Fire Department, if and when the ~orwood
Park fire station is completed.
This day the Executive Secretary read a reouest from the Clover Hill Fire
Department for' new fire equipment. Also came a delegation from said f~re
department ~xplaining that the enuioment was in apparently unsafe meci~a!~ical
condi tion.
Upon consideration wherebf and on motion of Mr. H. T. Goyne, seconded by
Dr. Gill, it is resolved that this reouest be considered with other similar
reouests and that the present e~uipment be immediately put in a safe mechanical
c ond it i on.
This day there were several road problems presented to the Board.
Uooj consideration whereof and on motion of Mr. H. T. Goyne, seconded by
Dr. Gi~l, it is resolved t?~at the Chairman be authorized to appoint a committee
to view said road, particularly the road pertaining to the property of Mr. Kercel,
who came in person and was ~resented by counsel, said road being a connecting
road between Rts. 10 and Rt. 617. The Chairman anpointed the Road Committee,
Mr. Goyne and the Executive Secretary to meet with Mr. C. F. Kellam, Resident
Engineer, to serve on this Co~nittee.
Thais day ~%r. Wayne C. ~ritt, came before the Board re~uestin5 that this Board
allow }~im to close the 30-foot ri~?~t-of-way leading eastwardly from the Hey R~ad
and adjacent to his property.
Upon consideration whereof and on motion of Mr. R. J. Britton, seconded by
Mr. J. P. Cunt. er, it is resolved that this matter be investi?%ated and a rulin~
concerning the legality be obtained from the Co~,mnonwealth's Attorney.
This day Mr. Gordon Andrews came before the Board presentin~ a petition signed
by aoproximately 40 names requesting the hard-surfacin~% of Bond View Drive.
'Upon consideration whereof and on motion of ~lr. J. t~. Gunter~ seconded by
~[r. H. T. Goyne, it is resolved that this request be received and filed and that
this road be ?,iven due consideration with other roads and similar requests.
~ir. R. ~. Kash, County Age.~t came before tl~e Board expressing regre~s to leaving
the County and re-entering military service.
Upon co,.nsideration whereof and on motion of Mr. H. T. ,Joyne, seconded by
Mr. S.R. Ha~ue, Jr., it is resolved that this Board accept Mr. Kash~s resignation
with extreme regret.
This day Mr. J. W. Rogers, District Supervisor Agricultural Agents, came before
the Board sure,testing a replacement of the County A%ent's position with one Mr.
Marshall Jones.
Upon cons ]_derat ion whereof and on motion of Mr. H. ~f. doyne, seconded by
Mr. J. P. ~]unter, it is resolved that this B~.~rd approve the recommendation of
Mr. Ro~'~ers as to the employment of Mr. ~rshal]. Jones as County Agent.
This day Miss Lena Warwick came before the Board again requesting improvement
to what is co:mnonly called Brown Road.
Upon consideration whereof and on motion of Mr. R. J. Britton, seconded by
i~,~r. H. T. Goyne, it is resolved that this Bcs rd study said road and re.nort its
!~ro~ress at a later date.
This day Mr. Pinkney Sowers,, representing Mr. N. W. Royall, appeared before the
Board reoues~in~ continuation for thirty days the proposed re~oning of a parcel
of land on Rt. 360 in the vicinity of the Ramsey Memorial Church. Also came

This day the Executive Secretary presented to the Board a petition signed by
some twenty names requesting the extension of Orcutt Lane.
Upon consideration whereof and ~n motion of Mr. R. J. ~ri~ton, seconded by
Dr. Robt. O. Gill~ it is resolved that this Board investigate this exvension
and report at a later date.
This day the ExecutiVe Secretary presented a reouest from Mr. C. W. S~hremp of
the Woodstock Home and Land Company to take into the Secondary Road System
certain streets in Section C-?, Woodstock Subdivision.
Upon consideration whereof andon motion of M~r. R. J. Britton, seconded by
Mr. S. R. Hague, it is resolved that these streets be viewed by the County Road
Engineer and the Resident Engineer of the Virginia Department of Highways.
On motion of Mr. R. J. Britton, seconded by Mr. Ha!~ue, it is resolved that the
~esident Engineer and the County Road Engineer view Lon~view Drive and Grandview
Drive for inclusion into the Secondary System a~ rural roads.
On motion of Mr. H. T. Goyne, seconded by Mr. J. P. Gunter, it is resolved that
the Resident Engineer and County Road ~ngineer view .55 of a mile from Rt. 61~
to Rt. 620, said road being commonly called the Jonestown Road.

Whereas, the Commonwealth of Virginia through the Deoartraent of Highways has
prepared a nd submitted plans to the Board £or the construction or ~mprovement of
a section of Route 668 of the State Secondary. System, Project 1320-06-10-11-12
in Chesterfield County, from S. Int. Rt. 667 (N,.~' of Rt. 360) to Int. Rt. 60~,
approved April 2, 1952;and
Whereas, it is ~roposed to finance the cost of const'ruction fifty percent from
Federal Aid Secondary funds and fifty percent from State Funds allocated to
Chesterfield County;and
Whereas, it is the desire of this Board that said road be improved in accordance
with said plans.
~OW, THEREFORE, BE IT RESOLVED: That this Board hereby approves the plans and
reouests the De.~artment of Highways to sroceed with construction in accordance
with these plan~, and this Board hereby'agrees to and does guarantee a ~0 foot
unrestricted right of way as indicated or noted on said slans, together with the
rit~ht and easement to use the additional areas shown as being resuired for the
proper execution and maintenance of the work as indicated on plans, it being
understood that incidental costs such as moving and resetting existing fences,
houses, structures, utilities, or other obstructions of such nature, are to be
paid from Secondary funds allocated or to be a~located to Chesterfield County.
It is further understood and agreed that in the event one or more property owners
refuse to ~xecute a deed covering lend'required from their properties for right
of way purposes, this Board hereby authorizes 'the Conm~onwealth of Virginia,
Department of iti~hways, to institute conden~ation proceedings and agrees to pay
from funds allocated or to be allocated to Chesterfield County all costs in
connection wherewith including awards of comraissioners.
On motion, the report of the audit of the records of the Clerk's Office for the
calendar year 1951~ is ordere~ to be received and filed.
On motion of Mr. Ha.;~ue, seconded By Mr. Gunter, it is resolved that the Executive
Secretary be and he hereby is authorized to nay the bill of' A. M. Toler and
Company for services in the annual audit of the records of the County, as
presented by him.
This day the Executive Sec~'etary read a letter from officials of the City of
Ric~,nond ineuiring as to the willinCness of the County to enter .jointly into
the acquisit~.on of land for a land-fill dura?, and it was a~reed by the Board
that the Executive Secretary investi,:ate and ~.et further information from the
City of Richmond pertaininE~to same,
On motion, it is ordered that a Notice from the Corps of Engineers, U. S. Army
on the brid~e across the A'0pomattox ~Yiver be closed temporarily, be filed with
the papers of this Board.
This day the Executive Secretary read several letters Crom various groups in
the County favoring the addition of fluoride to the County's watersupply, and
also reported on the advice of the Consulting Engineers, Perrow and Brockenbrough
t~mt this mazter be deferred to a later date for a more complete survey.
On motion, the said letters are ordered to be filed.
This day the Execut; ,,,e Secretary read a proposal from the Corp~: of Enqineers,
U. S. Army of a draft of provisions for a contract between the County and the
Go~.?rnment as to the water supply at Fa!linr~ Creek. It is aq.~-eed th;at the
advice of the Commonwealth's Attorney be soul,bt concernin~ this ~roposed
contract.
On motion of 14r. tia~ue, sec:?nded by i4r. :~oyne, it is resolved that this Board
accept the w(~ter Committeee's recommendation to imorove the pumping facilities
at t}~e Elkhardt well at a price not to exceed ~71~.00 plus the labor involved.
On motion of Dr. Gill, seconded by Mr. Gunter, it is resolved that this Board
accept the recommendation of the Water Committee and hereby authorize the
purchase of one 2-ton trt;ck at the lowest bid.
This day Mr. A. M. Toler rem~estin.2 to 'Se heard by the Board, discussed at
length the adwlsability of hiring a comptroller for the County, and it was
a~reed that further conside~-ation would be given the matter.
