This day Mr. C. F. Kellam, Resident ~ngineer, Virginia Department of Highways
appeared before the Board reporting a recen~ visit to ,,Westover Gardens"
Subdivision, owned b y N~r. Frank Robins, citing the fact that the roads were not
up to specifications and could not at this time be included into the Secondary
Highway System.
Upon consideration whereof and on motion of Mr. R. J. Britton, seconded by
Mr. H. T. Goyne, it is resolved that the Executive Secretary be and he hereby
is requested to write Mr. Robins telling him what must be done to the roads in
said subdivision to bring them up to Highway standards.
This day again the matter of a road between Bell~s Road and the Atlantic Coast
Line Railroad Bridge came before the Board and upon.consideration whereof and
on motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the
Executive Secretary be and he hereby is requested to acquire a 65-foot easement
for this road, said 65-feet being the amount recommended by Mr. Kellam, Xesident
Engineer, of the Virginia Department of Highways.
This d ay the Executive Secretary read a letter from ~. James Sowers requesting
the Board to recommend to the Highway the inclusion of certain roads in the
Subdivision of -Chatswor~t". At this Uime Mr. Kellam cited the fact that these
roads were not up to the minimum standards of the Highway Department. On motion
of Mr. R. J. Britton, seconded by Mr. Hague, it is resolved that the Executive
Secretary be and he hereby is requested to write to Mr. Sowers telling himwhat
must be done to bring said roads up to Highway specifications.
This day again t he roads in the subdivision of ,Lyndale" came before the Board,
and on motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the
Virginia Depart:~n~ of Highways be requested to d itch and gravel the roads in
the ,,Lyndale" Subdivision to an extent which will bring them up to Highway
specifications, and the cost of same to be charged to the 35 Road Fund of
Manchester District, provided the plat of this subdivision has been recorded,
said plat showing at least a right-of-way of 40 feet for all streets.
This day Mr. C. F. Kellam, Resident Engineer, Virginia Department of Highways,
presmnted a standard form used by the Highway Department in acquiring rights-of--
way for roads. On motion of Mr. H. T. Goyne, seconded by Mr. Hague, it is re-
solved that this form be filled out and signatures obtained on all roads where
rights-of-way are questionable and the use of such form wherever practicable.
This day again the matter of the drainage on Rt. 1612 came before the Board.
Upon consideration whereof and on motion of Mr. H. T. Goyne, seconded by
Dr. Gill, it is resolved that the Executive Secretary be and he hereby is
requested to show Mr. Kellam the location of a 24" drainage pipe purported to
have been used years ago in draining this street.
On motion of Nr. Britton, seconded by Dr. Gill, it is resolved t~mt Mr. C. F.
Kellam, Resident Engineer, b e and he hereby is requested to q~ote a price for
which the Highway Department will b ring up to minimum standa~ Culver Road and
Meadow Lane.
This day Mr. H. T. Goyne cited to the Board the fact that numerous resolutions
passed requesting the Highway to effectively control the traffic hazarda at the
intersection of Rt. 616 and Rt. i and Rt. l0 and Rt. l, stating that in the past
few days another death had occurred in the general location directly attributable
to the traffic hazards at said location. Came also ~r. Perkinson,representative
from the Highway Department citing certain surveys and studies made at these
intersections.
This day the Executive Secretary read to the Board a.petit~on signed by some
thirty persons requesting some improvement of Rt. 636 and 635.
Upon consideration wheeeof and on motion of Dr. Robt. O. Gill, seconded by
Mr. Britton, it is resolved that this matter be referred to Mr. Kellam for study
and the proper improvement.
This day Mr. James Spencer, citizen from Cherry Gardens Subdivision came before
the Board requesting some improvement to the roads in that area.
Upon consideration whereof and on motion of Mr. H. T. Goyne, seconded by
Mr. H~ue, it is resolved that Mr. Britton, Supervisor of Mmnchester District and
the Executiwe Secretary investigate the roads in Cherry Gardens and report at a
later meeting.
This day Mr. R. Pinkey Sowers, representing the Elkhardt Community Center pre-
sented to the Board a request for a Use Permit on the following described parcel
of land:
In Manchester Mmgisterial District, a parcel of land irregularly
s~mped, fronting on the south side of Bryce's Lane 380 feet and extending
southwardly approximately 350 feet said parcel being 1400 feet east
of Rt. 360, to be considered for a Use Permit for a fire station,
community center, and recreational area, a?plied for in the name of the
Elkhardt Community Center.
Came also Mr. Dobson, opposing the recreational faciiities proposed on said
location.
Upon consideration whereof and on motion of Mr. Britton, seconded by Mr.
Hague, it is resolved that this Board grant the Use Permit as requested.
This day, ~r. Gregory, a Builder, in the Cherry Gardens Subdivision, presented
a petition signed by a number of citizens in that area requesting this Board to
allow Mr. Gregory to build houses on the undersigned lots in that area, said
lots being specifically Lots 13 and 14 in Block E of Cherry Gardens.
Upon consideration whereof and on motion of Mr. Britton, secor~ed by Mr.
Hague, it is resolved that this request be denied. It is here noted that Mr.
H. T. Goyne voted in the negative.~
This day ~4r. James Spencer, citizen of Cherry Gardens, came before theBoard
citing the fact that there was a health hazard due to mosquito breeding in the
general area of Hickory Hill High School.
Upon consideration whereof and on motion of Dr. Gill, seconded by Mr. Hague,
it is resolved that this matter be referred to the ~ealth Deparmtne for i~-
vestigation.
This day again the matter of a telephone contract for a telephone for the
~4atoaca Fire Department came before the Board, and it was pointed out that the
Commonwealth's Attorney still had not agreed that this Board had the authority
to sign said contract.
Upon consideration whereof and on motion of .Dr. Gill, seconded ~y Mr. Hague,
it is resolved that the Chairman of this Board and the Executive Secretary, be,
and they are hereby authorized to siEn the telephone contract for the Matoaca
Fire Department if and when the Commonwealth's Attorney agrees that this Board
has the authority to sign such a contract.
This day the mather of vacating certain alleys in the subdivision of "Westover
Gardens" came before the Board, mud it appearinE that all necessary papers
were in order, upon consideration whereof and on motion of Mr. R. J. Britton,
Seconded by Dr. Gill, it is resolved that the Board approves the vacation
of alleys in Block E, Plan of "Westover Gardens" as set forth in a certain
instr~nent, bearing date ~ay 23, 1952, executed by Franklin D. Eobins, wife
and Franklin Davis Corporation, which~as presented to this meeting, and a copy
thereof~filed with the Board.
This day the Executive Secretary read a letter from Col. Hutchings, Provost
Narshal at Fort Lee, ~xpressing his appreciation for the cooperation and fine
work of C. W. Smith, Ghief of Police of Chesterfield County, and on motion the
letter is received and filed.
This day the Execubive Secretary presented to the Board a request from the Bank
of Virginia, said request being ~o be allowed to collect the County water bills.
Upon consideration whereof and on motion of Mr. R. J. Britton, seconded by
Dr. Gill, i~ is resolved that this request be denied
This day the ~xecutive Secretary presented a bill from Mr. Deiber$, C.P.A. said
bill being $45.00.
Upon consideration whereof, the ~mab~er is referred to Mr. Goyne for consideration.
On motion of Mr. R. J. Britton, seconded by Fa-. S. R. Hague, it is resolved that
the Executive Secretary work out some scheme whereby the County ditches may be
sprayed, if same is necessary for mosquito control.
This day the Executive Secretary presented a petition from ~he Grindell Creek
citizens requesting some relief in ~he matter of drainage and the disposal of
sewerage. And it was pointed out that some investigation had been made con-
cerning the installation of a sewage disposal plant for this area.
Upon consideration whereof it was agreed that the Executive Secretary
contact officials at Bellwood to ascertain their reactions to cooperating in
a sewage disposal venture, it was further agreed tha~ the Executive Secretary
ascertain from the Commonwealth's Atty. ~he possiblility of establishing a
sanitary district in this area..
This day Fa.. Beverly Ream~ appeared before the Board requesting a refund of
$250.00 for certain anims~s killed. On motion of Mr. R. J. Britton, seconded
by ~{r. Hague, it is resolved ~hat this matter be deferred until thenex~
meeting of the Board.
On motion of Mr. Irvin G. Homer, seconded by ~. Britton, it is resolved
this Board pay the Livestock and Fowl claims as presented by the GameWarden
and amended.
This day Mr. H. N. Terrell, Officer of the Police Department, appeared before
the Board at t~e Board's request, citing conditions prevailing at the log
cabin in the Camp Baker area.
Upon consideration whereof andon motion of Mr. H~ue, seconded by Dr. Gill,
it is resolved %hat this matter be referred to the Buildings and Grounds
Committee for consideration and report.
This day the Executive Secretary advised the Board that the cost of a fire
hydrant, the installation of same, and the 6" valve for said installation would
be approximately $255.00. On motion of Fa-. Britton, seconded by Mr. Hague, it
is resolved that the installation of a fire hydrant from this date on the cost
to the citizen would be $150.00 and the County would pay the additional $105.GO
from the unexpended surplus.
And be it further resolved that each fire hydrant so installed be approved by
the Board of Supervisors.
This day the Executive Secretary reported that a 1939 Dodge truck was almost
inoperative.
Upon consideration whereof and on motion of Mr. Britton, seconded by Mr.
Hague, it is resolved that the Executive Secretary ~e and it hereby is authorized
to get at least 3 bids from Ford and Chevrolet companies and such other bids as
are feasible for a l~ Ton truck and be it further authorized to select the low
bidder for the purchase of said truck.
This day the Executive Secretary read a portion of the minutes of the Ettrick
Sanitary District Committee, said minutes requesting the Board to refund to
~r. Gilbert Barricks $1024.79.
Upon consideration whereof and on motion of Df.Gill, seconded by Mr. Goyne,
it is resolved that this amount be paid to ~{r. Barricks from the Ettrick
Sanitary District Fund.
On motion of Dr. Gill, seconded by Fro. Britton, it is resolved that Nh'. Warren
Perrow be requested to appear before the Board on Jul~ 22nd, to explain the
construction of a sewer line in the Ettrick Sanitary istrict.
The undersigned County Road Engineer having been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine Oakland Avenue
in the Subdivision of West Chesterfield ~eights in Matoaca Nagisterial District,
and report to this Board the expediency of establishing said road as apublic
road, reported as follows:
That he went upon said road and examined the same and is of the opinion that
there is a necessity for the establishment of same as a public road, and further:
(1) The said road will be of great public convenience
(2) The road will not be of mere private convenience
(3) No yard, garden or orchard will be taken
(4) The said road is in a subdivision of land dedicated to the
Commonwealth of Virginia and therefore land owners along said
road will not receive compensation
(5) There will be no compensation
(6) No land owner requires compensation
This day the County Road ~ngineer in accordance with directions from this Board
made report in writing upon his examination of Oakland Avenue' in the subdivision
of West Chesterfield Heights in l'~toaca Magisterial District, which report shows
that in the opinion of the County Road Engineer it is expedient that said road
be established as a public road.
Upon consideration whereof, and on motion of Dr. Gill, it is resolved that
Oakland Avenue in West Chesterfield Heights suudivision in Matoaca District,
be, and the same is hereby estaOlished as a public road.
And be it further ~esolved t~t the ~irginia Department of Highways be and it
hereby is requested to take into the Secondary System of Chesterfield County,
Oakland Avenue in West Chesterfield aeights,from a point on Rt. llO6, .35 of a
mile ea.~t of its intersection With ll06 and Rt. llOS, .27 of a mile north to a
dead end. This road serves 3 houses.
A~d Oe it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of not less than 50 feet for this Road to the Virginia
Department of Highways.
On motion of ~. Britton, seconded by ~4r. Hague, it is resolved that the minutes
