REQUEST: Rezoning from Agricultural (A) to Residential (R-9). A single
family residential subdivision is proposed.
SUBJECT PARCEL: LOCATION, ACREAGE AND USE: Matoaca Magisterial District. This
property fronts the east line of Little Road and is located across from the Pick-
hurst Court intersection. This 6.33 acre parcel is presently vacant and wooded.
Tax Map 180-9 (1) Parcel 3 and Tax Map 180-13 (1) Parcel 7 (Sheet 52).
RECOMMENDATION
Recommend approval for the following reasons:
A. Proposed zoning and land use is compatible with adjacent and area
development.
B. Proposed zoning and land use conforms to the General Plan 2000.

GENERAL PLAN: Single family residential.
UTILITIES: A twelve (12) inch public water line is located along Little Road.
The applicant plans to utilize public water.
Property lies in the Old Town Creek sewage drainage area. The closest trunk
sewer line is located along Old Town Creek, approximately 7200 feet east of
the subject property. The applicant intends to instal], individual wells and
septic tank systems.
SOILS DRAINAGE AND EROSION: Soils are gently sloping and under present conditions
have a slight chance for erosion. With use of public water, soils are fairly
suited for the proposed use. Lot lines should be designed to insure that there
is adequate area of suitable soil for a drainfield system.
Property lies in the Appomattox River via Old Town Creek drainage area. Silt
aggradation in numerous sections of Old Town Creek causes frequent flooding.
The proposed development will generate larger volumes of runoff thus aggravating
existing drainage problems along Old Town Creek. Off-site drainage easements may
be required.
Prior to construction, road and drainage plans showing both existing and
proposed contours and drainage structures including invert elevations and
erosion control plans must be submitted to Environmental Engineering for approval.
PUBLIC FACILITIES: Based on .90 public school students per dwelling unit, Staff
estimates that approximately nine (9) students will be generated by this develop-
ment. Property lies in the Matoaca Elementary School attendance zone which
has a capacity of 669 and an existing enrollment of 593; in the Matoaca Middle
School zone which has a capacity of 900 and an existing enrollment of 604;
and in the Matoaca High zone which has a capacity of 900 and an existing enroll-
ment of 735.
Property is served by Matoaca Volunteer Fire Station, Company Number 6. At
present, fire fighting capability is marginal dependent upon the time of day.
TRANSPORTATION AND TRAFFIC: The estimated 100 ADT generated by this development
will be distributed over River Road. These additional trips will have a minimal
impact on traffic patterns in the area.
DISCUSSION: The applicant is requesting rezoning to Residential (R-9) with the
intent of developing a single family residential subdivision. Staff estimates
that approximately ten (10) lots can be created. Since public sewer is not
available to serve this property, each lot must have a minimum of 11,000 square
feet, as opposed to 9000 square feet if both utilities were available.
The area encompassing the request parcel has experienced recent residential
construction with the development of Sandy Ridge Subdivision which lies to
the west. Property to the immediate north is zoned Residential (R-7) and is
planned for future subdivision. Given existing zoning and land use, the requested
rezoning is in keeping with area development trends.

(1/20/81) On a motion of Mr. Currin, seconded by Mr. Crump, the Commission
resolved to recommend denial of Residential (R-9) and approval of Residential
(~-12).

(2/25/81) At the request of the applicant the Commission deferred this
case for thirty (30) days to their March 25, 1981 meeting.
The Board of Supervisors on Wednesday, March 25, 1981, beginning at 2:00 p.m.,
will take under consideration this request for zoning.
