REQUEST:
District.
A Conditional Use to permit a second dwelling in an Agricultural (A)
SUBJECT PARCEL: LOCATION, ACREAGE AND USE: Clover Hill Magisterial District.
This property fronts along the north line of Spring Run Road and is located
approximately 2,400 feet west of its intersection with Millhouse Drive. This
5.054 acre parcel is occupied by a single family residence. Tax Map 92-3 (1)
Parcel 4 (Sheet 29).
RECOMMENDATION
Staff recommends approval of this request for the following reasons:
A. All adjacent property is vacant and heavily wooded and therefore
will not be detrimentally affected by this use.
B. This area has the potential for future single family residential
subdivision; therefore, the second dwelling is compatible with anticipated
and existing residential development in the area.
C. The location of the second dwelling will not preclude orderly subdivision
of the subject property in the future.
D. This use is in accordance with the General Plan 2000.
CONDITIONS:
1. At such time that the existing or proposed dwelling is sold to someone
other than a family member, subdivision approval for this property shall
be obtained from the Chesterfield County Planning Commission.
2. The proposed dwelling shall be occupied by members of Mr. and Mrs.
Wright's family only, or family members of any future property owners.
At no time shall the second dwelling be rented.
SUPPORTING INFORMATION
ADJACENT ZONING AND LAND USE:
North - A, Vacant and wooded
South - R-25, Vacant and wooded
East - A, Vacant and wooded West - A, Vacant and wooded
GENERAL PLAN: Single family residential use.
UTILITIES: Public water and sewer are not available. A private well and septic
tank drainfield system will service the proposed dwelling.
SOILS, DRAINAGE AND EROSION: Soils are nearly level to sloping and under
present conditions have only a slight chance for erosion. This parcel has a
fair soil suitability for the proposed use. A site plan showing the drainfield
location must be submitted in conjunction with building permit application. It
should be noted that the Health Department has visited the site and recommended
that the proposed dwelling be located in the center of the property on the crest
of the hill. This location will permit sewage gravity flow to the septic tank.
Environmental Engineering does not anticipate any erosion or drainage problems
resulting from this construction.

PUBLIC FACILITIES: This property is served by Clover Hill Fire Station, Company
Number 7. This station is staffed by volunteer personnel only. Fire service
capability is marginal, depending upon the time of day.
DISCUSSION: The applicants, who reside in the existing dwelling, intend to
construct the house for Mrs. Wright's parents.
Ail adjacent property is presently vacant and heavily wooded. Property to the
south is zoned Residential (R-25) while other adjacent property is zoned Agri-
cultural (A). This area has been designated by the General Plan 2000 for single
family residential use.
As exemplyfield by the property's close proximity to Clover Hill Farms, Plantation
Estates, and Donegal Forest, single family residential use is the major develop-
ment trend in the area. Furthermore, the proposed location of this second dwelling
will not preclude orderly subdivision of this property in the future.
CASE HISTORY
Planning Commission Meeting:
(2/17/81) On a motion of Mr. Williams, seconded by Mr. Crump, it
was resolved to recommend approval of this request subject to the im-
position of condition #1, only.
AYES: Unanimous
The Board of Supervisors on Wednesday, March 25, 1981, beginning at 2:00 p.m.,
will take under consideration this request for zoning.
