09-03-1952 MinutesVIEGIi~IA: At an adjoun~d meeting of the Board of Supervisors of Chester- field ~ounty, held at the Court- house on September 3, 1952, at 4:00 p.m. Present: Irvin G. Horner, Chairman J. P. Gunter H. T. Goyne R. J. Britton Robt. O. Gill Stanley R. Hague, Jr. On motion of l~r. J. p. Gunter, seconded by i~r. R. J. Britton, t he following resolution was adopted: Whereas, J. William D~nce, Treasurer of Chesterfield County has resigned from that office effective as of August 31, 1952,.and Whereas, the Judge of the Circuit Court has accepted the resignation of J. Wm. Dane, f rom the office of Treasurer, and has appointed in his stead George W. Moore, Jr., effective as of September 1, 1952, to occupy the Office of Treasurer of Chesterfield County for the remainder of the term to end December 31, 1955. Therefore, be it resolved, that this Board take cognizance of these facts, and be it further resolved that ali depository banks be and they are hereby instruct- ed to change their account titles from- County of Chesterfield, By--J. Wm. Dance, Treasurer to read County of Chesterfield, By-Geo. W. Moore, Jr. Treasurer Further Resolved, that all depository banks be furnished a reconciled statement showing the exact amount in County funds to be transferred from one account to the other, stipulated above as of September 2, 1952. Said depository bm~ks are further directed to hold funds to the credit of the first account sufficient to pay all outstandin~ checks signed by J. ~,Vm. Dance, Treasurer, County of Chesterfield, than those checks listed as outstanding in the reconcilment recorded herewith. Said depository banks are further authorized and directed to pay from September 2, 1952 on until further notice, all checks signed by Geo. ~. Moore, Jr. as Treasurer of Chesterfield County in the routine management of the County's financial affairs. List filed with Board papers. This day the Executi'¢e Secretary pointed out that a previous motion of August 12, 19~2, considering t~e esta01ishment of Bellwood Voting Precinct was not in or der. Uoon consideration whereof and on motion of Mr. H. T. Goyne, seconded by Flr..Britton, said motion be and the same is hereby reecinded. On motion of lWir. H. T. Goyne, seconded by Mr. R. J. Britton, it is resolved that the Executive Secretary be and he hereb~ is directed to present the following resolution to tl~e Clerk of Circuit Cour~ for such action as ti~e Court may take: VIRGINIA IN T~E CIRCUIT COURT OF CHESTERFIELD COUNTY Petition to chan~e the boundaries of the ~hester and DrewrY's Bluff election districts and to establish therefrom a new Bellw0od Election District TO THE HONORABLE JUDGE OF SAID COURT: The Board of Supervisors hereby respectfully petitions the Court to change the present boundaries of the Chester and Drewry's Bluff election districts in Bermuda I~agisterial District by forming therefrom a new election district to be known as the Bellwood Election District, and bounded as follows: On the north by Kin§sland Creek, west by the Atlantic Coast Line Railroad, east by the James River, and south by Proctor's Creek. The Board of Supervisors is informed and believes that there are approximately 200 qualified 'voters wiuain the proposed election district; that the votin§ population of the area is rapidly increasing due to the large number of con- structed residences and that the present arr~mgement with respect to the location of the Re~istrars and the voting places is inconvenient and unsatisfactory for the citizens of said area and thereby not calculated to stimulate registration or voting. Wherefore, The Board of Supervisors requests that an aj~propriate order may be entered establis~ling the new Bellwood election district as herein described~and establish a new voting place therein, t~at appropriate directions may be given with respect to the posting of such order and that certification of a copy there- of to the County Electoral Board for the appointment of a Registrar. This day the Executive Secretary ~esented a bill from Mr. A. ~. Toler concerning certain work done in the Treasurer's Office. The bill being in the amount of $1430.00 of which $1070.00 had been authorized to be paid. Upon consideration whereof and on motion of ~. H. T. Goyne, seconded by Mr. Hague, it is resolved that the remainder of this amount be paid. On motion of Mr. R. J. ~ritton, seconded by Mr. J. P. Gunter, it is resolved that in consideration for the granting of a 30-foot right-of-way from Route 10 to Orchid Lane and allowing the County to lay a 10" pipe line on said right- of-way by ~r. C. E. Pannell, the Board requests the State Highway Department to construct and maintain said road under the rural road law, and if said raod is not built within 2 years, that said road be built by ~$ Funds by the Highway Department. This day the matter of aiding the League of Virginia Counties in the fight against the proposed increase in telephone rates came before the Board. Upon consideration wnereo£ and on motion of ~r. H. T. Goyne, seconded by ~ir. Hague, it is resolced that this Board appropriate $100.00 to the League of Virginia Counties for support in its actions against the telephone company. It is here noted that ~r. Gunter did not vote. On motion of ,'~r. Gunter, seconded by ~r. Hague, it is resolved that the Executive Secretary be and he hereby is directed to send to the water users of Chester a letter cautioning them to conserve the water in that area until a better supply can be piped in and explaining the recent water shortage.
