The Rev. Merrett C. Booker, Pastor of Branch's Baptist Church gave the invocation.
~[r. Fred Pease appeared bei'or~ the Board presenting a request from the l{uritan
Club, said recuest oeing that the County accept the gift o£ a ~50-gallon stew-
pot snd provide suitable housing for same.
Upon considerat.[on whereof and on motion of iQr. H. T. Goyne, seconded by
Mr. J. P. Gunter, it is resolved that ~his matter be referred to the Buildings
and Grounds Committee.
This day the Executive Secretary read for the Board's hearing a resolution .from
the Board of Supervisors of Amelia County, said resolution reco~nending to the
Highway Department the construction of a bridge and all necessary approaches
across the Appolnattox River so that Route 623 in Amelia County will be connected
with i~oute 653 in Chesterf-ie].d County.
Upon consideration whereof i~r. Goyne offered the following motion which
motion was seconded by l~lr. Gunter, that this Board write to the Board of
Supervisors of Dinwiddie County informing them o1' a meeting on the 24th and
also write to the Board of ~nelia County advising them of the proposed meeting
on the 24th of September, 19)2.
At this time l,Lr. Homer ofi~ered a substitute motion which~as sec:onded by
Britton, that this Board meet with the Board of Supervisors from Amelia County
on the 17th day of September to view this problem,, which motion did not pass.
Whereupon on motion of Dr. Gill, seconded by Mr. Goyne, it is resolved that
we delay any meeting until after the Board of Supervisors of Dinwiddie County
meet at which time the Highway Department will inform them of this proposal.
On motion of l',~r. Goyne, seconded by Mr. Gunter, it is resolved that the original
motion to write to Dinwiddie and Amelia Counties concerning a meeting on the
24th day of September be and it hereby is rescinded.
This day the Exec.utive Secretary reported that the following roads ha~e been

Standard form of resolutions on roads in V~oodstock Subd:tvision, Section C-7 and
Choctaw Road to be ta~e~ into the Secondary System of Highways will be inserted

The undersigned Cou~ty Road Engineer ha ving been directed at a previous
meeting of the Board of Supervisors of Chesterfield County to examine Choctaw
Road in the Mohawk Subdivision in Midlothian l~4%gisterial District, and report
to this Board the expediency of establishing said road as a public road, report-
ed as follows:
That he v;ent upon said road and examined the same and is of the opinion that
there is a necessity for the establisb~,~ent of same as a public road, and further:
(1) The said road will De of great public convenience
(2) It will not be of mere private convenience
(3) No yard, garden or orchard will be taken
(4) The said road is in a subdivision of land dedicated to the
Co~m~Aonwealth of Virginia and therefore land owners along s~id
road will not require compensation
(5) No land o~ner requires compensation
(6) There will be no compensation
This day the County I{oad Engineer in accordance with instructions from this Board
made report in writing upon his examination of Choctow Road in the Mohawk Sub-
divis'ion in Midlothian Magisterial District, which report shows that in the
opinion of the County Road Engineer it is expedient that said road be establishe&
as a public road.
Upon consideration whereof and on motion of Mr. J. P. Gunter, it is resolved
that Choctaw Road in the subdivision of Mohawk in Midlothian Magisterial District,
be and th~.· same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary System of Highways of Chester-
field County, Choctow Road in the Mohawk subdivision, in Midlothian District,~
beginning at a point on Rt. 6~3, .14 of a mile eastwardly from its intersection
with Rt. 6?8, .lQ of a mile northwardly to Rattlesnake Road. This road serves
five houses.
And be it further resolved that the Board of Supervisors of Chesterfield
County guarantees a righ-of-way of not less than 50 feet to the Virginia Depart-
ment of Highways for this road.
The undersigned County Road Engineer having been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine Lawson Street,
l~cRae Street, and Cliff Road in the sUbdivision of Woodstock, Section C-?, in
Manchester Magisterial District, a~d report to this Board the expediency of
establishing said roads as public roads, reported as follows:
That he went upon said roads and examined the same and is of the opinion that
ther. e is a necessity for the esta0lishment of same as public roads, and further:
(1) The said roads will be of great public convenience
(2) That they will not be of mere ~rivate convenience
(3) No yard, garden or orchard wily be taken
(4} The said roads are in a subdivision of land dedicated to the

Cliff Road in the subdivision of Woodstock, Section C-Y, Manchester Magisterial
District, which report shows that in the opinion of the County Road Engineer it
is expedient t[mt said roads be established as public roads.
Upon consideration whereof and on motion of Mr. R. J. Britton, it is resolved
that Lawson Street, McRae Street and Cliff Road, in the subdivision of Woodstock,
Section C-7, in Manchester District, be and the same are hereby established as
public roads.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary System of Highways of Chester-
field County, Lawson Street, beginning at a point on Rt. 644, .O7 of a mile west
of the intersection with Rt. 360, .ll of a mile northwardly to Cliff Road; McRae
Street be$inning at a point on Rt. 644, .13 of a mile west of the intersection
with R~. 3bO, .14 of a mile northwardly to Cliff Road; Cliff Road, beginning at
a point on Rt. 360, .ll of a mile northwardly from its intersection with Rt. 644,
· 17 of a mile westwardly to McRae Street. These roads serve a~roximately 14
houses.
And be it further resolved t~mt t he Board of Supervisors of Chesterfield
County guarantees a right-of-way of not less than 50 feet to the Virginia Depart-
~ent of Highways. '

ed on August 26th concerning the improvement of Dump Romd in the amount of ~500.OO
be and it hereby is rescinded
On motion of Mr. Hague, seconded by Mr. Britton, it is resolved that this Board
request the Highway Deparmtmnt to investigate the feasibility of esta01ishing
a reduced speed zone on Rt. 638, from its intersection with Rt. 637 to Rt.lO.
This day Y~r. Goyne advised the Board that certain roads in the Dalewood Subdivision
were in a. v~ry bad state of repair.
Upon consideration whereof and on motion of ~Lr. Goyne, seconde~ by Dr. Gill,
these roads are fei'erred ~o t~e Road Co~m~i%tee for investigation and report.
This day lvir. H. T. Goyne a~vised the Board that he had several requests for h~rd-
surfacing on First Avenue in Patterson Park.
Upon consideration Whereof and on motion of Mr. Goyne, seconded by
Britton~_ it is resolved that Mr. Goyne be and he hereby is authorized to work with
Mr. C. F. Kellam, Resident Engineer, Virginia Departme~t of High'~ays in the

This day ~4r. Kellam, l(esi~ent Engineer, '~irginia Department of Highways, reported
that the cost to improve the road leading into Hagood alley in the Village of
Matoaca to be a~proximately ~700.00, and reported further that this could possibly
come into the~Secondary System as a rural road next July.
Upon consideration when'eof and on motion of Dr. Gill seconded by ~[r. Ooyne,
it is resolved that this Board reouest ~'~r. Kellam to put gravel on the westerly
a~)proach to Hagood alley, at a cost not to exceed ~100.O0 to be char~ed to 3~
Road Fund. ~
On motion of Dr. Gill, seconded by lv~r. Goyne, it is resolved that this Board re-
quest the Virginia Depa~tn~ent of Highways to open the ditches leading eastwardly
from the Woodpecker i(oad near the Village of Ettrick~
This day the matter o£' drainage on Chesterfield Avenue, Rt. 1612, came again
before the Board~ and it was pointed out to ~vlr. Kellam, 2esident Engineer, ~at
additional facts indicate t hat a drain pipe at one time was run across the north-
bound land on Rt. //1.

This day ~4r. Hassell and other officials of the Wagstaff Circle ~olunteer Fire
Department appeared before the Board and reeuested the assignment of a piece of
f~irc equipment for said fire depart~:~nt.
Upon consideration whereof and on motion of ~r. Gunter, seconded by ~r.
Goyne, it is resolved that 5his B~rd assign the ~idlothian fire trucK, which
will soon oe replaced, to the Wagstaff Circle Volunteer Fire Department when
said truck is replaced.
On motion of Dr. Gill, seconded by ~4r. Goyne, it is resolved that the County of
Chesterfield furnish paint for f~re hydrants ~.f the fire departments of the County
will maintain the painting of hydrants in their area.
This day ~4r. Jordan, President of the Association of Volunteer Fire Departments
in Chesterfield County, appeared before ~he Board re~ue~3ting two-way radios for
at least one piece of e~uipment in each fire station~
Upon'consideration whereof and on motion of l¥kr. Ha~ue, seconded by Dr. Gill,
it is resolved that this matter be deferred for further consideration.
This day the Chairman appointed ~4r. H. T. Goyne to speak at the Chesterfield Fair
on the night of the Fire De~rt~nts~ competition
This day l~r. Marshall Driscoli, appeared before the Board com~laining aoou~ cer-
tain aspects of the County,s Pig Ordinance.
Upon consideration whereof and on motion of ~fr. Hague, seconded by ~ir. Goyne,
this matter is referred to the Ordinance Committee for consideration as to the
possibility oXTM changing said Pig Ordinance.
On motion of ~Ir. Britton, seconded by Mr. Goyne, it is resolved that the
Ordinance Co~mnittee study the set-back line and other features of the Zoning
Ordinance for p~ssible change.
This day Mr. Morrissette of Midlothian, Virginia, appeared before the Board re-
questing some renumeration for 87 chickens killed by dogs.
Upon consideration whereof and on motion of l~[r. Gunter seconded by ~lr. Goyne,
it is resolved that this Board pay to Mr. Rlorrissette $2.00'each for said
chickens killed.
And be it further resolved that all current claims for fowl and livestock
be paid as presented.
This day ~[r. Greene, Supt. of Schools, appeared before the Board advising the
Board that the Sehool Board had authorized him to employ five teachers extra,
said teachers not being included in the bud~et, at a cost of approximately
$13,000. O0.
Upon consideration whereof and on motion of ~,~r. Gunter, seconded by Mr.
Goyne, it is resolved that this Board approve the request of ~¢r. Greene in the
employment of these additional teachers.
This day l~iss Lucy Corr, Supt. of Welfare Department came before the Board and
exp&Ained the Welfare budget smd certain as~ects of her Department.
On motion of Dr. Gill, seconded by Mr. Goyne, the following resolution is adopted:
"Whereas, i~Ir. J. Wm. Dance~, has been in 'the employment of the County for thirty-
seven years as Commission~of ~evenue and as Treasurer and has served most Faith-
fully and diligently during his tenure of offic~ and
Whereas, it is the desire of this Board to ~ublicly record its grateful apprecia-
tion to Mr. Dance for his many services.
~ow, Therefore, be it resolved, that this resolution be made a part of the Board's
minutes, a~d that it be recorded that this Board extremely regrets the retirement
of i~Ir. Dance, ~nd wishes him good health and great happiness in the years to

This day ,ne Executive Secretary presented twelve (12) bids on a truck chassis
for the l~iidlothian Fire Dei~rti~nt.
Upon considerat'~.on whereof and on motion of ~r. Gunter, seconded by
Britton, it is resolved that the low bid of the Richmond Motor Company be and it
hereby is accepted.
This day [~r. Gunter reported to the Board t}~at the Midlothian Fire Depa~ment had
requ~-~sted a John Beane piece of e~u~pm~nt.
U2~m con:;ideration whereof and on motion of Mr. G~ter, seconded by I~4r.
Britton, it is resolved that this B~rd purchase from the Jo~ Beane Company one
truck in the amo~t of $6759.00, excluding the cost of chassis.
This day the Executive Secretary read a letter from the Cri~pled Children's
Hospital requesting a donation.
Upon consideration whereof and on motion of ~. Gunter, ~conded by Mr. Goyne,
it is resolved that this Board donate the amount of $250.00 to the Crippled
Children's Hospital.
This day the Executive Secretary read for the Board's hearing a letter ~rom the
Richmond Rubber Company quoting bids on 2 pieces of fire equipment, one proposed
to go to the Matoaca Fire Department and one to the Clover ~ill Fire Department,
and it was pointed out that the purchase of these two pieces o£ equipment would
exceed the Oudget but that said trucks were badly needed and perhaps certaJ~
savings eould be effected were they to be purchased at present.
Upon consideration whereof, Dr. Gill offered the following motion, seconded
by I~[r. Homer: That this Board receive bids on these trucks and chassis for same
and purchase two {2) £ire truc~s, one for Clover Hill Fire Department and one {1}
for the Matoaca Fire Department. There was a tie vote on this motion.
After further discussion, Dr. Gill withdrew his motion.
This day the Executive Secretary read a letter from W~m. H. Branch Company making
an' offer to increase the death benefits on the Insurance Policy for Volunteer
Fireman from $2,000.OO to $3,000.00.
Upon consideration whereof and on motion of Mr. Hague, seconded by Dr. Gill,
it is resolved that this insurance be increased from $2,000.00 to $~,OOO.OO at
a cost of $10.O0 per fire Company per year.
This day ~r. A. ~l. Toler appeared before the Board citing the fact that efforts
should be made to collect unica, id personal property bills and recommended that
this Board relieve the new Treasurer of the accounting of personal property bills
for the year 1949 and prior to such year,
~pon consideration whereof ~'~d on motion of ~[r. Gunter seconded by ~r.
Britton, it is resolved that R~r. Geo. V~. ~oore, Jr., Treasurer of Chesterfield
County be and he hereby is relieved of the accountability of Personal Property
Bills prior to 1950.
On motion of Mr. Gunter, seconded by ~r. Hague, it is resolved that the minutes
of August 12 and 26 and September 3 be and the same are hereby approved.
