This day the Executive Secretary read a~letter~from ~{r. Marshall Jones, County Agent, requesting this Board to purchase a movie projector and other equipment for use o£ the County Agent and Home Demons~ation Agent. Upon consideration whereof and on motion of ~r. Gunter, seconded by Goyne, it is resolved that this matter be taken under advisement for further study. On motion of ~'Ir. Gunter, seconded by Mr. Britton, it is resolved that the Executive Secretary be and he hereby is directed to send out letters asking for the payment of delinquent Personal Property taxes for the year 1949 and prior years. ~ This day the Executive Secretary advised the Board that numerous investigations had been made by various industrial establishment as to the zoning of certain properties along the west bank of the James River from DuPont to Hopewell. Upon consideration whereof and on motion of Mr. Britton, seconded by ~r. Gunter, it is resolved that ~r. Goyne and the Executive Secretary be and they are hereby requested to establish some boundary lines and advertise same for the next regular meeting of this Board, to include such land that in their opinion would be in the best interest of the County, rezoned from Agricultural to Industrial, considering the property owners in that area. This day the matter of policies for the extension of water lines was discussed before the Board and upon consideration whereof and ~n motion of ~r. Hague, seconded by ~. Goyne, it is resolved that all further applications for ex- tensions to the present mains must make a return of 20% gross revenue, except those parts now covered by the Master Plan of the Water System. This day the ~tter of the establishment of a landfill by the City of Richmond on land fronting on Bell~s R~d came before the Board for its considera$ion and approval and a letter from the City officials agreeing to certain conditions was read, upon consideration whereof and on motion of ~r. Britton, seconded by ~'~r. Gunter, it is resolved that the County of Chesterfield approve and aid in every way possible the proposed land fill, provided the following conditions are agreed to by the City of Richmond, to-wit: 1. The City to acquire title to approximately 20 acres of land on both sides of Bells Road and to operate a sanitary landfill thereon. This operation under complete supervision of the City to be conducted in a clean, sanitary manner.so as not to create a muisance. The area to be kept resonably free of insects, rodents, and odors of all kinds; also to be kept properly drained. 2. The County will be permitted to dump a reasonable amount of refuse collected by County equipment free of charge. The City will dedicate to the County a 65-foot right-of-way from Bells Road southwest to the present bridge over the A.C.L. Railroad right- of-way. This is to provide ingress and egress to and from Bells Road and property west of the ACL Railroad. Upon completion of fill the City now intends to devote this area to recreational or school purposes. 5. When the landfill has been completed the City will either rent said property to the County at a nominal fee or give the County first re- fusal on a sale for said land. un motion of ~r. Gunter, seconded by Mr. Hague, it is resolved that the minutes for the month of September be and the sa~ne are hereby approved.
