10-22-1952 MinutesVI~{GIN~A: At an adjourned meeting of the Board of Supervisors of Chester- field County, held at the Court- house on October 22, 1952 at 8:00 p.m. Present: Irvin G. Homer, Chairman H. T. Goyne J. P. Gunter R. J. britton ~{obt. o. Gill S. R. Hague, Jr. This day ~4r. George W. Moore, Jr., appeared 0efore the Board citing the fact that the cash balance on hand ~vas believed to be insufficient to handle the County,s expenses until the tax avails were realized. Upon consideration whereof, and on moticn of l~r. Gunter, seconded by ~r. Goyne, it is resolved that this Board authorize the Treasurer of the County to transfer ~50~000.O0 from the Utility Construction Fund, which sum is in addition to the $100 ,000.00 previously authorized. ~ This day the Executive Secretary pres~nted to the Board a request of l~Yr. James ~¥~. Dillard Jr., who seeks a variance from the building restrictions as to side and rear property lines. Also presented was a letter signed by t~r. Frank R~. Sullivan, living adjacent to i~lr. Dillard, said letter stating no objections Should this variance be granted. Upon consideration whereof and on :notion of l~r. Britton, seconded by Mr. Goyne, it is resolved that this Board grant the requested variance from building restrictions and allow said garage to be built not less than 5 feet on the side line nor less ~han 9 feet on the rear line. On motion of Mr. J. P. Gunter, seconded by Mr. Britton, it is resolved that the Executive Secretary obtain prices on a %enerator of sufficient wattage to operate the radio and tele?hone at the Courthouse in the case of a power failure. On motion of Mr. Goyne, seconded by ~'~. Gunter it is resolved that the Board of Supervisors request the Utility Department to iniatiate a service log to be installed in each pumping station. This day the Executive S@cretary advised the Board t hat I~r. Terrell had moved from the cottage at Camp Baker and that l~r. Wilson, Dispatcher in the Police Department, had applied for this house. Upon consideration whereof and on motion of l~r. Hague, seconded by Mr. Goyne, it is resolved that this Board rent said cottage to l',~r. '~ilson at the price of $~0.00 per month and other restrictions recently passed by this Board. And be it further resolved that this Board furnish the necessary paint and floor covering materials with which l~r. Wilson has agreed to improve the inside of said cottage. On motion of l~r. Hague, seconded by l~r. Goyne, it is resolved t?mt the Buildings and Grounds Co~nittee investigate the feasibility of constructing a health center here at the Courthouse. A report of an inspection of the Chesterfield lock-up and the Henrico jail was ordered to be received and filed. On motion of Mr. Go]me, seconded by Dr. Gill, it is resolved that consideration be continued on the matter of altering the Pig Ordinance and writing an Ordinance for snow removal This day Mr. Warren C. Perrow appeared before the Board explaining a proposed layout of a sewer system for the built-up areas of the County as requested previously by this Board. Upon consideration whereof and on motion of ~4r. Goyne, seconded by Mr. Britton, it is resolved that the Executive Secretary be and he hereby is re- quested to obtain the total assessed value of all real property in the drain- age areas as marked on the plats presented, And be it f~ther resolved that ~r. Perrow be asked %o complete the re- port as per the resolution of July 22, 1952 to include the area at Enon and R~. #l south to Colonial Heights. This day Mr. ~arren C. Perrow appeared before the Board explaining certain costs on the sewer project in the Ettrick Sanitary District, and also pre- sented a bill for $141.50 which is the remaining part of engineering fees yet unpaid. Upon consideration whereof and on motion of I'~r. Gunter, seconded by Mr. Goyne, it is resolved that the Executive Secretary be and he hereby is directed to ~y said bill. On motion, the Board is adjourned until 1:30 p.m. Uctober 30, 1952.
