Thisday again the matter of drainage on Hudson Street in ~toaca District
came before the Board.
Upon consideration whereof and on motion of Dr. Gill, seconded by ~4r.
Hague, it is resolved that the Executive Secretary obtain from i~Ar. C. F.
Kellam, Resident Engineer, Virginia Department of Highways, the length and
size of drain pipe necessary to drain Hudson Street.
And be it further resolved that when this information is obtained the
Executive Secretary be an$~he hereby is directed to get bids on the cost of
the construction of said storm sewer line.
The undersigned County Road Engineer having been directed at a Previous
meeting of the Board of Supervisors of Chesterfield County to examine Mt.
Bella Road in the subdivision of "Crestwood Farms" in Midlothian District,
and report to this Board the expediency of establishing said road as a public
road, reported as follows:
That he went upon said road and examined t he same and is of the opinion
that there is a neceosity for the establishment of ~e as a public road, and
further:
(1) The said road will be of great public convenience
(2) That it will not be of mere private convenience
(3) ~o yard, garden or orchard will be taken
(4) No land owner requires compensation
(5) There will be no csmpensation
This day the County Road ~ngineer in accordance with instructions from this
Board made report in writing upon his examination of the Mt. Bella Road in
the subdivision of "Crestwood Farms" in Midlothian Magisterial District,
which report shows that in the opinion of the County Road mngineer it is
expedient that said road be established as a public road.
Upon consideration whereof and on motion of ~Ar. J. p. Gunter, it is
resolved that ~t. Bella Road in the subdivision of Crestwood Farms in
Midlothian ~mgisterial District, be and the same is hereby established as
a public road.
And be it further resolved that the Virginia Department of Highways be
and it hereby is requested to take into the ~econdary System of Highways
of Chesterfield County, the Mt. Bella Road from the intersection of Rts.
1713 and 1714 .13 of a mile westwardly and thence northwardly a distance
of .18 of a mile to Rt. 1712. This road serves 6 houses.
And be it further resolved that t he Board of Supervisors of Chesterfield
County guarantees a right-of-way of not less than 50 feet to the Virginia
Department of Highways.
This day again the matter ~' draini~g Rt. 1612 came before the Board and Fa-.
Go~e reported that interested citizens adjoining this road had concurred in
the plan outlined by the Highway Department.
Upon consideration whereof and on motion of F~r. H. T. Goyne, seconded by
Rir. Gunter, it is resolved that the proposal of the Highway Department dated
October 10, 1952, purporting to drain the water from R{. 1612 by suitable
culverts to the center grass plot on Rt. #l(Petersburg Pike) be and the same
is hereby approved by this Board.
On motion of Dr. Gill, seconded by ~r. Gunter, it is resolved that this Board
request the Virginia Department of Highways to take over the sidewalks and
gutters in the Ettrick Sanitary District for maintenance.
This day Mr. Horner reported to the Board that a curve on Rt. 604 or the Genito
Road had been straightened and that certain bills for new fencing and surveys
were outstanding.
Upon consideration whereof and on motion of Mr. Homer, seconded by Mr.
Britton, it is resolved that said bills be paid upon the condition that the
County receive a deed for the new right-of-way.
On motion of Mr. Hague, seconded by Mr. Britton, it is resolved that~e Executive
Secretary be and he hereby is directed to have painting completed in the
administration building, Clerk's uffice and the Courthouse; to have the venetian
blinds in the Clerk's Office renovated and to have floor tile installed in the
Courthouselobby.
On motion of Mr. Go]me, seconded by Mr. Hague, it is resolved that the Executive
Secretary be and he hereby is authorized to get prices on the cost of improvement
of sanitation to the Red Cross Building.
on motion of mr. Goyne, seconded by Mr. Britton, it is resolved that t he Chief
of Police of the County of Chesterfield, Mr.C.W. Smith, be and he hereby is
requested to get the owners of all t tucks and cars parked on the Fair grounds
to have same removed.
This day the Executive Secretary presented a request from the Virginia Electric
& Power Company for an easement for a power line through the filter plant at
Falling Creek.
On motion of Mr. Gunter, seconded by Mr. Britton, it is resolved that this
Board approve the location of said power line and a~thorize said easement to be
si$~ed by the Chairman and Clerk of this Board.
This day the Executive Secretary reported bids on a generator to be used as a
stand-by power unit.
Upon consideration whereof ~d on motion of Mr. Britton, seconded by Mr.
Hague, it is resolved that the Executive Secratary be and he hereby is authorized
to purchase the Kohler generator and to have same installed.
This day Mr. C. F. Bryan came before the Board requesting that the following
described parcel of land be rezoned from Agricultural to General Business:
"In Manchester ~gisterial District, a parcel of land be inninz 162 feet

west of Rt. 1673, lying 355 feet on the south side of Rt. 360, and
extending back 300 feet."
Came also ~Ir. M. A. Morris and others objecting to this request. Whereupon ~r.
Bryan withdrew his request.
Upon consideration whereof and on motion of Mr. Britton,seconded by ~r.
Goyne, it is resolve~ that this Board approve the withdrawal of this request
for re zoning.
This day Mr. H. R. Crowder came before the Board requesting that the following
described parcel of land be rezoned from Agricultural to General Business:
"In Bermuda Magisterial District, a parcel of land fronting 101 feet on the
Harrowgate Road and extending n~orthwardl~ 200 feet along South Street, in
the Ivey Tract, to be rezoned.,
Came also ~. Drewry Pride and others objecting to said request for rezoning.
Upon consideration whereof and on motion of ~r. Goyne, seconded by ~.
Gunter, it is resolved t~ ti~e aforedescrioed parcel of land be and the same
is rezoned from Agricultural to General Business.
This day Mr. D. O. Rose appeared before the Board seeking the rezoning from
Agricultural to General Business of t he following described parcel of land:
"In Bermuda Magisterial District, a parcel of land fronting 365 feet on the
present business area on the east side of Rt. #1, and extending back 163
feet, said parcel being a part of Lots 1, 2, ~, and 4, Block A, Patterson
Park."
Upon consideration whereof and on motion of ~r. Goyne, seconded by Mr. Britton,
it is resolved that the aforedescribed property be and it hereby is rezoned
from Agricultural to General Business.
This day, as advertised by the Board of Supervisors, the following described
parcel of land is considered for rezoning from Agricultural to Industrial:'

Upon consideration whereof and on motion of i~Ir. Goyne, seconded by
Gunter, it is resolved that the aforesaid parcel of land be and he hereby is
rezoned from Agricultural to industrial, as advertised.
This day ~4r. R. L. Bates came before the Board requesting t~t the following
described parcel of land be rezoned from Agricultural to General Business:
"In Dale ~agisterial District, a parcel of land of irregular shape containing
39 acres and fronting on the north side of Rt. 360, 1400 feet, and lying on
the west side of Old Nill Road, to be rezoned from Agricultural ~o General
Business.
On motion of Mr. Hague, seconded by )~r. Britton, it is resolved that this
matter be postponed until the next regular meeting of this Board at which time
Mr. Bates will furnish more definite boundaries.
Whereas, theGeneral Assembly of Virginia by Chapter 15 of the Acts of Assembly,
1927 and amendments thereto which is contained in the 1950 Code of Virginia as
Section 15-855 authorized the Board of Supervisors of certain counties to divide
areas of said counties in districts and to adopt a zoning ordinance; and
Whereas, Chesterfield County did on December 11, 1945 adopt a zoning ordinance
under the statute; and
Whereas, the General Assembly of Virginia did provide in Chapter 595 of the Acts
of Assembly, 1952 that any county in the State that has adopted a zoning erdinance
as provided for in Section 15-855 of the Code of Virginia may appoint a planning
commission to assist it in the administration of the zoning ordinance and other
matters concerning the growth and development of the county and to provide by
ordinance where deemed necessary for the powers and duties of such planning
commission; and
Whereas, the Board of Supervisors of Chesterfield County has considered the
matter of appointing a planning co~aission and deems i~ wise so to do;
N~w, therefore, Upon motion of Mr. Goyne, seconded by ~Ir. Gunter, it is resolved
that a planning co~aission be appointed to assist the Board of Supervisors of
Chesterfield County in the administration of the zoning ordinance and other
matters affecting the growth and development of the County; and
Be it further resolved, that in addition to a member of the Board of Supervisors
and the Executive Secretary to the Board of Supervisors as provided in the law,
The Board of Supervisors shall appoint five (5} eminent residents of the County
of Chesterfield to serve without compensation for terms coincident with the
Board of Supervisors now in office or until their successors have been appointed.
And be it further resolved that the Planning Commission Urdinance be advertised
for passage at a later date.
This day the Executive Secretary presented to the Board four (4) bids on insular-
in§ certain buildings on the Courthouse ground.
Upon consideration whereof and on motion of l"~r. aague, seconded by ~r. Brittoz
it is resolved that the Home Modernization Company do this work at a cost not to
exceed $862.00.
This day the Executive Secretary read a proposed contract ibr water extensions
and it was agreed that this matter be delayed for further study.
on motion of ~r. Britton, seconded by ~,~. Goyne, it is resolved that the
Commonwealth's Attorney and the Executive Secretary prepare and enter into a
contract with ~. B. ~. Woodcock for running a water line in the subdivision
of "Chesterfield Court" as long as the policies of this Board are fulfilled.
~motion of Dr. Gill, seconded by ~. Britton, it is resolved that log off
complaints received from all persons be kept in the Utility Department, giving
~ch information as the date received, person making the complaint, and
dispositi6n of same.
This day Mr. E. J. Gorman, Game Warden, presented certain claims for damages to
poultry and livestock caused by dogs.
un motion of ~4r. ~oyne, seconded by Dr. Gill, it is ordered that these
claims be paid as presented.
This day the Executive Secretary reported that since it has rained recently the
danger of ~res has been considerable decreased.
On motion of Mr. Hague, seconded by Mr. Gunter, it is resolved that this
Board rescind the emergency restriction of burning trash passed at its last
meeting.
On motion of Mr. Goyne, seconded by ~'~r. Britton, it is resolved that this Board
requ~st the Virginia Department of Highways to install a culvert at the east
intersection of Berkley Street and Bellmead Avenue in the Central Park Sub-
division.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to improve Berkley Street from Bellmead Avenue to Brightwood
Avenue in the subdivision of Central Park, and the same be charged to the 35
Road Fund of Bermuda District.
On motion of Mr. Hague, seconded by Mr. Gunter, it is resolved that the minutes
of the previous meetings be approved.
