The Rev. Frank L. Pankey, Pastor of the Chesterfield Baptist Church and the
Skinquarter Baptist Church gave the invocation.
This day 14r. Woolridge came before the Board seeking some improvement to the
Brooks Road.
Upon consideration whereof and on motion of Mr. Goyne, seconded by IRt. Homer
it is resolved that this Board request the Virginia Department of Highways to
take into its Secondary System, the Brooks Road as a rural road in July of 1953.
On motion of MA~. Britton, seconded by Dr. Gill, it is resolved that this Board
request the Virginia Department of Highways to put sufficient gravel on Brooks
Road to make it ~emporarily passable, and the same to be charged to the 35 Road
Fund.
This day ~. H. R. Davis and Mr. E. g. Mess er came before the Board seeking
information on the possibility of hard-surfacing certain roads in the Broad
Rock Home Sites. Mr. Kellam, of the Virginia Department of Highways stated
that said streets will not be hard-surfaced during the year 1953.
On motion of ~Vir. Britton, seconded by Mr. Gunter, it is resolved that this
Board reeuest ~.~r. C. F. Kellam, Resident. Engineer, Virginia Department of High-
ways to v Jew Tanglewood Road and to make some estimate of the cost and improve-
ment of same.
This day a letter from F~r. P. W. Snead, District Engineer, Virginia Department
of Highways, concerning the traffic at DuPont main gate was read and on motion,
is received and filed.
This day the Executive Secretary reported that several complaints had been re-
ceived on Rt. 756, mostly complaints that said road was too narrow;the matter
was tabled for future consideration.
A letter concerning the improvement of th~ Seaboard Airline R.R. Crossing on Rt.
10, and signed by Mir. C. S. Mullen, of the Virginia Department of Highways was
read, received and filed.
This day the Executive Secretary invited the attention of the Resident Engineer
to a sharp curve on the Jessup Road i~nediately west of Rt. 10. It was agreed
t~mt said curve would be investigated relative to the need of curve signs on
its approaches.
This day there came a request from ~,~. Theodore Brown concerning certain roads
in Cherry Gardens, and it was agreed that Mr. Britton and the County Road
Engineer investigate thesame.
On motion of Mr. Hague, seconded by Mr. Gunter, it is resolved that this Board
request the Virginia Department of Highways to investigate the feasibility of
installing speed signs on Rt. 638, between Rt. 637 and Rt. 1601.
On motion of ~Ir. Hague, seconded by ~[r. Britton, it is resolved that this Board
reeuest the Virginia Department of Highways to imrpove the northermost cross
road connecting Oxford Drive and Manor Road in the subdivision of Centralia
Gardens at a cost not to Exceed $400.00, with the provision that one-half of the
proposed expenditure be provided by the subdivider or others.
Un motion, it is resolved that ~r. aellam, Resident Engineer, Virginia Depart.'~nt
of Highways, be requested to view and ~ive an estimate on the cost of improving
Wake Avenue and Milo Road, running southwardly from the Elkhardt Road to
specifications accepbabe by the Highway Department for inclusion into the
Secondary System.
This day ~r. Britton, requested of the Board some ruling of a request from ~r.
Cimino, at the corner of Warwick ~{oad and Rt. 360, said request being for the
County to conde~m his property because of lack of frontage caused by the
widening of Rt. 360, and it was further reported that the Commonwealth Attorney
had ruled that this Board had no authority to condemn property under such
c ond i t ion s.
On motion of I~r. Britton, seconded by Mr. Hague, it is resolved that the Executive
Secretary be and he hereby is directed to write to Mr. Cimino giving him these
find ings.
On motion of ~r. Britton, seconded by ~'~. Gunter, it is resolved that this Board
add $100.00 to the $~OO.O0 already collected from the citizens of Reams Road
~t. 1683)and with this sum purchase from ~rs. hlvira Trome an~ additional 20 feet
on the north side of the present Reams Road right-of-way.
This day Mr. C. C. Swinson and Judge Blankenship came before the Board proposing
that this Board grant the rezoning from Agricultural to General Business, the
following described parcel of land:
In Bermuda Magisterial District, a parcel of land fronting on Route lO,
approximately 335 feet and extending southwardly approximately ~30 feet,
said lot being of irregular shape and being at the intersection of Rt.
lO and Old Tidewater and Western right-of-way, being better known as Lots
25 and 26 of Rivermont Hills, to be rezoned ~rom Agricultural to Gsneral
Business, on an application of Mr. C. C. Swinson.
Came also Mr. Geo. Hall, Lawyer, representing the citizens in the area and
numerous other citizens opposing said proposed rezoning.
Upon consideration whereof, and on motion of ~Ir. Goyne, seconded by Mr.
Britton, it is resolved that this request be denied and that said property
remain agricultural.
This day the Executive Secretary read a request from i~ir. S. Musulin for the re-
zoning from Agricultural to General Business of the following described parcel
of land:
In Midlothian Magisterial District, a parcel of land fronting 224 feet
on Route 360 and extending southwardly 175 feet, said parcel being .5
of a mile west of the intersection with Rt. 651, to be rezoned from
Agricultural to General Business on an application of l~r. S. Musulin.
On motion of Mr. Gunter, seconded by Mr. Britton, it is resolved that this Board
deny this request because there appeared no one to speak for said rezoning.
This day the Execu6ive Secretary read certified copies of the following resolution
presented by the Supt. of Schools of Chesterfield County:

BE IT RESOLVED BY THE BOAteD OF SUPERVISORS OF CHESTERFIELD COUNTY, VIRGINIA:
1. The following resolutions, adoped by the County School Board of
Chesterfield County, Virginia, are hereby in all respects approved:

was unanimously adopted:
BE IT RESOLVED BY THE CObNTY SCHOOL BOARD OF CHESTERFIELD COUNTY, VIRGINIA,
AS FOLLOWS:
1. It is hereby dete~nined that the following building program is immediate-
ly necessary to meet the housing needs in the schools of Chesterfield County:
Erect new buildings and alterations and additions to others as may be de-
termined by this Board in each case. The figures after each project is an es-
timated approximate cost. Jonestown, $95,000.00; Kingsland and Carver, $100,000.00
ensley, $350,000.00; Broad Rock, $45,000.00; Hickory Hill, $1OO,OO0.OO; Enon,
I225,O00.00; Grange Hall, $225,000.00; Additional schools in Manchester District,
?OO,OOO.00; Forest View, $175,0OO.O0; ~idlothian, $250,000.00; Bon Air,
125,OOO.00; Union Grove, $40,000.00; Beulah, $1OO,000.O0; Ettrick, $20,000.00;
Matoaca, $25,000.00; purchase of land, $75,000.00; equipment, $190,OOO.O0; sewage
disposal, playgrounds, athletic fields, etc., $160,O00.O0
2. It is determined t~mt a definite policy or procedure as to the execut-
ing of this building program be set forth as follows:
{A) That each construction project be placed in order on the building
schedule according to actual need and urgency as determined by this Board.
{B} That before entering into contracts for any project, this Board
determine; {a} the grades to be taught base~ upon the anticipated probable
enrollment, {b} offering in high school departments, and (c} special school
and co:munity activities proposed, and (d) suitability of location.
(C} Tha~ the determinations as set forth in (B) are necessary in order
~o administer the public funds provided for this program in a wise, equitable
and efficient manner and to have embodied in the plans the necessary number of
classrooms and other basic facilities for a sound educational program.
( ) That the estimates of costs made are to be used as a guide for
arriving at the total need for funds and not binding as regards any one project,
and that other projects not now listed may be included if necessary due to in-

Board of Chesterfield County,
Virginia, held January 28, 1953,
at 8:00 p.m., all members being
present
On motion of W. H. Jones, Jr., seconded by G. L. Crump, the following
resolution was unanimously adopted:
BE IT RESOLVED BY THE COUNTY SCHOOL BoAI~D OF CHESTERFIELD CUUNTY, VIRGINIA,
AS FOLLOWS:
1. It is hereby determined that it is necessary to erect new buildings,
additions to others and other improvements to the school system as outlined in
the foregoing resolution and to erect such other buildings or improvements as
may be required on account of an increase in population or actual educational
need in Chesterfield County, Virginia.
2. It is hereby determined that it is necessary and expedient to contract
a loan on the credit of the County of Chesterfield, in the amount of $3,OOO,OOO.OQ,
in order to erect new buildings and additions to other buildings and other school
plants referred to in the foregoing resolution and to issue School Bonds of
Chesterfield County to evidence said loan, in the amount of $3,OO0,000.00,
pursuant to Section 22-167 of the Code of Virginia, which said bonds shall bear
interest at a rate not exceeding five per centum per annum and shall mature in
such annual or semi-annual installments, as may hereafter be determined by
resolution of this Board, the last installment of which shall be payable not more
than thirty years from the d~te of such bonds, provided, however, that at least
four per centum of the principal amount of said bonds shall, beginning not later
than five years after date of issue, be payable annually, together with all due
interest. A tax sufficient to pay the principal and interest of said bonds as
the same mature shall be levied upon all of the property subject to taxation by
said County.
3. A certified copy of this resolution shall be presented by the Clerk of
this Board to the Board of Supervisors of Chesterfield County for approval after
'which the Clerk of this Board shall present a certified copy of this resolution,
together with evidence of the approval thereof by the Board of Supervisors of
Chesterfield County, to the Judge of the Circuit Court of Chesterfield County
for his approval, and the said Judge of said Circuit Court is hereby requested,
if in his judgment he sees fit, to approve this resolution, to approve the pro-
posed loan and bond issue, to enter his approval upon the records of the Circuit
Court and to make an order requiring the Judges of Election on a day fixed in
!his said order, not lees than thirty days from the date of said order, to open
a poll and take the sense of the qualified voters of the County of Chesterfield
on the question whether said School Bonds shall be issued for the purpose stated
in paragraph 1, of this resolution.

5. The foregoing resolution was adopted by the following vote:

County School Board, to approve the proposed loan and bond issue, to enter his

This day Mr. M. A. French and others from the BenSley Fire Department came before
the Board seeking a supplementary truck for the purpose of fighting brush fires
and carrying water to supplement the supply of the new John Bean Truck.
Upon consideration whereof, and on motion of ~r. Goyne, seconded by ~r. Hague
it is resolved that this Board study this reGuest of the Bensley Fire Department,
and the Chairman appointed Mr. Britton, Mr. Goyne and the Executive Secretary to
investigate the purchase of a used truck to be made into a tank truck or other-
wise improved.
This day there was presented to this Board a copy of a petition filed in the
Circuit Court of Chesterfield County by certain residents of that portion of
Chesterfield County lying east of the City of Colonial Heights, seeking
annexation to the City of Colonial Heights.
Upon consideration whereof and on motion of l~r. Goyne, seconded by t~.
Britton, it is resolved that this Board does not desire to oppose the annexation
asked for in said petition, t[mt the Court protect the County's interest in the
proceedings as is provided by law in such cases and that the Commonwealth,s
Attorney be directed to ta~e the necessary steps to safeguard the County,s
interest.
On motion of ~r. Gunter, seconded by ~. B~itton, it is resolved that ~his Board
pay the claims as presented by ~he C~me Warden.
On motion of ~Lr. Goyne, seconded by Nr. Britton, it is resolved that this Board
approve the payment of the cost of repairing the roof on the Enon Fire Department
building in an amount not to exceed $128.60.
On motion of ~r. Gunter, seconded by Nr. Goyne, it is resolved that the Treasurer
of the County of Chesterfield be and he hereby is authorized to transfer
$100,O00.O0 from the General County Fund of the County to the Construction Fund
of the Utility Department, which is exactly equal to a similar amount transferred
from the Utility ~und to the General County Fund.
On motion of Mr. Gunter, seconded by l~. Bitton, it is resolved that this Board
authorize the Planning Commission to study the areas facing the James River from
the Industrial zone south of Dupon~ to the City of Hopewell, and to make some
recommendations as to the feasibility of changing the present zoning in said area.
This day the Executive Secretary read a letter pertaining to the City of Richmond
operating a l~d-fill in the vicinity of Bell's Road, said letter being signed
by ~r. Jack Gould, Director of Public Works, and on motion, the letter is ordered
to be received and filed.
This day the matter of acquiring l~mture dumping sites was discussed and the Chair-
man appointed ~4r. Britton, M~r. Gunter and the Executive Secretary to inspect
feasible areas of the County for possible dumping sites.
This day the Executive Secretary read for the Board's hearing a notice from the
State Corporat ion Commission regarding hearings scheduled on requested franchises
for truck delivering goods to the Bermuda Hundred area. Un motion of Mr. Goyne,
seconded by Mr. Gunter, the notice is received and filed.
This day the Executive Secretary presented inspection reports of the jails of
Henrico and Chesterfield, and on motion, the same is received and filed.
This day the Executive Secretary presented an audit by i~ir. J. Gordon Bennett,
Auditor of Public &ccounts of %he records of the Trial Justice office. On motion,
it is resolved that said audit be received and filed.
This day again the Board was informed of the negotiation of the right-of-way
across the property of ~. A. C. Taylor ~d the problems thereto, on motion of
~. Gunter, seconded by ~. Goyne, it is resolved that ~r. Britton and the
Executive Secretary be and ~he¥ hereby are authorized to negotiate with ~.
Taylor for said right-of-way at an expense not to exceed $250~00 to t he County.
And be it further resolved that this Committee be authorized to sign any necessary
contracts provided same shall be approved by the Commonwealth's Attorney.
This day Mr. Stanley Hague advised the Board that three (3} street lights should
be installed in the subdivision of North Chesterwood and one(l) in the subdivision
of South Chesterwood.
On motion of Mr. Hague, seconded by ~r. Goyne, it is resolved that the Executive
Secretary be and he hereby is authorized to include said four (4) lights in the
recent list of street lights approved by this Board.
This day l~r. Goyne reported that traffic conditions on the Petersburg Pike re-
lative to school buses were most hazardous. On motion of Mr. Goyne, seconded
by ~,~. Britton, it is resolved that this Board ask the Chief of Police for better
enforcement of the school bus stop law.
This day the Executive Secretary reported he had received two bids for pruning
the trees on the courtyard of %he County. Un motion of ~. Gunter, s~conded by
~k~. Britton, it is resolved that the Executive Secretary be and he herby is
authorized to accept the low bid of $225.00 for this work.
This day the Executive Secretary read a letter from General Anderson concerning a
proposed meeting with the Board of Supervisors of Chesterfield County and the
Highway Commissioners. un motion of Mr. Goyne, seconded by i~lr. Gunter, it is
resolved that this letter be received and filed.
On motion of ~,~r. Britton, seconded by ~.ir. Gunter, the minutes are approved.
