This day a delegation from Crestwood Farms Subdivision, along with representative
Edward Hudgins and ti~eir spokesman David Meade White appeared before the Board
seeking the hard-surfacing of roads in the Crestwood Farms Subdivision. It was
pointed out at this time by Mr. Kellam of the Highway Department that said roads
with the exception of ~4t. Bella Road had been set up in the 1953-'54 budget for
hard-surfacing sometime this su~mmer.
The residents along ~4t. Bella Road wished to go on record as seeking hard sur-
facing for their road also, but were told by I,ir. Kellam that this road had only
recently been accepted into the State Highway System and would be necessary to
wait its turn in the schedule on hard-surfacing.
This day i~. E. S. H. Green, Supt. of Schools, appeared before the Board and
presented the School Budget for the year 1953-'54 and it was agreed that the
Budget Co~,m~ittee of the Board of Supervisors meet with the School Board at 7:30
p.m. on the night of F~rch 18th.
This day there appeared a delegation requesting reduced speed signs on the Wood-
pecker Road and citin!~ certain violations of the existing speed limit to the
detriment of surrounding property.
On motion of Dr. Gill, seconded by l~. Go]me, it is resolved that the Board
request the Highway Department to put 25-mile per hour speed signs on the Wood-
pecker Road from the Atlantic Coast Line RR. tracks westwardly to Old Town Creek.
On motion of Mr. Go)me, seconded by Dr. Gill, it is resolved that this BOard
request the Virginia Department of Highways to put 25-mile per hour speed signs
on an area of Rt. 616, from the Petersburg Pike {Rt. #l} eastwardly, one mile.
This day i~r. James Sowers a~d Mr. John ,~toore appeared Oefore the Board requesting
the improve~,~e.ut of Tangiewood ~oad between Oherokee and Chello
On motion of ~;[r. Britton, seconded by Dr. Gill, it is resolved that this
road 0e considered as a rural road wi~e~ the rural road allocations are next
discussed.
This day l~[r. Stuart Tompkins, Right-of-Way En ;ineer for the Department of High~ays~
came seeking the guarantee of a 40-foot ri,~%ht-of-way of a certain section of Old
Gtm Road{Rt. 673} in the vicinity of Mr. C. Merle Luck's property.
On motion of i4r. Gunter, seconded by [.Ir. Britton, it is resolved that this
Board re~uest the Virginia Department of Highways to inve.';ti~late the feasibility
of considering] this road for construction in its entirety, that is, from Rt.
to Belona Arsenal, and that citizens ow~ing adjacent propcty would guarantee the
necessary ri~%ht-of-way.
This day there was a petition presented seeking the hard-surfacin~ of Banton,
Tinsley and McCaw i~oads, in the subdiv~s'ion of Bon Air Heights, and it was
a~reed that this petition be received and filed for f~ture action.
On mot[on of ~¥~r. Britton, seconded by ~.lr. Goyne, it is resolved that this Board
request the Virginia Department of Highways to improve .1 of a mile of [~iilo Road
and .15 of a mile of Wake Road sufficiently to pass the State's minimtun
specifications at a cost not to exceed ~1150.OO, said cost to be paid from the
Manchester 5¢ Road Fund.
On motion of i.~r. Goyne, seconded by *,*r. Gunter, it is resolved that this Board
request the Highway to seek the removal of the large billboards on the southwest

This day the Executive Secretary read a let~.er from lQr. P. W. Snead, District
Engineer, Virginia ~Department of Highways, advlsin~ that the !~roposed road
leading northwardly from Rt. 10 to the Allied Chemical Company should be shifted
westwardly for economic reasons.
Upon consideration whereof, and on motion of ~[r. Goyne, seconded by Dr. Gill,
it is resolved that the Executive Secretary be and he hereby is requested to
contact offkc:ials of the Allied Chemical Compamy to ascertain their feelings in
this matter.
This day again the matter of draining Hudson Street in ~toaca District came
before the Board; upon consideration whereof, a~d on motion of Dr. Gill, seconded
by fir. Britton, it is resolved that this Board reeuest the Highway Department
to install drain tile in Hudson Street according to plans and specifl, cations
already approved by this Board, and subject to correction or 'rev~.sion by the
Highway Depart,~ent, the cost of same to be ~aid from the ~¢ Road Fund of Matoaca
District.
This day the Executive Secretary read a letter from idrs. W. O. Kemp, requesting
the construction of sidewalks from the Atlantic Coast Line RR., southwardly to
the i~lcGuire Hospital, and

This day it was reported that ,.,r . Harold Davis and others residing on East 5Oth
Str~:et have reeuested the Highway Depart:,~ent toallow the citi. zens of this road
to hard-surface thei_r own road.
Upon consideration whereof and on ~otion of Mr. 'Britton, seconded by
Gunter, it is resolved that this Board request the Virginia De[mrtment of
Highways to cooperate in every way possible in this project and to allow the
citizens of this area to surface-treat their own road, provided it is done to
State s!~ec;~fic.~tions and under State supervision.
This day the ma~ter of trafTkc hazards on Rt. 360 came before the Board and after
a considerable amount of discussion, it is resolved on motion of Mr. Britton,
seconded by Dr'. (;ill, that this Board request the Virginia De!~artment of Highways
to investigate the location of the median strips on Rt. 360, at the intersection
of Snead Road and Hey Road, to ascertain whether or not said median strips are
in the correct location.
This day Hr. Ralph Kinsey, appeared before the Board seeking the rezoning from
Residential .to General Business of the following described parcel of land:
Win Manchester Magisterial District, a parcel of land fronting 160 feet on
the Granite Road and extending southwardly 200 feet, said parcel being, known as
Lots 2 and 3 of the Gravel Hill Subdivision, to be rezoned from Residential-2
to General Business,,
Upon consideration whereof, and on motion of M~. Britton, seconded by Mr.
Goyne, it is resolved that this Board grant said rezoning and that Lots 2 and
3 of the Gravel Hill Subdivision are rezoned from Residential-2 to General
Business.
This day the Game Warden, Hr. Gorman, presented the game claims from citizens
of the~ County.
On motion, the same are ordered to be paid.
This day the Executive Secretary read for the Board's hearing several proposals
for ~ALC hearings, papers for which are filed with the Board's records.
The Chairman appointed Mr. Goyne, Hr. Hague and the Executive Secretary to
represent the County at the State Corporation Commission hearing concerning the
abandonment of flag stops for Chester, Centralia, and Bell's Bluff, by trains
Number 31 and 22.
This day the matter of installing fire hydrants in the Village of Bon Air came
before the Board, and
· hereas, requests for several fire hydrants was-previously presented,
Upon consideration whereof, and on motion of A~lr. Gunter, seconded by Mr.
Hague, it is resolved that this Board approve the installation of the fire
hydrants at Burroughsand Snead Street, and Burroughs and Granite Streets.
This day the Executive Secretary read a request for a street light to be install-
ed at the intersection of Granite and Tinsley Drive.
It was agreed that same be referred to the Light Committee for study.
This day several citizens in the area around Woodpecker Road came before the
Board seeking a street light.
Upon consideration whereof, and on motion of Dr. Gill, seconded by Hr.
Hague, it is resolved that a street light be installed on the Woodpecker Road
west of the Atlantic Co~st Line Railway crossing.
This day the Executive Secretary reported to the Board that one of the trash
trucks was in an inoperative condition and should ~be replaced.
Upon consideration whereof, and on motion of Dr. Gill, seconded by Hr.
Hague, it is resolved that the Executive Secretary be and he hereby is authorized
to receive bids from the Chevrolet and Fo~Companies for the purchase of one
truck, with or without the dumping equipment.
And be it further resolved that the Executive Secretary be and he h~reby is
authorized to accept the lowest bid of those received.
un motion of Dr. Gill, seconded by Mr. Britton, it is resolved that the Executive
Secretary be and he hereby is directed to receive bids on two (2) truck chassis
suitable for fire truck construction and being comparable to the.Ford designation
on Ford F-650, and that bids be received from both Ford and Chevrolet Companies.
This day the Executive Secretary read a resolution from the School Board request-
ing additional office space and storage space for the School Board here at the
Courthouse.
Upon consideration whereof and on motion of Mr. Goyne, seconded by Df. Gill,
it is resolved that this matter be referred to the Buildings and Grounds
Committee for study and report at the next meeting of this Board.
on motion of FAr. Goyne, seconded by Mr. Gunter, it is resolved that the Executive
Secretary be and he hereby is directed to include in the fleet policy of the
County, the three (3) pieces of equipment in the Water Department not at present
covered, which are two small bulldozers and (1) one small ditcher.
This day the Executive Secretary reported that the proposed Workmen,s Compensa-
tion for the Utility Department would cost approximately $1,0OO.00 per year,
Upon consideration whereof, the Chairman appointed F~r. Hague to che~k with
officials of the League of Virginia Counties to ascertaim general customers in
similar circumstances in'other counties.
un motion of Mr. Britton, seconded by M. r. Hague, it is resolved tbmt the Executive
Secretary be .and he hereby is directed to pay to Mr. T. W. Mast $35.00 for a road
right-of-way, provided, a Seed for same could be obtained.
This day again the matter of a $3,000,000.00 bond issue for the improvement of
the County school system came before the Board. '
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr.
Goyne, it is resolved that this Board approv$ the proposed bond issue and urge
people in the County to vote for it, pointing out that a bond issue is the most
feasible way to finance the improve,ent of our school system. It is here noted
that there were five ayes; Dr. Gill be~g.ab~9~t at the time of voting.
This day the matter of the exceptional service in apprehending the criminals at
the Thomas Dale High School b~Police Officer Ayre was discussed before the
Board.
Upon consideration whereof, and on motion of ~r. Hague seconded by Dr. Gill,
it is resolved t~mt the Executive SecretarY he and he hereby is requested to~
write Mr. Ayrea letter of commendation for his part in the capture of these
criminals.
This day the matter of insuring the fire houses came before the Board, and it was
pointed out that there was no insurance on the fire departments of Clover H$11~
Bensley ~d Chester.
