This day, the matter of the County School Budget came ~efore the Board, and
Whereas, it has been discussed thoroughly, and
Whereas, there seems to be several items which could be reduced,
Mow, Therefore, on motion of Df.Gill, seconded by Mr. Hague, it is resolved that
the County School budge~ be, and ~it hereby is denied and that the School Board
be requested to resubmit their budget showing a reduction in the amount of
$85,000.00, and
Be it further resolved, that this Board strongly recommends that the tuition for
children outside of the County limits attending Chesterfield County schools be
set at an average of the elementary and high school operational cost, and
Be it further resolved that this Board desires the 1953-'54 school budget to
reflect this tuition increase in its proposed revenue.
It is here noted that A~. Goyne votes in the negative.
The day a delegation from the Bensley ~illage Volunteer Fire Department came
before the Board asking for some auxiliary fire equipment, and it was generally
agreed that this matter will be continued for further study.
This day ~'Ar. Pinkney Sowers, Chair~n of the Chesterfield Planning Commission,
reported that the Highway Department has offered to meet with the Planning
Commission and discuss the possibility of primary highway improvements in the
County of Chesterfield, and saying further that the Planning Commission desired
to meet with the Board of Supervisors to hear the report of the Highway Department.
This day being the general consensus, the date of April 21st, at 2:00 p.m. was
set for said meeting.
This day the Executive Secretary read a letter from ~r. Burton Marye, of the
Department of Highways, citing the fact that the Traffic Director has studied the
crossing of Rt. 145 and the Atlantic Coast Bine Ry. and recommends that flashing
light signals supplemented by automatic cross-arm gates be installed. This letter
is hereby received and filed with the .Board's papers.
This day the Executive Secretary read a resolution from the Amelia Board of
Supervisors concerning the proposed bridge across the Appomattox River.
Upon consideration whereof, and on motion of Mr. Britton, seconded by A~.
Goyne, it is resolved that the Executive Secretary be and he hereby is requested
to write to the Amelia Board informing them of the co~ect actions of the Board
of Supervisors and to seek clarification of the Amelia resolution.
On motion of Dr. Gill, seconded 0y ~v~. ~ritton, it is resolved tha~ this Board
reco~aends the extension of Rt. 760 for inclusion into the State Nighway System
as a rural road when said rural roads are decided upon by this Board.
On motion of ~r. Goyne, seconded by Dr. Gill, it is resolved that the Cox,mon-
wealth's Attorney be requested to investigate the legality of the closing of
certain public landings into the County, namely, at Bermuda Hundred and the
Virginia Electric & Power Company's landing.
This day ~r. O. L. Hopkins cmne before the Board seeking the rezoning of a parcel
of land described as follows:
"In Nidlothian Magisterial District, a parcel of land fronting llO feet~
on Rt. 683 and extending northwardly approximately 175 feet, said parcel
being approximately 150 feet west of Rt. 675, to be rezoned from
Residential-1 to General Business.~ ~
There appearing no opposition, upon consideration and on motion of ~4r. Britton,
seconded by ~r. Goyne,it is resolved that the afore-described parcel of land be
and the same is hereby rezoned from Residential-1 to General Business.
This day R~s. Bullard came before the Board presenting opposition to the ~roposed
annexation of certain sections of Chesterfield County by the City of Colonial
Heights. It was suggested that she confer with the Commonwealth's Attorney who
had been instructed to safe guard the County's interest in the annexation suit.
This day ~. ~. S. ~owden, representing the American Legion Post No. 88,came
before this Board seeking a Use rennit on the following described parcel of land:
"In ~anchester ~gisterial District, a Use Permit for the American Legion
Building is sought on a parcel of land fronting 158 feet on Turner Road and ex-
tending eastwardly 833 feet, said parcel 0eing 1400 feet north of Providence
~oad, ~he present zoning of which is Agricultural."
Came also Mr. M~Donougn, Mr. St~rgardt and others, seeking to oppose the request
for a Use Permit.
Upon considerstion whereof and on motion of I~. Britton, seconded by Mr.
Goyne, it is resolved that this matter be postponed until plans of the proposed
building are presented.
This day ~4r. Cottman, residing on Third Street in Ettrick, came before the Board
seeking a variance of 9" in the location of the building on his lot to provide
a suitable driveway.
Upon consideration wh~eof and on motion of Dr. Gill, seconded by ~. Goyne,
it is resolved that this Board grant said variance of 9" for said cause.
This day Mr. A. J. Homer, Mr. Gorman and 1,~. Phillips presented certain claims
against the County for livestock and focal killed by dogs.
Upon consideration whereof and on motion of l~r. Hague, seconded by ~4r. Britton
it is~solved that the same be paid as requested.
The Chairman took occasion to commend ~r. A. J. Homer and those on the volunteer
fire departments in reducing the number of fires in the County.
This day i~r. Lewis Vaden, Clerk of Circuit Court, came before the Board present-
ing a contract for certain work to be done on the Grantor-Grantee Index in the
Clerk's office.
Upon consideration whereof, and on motion of ~'~. Goyne, seconded by Dr.
Gill, it is resolved that this Board authorize the Chairman to sign said contract,
with the addition of $100.00 for the purpose of obtaining bond for the performance
of said work.
A discussion ensued as to the legality of appointing the Clerk of Court as an
auxiliary registrar to aid registrars in the County, and it was generally agreed
that the legality of this procedure would be ascertained by the Clerk of Court.
On motion of Dr. Gill, seconde~ by )~. Goyne, it is resolved that this Board
approve a contr~ct for extending the 2" water main approximately 1780' in the
vicinity of the EtDrick Sanitary District, and authorize the Chairman of this
Board to sign said contract on behalf of the County.
This day Mr. Russell Beverly appeared before the Board seeking some clarification
of building restrictions on Lot 89 of Forest View Heights Subdivision.
Upon consideration whereof, and on motion of i~Ir. Britton, seconded by
Goyne, it is resolved that this Board allow Nr. Beverly to build on said lot,
provided all restrictions of the County are met, and that due to extenuating
circumstances he be allowed to transfer a portion of Lot 88 to Lot 89.
On motion of Mr. Hague, seconded by Dr. Gill, it is resolved that the salary of
the Building Inspector be and the same is hereby increased from $3600.00 to
$3900.00 per year, beginning April l, 1953.
On motion of Mt.Hague, seconded by ~Ar. Britton, it is resolved that the salary of
~,~. Wm. Laing, Water Superintendent, be increased from $4250.00 to $5000.00,
beginning Narch l, 1953.
~ motion of Nr. Britton, seconded by ~r. Goyne, it is resolved that the Executive
Secretary be and he hereby is appointed a member to the Assessing Board of this
County.
This day the Board was advised that the City of Colonial Heights has not paid its
share of expenses of the various offices which render the City services, and
Whereas, it is required by law that the said City should pa~ a proportionate cost,
Now, Therefore, on motion of Mr. Britton, seconded by Mr. ague, be it resolved
that the Executive Secretary be and he hereby is directed to employ the Accounting
firm of A. M. Toler, to ascertain the true costs of services rendered for the
City by the County and the true share of the cost of the various offices which
the City should support according to the laws of the Commonwealth.
This d ay it was reported to the Bo~trd that the number of automobiles assessed in
the County for personal property taxes is far below the State average and that
the State Division of Motor Vehicles ~ay be of some assistance in aiding the
Commissioner of Revenue to locate unassessed auto~obiles; upon consideration of
which and on motion of ~. Hague, seconded by Dr. Gill, it is resolved that this
Board strongly recommends that the Commissioner of Revenue seek the aid of the
Division of Motor V~hicles and any other aid avialable in locating ~assessed
automobiles.
This day the Executive Secretary read a letter from ~r. J. E. Metzger, of the
City of Richmond, citing the fact that the City proposed to extend certain water
and gas lines into the County. On motion of Mr. Hague, seconded by ~'~. Goyne,
it is resolved that this matter be referred to the Commonwealth's Attorney for
his ruling on the legality of this procedure.
This day the Executive Secretary reported to the Board that ~. Geo. C. Gregory
had requested 820.5 feet of water main in certain streets along Riverside Drive.
On motion of ~. Goyne, seconded by Mr. Mague, it is resolved that this re-
quest be denied until such time as the proposed streets in the subdivision are
brought up to State's specifications.
This day the Executive Secretary read a letter from l~r. K. Stuart EacKenzie of
the Chester Observation Post, requesting a pair of binoculars for that Post.
On motion of Mr. Hague, seconded by Dr. Gill, it is resolved that the
Executive Secretary be and he hereby is authorized to receive bids.
On motion of i~. Sritton, seconded by Dr. Gill, it is resolved that this Board
authorize the installation of a fire p~ug at the corner of Tyrone Street and Rt.
638 in the DuPont Square Subdivision, $150.O0 of the cost having been advanced
by ~. Thomas Bell.
This day the Executive Secretary read a report from the Virginia Deparment of
Highways regarding army per,its to construc~ ferry terminals on the J~mes River,
not contiguous to Chesterfield County, ~:d the letter is received and filed.
This day the Executive Secretary presented to the Board a contract with the Crown
Central Petroleum Corporation and the County of Gkesterfield for the extension of
water service to the Crown Central Station at the northeast corner of the inter-
section of Rt. #l and Rt. lC.
Upon consideration whe:~eof, and on motion of Dr. Gill, seconded by ~. Hague,
it is resolved that the Chairman of this Board be authorized to sign said contract
on behalf of this County.
This day the ExecutlWe Secretary reported that certain savings could be effected
on the cost of bonds for County employees.
Upon consideration whereof, the Chairman appointed a Committee of Mr. Gunter
and the Executive Secretary to investigate this condition and report at the next
meeting of the Board.
Whereas, there was once a County road in Bermuda District of Chesterfield County,
Virginia, leading from the Centralia crossing of the Atlantic Coase Line Ry. to
the Petersburg Turnpike, and said road ran from a distance north and parallel to
the east right-of-way of said right-of-way:
Whereas, this said road was abandoned in the year 1912 and has not been used since
that date; and
Whereas, at the time said road ~s abandoned there was constructed a new road to
serve the said citizens as the old road from Centralia to the Petersburg Turnpike;
Now, Therefore, Be it Resolved, that the said 'County road that existed on t~e said
east line of the said Atlantic C6ast Line Ry. leading from Centralia to the
Petersburg Turnpike is hereby abandoned as to such alterations, and same is hereby
discontinued.
Whereas, The Board of Super¥isors did not approve the County School Budget as
submitted as indicated in the following resolution:
"This day, the matter of the County School budget came before the Board, and
Whereas, it has been discussed thoroughly, and
Whereas, there seems to be several items which could be reduced,
Low, Therefore, on motion of Dr. Gill, seconded by Mr. Hague, it is resolved
that the County School budget be, and it hereby is denied and that the School
Board be requested to resubmit their budget showing a reduction in the amount of
$85,000.00 and
Be it further resolved, that this Board strongly recommends that the tuition
for children outside of the County limits attending Chesterfield County schools be
set at an average of the elementary and high school operational costs, and
Be it further resolved that this Board desires the 1953-'54 school budget
to reflect this tuition increase in its proposed revenues.
it is here noted that Mr. Goyne votes in the negative."
Therefore, be it resolved that the Chesterfield County School Board resubmits
the County School budget for the session 1953-'5~, including the.$85,0OO.O0 reduct-
ion by making the following adjUStments: By increasing receipts $37,500.00 under
Item R$4, provided the Board of Supervisors will guarantee this amount in case the
necessary investments cannot legally be made, or except, upon advice of the State
Commission on Local Debt, it is deemed necessary to postpone the sale of a portion
of the bond issue to a later date in the best interest of the County, and by de-
creasing disbursements $47,500.00 as~follows: $10,O00.OO under Item 17bl and
$37,500.00 under ~tem 20-803.
And be it further resolved that other reconm~endations included in the re-
solution of the Board of Supervisors will be taken into consideration for further
study by this Board.
This day l~r. E. S. H. ~reene, Supt. of Schools, Ohesterfield County, along with
the School Board resubmitted the School budget in the amount of $5~139,437.17,
which calls for an appropriation from the County in the amount of $1,123,545.10.
Upon consideration whereof and on motion of Nr. Goyne, seconded by Mr.
Britton, it is resolved that the same be adopted as resubmitted.
This day the Executive Secretary read a report from Mr. J. Gordon Bennett, Auditor
of Public Accounts, citing the fact that his office had approved the copy of the
audit of records of the County o~ Chesterfield as made by the firm of A. ~. Toler
and ~ompany, Certified Public Accountants.
On motion of Mr. Britton, eeconded by Dr. Gill, it is resolved that the Executive
Secretary be and he hereby is requested to award the Richmond ~otor Company ~bids
on the two fire truck chassis to be purchased.
On motion of ~r. Goyne, seconded by ~. Hague, it is resolved that the Executive
Secretary put out bids for two new fire trucks to be~given to the Matoaca and
Clover Hill Volunteer Fire Departments.
Un motion of Dr. Gill, seconded by ~¢~. Hague, it is resolved that the Water
Department of the County furnish and install an adequate system of metering of
water going from Ettrick to Matoaca.
This day the Executive Secretary presented a proposed budget in the amount of
$7,519,690.17 for the fiscal year ending June 30, 1954, which called for increases
in ~he tax rakes of real estate, personal .property and corporations, fro~ $1.90
to $2.00 per $100.00 of the assessed evaluation and from 10¢ to 35¢ per $100.00
of assessed evaluation on machinery in the County, allowing 1¢ of this amount to
be used as a Road tax.
Upon consideration whereof, and on motion of ~r. Hague, seconded by Mr.
B~tton, it is resolved that this budget be tentatively approved and advertised
for final passage on ~ay 19, 1953 at 8:00 p.m.
This day the matter of construction a Health building using part of County funds
and also money from the Hill-Burton Fund, was discussed before the Board of
Supervisors and after much consideration, and on motion of i~r. Hague, seconded
by ~r. Britton, it is resolved that the Board of Supervisors tentatively
appropriate $34,000.00 as the local share to construct a public health center
with a grant-in-aid under the Hill-Burton Act.
The Chairman appdnted ~*r.Ha~ue as a Committee of one to approach the owner of landi
next east of the Courthouse as to the possibility of the County purchase said land
on motion of Dr. Gill, seconded by'Mr. Hague, it is resolved that this Board
instruct the Commonwealth's Attorney of Chesterfield County that there will be
no compromise as to the liability of the City of Colonial Heights in assuming
their proportionate share of the County's indebtedness resulting from the pro-
posed annexation.
The undersigned County P~oad Engineer having been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine North Avenue,
South Street and Meridian Avenue in the Ivey Tract Subdivision, in Bermuda
Magisterial District, and report to this Board the expediency of establishing
said roads as public roads, reported as follows:
That he went upon said roads and examined the same and is of the opinion
that there is a necessity for the establishment ofsame as public roads, and
further:
(1) The said roads will be of great public convenience
(2) That they will not be of mere p~ivate convenience
(3) No yard, garden or orchard will be taken
(4) The said roads are in a subdivision of land dedicated to the
Commonwealth of Virginia and therefore land owners along said
road will not require compensation.
(5) No lm~d om~er requires compensation
(6) There will be no compensation
This day the County Road Engineer in accordance with instructions from this
Board made report in writing upon his examination of North Avenue, South Street
and Meridian Avenue in the Ivey Tract subdivision in ~ermuda Magisterial District
which report shows that in the opinion of the County Road Engineer it i~
expedient that said roads be established as public roads.
Upon consideration whereof and on motion of Mr. H. T. Goyne, it is resolved
that North Avenue, South Street and Meridian Avenue in the Ivey Tract subdivision
in Bermuda Magisterial District, be, and the same are hereby established as
public roads.
And be it further resolved that the Virginia Deparment of Highways be and
it hereby is requested to take into the Secondary System of Highways of Ghester-
field County, North Avenue--from the end of maintenance on Rt. 1136 .1 of a mile
eastwardly to ~eridian Avenue; South Street--from a point on Rt. 144, .4 of a
mile south of its intersection with Rt. 1136, .18 of a mile eastwardly to
i~eridian Avenue; Meridian Avemue--from its intersection with North Street, .43
of a mile southwardly to South Street. These roads serve a}oproximately 9 houses.
And be it further resolved that the Board of Supervisors of Chesterfield
County guarantees a right-of-way of not less than 50 feet to the Virginia
Department of Highways.
The undersigned County Road Engineer having Oeen directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine Oak Lane in
~idlothian ~V~gisterial District, in the subdivision of Bon Air Knolls, md report
to this Board the expediency of establishing said road as a public road, reported
as follows:
That he went upon said road and examined the same and is of the opinion
that there is a necessity fur the establishment of same as a public road, and
further:
(1) The said road will be of great public convenience
(2) It will not be of mere private convenience
(3) ~'~o yard, garden or orchard will be taken
{4) The said road is in a subdivision of land dedicated to the
Commonwealth of Virginia and therefore land owners along said
road will not require compensation
(5) No land owner requires compensation
(6) There will be no compensation

Bon Air Knolls, in Midlothian ~gisterial District, which report shows that in
the opinion of the County Road Engineer it is expedient that said road be

it hereby is requested to take into the Secondary System of Highways, Oak Lane
in the subdivision of Bon Air Knolls in RIi~lothian R~gisterial District, beginning
at the south end of Rt. 1703, .15 of a mile westwardly to a dead end. This road
serves 5 houses.
And be it further resolved that the Board of Supervisors of Chesterfield
County guarantees a right-of-way of not less than 50 feet to the Virginia
Department of Highways.

field County, Sheridan Avenue in Forest View Heights Subdivision, of ~nnchester
~,~gisterial District, from a point on Rt. 1906, .O? of a mile south to the
intersection with Rt. 1903, .2 of a mile westwardly to Rt. 1901. This road
, serves approximately 7 houses.
And be it further resolved that the Board of Supervisors of Chesterfield
County guarantees a right-of-way of not less ths~ 50 feet to the Virginia
Department of Highways.
