05-19-1953 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfie~ County, held at the Courthouse on May 19, 1953, at ~:00 p.m. Present: R~. Irvin G. Homer, Chairman Nr. H. T. Goyne I,~. J. P. Gunter Dr. Robt. O. Gill Mr. R. J. Britton ~. S. R. Hague, Jr. This day 1,~. P. W. S~%ead and 1,~. C. F. Kellam, of the Virginia Department of Highways, and Dr. F~aguigan and Mr. MeCann of the Allied Chemical Company were present, all to discuss the proposal of an access road from Rt. l0 to the pro- posed plant at Bermuda Hundred. After much discussion it was agreed that the survey would ba ru~ as reco~muended, t hat Federal funds would be applied for as soon as possible, and that actual road construction would be expedited in every way possible. It was pointed out that much of the heavy traffic must traverse through Rt. 618, and it was agreed that exceptionally heavy loads would be allow- ed ~o use this road only in good weather. On motion of )~r. Goyne, seconded by ~. Hague, it is resolved that action on the removal of the traffic signs at the intersection of Rt~ 1 and 15 be temporarily deferred due to the changes in t he sign construction contemplated. And be it lhrther resolved, that the Executive Secretary be and he hereby is directed to write to Mr. Snead answering the Highway Department's recommendations on said sigu. Dr. Gill records his vote as "i~o" on this motion. it is here noted that Dr. Gill offered a substitute motion as follows: Be it resolved that this Board rescind the resolution dated MarchlO, 1953, relative to removing the large advertising sign erected at the intersection of Rt. l0 and l, Which motion died for the lack of a second. This day the Executive Secretary read a letter from i~Lr. Kellam of the Virginia Department of Highways advising th~s Board that reduced speed signs on Rt.638, between Rt. 637 and Rt. 1601, are not necessary at this time, and it is ordered that said letter be received and filed. This day the Executive Secretary read a letter from ~ir. Kellam, citing the fact that the project for improvement of a bridge over the Appomattox River had been withdrawn from the Federal Aid Program, and it is ordered that said letter be received and filed. This day Nm. James Sowers, Chairman of the Assessing Board, presented certain recommendations from the Assessing Bo.ard concerning the assSssment of real propertl in the County. Upon consideration whereof, and on~ motion of l~.,Gunter, seconde( hy Mr. Ooyne, it is resolved that this Board employ a permanent assessor at a salary of approximately $4,000.00~ plus transportation, and said assessor be employed upon the recommendation of the Assessing Board. And be it furth~ resolved that after employment said assessor will become a member of the Board of Assessc~s. On ~,otion of ~.Gunter, seconded by I~. Hague, it is resolved that the Ordinance to c~m~rol trespassing at the Falling Creek dam and filtration plant, be advertise~ for passage. This day the Executive Secretary read letters from the Uffice of David Mead White concerning certain claims against the Board of Supervisors for actions of the Chesterfield County Highway Department. Upon consideration whereof and on motion of Mr.Britton, seconded by Dr. Gill, said let ters are referred to t he Commonwealth ~.' Attorney for a ruling on the legality ~f said claims. This day the budget for iR~3-'54 which was tentatively adopted on April 14, 1953, and having been duly advertised according to law, was again considered, and it is resolved on motion of ~. Gunter, seconded by Nr.Britton, that the budget, including all of the various departments of the County as noted, be, and the same is hereby approved and adopted as the budge~ for the year 1953-'54. Whereas, in a~cor6~n..~e with law, the proposal to adopt and ~'ix levies required by the budget for the year 1953-'54 has been made public according to law, and Whereas, t~his day was fixed for the public hearing of same, ~ow~ Therefore, on motion, it is resolved that the following general ~evies ~or the County of Chesterfield in support of t his budget heretofore adopted be and th~ same are fixed, to-wit: Bermuda Magisterial D istri ct ..................... $2.00 Clover Hill, Magisterial District ................. 2.00 Dale Mmgisterial District ........................ 2.00 ~4anche ster Magisterial Di stri ct ................... 2.00 Natoaca }4agisterial District ...................... 2.00 Midlothian ~iagi st er ial D istr ict ................... 2.00 Ettrick Sanitary District ......................... 2.40 All Districts-Machinery ............................ 35 This day the matter of the Utility Department maintaining the water system at the Courthouse was discussed, and it was pointed out that the revenue was going to the General Fund of the County yet the expenses of same were borne by the W~er Department. Upon consideration whereof, and on motion of F~r. Hague, seconded by i~r. Goyne, it is resolved that the said Courthouse water system ~e and the same is hereby made a part of the overall County water system, and that said revenue be diverted from the General Fund into the Otility Funds. un motion of ~Ir. Hague, seconded by ~r. Goyne, it is resolved that the Executive Se¢~s~amy be authorized to have installed ~ars or other suitable barriers on the lavatory windows at the County Jail. on motion of ~r.
