This day the Executive Secretary presented to the Board three (3) bids on mechaaic~
trash collection units. Upon consideration whereof ~he Chairman appoints a
Committee of ~vh~. Goyne, ~[r. Britton, and the Executive Secretary to study the matter
to make some report to this Board at its next meeting.
This day it was reported to the Board that the work of the Grantor-Grantee index
had 0een revised to some extent by order of the Judge of Circuit Court and that
there were new contracts to si~u, a copy of which is hereby filed with the Board's
papers. Upon consideration whereof, and on motion of Mt. Gunter, sec~ud~ed by
~,~r.Britton, it is resolved that said contracts be approved.
And be it further resolved that the Chairman of this Board and it s Secretary be
authori zed to execute said agreements.
This day the Executive Secretary read a letter from the State Water Control Board~
which letter requested officials of the County to appear at its meeting on June 29,
at 3'2,30 p.m. and its is agreed that the Executive Secretary will contact officials
of Colonial Heights ~nd consulting engineers to get all information possible for
the next meeting of this Board on June 25th, at 8:00 p.m. a~d the Ettrick Sanitary
District Committee will ~e invited to said m~eting.
This day {v~.C.F.~ellam, Resident Engineer, ~irginia Department of highways, appeare
before the Board' citing the fact that the cost of requested rural roads in
Chesterfield County would ~e approximately $9350.00, and that there was available
only $6OO0,~O0 in the Highway budget for the coming year. Upon consideration
whereof and on motion of I~. Gunter, seconded by ~Ar. Britt~u, it is resolved that
this Board request the State Highway Department to improve all the roads as
requested a~d to bill the County with the charge over and above the $6,000.00 in
the High~ay b~dget, ~hich charge will be paid from the 35 Road Fund, to be
apportioned from the districts at a later date.
The undersig~Aed County Road Engineer having been directed at a previous meeting
of the Board of Supervisors of Che~erfield County to examine South Street in
Bermuda Magisterial District, part being in the Ivey Tract and par~ in the Sharp
Subdivi sion, ~d report to this Board the expediency of establishing said road
as a public road, reported as follows:
That he went upon said road and examihed the same and is of the opinion that
there is a necessityfor the establishment of same as a public road, aha further:
(1) The said road will be of great public convenience
2) It will not be of mere private convenience
3} No yard, garden or orchard will be taken
~4) The said 'road is in a subdivision of land dedicated to the Connnonwealth
of Virginia ~Ad therefore land owners along said road will not
re ~uire compen s at ion
(5) No l~d owner requires compensation
~6) There will be mo compe~sation
This day the County Road Engineer in accordance with instructions from this Board
made report in writing upon his examination of South Street in Bermuda Magisterial
District, ~n the subdivisions of Sharp m~d the IYey Tract, which report shows that
in the opinion of the County Road Engineer it is expedient that said road be
established as a public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary System of Highways of Chesterfield
County, South Street in Bermuda District, in ~he Ivey Tract and the Sharp Subdivis~ ma
at the end of mai~enauce on South Street (as requested April 14, 1953) .25 of a
mile east to a dead end. This is a connecting road.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a righWof-way of not less than 50 fee~ to ~he Virginia Department
of Highways.
The undersigned County Road Engineer having been directed at a previous meeting
of- the Board of Supervisors of Chesterfield County to exsmine Pauline Avenue in
~ermuda Magisterial District in the Schmidt Subdivision, ~d report to this Board
the expediency of esta01ishing said road as a public road, reported as follows:
That he wear upon said road and exm~led the same and is of the opi~ion that
there is a ~ecessity for the establishment of same as a public road, and further:
~1) The said road will 0e of great public convenience
(2) That it will not be of mere private convenie~ce
(3) i~o yard, garden or orchar~ will be take~
The said road is in a suOdivision of land dedicated t o the
Commonwealth of Virginia and therefore land o~ners along said
road will not require compensation

(6) There will be no compensation
This day the County Road Engineer in accordance with instructions f rom this Board
made repart in writing upon his examination of Pauline Avenue in Bermuda Magisteria
District, in the Schmidt Subdivision, which repor% shows that in the opinion of
the County Road F~gineer it is expedient that said road be established as a public
road.
And ~e it further resolved that the Virginia Departme~t of Highways Oe and it
hereby is requested to take into the Secondary System of ~ighways of Chesterfield
County, Pauline Avenue in Schmidt Subdivision in Bermuda D~strict, from a point
on South Street .4 of a mile east of its intersection with Rt. 144 .2 of a mile sou~h
to a dead end. This roai serves 6 houses.
And Oe it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of not le ss than 50 feet to the Virginia Department of
Hideaways.
The undersigned County Road Engineer having been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine the Ext~Asion of
Rt.760, o'Kennon Road a~d Franklin Street Extended in Matoaca l,mgisterial District;
Mt. Gilead Church Road in Dale District; Rollins Road Extension, Meadow Lane and
Urcutt Lane in ~Lanchester Magisterial District; Brooks Road in Clover Hill District~;
~onestown Road in Bermuda District, and Elm Road in Mi~klothian District; and report
to this Board the ~xpedia~cy of establishing said roads as public roads, reported
as follows:
That he went upon said roads and examined the same and is of the opinion that
there is a necessity for the establishment of same as public roads, ~u~d further:

dead end, right-of-way to include a 50-foot turnaround at the end of road, length

direction a distance of .ll of a mile to the intersection of Rt.600, 0.30 mile
north of Rt.36, length .27 mile, all in l~toaca l~gisterial District; Mt. Gilead
Churdh Road, beg~u~ing at a point on Rt.625, .15 of a mile southeast of Rt.654,
extend~,~g in a westerly direction, .15 of a mile southeast of Rt.$54, extending
in a westerly direction .1 of a mile southeast o~' Rt.654~ extending in a westerly
directio~ .1 of a mile to Church yard in Dale MaEisteria' District, length .1 of
a mile and serves the Church; Rollins Road Extension, beginning at the end
State maintenance on Rt.801, 0.33 mi. North of Rt.683, running in an easterly
direction a distance of O.15 mi. to a dead end, right-of-way to include a 50-foo~
turn-around at the end of road, length .15 mile, serves 9 houses in F~u~chester
District; Meadow Lane in Manchester District, from a point onRt.647,.O5 mi. west
of Rt.1657 running in a northerly direction .25 of a mile and thence westerly
a distance of .04 mile to a dead end~ serves ll houses, length .30 of a mile;
Urcutt Lane in ~,~nche st er District, beg~n~ing at the end of maintenance of Rt.64~
extending in an easterly direction .41 of a mile ~o Rt. l0 at a point 100 feet
north of Rt.649, this is a connecting road, serves 12 houses, length .41 miles;
Brooks Road in Clover Hill District, beginning at a point on Rt.654, 1.33 mi.
southwest of Rt.651, ruffling in a northwesterly direction a distance of 0.37 mi.
to a dead end, right-of-way to include a 50-foot turn-around at the end of the roa~,
road serves 3 houses, length .37 mile; Jonestown Road in Bermuda District, from a
point on Rt.620, e55 of a mile west of Rt. 617, running in a northerly direction
· 55 of a mile to the intersection of Rt.618, .7 of a jile west of the intersection
with Rt. 617,road se~ves 2 houses- length .55 of a mile; Elm Road in Iw~idlothian
District, begin~ing at a point on Rt. 147, .25 of a mile south with its intersection
with Rt.70~, runai:~ in a westerly direction .1 of a mile to a dead end.
This rca d serves 4 houses - length .1 of a mile.
And be it i'urther resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of not less than 3 0 feet to the Virginia Department of
Highways.
On motion of ~r. Goyne, seconded by Mt. Hague, it is resolved that this Board
request the State Department of Highways to improve the following streets to
the minimum specifications necessary fort heir inclusion into the Secondary
System of State roads: West Street from Winfree Street to Petersburg Street;
Petersburg Street from Snead Road to West Street, and Gill Street from Rt. 15lO
to LaPrade Stree t, all of these streets being in the Village of Chester, and
that the cost of these improvements be charged to the 3¢ Road Fund of the County.
This day ~,~r. Kellam, Resident Engineer, Virginia Department of Highways, reported
that the survey of the proposed road to the Allied Chemical Company has been
completed and plans are being d fawn.
~his day Mr.C.F.Kellam, Resident Engineer, reported that he had received a letter
from I~r. Crute, da~ed June l, recommending that the State proceed with the
improvement of the drainage on Hudson Street as originally proposed with some
possible revisions to allow for better drainage. Upon consideration whereof
and on motion of Df. Gill, seconded by ~.~r. Hague, it is resolved that this Board
request the State Highway Department to proceed with the installation of a storm
sewer line on Hudson Street leading southwardly to the Appomattox River, which
line will draih Hudson Street so that it can be improve~ sufficiently fpr its
inclusion into the State Seco:~dary System, ~nd the cost of this project robe
paid from the ~¢ Road Fund of the County.
This day R~.Henry Blankenship, representing the Hudson Street Improvement Committe
presented this Board a check for $971.52 which is the amount necessary to imppove
Hudson Street so t~at it will be taken into the State Secondary System. Upon
consideration whereof and on motion ofDr. Gill, seconded by Nr. Goyne, it is
resolved that this Board receive said sum of money to be applied to the RMtoaea

This day the Executive Secretary presented a letter signed by l~.A.J.Daffron,
Developer of the Forest View Subdivision,~hich letter requested the recommendatiol

This day the Emecutive Secretary read a letter from ~r.C.S.~ullen, Chief Engineer,

This day "~r. J.K.Johnson and others appeared before the B~d opposing the propose~
road to the Allied Chemical Company, saying that the road in such a location would
divide his property. Mr. Johnson was invited to again present his views to the
Board when t he plans for said ~roposed road are available.
This day Mr. Norman Gray appeared before the Board ~seking the rezoning of the
following described parcel of land:
In Midlothian Magisterial District, a corner parcel of land fronting
500 feet on the south side of Rt.360 and extending eastwardly 250 feet
along Rt. 651, to be rezoned from Agricultural to General Business.

Board seeking the rezoning of the following described parcel of land:

Came also, ~r. Eldridge Spain, representing certain objectors to this rezoning,
saying that ~Ar. Woodfin had bought the lan~d only recently after the agricultural
zoning had been ascertained, that the Highway did not forcibly take the land, and
presented certain pictures showing the general condition of the present business
establishment, and also introduced to those present Mr. Beasley, i~r. Jones, ~.
Holmes, ~. Williams and Mrs. Walthour, who objecte.d to said request for rezoning
s~at,~ng that it would reduce t he value of the ~urrounding property, i,h~. Brogan,
speaking for t he applicant, indicated that the new building would be much better
than the old one, that the applicant was rendering a real service to that area,
and that he would do everything possiSle to make the new location an asset to
the community. Mr. Woodfin stated that the new ~.building will ha~e a closed
space for wrecks and will be covered by a roof, and that no wrecks would be
standing outside of this building, and if necessary he would plant trees to
beautify the location, and specifically stated that no cars could be seen from
the residence of Mr. Beasley. Upon consideration whereof, and on motion of
~ir.Britton, seconded by ~. Goyne, it is resolved that the aforedescribed parcel
of land be and the same is hereby rezoned from Agricultural to General Business.
This day ~'Ar.C.H.Horner appeared before the Boar~ seeking the rezoning of the

to buy said location to rebuild his service station which the Highway is buying.
Upon consideration whereof and on motion of Mr. Hague, seconded by ~lr. Goyne,

In ~4%nchester Magisterial District, a Use Permit to dig gravel is
requested on 4.88 acres~ being approximately 457 feet by 510 feet
and located 435 feet south of the Dorset Road, and having the Grant
Road meander through the approximate center, said land being just
east of the property of Mr.S.W.Peck and west of the land o~ed by Deaner.
Came also, a delmgation of approximately twenty people, opposing the granting
of this permit, citing the fact that such operations were dangerous, dusty,
and by such an operation de-valued the property adjacent to it,

This day l.ir. Jack DeVol and i~Liss Jean Smith came before the Board to discuss
the matter of running water to the lots belonging to Messrs. Hardwick ~_~d
Turbeville. There ensued a lengthy discussion as to the condition of roads in
the Gregory proper.ty and the general pol~es pertaining t9 the subdivision
ordinance, etc.
Upon consideration whereof, and on motion of i,~r.Britton, seconded by ~r. Gunter,
it is resolved that this Board authorize the installation of a water line to
the two lots in question as per the original contract signed with l,Ir. Gregory.
And be it further resolved that this Board direct the Executive Secretary
and the Building inspector to refuse to issue building pennits on any lots sold
in violation of the subdivision ordinance.
This day l~r.E.S.H.Greene, Supt. of Schools, came before the Board requesting
the approval of transferring certain funds in the present budget. Upon
consideration ~hereof and on motion of Df.Gill, seconded by Mr.Goyne, it is
resolved that this Board approve the transfer of $353.00 from 17e-2 to 17~-2 and
$1184.$1 f~om 17e-2 to 17a.
This day ~. E.S.H.Greens, Supt. of Schools, presented to the Board a resolution
from the School Board requesting the Board of Supervisors to approve the
appropriation of $5,000.00 by the School Board for the establishment of a
mentally retarded school in the City of Richmond to accommodate approximately
ten children in Chesterfield County. On motion of Dr. Gill, seconded by
~r.Go~ne, it is resolved that this Board approve this request as set out by the
School Board of the County.
This day the Executive Secretary, being a member of the Assessing Board, presente4
~the recommendation of the Assessing Board in the matter of securing a permanent
County Assessor, citing the fact that said Board had met and reviewed applicants
and was recommending Mr.J.T.Rose for this position. Ym. Rose being present
agreed to accept the job at the price stated of $4,000.00 a~ to work on a part-
time basis until July l, 1953. Upon consideration whereof and on motion of ~,~r.
Goyne, seconded by ~r. Brittan, it is resolved that t his Board employ b~r. J.T.Rose
as the County Assessor and in so doing making his a member of the Assessing Board.
This day the Executive Secretary advised the Board that a previous resolution
authorizing the transfer of $13,000.00 to the School Board was incorrectly
worded. Upon consideration whereof and on motion of ~,lr. Gunter, seconded by
~r. Goyne, it is resolved that said $13,000.OOreferred to in the minutes of a
meeting on September 9, 1952, be transferred to the School Board from the General
Fund of the County.
And be it further resolved that the budget of the County be amended to show the
tsansfer of' said $13,000.00 from the unexpended surplus of the County to the
School Fund.
This day it was reported by the Buildings and Grounds Committee that certain work
previously authorized by this Board could not be put out to bids and that m~h
of it involved indefinite construction. On motion of ~,Ir. Goyne, seconded by
Dr. Gill, it is resolved that the installation of sanitary facilities for the
ladies rest rooms on the Fair Grounds ~e left to Mr. Fred Cook for the price of
$690.00, plus the extra work necessary to install said facilities.
on motion of ~r. Gunter, seconded by i~Ar.Britton, it is resolved that the rezoning
request deferred from the last meeting be continued until July 15,1953~
This day bids were opened on the proposed ten (10) new police cars. It was
agreed that these bids be studied and that action would be delayed until the
next meeting of the Board. On motion of ~'1r. Goyne. seconded by Mr. Gunter,
it is resolved that this Board purchase one Chevrolet from the Robertson
Chevrolet Company for the new County assessor.
On motion of Dr. Gill~ seconded by ~'~r. Britton, it is resolved that this Board
make s~ offer of $750.00 per acre for th& i~iYe acres , more or less, of land
east oI~ the Courthouse at present belonging to Mr. Walter Perdue.
This day the Executive Secretary presented and explained certain additions to

AN ORDINANCE
An Ordinance making it unlawful for any person to go upon t~e easement
surrounding the water impoundment at Falling Creek by the County of Chesterfield
or to go upon the waters or to throw or place refuse upon the easement adjoining
said impoundment or upon the waters of the impoundment or to throw trash or other
refuse into the waters of said impoundment or to otherwise~respass upon the
waters of said impoundment or to go upon the property of Chesterfield County
surrounding the Filtration Plant belonging to said County on Falling Creek.

'Provided this ordinance shall not apply to landowners who reserved
the right to fish in the impoundment so far as going upon the waters
of the impoundment to fish is concerned, but shall apply to such
lm'~d owners in all other respects and providing for a t~enalty for
the violations of any provisions of the ordinance, such penalty
not to exceed $300.00 fine and confinement in jail no% to exceed
30 day, either or both.
Under and by virtue of the authority conferred :upon the Board of
Supervisors of Chesterfield County, Virginia, by Section 15-8 of
the Code of 1950, this Board of Supervisors doth ordain as follows:
It stroll be unlawful for any person to go upon the Easement surround-
ing the water L~pounded at Falling Creek by the County of Chester-
field or to throw or place refuse upon the easement adjoining said
impoundment or upon the ~aters of the impoundment or to throw trash
or ~ther refuse into the waters of said impoundments, or to other-
wisetrespass upon the property of Chesterfield County surrounding
the Filtration Plant belonging to said County on Falling Creek.
Provided, however, this ordinance shall not apply to those land-
owners who reserved the right to fish in the impoundment so far as
going upon the waters of the impoundment to fish is concerned, but
shall apply to such land owners in all other respects.
Any person who shall violate any of %he provisions of this ordinance
shall be fined nod' exceeding Three hundred ($300.00) a~d shall be
confined in jail not exceeding thirty (30) days, either or both.
Trial of all violations of this ordinance shall De enforced by
proceeding before the Trial Justice Court of Chesterfield County
in like manner su~d with like right of appeal as is provided in
misdemeanor cases.
And be it further ordered that the above ordinance be published
according to law.
This day the ~atter of the recent ruling by the Attorney General that the Welfare
Board of the County of Chesterfield was in violation of the 1952 Acts of the
General AssemOly was discussed, and it appearing that a joint Board composed of
two members from the City of ~olonial Heights and three members from the County
of Chesterfield was necessary.
Upon consideration wheeeof and on motion of 1.ir. Gunter, seconded by
Britton, it is resolved ~hat this Board approve and adopt the reorganization
of the Welfare Board in cooperation with the City of Colonial Heights as required
by law to include three members from the County of Chesterfield ~dt~o members
from the City of Colonial heights.
This day the request of l~[r. O. L. Hopkins concerning the installation of a water
line to the new subdivision of Wayland was discussed, and it was pointed out that
I~r. Hopkins was willing to pay for a 4" water line on Rt. 147, however, a larger
line was necessary on which he was not willing to make the required guarantee.
It was generally agreed that the policies of the Water Department having been set
should be strictly adhered to and that Mr. Hopkins' specific request be denied.
This day the matter of approving the subdivision plat of Terrace A su~d D of
OxfordaOn-The-J~s was discussed before the Board, along with a request from
the Schmi~t~s Investments, I~nc. that said plat be approved. It was pointed out
that Dover Road on said plat was laid out with a 49 ft. right-of-way. After
considerable discussion it was generally agreed that the subdivision requirements
of this County be strictly adhered to and that before recordation of said plat
said Dover Road must have a 50-ft. right-of-way.
This day there was a request prese~ted fr~m the Welfare Department to transfer
certain items in the current budget.
Upon consideration whereof and on motion of Mr. Britton, seconded by Dr.
Gill, it is resolved that the $300.00 be t~aasferred from General Relief to Aid
to the Blind, and $500.00 be transferred from General Relief to Aid to the
Permanent and Totally Disabled. It is here noted that the State Welfare Depart-
ment has approved said tra~sfers. It is further resolved that the Treasurer of
the Cou~lty of Chesterfield is authorized to make said ~ansfers.
On motion of ~,Lr. Bri%ton, seconded by ~4r. Gu~ter, it is resolved that the minutes
