Mr. Hague was absent from the Board of Supervisors meeting while attending the
17th Annual Conference of the National Association of County Officials held in
Boston.
This day Mr. C. F. Kellam, Resident Engineer, Virginia Department of Highways
appeared before the Board to discuss the road matters of the County.
On motion of Mr. Britton, seconded by Dr. Gill, it is resolved that this
Board request the Highway Department to investigate the feasibility of speed
signs on 6th Street, Adkins Road, approximately one-half mile west of Providence
Road, and at the intersection of Powell and McCaw Streets in the Bon Air Knoll8
Subdivision.
This day the Executive Secretary read a letter from ~r. Kel~am, citing the fact
that there was now a 35-mile per hour speed limit on Route 637 (Woodpecker Road.)
which letter was ordered to be received and filed.
On motion of Mr. Goyne, seconded by Dr. Gill, it is resolved that this Board
request the Department of Highways to extend the reduced speed limit of 45-mile
per hour from Et. l0 southwardly to Colbrook Inn.
This day Dr. Gill presented a petition signed by some eighteen citizens in the
area around the intersection of Rt. 626 a~d Rt. 627, requesting that thet~top'
sign be moved from Woodpecker Road to the ~orth side of Lakeview Road at said
intersection.
Upon co~sideration whereof, ~d on motion of Dr. Gill, seconded by
Britton, it is resolved that this Board request the Highway Department to
ir~vestigate the feasibility of moving said 'Stop' sign from the north side of
Woodpecker Road to the north side of Lakeview Road.
On motion of Dr. Gill, seconded by ~k~. Britton, it is resolved that this ~oard
request the Highway Department to improve Caldwell Avenue to a sufficim~t degree
t~mt it may be included into the State Secondary System, at a cost not to exceed
$1250.00, to Oe charged to the 35 Road Fund of Dale District.
On motion of bh~. Goyne, seconded by l~r. Britton, it is resolved that this Board
request the Resident Engineer and County Road Engineer to report on the condition
of Westover Gardens, Dwayne Lane, Derwent Gardens, Fan Court and Forest View
Height s.
~d be it further resolved that estimate prices on the improvement be obtained
for an eatension of Gill Street: extension of ~obertson Road in ~hester; a
portion of Dellwood heights, a~a Derwent Road.
un motion of ~. Goyne, seconded by Dr. Gill, it is resolved that this ~oard
request the Virginia Department of Highways to improve .06 of a mile of
Street to a dead end to the minimum specifications of the Highway Department
~a cost not to exceed $350.00, to be charged to the 3¢ Road Fund of the
Count y.
And be it further resolved that the ~oR~rd of Supervisors request the Highway
Department to improve .3 of a mile of Howard Road to a temporary turnaround
by gradi~g at a cost not to exceed $250.OO.
~n motion of ~r. Goyne, seconded by Dr. Gill, it is resolved that the ~esident

road serves approximately 6 houses.

Custis Road, Kenmore Road and Marilea Road in the subdivision of Stratford
Hills, in Nanchester Magisterial District, and report to this Board the
expediency of establishing said rOads as public roads, reported as follows:
That he went upon said road and examined the same and is of the opinion that
there is a necessity for the establishment of same as a public road, and
further:
(1) The said roads will be of great public convenience

(3) No yard, garden or orchard will be taken
(4) The said roads are in a subdivision of land dedicated to
the Commonwealth of Virginia and therefore land owners

the County Road Engineer it is expedient that said roads be established as
public roads.
Upon consideration whereof and on motion of Mr. Britton, it is resolved that
Wakefield Road, Custis Road, Kenmore ~ Road and Narilea Road, in the subdivision
of Stratford Hills in ~nc~ester ~gisterial District, be, and the same is
hereby established as public roads.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield
County, Wakefield Road, from a point on Rt. 704, .06 mile west of Rt. 715,
.22 of a mile north to a dead end and from the same beginning point .51 of a
mile southwardly to N~rilea Road; Custis Road, from a point on Rt. 70~ to its

Nagisterial District, and report to this Board the expediency of establishing
said roads as public road, reported as follows.
That he went upon said roads and examined the same and is of the opinion that
there is a necessity for the establishment of same as public roads, and

Morrisdale in Bermuda Nmgisterial District, be, ~nd the same are hereby
established as public roads.
And be it further resolved t~at the Virginia. Department of Highways be and it is
hereby requested to take into the Secondary System of Hi§hways of Chesterfield
County, ~entral Avenue, ~omapoint on Rt. 619 .15 of a mile south of the.
intersection of Rt. 619 and Rt. 698, .12 of a mile west of Bermuda Avenue,
Bermuda Avenue, from a point on Central Avenue .12 of a mile west of Rt. 619
· 17 of a mile northwardly to Enon Avenue; Enon Aven~e, ~om a point on Rt. 698

roads will serve approximately 17 houses.
And be it further resolved that the Board of Supervisors of ~hesterfield County
guarantees a right-of-way of not less t Ban 50 feet to the Virginia Department
of Highways.
This day the ExecutiWe Secretary reported to the Board that Nfs. Jurgens had
withdrawn a request for the rezon, ing.of the following described parcel of land:
"In ~idlothian Nagisterial District, a corner parcel of land fronti~g 300 feet
on the east side of Et. 678, and 330 feet on the south side of Rt. 683, to be
rezoned from Residential-1 to General Business on an application of ~ira. J. F.
B. Jurgens.,
on motion of Dr' ~ill, seconded by Mr. Britton, it is resolved that this Board
accept the withdrawal of this request.
This day the Executive Secretary read a letter from the Bon Air Community
Association opposing any rezoning in Bon Air at this time. Also a resolution
from the County Planning Commission stating that it could not make a definite
recommendation concerning the Bon Air moning proposals at this time.
On motion of R~r. Goyne, seconded by l~r. ~tton, it is resolved tha.t the findings
of the Committee appointed by this Board to investigate the zoning proposals in
Bon Air be received and filed with the papers of this Board~
This day Mr.~ O. L. Hopkins, acting as Agent for Mrs. C. D. LeYaivre, requesting
the rezoning from Residential-1 to General Business of the following described
parcel of land, appeared before the Board:
"In Eidlothian Nagiester~ial District, a parcel of land fronting 30 feet on
.Buford Street and extending westwardly LO0 feet, said parcel being 215 feet
north of Gr~ite Road, to be rezoned from R-~ to General Business."
There appeared also ~r. Walthour, Dr. ~urphey, ~. Clarke and ~r. ~Arendahl,
to oppose said rezoning saying that they opposed it in principal only. On
motion of Nr. Goyne, seconded by ~r. Britton, it is resolved that this matter
be continued until the next regular meeting of the Board of Supervisors.
This day the Executive Secretary read a request from ~s. ~. D.Simpson for re-
zoning from Resideatial-2 to General Bmsiness on the following described parcel
of land:
"In Nanchester Magisterial District, a parcel of land fronting 1OO feet on Old
Rill Road and extending nort~wardly 150 feet, said parcel being ~00 feet west of
Tyrone Street and being better described as Lots 21 and 22 in the Dupont
Subdivision, to be rezoned from Residential-2 to 8eneral Business."
And there being no one to propose this request and there appeared ~. Nanhart
and numerrous others to oppose it, on motion of Mr. Britton, seconded by Dr. Gill,
it is resolved that this Board deny the request of Mrs. Simpson for rezoning of
the aforedescribed parcel of land.
This day ~r. C.R. Bishop appeared before the Board requesting remoning from
Agricultural to Geaeral Business of the following described parcel of land:
"In Bermuda Magisterial District, a parcel of land fronting 700 feet on Route lO
and extending southwardly 230 feet to the Tidewater and Western Railroad right-
of-way, said parcel beginning at Route 696 and running westwardly, to be rezoned
from Agricultural to General Business."
Came also Mr. ~. S. NcClenney, representing a portion of Enon Baptist Church and
~. Mr. Harrison, ~o opposed said rezoning. It was agreed that the ma~ter be
deferred until later in the day whe~: the Board would make a p~ysical inspection
of the property.
The Board havi~ inspected the site of the proposed rezoning by Mr.~ C. R. Bishop
and recognized Nfs. Noore, Mrs. ?oole, ~rs. ?arttn, Mrs. Cleero ~and Mrs. Goddin~'4
who opposed said rezoning, on motion of Mr. Goyne, seconded by Dr. Gill, it is
resolved that this Board deny the rezoning request on the aforedescribed parcel
of land and that same be denied without prejudice.
This day Mr. S. ~I. Simmons appeared before the Board seeking the rezoning from
Agriculture to General Business of the following described parcel Q~ land:
'~In Bermuda Magisterial District, a parcel of land fronting 450 feet on the
business area of Route i ~d extending eastwardly 1145 feet, said parcel being
1~3OO feet south of Route 616, to be rezoned from Agricultural to General Business."
Upon consideration whereof and on motion of ~r. G°yne, seconded by ~r. Britton,
it is resolved that this Board reduce the rezoning to 700 feet behind the present
~00 feet zoned area, making a total of 1000 feet in depth eas~ of Route 1.

This day Mrs. W. G. ~omason, appeared before the Board requesting the rezoning

This day i~. John Phillips, Game Warden, presented the Game claims and on motion
of Dr. Gill, seconded by I~r. Britton, it is resolved that the claims be paid as

This day ~. W. D. Goode, appeared before the Board complaining of the death of
two pigs recently innoculated by the County Agent and a trainee in his custody.

Secretary be requested to ask P~. ~. F. Jones to appear before the Board on
August llth at 2:00 p.m.
This day the Executive Secretary read a letter from ~ir. CarltonMassey, County
l~ager of Fairfax County, requesting ~he feeling of the Board as to the
feasibility of having a meeting of the counties bordering larger cities to discuss
legislation for the next General Assembly and it was generally agreed that this
proposal should be accepted by the Gounty of Chesterfield.
O~ motion of ~.~r. ~ritton, seconded by lr~r. Go)me, i~ is resolved that this Board
request the Commonwealth's Attorney to secure an opinion of the Attorney General
on the legality of laying utility lines in the County of Chesterfield by the City
of ~%ichmond.
This day the Executive Seceetary read a letter fr~m the State Water Control Board
saying that said Board requested a letter by September 1st, stating what the
Board of Supervisors proposed to do about the treatment of sewerage in the Ettrick
Sanitary District. This letter is ordered to be received and filed.
This day there was presented a proposal from the Ettrick S~itary District
Committe, said proposal being to have drawn by the firm of Perrow and Brockenbrough
a set of maps for the District, showing the water and sewer lines.
Upon conside~ion whereof, ~and on motion of Dr. Gill, seconded by ~,~. Brt~tton',
it is resolved that the ExecutiVe Secretary be and he hereby is authorized to
employ the firm of Perrow m~d Brockenbrough to make maps of the sewer and water
lines in the Ettrick Sanitary District.
This day the Executive Secretary presented a request by ~'~r$. Wallace, said request
being to allow the City of Colonial heights to extend water lines on Piedmont
Street Extended.
Upon consideration whereof and on motion of Dry. Gill, seconded by ~r. Goy~e,
it is resolved that if further service be requested that the County of Chesterfield

On motion of Mr. Britton, seconded by Dr. Gill, it is resolved that the minutes
of June 25th 0e amended to include the following resolution:
Resolved that this Board reco~nend to the Honorable Judge of Circuit Court
that Major C. W. Smith be appointed Chief of Police of Chesterfield County
for the coming fiscal year,
The Chairman appointed ~r. Stanley Hague ~-~d the Executive Secretary to study
the request of the S.P.C.A. s~d to report at the n~xt meeting of the Board.
The Chairman appointed ~[r. Gunter and the Executive Secretary to study the pro-
posal of the Bright Keck Insurance Company to bond the employees of the Courthouse,
On motion of Dr. Gill, seconded by ~{r. Goyne, it is resolved that the Chairman of
this Board be and he hereby is authorized to sign all papers necessary in the
construction of the Chesterfield County Health Center.
On motion of ~4r. Goyne, seconded by Dr. Gill, it is resolved that the Chairman of
this Board and the Executive Sec~.etary be and they hereby are requested to visit
Mr. Walter Perdue in s~ effort to purchase the land east of the Courthouse grounds.
This day the Executive Secretary presented a petition si$~ed by some 20 citizens
in ~he area of Stratford Hills, north of Cherokee Road, requesting the improvement
of our w~ter service.
Upon consideration whereof and on motion of ~r. Britton, seconded by i~r.
Goyne, it is remolved that the Executive Secretary be and he hereby is authorized
to have installed a $" water main on Custis Road from Cherokee Road to the present
line of Custis Road, provided this meets with the approval of the engineers, Per,ow
and Brockenbro ugh.
This day ~r. Goyne reported for the Committee appointed by this Board to study the
merits of the mechanical trash truck packers to the effect that it was the
recommendation of said Committee that ~ l~-cu.yd, capacity Garwood be purchaeed
from the B~ker Equipment Company.
On motion of Dr. Gill, seconded by I~r. Goyne, it is resolved that the recommendatio~
of this $ommittee be accepted and approved and be it further resolved that the
Executive Secretary be and he hereby is requested to confer with the B~ker Equip-
me~t Company to ascertain the type of chassis necessary for said packing unit and
to adve~tise for bids for a suitable chassis.
This day Dr. Gill read a letter from the Fzre' Underwriters Association reporting,,
that the Ettrick Volunteer Fire Department needed an additional 500 feet of 2½
ho se.
On motion of Dr. Gill, seconde~ by ~r. Goyne, it is resolved that the
Executive Secretary Oe authonized to purchase 500 feet of 2½" hose at the lowest
bid possible.
This day it was reported that there was some confliction between the use of the
billing machine belonging to the office of the Commissioner of Rev~ue s~d the
Water Department.
On motion of Mr. Goyne, seconded by Dr. Gill, it is resolved that the
Executive Secretary ~e and he hereby is authorized to get bids on a suitable
billing machine to adequately serve the needs of the Water Department.
