Th.is. day .~r.~A._J.. Homer and Mr. Slocum reported that certain timbers had been
_s.o-a at the ~wi~ft Oreck Park and that the County's share of 25% would: be $5971.52.w~ [
Mr. Slocum presented a check for said amount, and Nr.Horner recommended that it
be used for the purpose of fighting fire in the County.
On motion of Mr. Gunter, second ed ~ by Mr. Brittom, it is resolved that this
Board thank Mr. Slouum for said check for $5971.52
This day A~lr. Roy Eades came before the Board requesting that some improvement be
made in the condition of Cottage Road in Midlothian District. Whereas, it was
noted that there was an insufficient right-of-way to allow State improvement of
~ottage Road,
Upon consideration who" eof, and o~ mo~ion of l~r. Gunter, seconded by Mr.
Britton, it is resolved that the County of Chesterfield herebypledges to improve
the Cottage Road if a 30-foot right-of-way can be obtaine4.
This day again the matter of improvement of the road along the old carline on Rt.
144 was discussed before the Board. ~r. Kellam stated that the Highway Department
did not wish to abandon this right-of-way,1 that some improvement would be made to
driveways along this road.
The undersigned County oad Engineer having been dzrected at a previous
meeting of the Beard of Supervisors of Chesterfield County te examine Bramwell
Road, Derwent Road and Bolton Road in the subdivision of ~aurel Meadows in
~anchester Magisterial District, sad report to this Beard the expediency of
of establishing said road as a public road, reported as follows:
That he went upon said roads and examined the same and is of the opimion
that there is a necess*~ty for the establishment of same as public roads, and.
further;
(1) The said road will be of great public convenience
2) They will not be of mere private convenience
3) No yard, garden or orchard will b · taken
(4) The said roads are in a subdivision of land dedicated to the
Commonwealth of Virginia and therefore land ownem along said
roads will not require compensation
(5) No l~nd owner re~ires compenamion
(65 There will be no compem~ation
This day the County Road Engineer in accordance with instructions from this Board
made report in writing upon his examination of B~amwell Road, Derwent Road and
Bolton Road in the subdivision of Laurel ~eadows in Manchester Magisterial District
which report shows that in the opinion of the County Road Engineer it is expedient
that said roads be established as public roads.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary Road System of Chesterfield
County, Bramwell Noad, from a point on Rt. 1699, .07 of a mile west of its
intersection with Rt. 1698, .16 of a mile southwardly to Derwent Road; Derwent
Road,. from a point on Rt. 1698, .18 of a mile west of its intersection with
Rt. ~O, .25 of a mile westwardly and northwardly to Bolton Raa~; Bolton Road,
from a point on Rt. 645, .47 of a mile north with its intersection with Rt. 1663,
.09 of a mile eaotwardly to Derwent Road, this is a connecting road. Bramwell
Road and ~rwent Roads serve approximately ll houses.
And be it zurther resolved that the Board of Supervisors of Chesterfield
County guarantees a right-of-way of not less than 50 feet to the Virginia
Department of Highways.
The undersigned County ~oad Engineer having been directed at a previous
meeting of the Board of Supervisors of Chesterfield Cou~Zy £e examine Elmwood
Lane in the subdivision of Fan Gourt in Bermuda Magisterial District, and
report to this Board the expediency of establishing said road as a public road,
reported as follows:
That he went upon said road and examined the same and is of the opinion that
there im~ a necessity for the establishment of same as a public road, and further:
(1) The said road will be of great public convenience
(2) That it will not be of mere private convenience
(31 No yard, garden or orchard will be taken
(4) The said road is in a subdivision of land dedicated to the
Commonwealth of Virginia and therefore land o~e~ers along
said road will not require compensation
(5) No land owner requires compensation
(6) There will be no compensation
This day the County Road Engineer in accordance with instructions from this
Board made report in writing upon his examination of Elmwood Lane in the sub-
division of Fan Court in Bermuda Magisterial District, which report shows that
in the opinion of the County Road Engineer it is expedient that said road be
established as a public road.
Upon consideration whereof, and on motion of ~. Goyne, it is resolved that
Elmwood Lane in the subdivision of Fan Court in ~ermuda ~lagisterial District,
be, and the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary Road System of Chesterfield
County, Elmwood Lane, from a point on the northern end of Rt. 807, .43 of a mile
in a circle back to tko point of beginning, as per the enclosed diagram. This
road serves f our houses.
And ~e it further resolved that the Board of Supervisors of Chesterfield
County guaran'tess a right-of-way of not less than 50 feet to the Virginia
Department of Highways.
Mr. Kellam agreed to move the 35-mile per hour speed sign east of Buford Road on
the Jahnke Road as same caused a serious traffic hazard due to its location.
on motion of A~. Gunter, seconded by ~. Hague, it is resolved that this Board
request the Highway Department to investigate Rt. 756 to include ~ame into the
next Secondary Road budget.
The Chairman appointed a Committee of ~r. Britton, ~zr. K~llam and the Executive
Secretary to investigate the drainage problem in Forest View Heights Subdivision.
This day the Executive Secretary read a letter from Mr. P. W. Snead, District
Engineer, Virginia Department of Highways, concerning the traffic survey at the
intersection of Rt. 616 and Rt. #l, ~ich letter is received and filed.
i~. Kellam Stated he would attempt to have the Hudson Street project started
within thirty days.
Un motion of Dr. Gill, seconded by ~r. aoyne, it is resolved that this Board
request the VirsLnia Department of Highways to install a limited speed area or
the proper sign on Rt. 741, close to its intersection with Rt. 627.
This day again the matter of constructing the road into the Allied Chemical
Company plant came before the Board, and it was ~enerally agreed that a night
meeting be set and that officials of the Highway Department and the Allied
Chemical Company be invited to said meeting.
i,~. Kellam reported that improvemer~t of the Mt. Clair Road leading northwardly
from Rt. l0 in the Dalewood Subdivision would cost approximately $2650.00, and
it was generally agreed that the Executive Secretary write to ~ir. L. E. Harvie
to ascertain from him if he would stand one-half the cost of this improvement.
This day ,~. Robert Bassett came before the Board seeking the rezoning from
Agricultural to General Business of the following described parcel of land:
"In Clover Hill Magisterial District, a parcel of land fronting 210 feet
on Rt. 559 and extending northwardly 210 feet, said parcel being .41 mile
from the intersection of Rt. 658 and Rt. 659."
un motion of Mr. Horner, Dr. Gill acting as Chairman, seconded by l~r. Gunter,
it is resolved that this matter be postponed until the nexD regular meeting of
this Board.
This Day ~'~. D. W. ~urphey, Couneel for D. C. Page, et al, appeared before the
Board seeking .the rezoning from Agricultural to General Business of the followin~
described parcel of land:
rain Manchester 9~gisterial District, a.. parcel of land fronting 250 feet
on the 300-foot business area of Rt. ~l, and extending westwardly 200 feet,
said parcel being 1200 feet south of Rt. 638."
And there appearing no opposition the.-eto, upon consideration whereof and on
motion of ~4r. Britton, seconded by Mr. Goyne, it is resolved that the afore-
described parcel of land be and the same is hereby zoned for General Business.
This day l~rs. John Harris came ~efore the Board seeking a Use Permit for a sand-
wich shop on the following described parcel of land:
"Ia F~nchester ~agisDerial District, a parcel of land fronting 80 feet
on 56th Street and extending eastwardly 200 feet, bein~ better described
as Lot 15, Block 6 of Section 0-2, Woodstock."
Came also Mr. Garland Kipps, Mr. Gbmm~ney, Mr. G. B. Ward, Mr. Richard E. Hogam
and others, ~pposing the said Bse Pemit, saying that same would be detrimental
to the residential district.
Upon consideration whereof and on motion of Mr. Britton, seconded by Mr.
Goyne,it is resolved that this Board deny the Use Permit as requested.
This day Mr. C. S. Sheffield app~red before the Board seeking the rezoning from
Agricultural to General Business on the following described parcel of land:
"In Matoaca Magisterial District, a parcel of land fronting 75 feet on
Winfree Street and exgend'zn eastwardly 200 feet, s aid parcel ~eginning
ll5 feet north of Rt. 36."g
And in cooperation with his neighbors' wishes to reduce his application from
General BUSiness to a Use Permit for a cabinet shop. And there appearing no one
in opposition to said Use Permit, upon consideration whereof and on motion of Dr.
Gill, seconded by ~r. Britton, it is resolved that this Board grant a Use Permit
for a cabinet shop as requested.
This day Mrs. Elizabeth Hardy came before the Board requesting a Use Permit for
a Beauty Shoppe on the following described parcel of land:
"In Midlothian ~agisterial District, a parcel of land fronting 98 feet on
the south e~ld of Jimmy Win%ers, being specifically Lots 5 and 7, Block C
of Brookwood Subdivision."
Came also Mrs. Page Rudd to propose the granting of this Use Permit.
Upon consideration whereof and on motion of Mr. Gunter, seconded by ~r.
Goyne, it is resolved that a Use Permit as requested be and the same is hereby
gray, ted.
This day ~r. O. L.Ho~kins appeared before the Board representing Mrs. LaFaivre,
seeking the rezoning of a parcel of land described as follows:
"In ~idl~thian ~agisterial District, a parcel of land fronting 30 feet on
Buford Street and extending westwardly 200 feet, said parcel being 215 feet
north of the Granite Road, said parcel to be rezoned from Residential-1 to
General Business, being the same matter duly advertised for hearing on
July 14, 1953, and delayed on that date to be heard at this time."
Upon consideration whereof, and on motion of Mr. Gunter, seconded by A~r. Britton,
it is resolved that this parcel of land be and the same is hereby rezon~ t~

This day ~r. Brooks and Mr. Farley appeared before the Board to again request an
additional fire track for the Bensle~ Village VolUnteer Fire Department. After
much discusaion it was the suggestion of MAr. G~yne, Supervisor ef this District,
that the present Committee composed of ~4r. Goyne, ~4r. Britton and the Executive
Secretary again study this request and report, at the next regular meeting of
this Board.
This day Mr. E.J. Gorman, Game Warde~, presented the game claims to the Board.
Upon consideration whereof and on motion of Mr. Gunter, seconded by Dr.
Gill, it is resolved that this Board pay. same as adjusted.
This day A~. W. D. G~de again presented his problem of two hogs dying after
being i~loculated for cholera. Came also '~Ar. R. F.Jones, Colored County Agent,
saying that he has had twenty-eight years experience in this field and that im
his opinion t~e dead hogs did not show signs of cholera, and that there were no
guarantees given when such services are rendered. A~Ar. Goode was advised that
if he wished to press his claims further it would be necessary to do so by civil
action.
This.day l~r. Lee Myers and approximately'twenty business men along the Petersburg
Pike came befoee the Board presenting their opposition to the toll road proposed
to parallel U. S. Rt. ~l. Whereas, it was pointed out that:
1. The State Highway Department had mot surveyed the present
to determine the cost of widening
2. That such a toll road would seriously affect the economy of Chesterfield
County, the cities of Richmor~i and Petersburg and possibly the entire
State.
3. That the real problem seems to be the traffic hazards in the City of
Richmond ~Ad the City of Petersburg, rather than in the County of'
Ches terfi eld
4. That if traffic in the City of Richmond and' the City of Petem~urg could
be so comfortable routed through said cities that the presmnt U. S. Rt.
#l in Chesterfield could be widened to handle traffic for a number of
years in the future
5. That there are at present no toll roads in the State of Virginia and
that such a project would perhaps start a serious trend to upset the
free roads of this State.
Now, Therefore, Be.it Resolved, on motion of Mr. H. T. Goyne, seconded by Mr.
R. J. Britton, that this Board of Supervisors of Chesterfield County again state
that it is unalterable opposed to the construction of any toll road in any
location in the County of Chesterfield.
And be it further resolved that a copy of this resolution be presented',to the
Honorable John S. Battle, G~vernor of Virginia; the Honorable Thomas B. Stanley,
and the Honorable Ted Daltca, Candidates for office of Governor; the State
Highway Commission; the Honorable LIoyd C. Bird; Honorable Edward M. Hudgins,
and Mr. Minetree Fowlkes, Candidate~for the floater delegate from Henrice-
Chesterfield area.
It is here noted that there were no dissenting votes to the above resolution.
Miss Lucy Corr, Supt. of County Welfare, presented the Bi-annual budget of the
Welfare.Department, explaining that said budget was a State requirement and not
b~ding on the County in any way.
Upon consideration whereof snd on motion of ~r. Gu~ter, seconded by ~r.
Hague, it is resolved that this Board approve the Bi-annual budget as presented.
This day the Executive Secretary presented bids on a truck for the trash depmrtment~
Upon consideration wheeeof and on motion of ~ir. Britton, seconded by Mr.
Gunter, it is resolved that this Board purchase an F-700 1953 Ford from the Richmon~
Motor Company for thee price of $2490.00
This day the matter of committing the allocation of two new fire trucks to be
purchased during the year 1954-'55 came before the Board, and after much discussion
and on motion of ~r. Britton, seconded by Nr. Goyne, it is resolved that the two
fire trucks to be purchased during the fiscal year 1954-'55 be and the same are
hereby officially allocated to the Volunteer fire departmeats of Enon and Forest
View Heights.
This day Nr. E. F. Sc~midt presented a request in writing for the County to alle~
him to install a sanitary sewer and the sewage treatment plant and for the County
to take over same for operation and maintenance ~ld to reimburse him for the
expenditure of approximately $26,000.00 to $30,000.00.
Upon consideration whereof and on motion ~ Nr. Britton, seconded by ~r. Goy~e,
it is resolved that t~is matter be referred to the Commonwealth's Attorney for
study and report.
On motion of ~r. Hague, seconded by Mr. Goyne, it is resolved that the Executive
Secretary be and he hereby is directed to ~rite a letter to all department heads
requesting that they limit the length of long distance telephone calls.
On motion of l,~. Hague, seconded by i~r. Gunter, it is resolved that the services
of Mr. E. Tucker Carlton, Architect, ce employed to draw plans for the proposed
County Health Building.
On motion of Nr. Britton, seconded by Dr. Gill, it is resolved that the minutes
for the month of July be and the same are approved.
On motion, the meeting is ordered adjourned until August 27, 1953 at 8:00 p.m.
