This day there was presented a proposal from the Division of Markets of the
State of Virginia tomake a test of the scales and measuring devices in the
County of Chesterfield. ,' Upon consideration whereof, and on motion of
~r. Britton, seconded by ~ir.Gunter, it is resolved that this proposal be
denied at this time.
On motion of Dr. Gill, seconded by Mr. Gunter, it is resolved that this Board
amend the budget as follows:
lb - 215a New car and trade-in $1360.00
12 - 317 Record Books, etc.(Dog Tax Fund) 200.00
And be it further resolved that the Treasurer of the County?of Chesterfield be
and he hereby is directed to make said amendments.
This day again there was presented a letter from Mr.J.H. Denniston, complaining
about shooting of rifles and pistols in and around the Granite Quarry, and
Whereas, it was pointed out that this matter had been considered previously and
that apparently the matter cannot be satisfactorily handled by the Game Warden
or the Police of the County, on motion of Dr. Gill, seconded by Mr. Britton, it
is resolved that this Board request the Commonwealth's Attorney to draft suitable
ordinance ~o that the County officers may legally protect the citizens of the
area from the promiscuous shooting of firearms.
The following letters were read, 'received and made a part of the Board's papers:
A letter ~f thanks from the Natoaca ¥oluateer Fire Department for the
new fire truck recently purchased for this Department.
A letter of thanks from the family of the late Mr.J.C.McKesson for
flowers sent to the funeral of Mr. McKesson, an esteemed member of
the Board of Supervisors of recent years.
A letter from Mr. McCarthy Downs of the State Compensation Board.
There were letters presented to the Board from the Highway Department as follows:
A letter from Mr.Kellam saying that our request for sp~ed signs on
Rt. 741 was not justified.
~rom Mr.Kellam sa?ing that School zone sides would be placed at the
Union Grove 8olored School.
From Mr. Kellam saying that our request to investigate the Mt. Herman
Church Road re-arrangement could not be done at the Highways~s expense.
From Mr. Kellam saying that traffic signals and gates had been authorized
on the Atlantic Coast Line crossing on Rt. 145 at Centralia.
From Mr.P.W.Snead, saying that our request for a speed limit zone on
Rt. #l, south of Rt. 10, was not justified by a survey made by Mr.J.T.
Mills, Jr.
From Mr. Kellam saying that our request to maintain street signs in Ettrick
could not be done by the Highway Department because of differences in
standards.
Also the Highway would maintain the sidewalks in Ettrick provided the
sidewalks were on Highway right-of-way.
This day there was a petition presented by some 17 citizens requesting the
extension of the Reams Road to the Whitehead Road. Upon consideration whereof
and on motion of Mr.Britton, seconded by Dr. Gill, it is resolved that this
Board consider the feasibility of including Reams Road in the next Rural Road
Project when same is established.
This day there was presented to the Board notification from the Highway Department
that certain roads had been included into the Secondary System of roads. The
following additions are hereby approved, effective September l, 1953:
Addition:
Fan Court Subdivision - Elmwood Lane, begin~ning at the north end of
maintenance of Rt. 807, 0.22 Mi. N. Rt. 616 and extending in a northerly
direction, westerly, southerly and easterly direction to point of beginning.

On motion of Mr. Goyne, seconded hy Dr. Gill, it is resolved that the 1953-'54
final budget of the Secondary Roa~ System be and the same is hereby a~proved.
This day there was presented a petition requesting hard-surfacing on Rt. 1685.
It is generally agreed that this be referred to the Highway Department for
cons id erat ion.
This day there was presented to the Board a request by ~4r. H.R.6rowder to allow
the inclusiom of a right-of-way for the natural gas line on to a road right-of-w~
in a subdivision.
Upon consideration whereof and on motion of Nr.Goyne, seconded by Dr. Gill, it
is resolved that this matter be referred to the Commonwealth's Attorney to
report as to the legality of such a matter.
This day Mr. Eddie Gorman and Nr. John A. Phillips, Game Wardens, presented the
game claims. Upon consideration whereof, and on motion of Mr. Britton,
seconded by Df. Gill, it is resolved that said claims be paid as amended.
This day Mr. H.W.Nunnally appeared before the Board requesting the rezoning of
the following parcel of land:
In Bermuda Magisterial District, a parcel of land fronting 297 feet
on Rt. 13+4 and extending eastwardly 300 feet, said parcel being the
southeast corner of the intersection of Rt. 1~4 and Rt. 145 at
Centralia, to be rezoned from Agriculture to General Business.
There appea~ ng no oppSsition to this request, on motion of Mr. Goyne, seconded
by Mr. Britton, it is resolved that the aforedeacribed parcel of land be and the
same is hereby rezoned from Agriculture to General Business.
This day Mr. A.E.Tate appeared before the Board seeking the rezoning from R-2
to General Business of the following described parcel of lhnd:
In Manchester MagisterialiDistrict' a parcel of land fronting
305 feet on the Belt Boulevard and extending northwardly 300 feet,
said parcel being approximately 1800 feet west of Rt.360, to be
rezoned from Residential-2 to Geneaal Business.
C~me also Dr. Levering Evans and a delegation of thirteen citizens presenting
a petition signed by approximately 65 names protesting the proposed rezoning.
After much consideration and on motion of Mr. Britton, seconded by Mr. Goyne,
it is resolved that said request be and the same is hereby denied.
This day I~r. Bassett appeared before the Board seeking the re zoning of a parcel
of land in Clover Hill District, which rezoning was deferred from the August
and September meetings, in order that additional information could be ascertained
concerning the proposed request.
Upon consideration whereof, and on motion of ~r. Horner, Dr. Gill acting as
temporary chairman, seconded by Mr. Britton, it is resolved that this request be
denied without prejudice.
This day the Executive Secretary presented bills on a billing machine for the
Water Department and recommended that the County purchase a Burroughs billing
machine at a cost of $2809.8Ofor the water billing in the Utility Department.
Upon consideration whereof and on motion of Mr. Goyne, seconded by R~r.Britton,
it is resolved that the Executive Secretary be and he hereby is authorized to
purchase the aforementioned machine for the Utility Department.
This day Mr. Goode and Mr. Slagle, from the Town of Virgilina, appeared before
the Board seeking to purchase the used fire truck at the Clover Hill Fire
Department, and
Whereas, it appears that t~is truck would be burdensome to the County to keep
in repair, and
Whereas, a larger bid has not yet been received,
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Gunter,
it is resolved that the Executive Secretary be and he hereby is authorized
to sell to the Town of Virgilina this piece of equipme~nt for the sum of $603.00.
On motion of R~r.Britton, seconde~ by Mr. Hague, it is resolved that the Executive
Secretary be and he hereby is authorized to purchase a truck for the Bensley
Fire Department at a cost not to exceed $275.00.
This day Sheriff O.B.Gates, discussed the salaries of his employees with the
Board.
This day the Commissioner of Revenue, Mr. Harold Walker, discussedthe salaries
and proposed budget for his Department.
This day Mr. Ernest Gates, speaking for the Co~nonwealth's Attorney, discussed
the expenses of that office.
This day again the matter of an easement owned by the City of Richmond on land
in the name of Roger Bensley, a part of which is the proposed site for the
sewerage ~reatment plant was brought before the Board, and ib was generally
agreed that the Executive Secretary be and he hereby is authorized to discuss
this matter with the offi~ials of the City of Richmond as to the possibility
of acquiring a portion of the high ground free of easement.
This day ~ir. E.S.H.Greene, Supt. of Schools, ca~e before the Board requesting
this Board's approval of the application for several supplementary funds~
generally referred to as the Battle Fund, for the construction of the Bensley
School and the Jonestown School.
Upon consideration whereof and on motion of R~r. Gunter, seconded by Mr. Britton,
it is resolved that this Board approve of this action and authorize its Clerk
to sign said application.
This day the Executive Secretary presented a contract for the payment o~ certain
Civil Defense funds in the event of a State-wide emergency.
Upon consideration whereof, and on motion of Mr. Hague, seconded by Dr. Gill
it is resolved that this contract be referred to the Commonwealth's Attorney for
his approval of its legality.
This day the Executive 5ecreta~y presented a letter of resignation of Mr. W.H.
Laing, Jr., from the office of Water Superintendent.
Upon consideration whereof and on motion of MroGoyne, seconded by Mr.Britton,
it is resolved that this Board a¢¢ept~ said resignation.
This day the Executive Secretary read a letter from the St~te Corporation
Commission advising the Board that the Virginia Electric and Power Company
had applied for a raise in the rates.
Upon consideration whereof and on motion of Mr. Goyne, seconded by Mr. Britton,
i~ is resolved that this matter be continued for further study.
This day the Executive Secretary reported that the Judge of Circuit Court, the
Hon. J. Garland Jefferson, had decided in favor of the County in the matter of
its injunction suit with the Seaboard Airline Railroad Company. Also a
letter was read from the Trial..Justice of Surry County writing in opposition
to a grade crossing at said point, and it was generally agreed that this matter
would be discussed further at a later meeting.
This day the Executive Secretary read a letter from Mr.J.T.Rose, County Assessor,
which letter was ordered received and filed.
This day the contract with Mr.Pe~d~e for the purchase of land east of the
Courthouse was amended to the satisfactio~ of the Commonwealth's Attorney.
Upon consideration whereof and on motion of Mr. Hague, seconded by Mr. Goyne,
it is resolved that the Executive Secretary be and he hereby is authorized to
pay to Mr.Perdue the sum of 92000.00 for said parcel of land.
This day Mr.C.F.Kellam, Resident Engineer, Virginia Department of Highways,
presented to the Board, plans for a proposed alternate road from Route #1 to
Route 618 to serve th~ new Allied Chemical Plant at Bermuda Hundred, and stated
that the estimated cost of building this alternate road would be apRroximately
$94,000.00. Whereupon the Board at its adjournment for lunch viewed both
sites, and on further consideration whereof after re-convening, and on motion
of Mr. H.T.Goyne, seconded by Mr. J.P.Gunter, it is resolved that this Board
request the Virginia Department of Highways to construct, as soon as possible, a
road from Route #10 to Route #618, along the original survey at an estimated
cost of $154,O00.00.
And be it further resolved that this Board request the Virginia Department of
Highways to take into its Secondary System of Roadz the aforedescribed road.
And be it further resolved that a request be~ade for Federal Aid in the
construction of said road.
And be it further resolved that a copy of this resolution be sent immediately
to all parties concerned.
On motion of R~r.Britton, seconded by Mr. Gunter, it is resolved thsD the
Executive Secretary be and he hereby is authorized to ha~ the Virginia Electric
and Power Company install street lights at the intersection of Dorset and
Windsor Roads and at the front of the Bellwood School.
The undersigned County Road Engineer having been directed at a previous meeting
of the Board of Supervisors of Chesterfield to exmmine Whittingham Drive,
A~ignon Drive and Montauban Drive, in the subdivision of Crestwood Farms, Section
B, in Midlothian Magisterisl District, and report to this Board the expediency
of establishing said roads as public roads, reported as follows:
That he went upon said roads and examined the same and is of the opinion that
there is a necessity for the establishment of same as public roads, and further:
(1) The said roads will be of great public convenience
(2) They will not be of m~re private convenience
(~) No yard, garden or orchard will be taken
(4) The said roa~s are in a subdivision of land dedicated to
the Commonwealth of Virginia and therefore land owners
along said roads will not require compensation
(5) No land o~ner requLres compensation
(6) There will be no compensation

And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield County,
?~hittington Drive, from a point on Rt. 1712, .29 of a mile east of its intersectiol
with Rt. 678, .31 of a tulle'northwardly to Avignon Drive; Avignon Drive from it.,
intersection with Whittington Drive, .~2 of a mile westwardly to a dead end;
Montauban Drive, from a point on Avignon Drive, .05 of a mile westwardly from its
intersection with ~hittington Drive, .09 of a mile northwardly to a dead end.
These roads serve approximately 9 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of 50 feet to the Virginia Department of Highways.
On motion of Mr. Britton, seconded by i'ir. Hague, it ~s resolved that the Executive
Secretary be and he hereby is authorized to purchase a truck for the Bensley Fire
Department at a cost not to exceed $275.O0.
