On motion oC Mr.Britton, seconded byDr. Gill, it is resolved that this Board
request the Virginia Department of Highways to improve a portion of Boroughbridge
Road, lying northwest from Jahnke Road, at a cost not to exceed $435.00, and
same be charged to the 3¢ ~oad Fund of the County.
On motion of Mt. Gunter, seconded by Dr. Gill, it is resolved that this Board
request the Department of Highways to abandon Sectionl of Rt. 147,between
Station 327 olus ~5 and 341 plus 10, as described on a map entitled "Changes
in Primary System Due to Relocation and Construction of Rt. 147 - Project 4720-
03-05, dated J~ly 15, 1953 and drawn by the Highway Department."
On motion of Mr. Horner, seconded by Mr. Britton, it is resolved that this Board
request the Virginia Department of Highways to abandon the following listed
Sections of Rt. 668:

On motion of Mr. Goyne, seconded by Mr. Gunter, it is resolved that the Virginia
Department of Highways take into the SecondarySystem, a road beginning at a point
on Route #10, O.11 Mile East of Rt. 617 and extending northwardly along the
original survey, designated by the Department of Highways as line "A", a distance
of 1.9 miles to intersect Route 61~ at a point approximately 1.6miles East of
Rt. 619. '
And be it further resolved that a right-of-way of 80 feet plus necessary
right-of-way needed for slopes is guaranteed by this Board.
On motion of Mr. Goyne, seconded by Mt. Gunter, it is resolved that the Virginia
Department of Highways take necessary steps to have included as a part of the
Federal Aid Secondary System,a road beginning at a point on Rt. 10, O.11 Mile
East of Rt. 617 and extending northwardly along the original survey, designated
as Line "A" by the Highway Department, a distance of 1.90 miles to intersect
Rt. 61~ at a point approximately 1.60 miles East of Rt. 619.
On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that whereby we
feel urgent need for a road to serve the new plant now being constructed by
the Allied Chemical Company in Chesterfield ~ounty, we hereby request the
Virginia Department of Highways to take the necessary steps to set up a Federal
Aid Secondary Project, a road beginning at a point on Rt. 10, O.11 Mile East of
Rt. 617 and extending in a northernly direction a distance of 1.9 miles along
the original survey known as line "A" by the Highway Department, to intersect
Rt. 618 at a point 1.6 miles East of Rt. 619. Said project is estimated to
cost $154,000. exclusive of rights-of-way.
It is agreed that Mr.C.F.Kellam, Resident Engineer, and the County Road Engineer
be requested to view Rt. 1707 in Bon Air.
This day two letters were read requesting some improvement onRt. 669, which
letters are filed with the Board's papers, and the Chairman requests that
Mr.~ Kellam view this road and make report of same at the next regular meeting.
On motion, of Mr. Goyne, seconded by Mr.Britton, it is resolved t.h~t .a CO~h~ttee
composed of Mr. Goyne, Mr. Kellam and the County Road Engineer wou±c vmew ~
drainage on Rt. 10 in the presence of Mr. ~.E. Hinman.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board
request the Virginia Department of Highways to improve Pine Road in the Quail
Oaks Subdivision, .16 of a mile westwardly from Rt. #l, at a cost not to exceed
$200.00, and same becharged to the 35 Road Fund of the County.
The undersigned CountyRoad Engineer having been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine McGranighan Street
in the subdivision of Shirley Hill in Manchester Magisterial District, and report
to this Board the expediency of establishing said road as a public road, reported
as follows:
That he went uponsaid road and examined the same and is of the opinion that there
is a necessity for the establishment of same as a public road, and further:
(1) The said road will be of great public convenience
(2) It will not be of m~re private convenience
3) No yard, garden or orchard will be taken
The said road is in a subdivision of land dedicated to the Commonwealth
of Virginia And therefore land owners along said road will not require
compensation
1 No land owner requires compensation
I There will be no compensation
This day the County Road Engineer in accordance with instructions from this Board
made report in writing upon his examination of McGranighan Street in the subdivisi¢
of Shirley Hills in Manchester }4agisterial DiStrict, whichreport shows that in the
opinion of the County Road Engineer it is expedient that said road be established
as a public road.
Upon consideration whereof and on motion of Mr.Britton, seconded by i~lr. Gunter,
it is resolved that McGranighan Street in the subdivision of Shirley Hill in
Manchester Magisterial District, by and the same is hereby established as a
public road.
And be it further resolved that the Virginia Department of Highways be and it hereb
is requested to t~ke into the Secondary Road System of Chesterfield County,
McGranighan Street in the subdivision of Shirley Hills in Manchester Magisterial
District, from a point on Rt.683, 0.08 Mi. W. of Rt.684, extending northwardly
0.27 Mi. to Iht.Rt. 684,at a point 0.35 Mi. N. of Rt. 683. This road serves
four houses.
And be it further resolved that the Board of Supervisers of Chesterfield County
guarantees a right-of-way of 50 feet to the Virginia Department of Highways.
The undersigned County Road Engineer having been directed at a previous meeting
o~ the Board ofSupervisors' of Chesterfield County to examine 5th Street, in the
subdivision of Brookwood, Section B, in Midlothian Magisterial DiStrict, and
report to this Board the expediency of establishing said road as a public road,
reported as follows:
That he went upon said road and examined the same and is of the opinion that there
is a necessity for the establishment of same as public road, and further:
(1) The said road will be of great public convenience
{2) It will not be of mere private convenience
No yard, garden or orchard will be taken
} The sai,'~ road is in a subdivision of land dedicated to
the Com~,~onwealth of Virginia and t~arefore land owners
along said road will not require compensation
(5) No land owner requires compensation
(6) There will be no compensation
This day the County Iload Engineer in accordance with instructions from thisBoard
made report in writing upon his examination of 5th Street in the subdivision of
Br~Okwood, ~sction B, in the Midlothian Magisterial District, whichreport shows
that in the opinion of the County Road Engineer it is expedient that said road
be established as a public road.
Upon consideratipn whereof and on motion of Mt. Gunter, i% is resolved that 5th Stre
in the subdivision of Brookwood, Section B, in Midlothian Magisterial DistriCt,
be, and the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield County,
5th Street from a point on Rt. 171.O~ .37 of a mile south of its intersection with
Rt. l&7, which p~int is .31 of a mx-e south from its intersection with Rt 147.
This is a connecting road. '

there is a necessity for the establishment of same as a public road, and further:
(1) That sadd road will be of great public convenience

the Commonwealth of Virginia and therefore land owners
along said road will not require compensation
(5) No land owner requires compensation
(6) There will be no compensation
This day the County Road Engineer in accordance with instructions from thisBoard
made report in ~iting upon his examination of Center Road in the subdivision of
Centralia Gardens in Dale Magisterial District, whichreport shows that in the
opinion of the County Road Engineer it is expedient that said road be established
as a public road.
Upon consideration whereof, and on motion of Mr. Hague, it is resolved that Center
Road in the subdivision of Centralia Gardens in Dele Magisterial District, be,
and the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and it hereb
is requested to take into the Secondary Road System of Chesterfield County,
Center ~(oad, at a point on the northern end of Rt. 788, .45 of a mile north with
its intersection with Rt. 145, .ll of a mile eastwardly to the north end of
Rt. 750. Serves as a connecting road.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a 50-foot right-of-way to the Virginia Department of Highways.
The undersigned County Road Engineer having been directed at a previous meeting of
the Board of Supervisors of Chesterfield County to examine Caldwell Avenue in the
subdivision of ening Heights, in Dale Magisterial District, and report to this
Board the expediency of establishing said road as a public road, reported as
follows:
That he went upon said road and examined the same and is of the opinion that there
is a necessity for the establishment of same as a public road, and further:
(1) The said road will be of great public convenience
I 2) It will not be of mere private convenience
3) No yard, garden or orchard will be taken
(4) The said road is in a subdivision of land dedicated to
the Commonwealth of Virginia and therefore land own~s
along said road will not require compensation
(5) No land owner requires compensation
(6) There will be no compensation
This day the County Road Engineer in accordance with instructions from this Board
made report in writing upon his examination of Caldwell Avenue in the subdivision
of Hening Heights in Dale Magisterial District, whichreport shows that in the
opinion of the County Road Engineer it is expedient ths~ said road be established
as a public road.
Upon consideration whereof, and on motion of Mr. Hague, it is resolved that
Caldwell Avenue in the subdivision of Hening Heights, in Dale Magisterial District,
be, and the same is hereby establ--ished as a public road.
And be it further resolved th'at the Virginia Department of Highways be and it
hereby is requested to take into theSecondary t{oad System of Chesterfield County,

This day the County Road Engineer in accordance with instructions from this Board
msde a report in writing upon his examination of the location of a road in
Bermuda Magisterial District, which report shows that in the opinion of the
County Road Engineer it is expedient that said road be established as a public road~
Upon consideration whereof and on motion of Mr. Goyne, seconded by ~ir. Gunter, it is
resolved that the following described road in Bermuda Magisterial Di~srict, be,
and the same is hereby established as a public roa4.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System of Chesterfield County,
a road beginning at a point on Rt. 10, .ll of a mile east o£ Rt. 617, and extending
in a northerly direction along the original survey, designated as Line "A" by the L
Department of Hi~ways, a distance of 1.9 miles to intersect Rt. 618 at a point
1.6 miles east o~ Rt. 618. This road will serve the area being developed by the
Allied Chemical Company and will also be a connecting road between Bermuda Hundred
on Rt. 618 and Hopewell and the southenn and eastern sections of Rt. 10. It is
believed that since this area is being developed industrially tha~ such a road is
necessary.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways an ~0-foot right-of-way plus
additional right-of-way necessary for slopes.
This day Miss Lena Warwick came before the Board r~questing some improvement
to a road running westwardly from the Atlantic Coast Line tracks and Bells' Road.
~he improvement of said road is being delayed to the acquisition of lands in the
surrounding area by the City of Richmond for a land-filldump.
It was agreed that the Executive Secretary again call ~r. Jack Smith, City Real
Estate Agent, in au a~empt to expedite this matter.
On motion of Mr. Britton, seconded by Dr. Gill, a petition presented by Miss ~.ena
?~arwick in favor of the construction of the aforedescribed road is ordered to be
received and filed.
On motion of Mr.Britton, seconded by Dr. Gill, it is resolved that the request of
Miss Lena Warwick for street li~jats in the ~eneral area of her home, be turned
over to the Light Committee for investigation.
This day Mr. Stanley Crump mnd ~r.J.A.Chalkley, being ~presented by Nr. R.Pinkney
Sowers, came seeking the rezoning from Residential-2 to General Business of the
following described parcel of land:
In Manchester Magisterial District, a parcel of land fronting
150 feet on Bro~d Rock Road and extending eastwardly 581 feet
on the south side of Bells' Road.
Came also Mr. R. D.Eley, representing appoximately 12 colored citizens and
Mr. D.W.Murphey representing Mr. Bowller and Nr. Price, opposing said request
for rezoning. After a length discussion by both proponents and opponents
and upon consideration whereof, and on motionof Mr. Britton, seconded by Mr. Goyne,
it is resolved that the Board view the property later in today's meeting.
This day Mr. R. Pinkeny Sowers requested that the matter of rezoning a portion of
the land owned by the ~.~oodstock Home and Land Company be postponed. Upon
consideration whereof and on motion of Mr. Britton, seconded by l~r. Gunter, it is
resolved that this matter be and the same is hereby postponed until the next regula~
meeting of this Board.
This day Mr. Leslie B. Richardson appeared before the Board seeking a Use Permit
for a barber shop on a parcel of land fronting 80 feet on Yorkshire Drive, the
same being Lot 12 in the subdivision of Cavalier Court. There being no oppositio:
to this request and upon consideration whereof and on motion of Mr. Britton,
seconded by R~r. Goyne, it is resolved that this Bcsrd grant a Use Permit for a

This day Mrs. C.P. Deane came before the Board requesting a Use Permit for a
Beauty Shoppe. Upon considerationwhereof and on motion of Mr. Gunter, seconded
by Mr. Britton, it is resolved that this Bcerd grant to Mrs.C.P.Deane a Use Permit
for a Beauty Shoppe to be placed in the present building as it now exists
which building is located fronting on Rt. 147 and due west of the intersection
of Arrowhead and Dover Roads.
This day Mrs. D.R.Nelson appeared before the Board seeking a Use Permit for a
Beauty Shoppe in Bellwood Heights, and
Whereas, ther~ is no opposition to this request, on motion of Mr. Goyne, seconded
by Mr.Britton, it is resolved that a Use Permit be granted Mrs. D.R.Nelson

This day a request came to the Board for the rezpning from Residential-1 to
Residential-2 of the following described p rcel of land; on an application of

On motion of ~r. Gunter, seconded by Df. Gill, it is resolved that a Committee
investigate the ~ire insurance rates in the built-up areas of the County and to
contact ~r. S.T.Wagstaff for aid in this matter.
On motion of Dr. Gill, seconded by ~r. Britton, i$/~S resolved that this Board
pay to the Crippled Children's Hospital $250.O0~as a donation to aid in the work
of this institution.
And be it further resolved that the Treasurer of the County, be, and he hereby
is authorized to appropriate $250.00 from the unexpended surplus of the County
to this account.
This day ~r. Gorman and Mr. Phillips, Game Wardens, presented certain game
claim~ and onmotion of Mr. Gunter, seconded byDr. Gill, it is resolved that said
claims be paid.
On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that this Board
authorize the Treasurer of the County of Chesterfield to transfer $10,000.00 ¥/
from the unappropriated surplus of the Dog Tax Fund to the General Fund of the
County.
On motionof Mr. Hague, seconded by ~[r.Britton, it is resolved that the contract
presented to this Board by the Southern Railroad Company for the crossing of the
Southern Railroad tracks in the vicinity of the old Granite Crossing be and the
same is hereby approved.
And be it further resolved :~hat the Chairman of this Board be and he hereby is
authorized to sign said contract.
This day there was read a letter from the Goodall Brothers, signed by Mr.L.T.Mann,
complain]ng of the discontinuance of their services in supplying oil to the
Ettrick and Matoaca Fire Departments. After some discussion it was agreed that the
Executiv~ Secretary write explaining this procedure.
This day a letter was read from Mr.W.Jerry Roberts, Atty., seeking a compromise
in the loss incurred by Insurance Companies in connection with the blasting of
Rt.360. It was generally agreed that this letter be turned over to the Commonwealt
Attorney to investigate the legality of same.
This day it was reported that it would be illegal to pass an ordinance prohibiting
the shooting of firearms around the Granite fuarry as requested by M~r.Dennison.
Upon consideration whereof and on motion of Mr.Britton,seconded by Mt. Hague, it is
resolve~ that the Executive Secretary be and he hereby is requested.to write to
Mt. Dennison to explain why such an Ordinance would be illegal.
Uhis day the Executive Secretary presented a letter from M~.Roy J. LsiFfoon, Chairma
Ettrick Sanitary District Committee, requesting the installation of a fire plug
on the east side of Chester?ield Avenue in front of the intersection of Main Street

resolved that the County pay its share in the installat ion of this fire plug.
This day the salary sh~edule of the office of Treasurer was presented to the

Bellwood Election District
TO THE HONO[~ABLE JUDGE OF SAID COU~T:
The Board of Supervisors hereby respectfully petitions the Court
to change the present boundaries of the Chester and Drewry's Bluff
elec~on districts in Bermuda District Magisterial District by forming
therefrom a new election district to be known as the Bellwood Election
District, and bounded as follows: On the north by Kingsland Creek,
west by the Atlantic Coast Line Railroad, east by the James River,
and south by Proctor's Creek. The Board of Supervisors is informed
and believes that there are approximately 200 qualified voters within
the proposed election district; that the voting population of the area
is rapidly increasing due to the large number of constructed residences
and that the present arrangement with respect to the location of the
Registrars and the voting places is inconvenient and unsatisfactory
for the citizens of said area and thereby not c~lculated to stimulate
registration or voting. Wherefore, the Board of Supervisors request that
an appropriate order may be entered establishing the new Bellwood election
district aa herein described and establish a new voting place therein,
that .appropriate directions may be given with respect to the posting of such
order and that cSrtification of a copy thereof to the County Electoral
Board for the appointment of a Registrar.
On motionof Mt. Gunter, seconded by ~r. Britton, it is resolved that this Board
recommend Mt. Stanley R.Hague to the Judge of Circuit Court to be named as the
representative of the Board of Supervisors on the Welfare Board as of January 1,
1954.
On motionof Mr. Gunter, seconded by Dr. Gill, it is resolved that Mr. Raymond J.
Britton, ~upervisor of Manchester District, be and he hereby is appointed to
the Planning Commission of Chesterfield replacing Mr. Irvin G. Homer as of
January l, 1954.
This day i~ir. Goyne, requested the investigation as to the feasibility of purging
the election books of the County. It was generally agreed that the Executive
Secretary would investigate this matter to ascertain the need and the cost.
On motion of i~lr. Gunter, seconded by Mr. Britton, it is resolved that the minutes
of October 7, October 13th, October 28th, and November 3rd, be, and the same
are hereby approved.
After viewing the proposed zoning requested by Mt. Stanley Crump and Mr.J.A.
Chalkley and upon consideration of and on motionof Mr.Britton, seconded by
Mt. Gunter, it is resolved that this Board deny the request for rezoning without
prejudice.
On motion, it is resolved that this Board adjourn to November 20, 1953,
