11-20-1953 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on Novembe~ 20, 1953, at 8:00 p.m. Present: Mr. Irvin G.Horner,Chairman Mr. H.T. Goyne I~r. J. P. Gunt er Nr.R.J.Britton Mr. Stanley R.Hague, Jr. Dr. Robt. O.Gill This day Mr. Stanley Navis, President, Concrete Pipe and Products Company, came before the Board to extol the merits of concrete pipe in relation to forthcomin, g sewerage discussions. This day there appeared before the Board several applicants for the job of Water Construction Superintendent. Upon consideration whereof and on motion of Mr. Gunter, seconded by Mr. Goyne, it is resolved that this Board employ Mr. Leslie H.Brooks from Dublin,Virginia, subject to the tenor of his references at a salary of $4,000.00 per ~ear. On motion of Mr. Goyne, seconded by Dr. Gill, it is resolved that the notice concerning the StateC~rporation Commission hearing relative to the Seaboard Airline RR. grade crossing on Rt. lO be and the same is received 'and filed with the Board's papers. This day the E~ecutive Secretary reported that four police cars were yet unsold and it was generally agreed that advertising in the papers may be a means of dispatching the same. This day Df.Gill presented plans and a request of the EttrickFire Department for an addition to the old Municipal Building to furnish space for two additional trucks. It was pointed out that the present method of storing the fire trucks is cumbersome and that such an addition would increase the efficiency of the fire department. Upon consideration whereof andonmotion of Dr. Gill, seconded.by ~Ir. Goyne, it is resolved that this Board approve the plans and request of the EttrickFire Department. And be it further resolved that the Board agrees to furnish insurance to cover this construction project. This day ~r. Irvin Homer brought tothe attention of the Board the problem of furnishing water to the Clover Hill Fire Departmentaud it was generally agreed that the Executive Secretary would investigate this condition and report on an estimated cost of furnishing a place where the Clover Hill Fire Department 'truck can be filled. This day again the matter of financing the constructioncosts in the WaterDepartmen came before the Board and the Executive Secretary reported that there was very little money left in this fund, and it was agreed that there would be prepared a list of extensions not incorporated in the Master Plan of the County, and the costs of said e~tensions along with the list of definite commitments for further extensions and this matter is deferred until the next meeting of this Board. It is here noted that }4r. Goyne made a strong plea for completion of the Master Pla This day it was called to the Board's attention that the appointment of a Board of Health may be in order. Upon consideration whereof, and on motion of Df. Gill, seconded by ~r. Gunter, it is resolved that this Board request the Commonwealth's Attorney to investigate the legality and feasibility of the appointmentof a Board of Health for the County of Chesterfield. This day Mr. Stanley Hague reported to theBoard that he had some communication with Mr. Robert Jeffress concerning the lack of funds .for pAAyground equipment. Upon consideration whereof and on motionof Mr. Hague, seconded by Mr. Goyne, it is resolved ~hat this matter be referred to the Commonwealth's Attorney for ruling on the legality of the use of funds in hand for this purpose. This day the matter of a sewerage system for the County of Chesterfield was discussed briefly. Mr.Ernest Gates advised the Board of certain aspects of the SanitaryDistrict law. It was generally agreed that any decision on sewerage for the County be postponed to a la~er meeting. On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that this Board appro~ and authorize the Chairman to sign a contract with the Seaboard Airline RR. Compan for the purpose of installing a water line through an existing culvert across the Seaboard tracks, west of Rt. #l in the vicinity of the Richmond General Depot. This day the Chairman reported to the Board that on December 5th of this year the County may lose the assessed peraonal property taxes for 19~ that are at present delinquent. ~nereupon Mr. Goyne, cited an opinion that this may not be a legal loss. Upon consideration whereof and on motion of ~r. Britton, seconded by Mr. Gunter, it is resolved that the Executive Secretary be and he hereby is authorized to employ an Attorney on a commission basis of 30% if it~ appears that the County may lose the 1948 delinquent personal property taxes on December 5th. It is here noted that Mr. Goyne voted ~No". Mr.M.E.Huff, of 2403 Norbourne Road, came before the BoarR citing the fact that a bad drainage situation existed in his back yard. It was generally agreed that the Ex~cutiv$ Secretary would confer with nhe Health Department to see what disposition could be made of this matter. Th~ undersigned County Road Engineer having been directed at a previous meeting of the Board of Supervisors of Chesterfield County to examine Forest View Drive and Turn-Around Road in Manchester Magisterial District in the subdivision of Fairway Acres, and report to this Board the expediency of establishing said roads as public roads, reported as follows: That he went upon said ro~s and examined the same and is of the opinion that there is a necessity for the establishment of ssme as public roads, and further: (1) The said roads will be of great public convenience (2) They will not be of mere private convenience I 3) No yard, garden or orchard will be taken 4!~ The said roads are in a subdivision of l~%d dedicated to the Commonwealth of Virginia and therefore land owners along said roads will not require compensation ( 5 ) No land own er re quires~compens ation (6) There will be no compensation This day the County Road Engineer in accordance with instructions from this Board made report in writing upon his examination of Forest View Drive and Turn-Around Zoad in the subdivision of Fairway Acres in Manchester Magisterial District, which report shows that in theopinion of the C,~untyY~oad Engineer it is expedient that said roads be established as public roads. Upon consideration whereof andon motion of Mr.Britton, it is resolved that Forest ~;iew Drive and Turn-Around Road in the subdivision of Fairway Acres in Manchester Magisterial District, be, and the same is hereby established as public roads. And be it f~u~her resolved that theVirginia Departmentof Hi,ways be and it hereby is requested to take into the Secondary Road System of Chesterfield County, Forest View Drive, from a poin~ on Rt. 80~, .17 of a mile north ofkt.?04, ~17 of a mile north?,~est to a dead end; Turn-around Road from a point on Forest View Drive, .1~ of a mile northwest~ardly from kt.~08, .03 of a mile westwardly to a turnaround. These roads serve six houses. ~nd be it f~rther resolved that the Board of Supervisors of Chesterfield County ~uarantees a 50-foot right-of-way to the Virginia Departmentof Highways.
