This day Mr.C.K.Carter, Supt. Southern RM. came before the Board to explain the
Railway's request to discontinue #7 and~l$ t~ains. ~ After due deliberation
and on motion of Mr. Gunter, seconded by Mr. Britton, i~ is resolved that this
Board does not wish to propose or oppose the request of the Southern Railway.
~t is here noted that Mr. Goyne voted "No".
On motion of Mt. Hague, seconded byDr.Gill, it is resolved that the Highway
Department be requested to investigate the feasibility of establishing speed
zones in Centralia Gardens.
On motion of Mr.Britton,' seconded byMr. Gunter, it is resolved that the Highway
Department be requested to investigate the feasibility of speed limit signs
on Rt.637, from Falling Creek to Walmsley Boulevard.
On motion of Mr. Goyne, seconded by Hr. Hague, i~ is resolved that Mr. Kellam
of the Highway DepaE~ment be requested to investigate the feasibility of
enlarging certain culverts in Bellwood Manor.
This day Hr. Kellam advised the Board that some Railroad signal was needed
on'Rt. 611. On motion of Mr. Hague, seconded by Nr.Goyne, ~t is resolved
that the Road Committee, with Mr.Goyne and Mr. Hague, investigate the condition
of this crossing.
This day Nr.C.F.Kellam, recommended that the traffic on Rt. 1207 for one block
west of the McGuire Main Gate be made one-way traffic.
On motion of Nr. Britton, seconded by Mr.Gnnter, it is resolved that this Board
cP rOve the plan of making traffic one-way on Rt. 1207, for one block west of
Guire Main Gate.
This day Messrs. Homer Wilson, John Guy, Nichols, and others~ appears before the
Board seeking the future planning of the County in relation to th~ western end
of Cherokee Road. And it was the general consensus that Cherokee Road would be
considered in the next budget of Secondary Roads for imRovement of the present
road, and to make plans in so far as possible for a road.south of the western
end of Cherokee Road that would tie-in with Cherokee Road at its highest
elevation.
This day it was reported that Cottage Road was becomiAg, impassable and several
complains had been received, and
Whereas, this road has insufficient right-of-way in severallocations and it was
generally agreed that Nr. Gunter and ~r.Kellam, and the County Road Engineer
view this road, to investigate the possibility of some improvement.
This day ~Lr. H.L.Cole appeared before the Board seeking the rezoning from
Agricultural to General Business of the following described parcel of land:
In Midlothian N~gisterial District, a parcel of land fronting
1200 feet on Rt. 60 and extending northwardly ~00 feet, said parcel
being 100 feet west of the intersection of Rt. 672.
And there appearing no opposition thereto, on motion of Mr. Gunter, ~
seconded by Mr. Britton, it is resolved that the aforedescribed
parcel of land be and the ssme is hereby rezoned to General Business.
This day Mr.Frank Dowd came before the Board ~eeking the rezoning from
Agricultural to General Business of the following described parcel of land:
In Midlothian Magisterial District, a parcel of land fronting
380 fe,~t onRt.360 and extending northwardly 300 feet, said parcel
being 500 feet westof its intersection with Rt.653.
There being no opposition, upon consideration whereof and on motion of Hr.
Gunter, seconded by Nr. Britton, it is resolved that the aforedescribed parcel
of land be and the same is hereby rezoned to General .Business.
This day Mr. Scruggs and Mr. Davis of the American Legion Post #137 came b~ore
the Board seeking the rezoning from Residential-2 to General Business of the
following described parcel of land:
In Manchester Magisterial District,a parcel of land fronting 220 feet
on Belt Boulevard, and extending southwardly approximately 250 feet,
said parcel being the triangular lot 1000 feet northwest of McGuire
Circle.
There appemred also Mr. Conner, Mt. Hudson and many others objecting to the
location of the American Legion Hall in this area. Upon consideration
whereof and on motion of Mr.Britton, seconded by Nr.Goyne, it is resolved
that this request be and the same is hereby denied withou~ prejudice.
This day Mr. Clinton Sheppard, of the Real Estate firm of Lindsey and Sheppard,
and Mr.Durret~, of Durret~ Construction Company, came before the Board seeking
the rezoning Agricultural to Local Business of the following described parcel of
land:
In ~auchester Magisterial District, a parcel of land fronting
$00 feet on Rt.~lO and extending westwardly ~OO feet bein~ the
corner parcel of the Atlantic Coast Line RR. and Rt. 10, to be
rezoned from Agricultural to Local Business.
Came also N~r. Keith, Attorney for $itizens living in the general area and other
land owners, presenting a petition against said request~ Upon consideration
whereof Mr~Britton made the f~llowing motion:
That the request for rezoning of the aforedescribed parxel of land be denied,
which motion died for the want of a second.
Upon further consideration and on motion of Mr. Goyne, seconded by Mt.Gunter,
it is resolved that the aforedescribed parcel of land be and the same is hereby
rezoned from Agricultural to LocalBusiness.
It is here noted that Mr. Britton voted "No".
On motion of Mr.Britton, seconded by Dr. Gill, it is resolved that this Board
accept the withdrawal of the application for rezoning the portion of land in
the Woodstock area by the Woodstock Home and Land Company.
This day Mr. William Old, Mr.D.W.Murphey and Mt. Ernest Gates, appeared before
the Board representing the Chester Bar Association, seeking the support of the
Board in an application of a new judicial circuit involving Chesterfield County.
On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that,
Whereas, during recent years the expansion and development of the County of
Chesterfield has resulted in'an enormous increase in the population of the
County, bringing about a serious expansion of all public functions of the County,
including the volume of litigation, both cr~mical and civil, in the Circuit Court
Whereas, this situation is becoming more and more aggrevated with the continuing
industrial development of the County, and particularly in view of the geographic
location of the County.as the cross roads between cities, and
Whereas, it is the view of those connected with the Circuit Court and those
practicing therein, that it is no longer feasible or possible for business of th
Court to do efficiently administered by a Court connected with and a part o$ a
large circuit, and
Whereas, the public interest requires the creation of a new judicial circuit
composed of this county as the only practical long range solution of the
problems involved.
Therefore, Be it Resolved, that this Board doth hereby request the representative
~f this County in the General Assembly, the Honorable Lloyd C.Bird, the Honorabl~
Edward M. Hudgins, and She Hnorable Minetree Folkes, to introduce in the 1954
session of the General Assembly appropriate legislation to bring about the
establishment of a new Judicial circuit for Chesterfield County, and to vigorous~
present to the appropriate committee of the General Assembly and to the General
Assembly the necessity for the creation of such new judicial circuit.
On motion of Mr.Goyne,.seconded by Mr. Hague, the above resolution was
unanimously adopted.
On motion of Mr.Britton, seconded byMr. Gunter, it is resolved that the request
of Mr. Pintavalli for a variance in building his garage from 7-1/2 feet to
3 feet from his side lin$,be, and the same is hereby approved.
This day Mr. Gorman and Mr. Phillips, Game Wardens for the County, presented
the game cla~m~ o2d Mr. and Mrs. Woodruff, which was for 2 registered pedigreed
rabbits killed by dogs for which they were requesting the amount of $25.00.
UpOn consideration whereof and on mdtion of Mr. Goyne, seconded by Mt. Gunter,
it is resolved ~hat the amount robe paid for said 2 rabbits, be, and the same
is hereby set at $15.00.
A game claimef Mr. C.E.Barricks was brought before the Board, and on motion of
~r. Britton, seconded by Mr. Goyne, it is resolved that the price of $7.50
be paid for grown rabbits and $1.50 each be paid for small rabbits, making a
total of $28.50.
On motion of Mr. Gunter, seconded by Mr.Goyne, it is resolved ~ha~ th? remaining
game claims be paid as presented.
This day Mr. Swineford and Mr. Farley, representatives of the Bensley Fire
Department came before the Board requesting the pump and some hose for the new
truck recently purchased for the Bensley Fire Department. On motion of Mr.
Goyne, seconded by Mr. Hague, it is resolved that ~he ExecutiEe Secretary be
and he hereby is authorized to purchase One Hal 20OGPM p~mp and 200 feet of
3/4" booster hose for the Bensley Fire Department.
On motion of Mr. Gunter, seconded by Dr. Gill, it is resolved that this Board
approve the Bon Air-Southampton Fire Department request to have the Board
assume the charges for an electric bill of approximately $1.O0 per month and
a telephone bill of approximately $5.90 per month on a siren that said
Fire Department has paid for an installed.
Whereas, Major C.W.Smith, Chief of Chesterfield Police Department, has
recommended the reappointment of the following Police Officers:

Therefore, Be it Resolved on motion of Mr. Brttton, seconded by Mr. Gunter, ~hat
this Board of Supervisors endorse ~ajor Smith's request and recommend to the
Judge of Circuit Court that the aforementioned officers be reappointed as Police
Officers for the County of Chesterfield.
On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the Executive
Secretary be and he hereby i~ authorized to pay the League of Virginia Counties
itd annual due~ of $300.00~/
This day the Executive Secretary read a letter frem Mr. Leo ~yers requesting the
County to re-insure its fleet policy as of January l, 1955. And it was generally
agreed that some investigation would be made as to the possibility of becoming a
self-insurer.
This day the Executive Secretary read a letter from Mr.~.L.Huband, Secretary,
Bermuda Ruritan Club, which club requested a public hearing on the sewerage
question in Bermuda District. UpSn consideration whereof, a meeting was set
at the BellwoCd School on December 30, 1953, at 8:00 p.m.
This day the Executive Secretary presented a Court Order, ordering the Board
of Supervisors to pay $500.00 to Mr.L~gon Jones, Attorney, for services rendered
to the County as ~ssistant Commonwealth's Attorney. Upon consideration whereof.
and on motion of Dr. Gill, seconded by Mr. Gunter, it is resolved that the
Executive Secretary be and he hereby is directed to pay $500.00 to ~r.Ligon Jones
as ordered by the Court.
Whereas, it has been reported that an adjacent city is contemplating purchasing
a parcel of land in the County of Chesterfie~d for the purpose of a future
school after annexation, and
Whereas, it is the opinion of this Board that the County would like to cooperate
as much as possible with its neighbor but nevertheless would like to have a
voice in the matter,
Now, Be it Resolved, on motion of Mr. Britton, seconded by Mr. Gunter, that this
Board of Supervisors requests its representatives im the General Assembly to
seek the passage of adequate legislation to require any municipality wishing to
purchase land in the County for future expansion tO secure from the Board of
Supervisors of Chesterfield County its approval of such action.
Whereas, it has been reported that adjacent cities have installed utility limes
into the County without consulting the Board of Supervisors, and
Whereas, it is important that these services be coordinated amd installed im

Now, ThereEo~e, Be it Resolved, on motion of Mr. Britton, seconded by ~r. Gill,
that this Board of Supervisors request its representatives in the General
~ssembly to seek the passage of legislation to require any muncipality wishing
to extend any utility installation into the County of Chesterfield to secure
from the Board of Supervisors written permission before said installations are
started.
Whereas, the present laws of the Commonwealth do not permit the County of
Chesterfield to collect from public Utility Corporations extra levies imposed
by sanitary districts,
Now, Therefore, Be it Resolved, on motionof Dr. Gill, seconded by Mr.Hague,
that this Board of Supervisors request its representati~es in the General
As'smmbly to seek the passage of adequate legislation at the coming session
of the Legislature to allow a sanitary district to impose any extra tax levy
on public utility corporations.
Whereas, ~umerous domplaints of the shooting of firearms in the built-up
areas of the County have been received by the Board of Supervisors, and
Whereas, no existing law permits the Board of ~upervisors to enact ordinances
making it unlawful to shoot firearms in the urban areas of the County,
Now, Therefore, Be it Resolved, on motion of Er. Gunter, seconded by Mr.Britton,
that this Board of Supervisors request its representatives in the General Assembly
to seek the passaEe of adequate legislation to give the authority necessary to
the Board of Supervisors so that suitable ordinances may be passed to prohibit
the shooting of firearms in the urban areas of the County except in an emergency.
Whereas, it is the opinion of this Board that there should be a change in the
method by which theSchool Board is app6Jnted so that County citizens may have
some control over the administration of their school system.
Now, Therefore, Be it Resolved, on motion of Dr. Gill, seconded by Mt.Gunter,
that this Board request its representatives in the General Assembly to support
legislation that would give the Board of Supervisors the authority to appoint~
the School Board.
Whereas, the Manchester Sanitary District was established by the General Assembly
of the State, and
~;~ereas, it appears that such a sanitary district has not been used as such for
a number of yearE, and
Whereas, a new sanitary district is being contemplated for a sewer system, which
new district may offer certain legal entanglements with the present sanitary
district,
Now, Therefore, Be it Resolved, on motion of Mr. Britton, seconded by Mr.Goyne,
that this Board request its representatives in the General Assembly to seek
the passage of additional legislation that would abolish the present Manchester
Sanitary District.
This day the Executive Secretary reported that the Police lock-up had been
inspected and report on said inspection was ordered received and file~ with
the Board's papers.
This day the Executive Secretary reported that the architects wished to consult
withthe Board concerning the construction of the Health Building. Upon consider-
ation whereof it was agreed that such a meeting be held on December 15, 1953.
On motion ~ Mr.Goyne, seconded by Mr.Britton, it is resolved that this Board
invite Mr. Henry McGranighan and Er.John Russell to meet with the Board to discuss
the purging of the various voting books in the County, said meeting to be held
December 15, 1953.
This day the Executive Secretary presented a request for street lights and it
was agreed that the Light Committee would meet sometime in January, 1954.
Whereas, it appears that the Construction Fund of the Utility Department is being
rapidly depleted, and
Whereas, the County Utility Department is receiving numerous calls for extensions
to its water system, and
Whereas, the Utility Department has already spent an amount of approximately
$125,000.00 on extensions sinde July l, 1951, which was the time of the last
bond issue.
Now,ThereFore, Be it Resolved, on motion of Mr.Goyne, seconded by Mt. Gunter,
that the Treasurer of the County of Chesterfield be and he hereby is requested
to appropriate $100,000.00 from the General Fund of the County to the Constructiol
Fund of the Utility Department.
It is here noted that Df. Gill and Mr.Hague voted "No".
On motion of Mt.Gunter, seconded by Dr. Gill, it is resolved that Mt.Hague and
the Executive Secretary be and they hereby are authorized to purchase a rotating
lawn mower equipped with a leaf mulcher for use on the Courthouse grounds.
On motion of Mr. Hague, seconded by Dr. Gill, it is resolved that the Executive
Secretary be and he hereby is authorized to hire an additional janitor who will
be available in the normal working hours of the day.
On motion of Mr. Britton, seconded by Dr. Gill, it is resolved that all County
employees be given one-half day Roliday on December 24th.
On motion of Dr. Gill~ seconded by Er. Gunter, it is resolved that the depreciatio:
schedule on utility lines extended by funds paid to the County by the subdivider,
be raised from 5% per year to 10% per year.
On motion of Mr. Britton, seconded by Dr.Gill, it is resolved that this Board.appro'
the request of Schmidt and Wilson provided said COmpany will agree to the 10%
depreciation clause in the proposed contract.
And be it further resolved that the Chairman of the Board of Supervisors be and he
hereby is authorized to sign such contract for the County.
On motionof Mr. Goyne, seconded by Mt. Gunter, the minutes of November lOth and 20th
are hereby approved as amended.
