This day the Rev. Forrest Wagner, Pastor of the Chester Methodist Church, was
present and gave the invocation.
This day Mr. Ellis and others ?rom the Sanitary District of Ettrick dame before
the Board seeking some aid in the improvement of Orange Hill Avenue. After due
consideration and on motion of Dr.Gill, seconded by Mr. Go]me, it is resolved
that this Board request the contractor~ who was hired to improve Orange Hill
Avenue,in wriDing, to complete his contract within a period of sixty (60) days.
And be it further resolved that should the contractor refused the citizens
of the ares hould pay to the County the fund raised by them tofix said road,
and the County would request the Highway Department to bring the said road up to
State specifications and take same into the State Secondary System, adding the
necessary funds from the 3¢ Road Fund of the County to pay for this project.
On motion of Dr. Gill, seconded by Mr. Goyne, it is resolved that the request
for street lights at the intersection of Payne and Orange Hill Avenues and Court
and MainStreets be referred to the Light Committee for consideration.
This day the matter of the Allied Road came before the Board and the Executive
Secretary read for the Board's hearing a letter from }4r.C.S.Mullen, stating that
the road had been officially accepted into the State Secondary System of roads and
requested some indication whether or not the Allied Chemical Company would
contribute funds to help in the financing of this project. And it was agreed
that She Executive Secretary would answer said letter citing the facts in the
case and the understanding of this Board~
This day the Executive Secretary read a letter from the Allied Chemical
Corporation, thanking the Board for its cooperation in getting the proposed
Allied Road into the system of roads, which letter was received and filed.
This day the progress of the Allied Road came before the Board and it w~s ~ointed
out that the Allied Chemical Company was using Rt. 618 to a high degree, carrying
heavy steel on this secondary road. And it was pointed out further that it
would be in the best interest of the ~ounty if the proposed Allied Road were
constructed as soon as possible. Upon consideration whereof, and on motion of
Mr. Goyne, seconded by Dr. Gill, it is resolved that the Highway Department be
and it hereby is requested to proceed with the construction of the Allied Road,
~eading nprt~ward~y from Rt. lO, as soon as possible~
Whereas, it is the desire of this Board to create a new sanitary district for the
purpose of the financing of a sewerage system, and
,~hereas, it would be in the best interest of the County ot have said sanitary
district created by an Act of Legislature,
Now, Therefore,Be it ~esolved on motionof Mr.R.J.Britton, seconded by ~r.H.T.
Goyne, that this Board request itw representatives in the GeneralAssembly
to seek the passage of adequate legislation to create a new sanitary district
from portions of Bermuda and Manchester Nagisterial Districts, the boundaries
of which are described in the Board's minutes.
On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that this Board
request the State Highway Department to delete from the Secondary System of
Highways, 3.06 miles onRt.623, .9 of a mile onRt.624, and .3 of a mile on Rt.695,
all of which roads are in the territory which was recently annexed by the
city of Colonial Heights.
This day Nr.Fred Crowder came before the Board with a sample of a street sign
with brackets. Mr.Kellam presented a sample of street signs without brackets
and after considerable discussion of the costs of both kind of signs, and on
motion of Mr.Goyne, seconded by Mr.Gunter, it is resolved that this Board approve
the recommendation of the Junior Chamber of Commerce, which is to have street
signs hanging from brackets which brackets are attached to 4x4' woo~en poles,
And be it further resolved that this Board recommend to the Highway Department
that the above described street sign be approved for maintenance.
On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that this Board
request the Highway Department to improve Wray Street, opposite the Bellwood
Depot for a distance of approximately 200 feet, the cost of said improvement
to be paid from the County's 3¢ Road Fund.
On motion of b~.Goyne, seconded by Mr.Gunter, it is resolved that this Board
publicly compliment Mr.Kellam, Resident Engineer, Virginia Department of
Highways, on his efficient efforts made to remove the snow which fell on
January ll, 1954.

it was generally agreed that Nr.Kellam would investigate the north end of Quinford
Boulevard to see if same meets the requirements of the Highway Department; to
estimate the cost of improvement of Woodfin Road, west of Rt. 1 for a distance of
approximately 400 feet; and to estimate the cost of improvement ~of a road north of
Kit-Mar Inn, running westwardly from Rt. #1.
Whereas, it has come to the attention of the Board of Supervisors of Chesterfield
County, Virginia, that the United States Post Office Department is considering
the closing of the Post Offices at Beach, Virginia, and Centralia, Virginia, in
Chesterfield County, Virginia, as an economic measure.
Now,T~erefore, Be it Resolved on motion of Mr. Stanley Hague, Jr., seconded by
~r. J~P.Gunter, that the Board of Supervisors of Chesterfield County, Virginia,
strongly opposes the closing of the Post Offices at Beach and Centralia, Virginia,

This day Mr. Haley Cole made application for the rezoning from Agriculture to

This day the Executive Secretary read a letter from the Hon. Lloyd C. Bird,
requesting the Board of Supervisors to support the proposed Bill to ~mend
Section $3-228 and 33-234 relative to the construction of toll bridges in
adjacent cities. In consideration whereof the following resolution was passed
by the Board of Supervisors:
Whereas, there has been proposed a Bill to allow the City of
Richmond and the City of Petersburg to construct Omll bridges
with the necessary approaches thereto, which Bill in the opinion of
this Board would serve the entire County to a much greater degree
for the following reasons:
1, It would place the responsibility on the locality where
the traffic prbblems are most concentrated.
2. It would allow the HighwayDepartment .~o make an adequate
study of the future widening of Rt. #l, which widening
could possibly handle the increase in traffic for the
immediate future.
3. It would allow the Highway Department adequate time to
initiate a long-range program by which a complete
investigation of tie-ins of Rts. 36, 60 and 10, with the
north-south traffic route where same is established.
4. Such a proposal will allow the County to grow commercially
and industrially without having to overcome problems caused
by dividing roads.
5. Such a proposed Bill will allow the City of Richmond and the
Gity of Petersburg to resolve their traffic problems in the
same manner as allowed by the Authority Plan.
Now, Therefore, Be it Resolved on motion of Mr. Goyne, seconded
by Mr. Britton, that this Board heartily andorses the proposal as submitted
by Senator Lloyd C.Bird, authorizing the City of Ric~hmond and the City of
Petersburg to build toll bridges believing same to be in the best interest
of the entire County.
This day the Department of Welfare ~nd Institutions of the State of Virginia
requested by a proposed contract to have the County install water 3100 feet
along the Hey Road. And it was further requested that the State guarantee
to pay to the County $88.00 per month which was considered a 20% gross return,
however, this guarantee was contingent upon appropriations by the Legislature.
Upon consideration whereof and on motion of Dr. Gill, seconded by Mr.Britton,
it is resolved that this Board request the Depa~.ment of Welfare and Institutions
to pay the total cost of the water line which cost would be approximately
$5270.00 and would be r~mbursed for same, less standard depreciation, when a gross
revenue of 20% was ~ealized.
This day Mr. Louis Longest requested in writing, the return of $1800.00 which
amount was deposited with the County Water Department for con. str.uction_of ce~rta~n
water lines in the subdivision of Morrisdale. Upon consiaera~ion wnereo~ an
on motion of Mr. Goyne, seconded by ~4r.Hague, it is resolved that the Executive
Secretary be and he hereby is authorized to refund said $1500.O0 to Mr. Louis
Longest, since it appears that the required number of connections has been
greatly exceeded.
This day there was presented a contract signed by Mr.O.L.Hopkins and Mrs. Bessie
Way, per 0.L.Hopkins, Agent, for the installation of water lines in the subdivisic
of Wayland on Rt.l~7, and it appearing in order and having been approved by the
Commonwealth's,Attorney, upon consideration whereof and on motion of Mr. Gunter,
seconded by Mr.Britton, it is resolved that the contract as presented be and the
same is hereby approved.
This day it was reported by the Executive Secretary that extended coverage
could be obtained for the Courthouse buildings at an approximate cost of ll~
per hundred dollar~ coverage. On motion of ~. Hague, seconded by Dr.G~ll,
it is resolved that the Executive Secretary be and he hereby is directed to
obtain the extended coverage insurance for Courthouse buildings.
This day a Court Order on setting up the voting precinct was read and same
was ordered to be filed with the Board's papers.
On motion of Dr. Gill, seconded by Mr. Britton, it is resolved that this Board
request the Treasurer of the County to file with the State Tax Commissioner
an application for the oayment to the County of Chesterfield 80% of the amount
of tax paid into the State Treasury on any banks located within the County
of Chesterfield for tax on shares of stock in such bank.
And be it further resolved that this application be made between June 1st and
December 31st of the year 1954 and all succeeding years if the same be in order.
This day there was presented to the Board of Supervisors a reques$ from Mr. James
Sowers for the County to reimburse him some $200.00 for services rendered in
connection with the assessing of property in the County. Upon consideration
whereof and on motion of Mr.Britton, seconded by Mr. Hague, it is resolved that
that Executive Secretary be authorized to pay this bill provided an itemized
statement is rendered.
This day there was presented notices of the salaries for the elected officials
of the County and said notices were ordered to be received and filed.
This day there was received an application for the abandonment of a Railroad
Station at Bells Bluff. Upon consideration whereof and on motion of Dr. Gill,
seconded by Mr. Britto~ it is resolved that this Board authorize its Chairman
to sign for the receipt of this request.
This day ~. Marshall Jones, County Agent, presented his annual report of
Extension work in the County, which report is filed with the Board's papers.
This day Mt. John Phillips, Game Warden, presented the game claims. Onmotion
of Mr. Hague, seconded by Nit. Gunter, it is resolved that the game claims be paid
as presented.
~nd be it further resolved that Mr.A.C.Lundie be requested to present evidence
as soon as game is killed in the future.
This day the matter of the recommendation of the Planning Commis~iQnon the
installa~iQn of a sewerage system in the County of Chesterfield again came before
the Board. And after considerable discussion and on motion of Mr.Britton,
seconded by Mr.Goyne, it is resolved that the recommendations of the Planning
Commission and it sewerage studies be approved and accepted as a general guide
for the development of a s~w~r project in the County.
This day Mr. J.S.Stephenson and Mr. Paul Bryne came before the Board requesting
the Board to install water lines in the proposed subdivision west of Rt. 147 as
a part of the property covered by a contract with Mr. George Gregory, in whichit is
reported that the County agrees to the installation of certain water lines.
Byrne presented a check for $561.00 signed by Mr.Gregory which che~k is for the
payment of 30¢ per foot for pipe necessary according to the contract.
After due consideration and on motion of Mr. Goyne, seconded by ~r. Gill, it is
resolved that this Board receive the check in the amount of $561.00 and to hold
same for future consideration and study of this problem.
On motion of Mt. Hague, seconded by Dr. Gill, it is resolved that this Board
recommend to the Judge of the Circuit Court the appointment of Mr. Zane G.Davis
as Police Officer.
On motion of Nr. Hague, seconded by Dr. Gill, it is resolved that the Chief of
Police be and he hereby is authorized to employ Mr. Allen C.Davis as a Police
Dispatcher.
On motion of Mr. Hague, seconded by Dr. Gill, it is resolved that the Chief of
Police be and he hereby is authorized to raise in title th~ plain clothes men
to rank of Sergeant.
On motion of Mr. Gunter~ seconded by Mr. Britton, it is resolved that the minut~~
