Mullen, citing the Highway's views on the construction of the Allied Chemical road, off of Route ~10, which letter was ordered received and filed, and a meeting was scheduled for 2:30 ~.m. on January Zg, 195~, to discuss this matter with all parties concerned. Write usual resolutions on Aldridge Avenue in Boulevard Heights; Pawnee Road and they, fly Road in Stratford Hills, recommending that same be taken into the State Secondary System. Length 0,03 ~ile The undersigned County Road Engineer havin~ been directed at a previous meeting of the Board of Supervisors of Chesterfield County to examine Pawnee Road and 0heverly Road in the Subdivision of Stratford Hills in ~anchester ~agisterial District, and report to this Board the expediency of establishing said road as a public road, reported as follows: That he went upon said roads and examined the same and is of the opinion that there is a necessity for the establishment of same as public roads, and further: {1) The said roads will be of great public convenience (2) They will not be of mere private convenience (3) No yard, garden or orchard will be taken (4) The said roads are in a subdivision of land dedicated to the Comn~on- wealth of Virginia and therefore land owners alon~ said roads not require compensation (5) No land owners require compensation (6) There will be no compensation This day the County Road Engineer in accordance with instructions from this Boa~d made report in writing upon his examination of Pawnee Road and Chsverly Road in the subdivision of Stratford Hills in ~anchester 9a~isterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon Consideration whereof and on motion of ,~h~. Britton, it is resolved that Pawnee Road and Cheverly Road in the subdivision of Stratford Hills £n ~anchester ~lagisterial District, be and same are hereby established as public re ads. And be it further resolved that the i~r~inia Department of ways be and it hereby is requeshed to ta~e into the Secondary Road System of Ches- terfield County, Pawnee Road and Cheverly Road in the subdivision of Stratford Hills in ~anchester ~agisterial District: ~awnee Road, from a point on Rt. ?04, of a mile west of its in~ersection with Rt. 1803, ol of a mile north to a turn- around; Cheverly Road, from the intersection of Rts. 1817 and Rt. 1814, o1~ of a mile southwardly to a turn-around. These roads serve ~ houses. And be it further resolved that the Board of Supervisors of 0hesterfield County Guarantees a right-of-way of 50 feet to the Virginia Depart- ment of Highways. Goy~e, ~t is resolved that Ald~idge Avenue in the subdivision of Boulevard He~hts, in ~ermuda Magisterial Bistrict, be, and the same is hereby established as a public road, And be it further resolved that the V~ginia Department of Highways be and i~ hereby is requested to take into the Secondary Road System of Chester- field County, Aldrid~e Avenue, in the subdivision of Boulevard He~4~hts, in Bermuda ~a~isterial District, from a point of Rt. ~ 1, .08 of a mile north of its inter- section with Rt, l~, ,0~ of a mile eastwardly, thence .01 of a mile Eastwardly to a dead end. This road serves ? houses. And be it further resolved that the Board of Supervisors of Chester- field County guarantees a right-of-way of 50 feet to the Virginia Department of Highways. This day M~. Jack Beberick came before the Board complaining that farm machinery was taxed as personal property, with the rate of $2°00 in the County and industrial machinery used for manufacturing was taxed at the rate of 35~ seeking further tc know why the County was favoring industry with the low tax rate. It was pointed out to ~h~. Beberick that the evaluation of some ~16,000~000.00 was second on~y to Richmond of all the counties and cities in the State of ¥~ginia and this valuatior could be reduced should a hi,her rate be imposed. This day M re Ted Stanton, ~. Carton Taylor and others came before the Board compla£ning that the water in Morrisdale had an unusual odor and on occasion is discolored and served in low pressures. Upon consideration whereof, the ChaPman appointed )~. H.T. Goyne and the Executive Secretary to investigate this matter. This day )~. Eugene B. West came before the Boa~d to speak against the proposed subdivision ordinance now bein~ considered by the Richmond Planning Commission, saying that the passage of such an ordinance would cause an undue hardship on subdividers and developers in the County. Upon ©onsideration whereof and on moticm of Mr. ~itton, seconded by ~h-. Goy~e, it is resolved that this Board record its opposition to thesubdivision ordinance, in its entirety as it pertains to Chester- field County, which ordinance is now being considered by the Hichmond Planning Commission. This day it was reported that a Bill was being introduced in the General Assembly now in session, which Bi1! would give the oountied if they so chose the right to develop property within a five-mile limit of the Oily with no approval necessary from the City Planning Commission. Upon consideration whereof, and on motion of ~. Goyne, seconded by )~o ~h~itton, it is resolved that this ~oard of Supervisors requests its delegates to the General Assembly to e~dorse and abet the efforts of Representative J.J. Williams of Henrico County ~n seekin~ to amend the ~lat Act as it pertains to the authority now held by the City of ~iohmond on the develop- ment of property within a five-mile area of the City of Richmond, and to seek the el~nination of such authority by. the City of ~ichmond particularly as it applies to the County of Chesterfield. This day )~. J.T. Rose presented certain facts to the Board of Supervisors con- cerning work he has done in assessin~ property in the County and future plans for said work and requests some raise in salary. Upon consideration whereof and on motion of Dr. Gill, seconded by }5. Gunter, it is resolved that the salary of the County assessor be raised from $~000.00 as of January1, 195~. And be it further resolved that the salary of the County assessor be raised from $~500.00 to $5000.00 effective July 1, 195~, This day ~. ~itton, presented a request from ~. James L. Ca~ter to build a garage 5-feet from the l~operty line and presented also letters from the adjoinin~ property owners saying that there was no objection. Upon consideration whereof, on motion of ~. L~ltton, seconded by Dr. Gill, it is resolved that this ~oard grant ~r. Ca~ter his request and allow h~n to consZruot a garage not less that 5-feet from his p~operty line. This day the Executive Secretary presented a lette~ from Mr. J.S. 5tephenson requestin~ the Boa~d~s approval of the development and hard-surfacing of an existtn~ 20-feet right-of-way which right-of-way was recorded several years ago. Upon consideration whereof and on motion of )~. Gunter, seconded by Dr. Gill, it is resolved that this request be referred to the Commonwealth's Attorney for inves- ti~ation as to the legality of such an action. On motion of Dr. Gill, seconded by }~. Gunter, it is resolved tha~ the Executive Secretary be and he hereby is authorized to have d~awn plans and obtain bids on a sewer line to connect Light and Main Streets in The Ettriok Sanitary District. This day the Executive Secretary read a letter from Mr. J.G. Holt~claw, President, Virginia Electric ~ Power Company~ who advises that our application for a new contract with the Virginia ~lectric & Power Company is under consideration. This day the Chairman in consideration of the apparent need of an engineer for the County appointed ~. Jop. Gunter, and the Executive Secretal~y and )~. Dave Ure~oble of the County Planning Commission to invest~ate the possibilities and feasibility of hi~ing such an engineer. This day theme was presented by ~. Goyne, a petition s~ned by some 21 citizens requesting restricting speed signs in the subdivision of the Ivey Tract. Upon consideration whereof and on motion of ~o Goyne, seconded by ~. Hague, it is resolved that tho Resident Engineer, ~. C.F. Kellam, be and he hereby Is requested to investigate Meridian Avenue, South Street and North Street for speed signs. This day there was presented a petition requesting the hard-surfacing of the White House Road, which is Rt. 11~9, leading westwardly from Rt. 1, which petition is ordered to be received and filed with the Board~s papers and the matter is referre~ to the Highway ~epartment for its consideration in the next ye~s budget. [ This day ~r. C. oyne reported that the Chesterfield PoTo~., the ~non P.T.A., the Kingsland P.T.A. and certain Home Demonstration Clubs had sent their endorsement for a bookmobile. )~. ~itton reported that the Manchester P.T.A. had informed him in w~iting that said organization endorses the said bookmobile. This day the Executive Oecretary read a letter from ~M. }lullen, Chief, En~ineer~ of the Highway Department~ pertaining to certain negotiations of the grade crossin~ on Rt. 10 be the Seaboard Airline Ry.
