It was further reported that the Commonwealth, s Attorney had a~reed that said contracts were in ordev. Upon cons[dera~ion whereof and on motion of ~. H~ue, seconded by ~. [~i~on. It ~s ~esolved that the ChaPman of th~s ~ ~ authorized to s~ said uontmacts. On motion of Mr. ~itton, seconded by ~o Gunter, it is resolved that the Executive Secretary be and he hereby is directed to ascertain the costs of one and two add,ti. trunk lines on the telephone switchboard to Richmond. On motion of Mr. Gunter, seconded by Mr. ~itton, it is resolved that this ~oar~ approve the request of Mr. St~phenson to hand-surface Knob Road, which road ¥ould be'a ~0-foot road provided a 10 foot easement is granted for a water line:. This day the Executive Secretary read a petition signed by some ten people residing on Jimmy Winters Road which petition was to request the hard-surfacing of said road by the Highway department. Upon consideration whereof and on motion of ~h~. Gunter, seconded by Dr. Gill, it is resolved that this matter be referred to tho Highway Department for consideration. This day the Executive Secretary read a letter from ~. Mullen agreeing to f~nanoe the p~oposed Allied Road in the manner suggested by the Board of Supervisors at its meeting on January 29th, said letter also Thanked the ~oard of Supervisors for its cooperation in this matter, which letter is received and filed. The undersigned County Road Engineer havin§ been directed at a previous meetin~ of the Board of Supervisors of Chesterfield County to examine 0~for~ Drive and Center Street in the subdivision of Centralia G~dons Annex ~n Dale ~agisterial District, and report to this Board the expediency of establishing said roads as public roads, reported as follows: That he went upon said roads and examined the same and is of tho opinion that there is a necessity for the establishment of same as public roads, and further: (1) The said roads will be of ~veat public convenience (2) They will not be of mere private convenience (3) ~o yard, gardeu or orchard will be taken (~) The said roads are in a subdivision of land dedicated t9 the wealth of Virginia and therefore land owners alon= said roads will not require compensation (5) No land owners requ~L~e compensation (~} There will be no compensation This day the County Road Engineer in accordance with instructions fro~ this ~oard made report in writing upon his examination of Oxford Drive and Center Street in the subdivision of Centralia G~dens Annex in Dale Ma6isterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof and on motion of Mr, Hague, it is resolved th~ Oxford Drive and Center Street in the subdivision of Centralia Gardens Annex in Dal~ Magisterial District~ be and the same are hereby established as public roads. And be it further resolved that the ¥ir~inia Department of Highways be and it hereby is requested to take into the Secondary ~oad System of Chesterfield County, 0rford Drive and 0enter Street in the subdivision of Centralia Gardens A~nex in Dale Magisterial District~ Oxford Drive, from a point of Rt. 1~5, .1 of a mile we~t of Rt. ?88, extending in a northerly direotion .3 of a mile to Center Streeti Center Street, from a poin~ on Oxford Drive, .~ of a mile north of Rt, 1~5, .1 of a mile eastwardly to Rt. 788. These ro~ds serve 20 houses. And be it further resolved that the ~oard of Supervisors of Chesterfield County Kuarantees a richt-of-way of 50 feet to the Virginia Department of Highways. On motion of Mr. Hague. seconded by ~lr. ~ltton, it is resolved that the foregoin~ resolution requestin~ the Highway B®partment to take in Oxford Drive be sent to th Highway Department after said road meets the specifications of the High~ay Depart- ment. On motion of Dr. Gill, seconded by ~lr. Gunter, it is resolved that this ~oard consider Bagood Alley in its Rural Road Program when same is suh~itted approximatel July 1st. On motion of ~r. ~itton, seconded by ~. Gunter, it is resolved that this ~oard consider the Reams Road in the Rural Road ~ro~ram when same is suhmitted approxhnat July 1st. On motion of Mr. Gunter, seconded by Mr. ~itton, it is resolved that this Board consider the Cottage Road in its Rural Pro,ram of roads when same is submitted approximately July 1st. This day Mr. H.R. Crowder came before the Board requesting the board~s approval of an extra 15 feet outside of the regular 50-foot right-of-way to bo dedicated to the County along with the 50-foot right-of-way for a road, however, the 15 foot easement would be the same easement for the Natural Gas line running along the proposed road. No action was taken on this project but a ~eneral agreement was that the regula~ ~0-foot right-of-way would be dedicated and the gas line easement be shown as a part of the lots facing said proposed road. On motion of Dr. Gill, seconded by Mr o ~itton, it is resolved that this ~oard accept the Highway*s proposal or offer of installir~ street signs in the County, same proposal bei~ that the H~hway would furnish posts free of oh~ge ~rovided the H~ay Department be allowed to place ~ts Iti~hway n~beFs on the s~e Also~ the H~hwly Department a~eed to maintain the s~ns and brackets but needed ~eplac~ ~% would ~hen be ~he 0ounty~s ~es~nsibil~ty ~o Pay rom the si~n and b~acket On motion of Dr. Gill, seconded by Mr, B~itton, it is resolved that the general policy of the County be established to the effect that the cost of st~ns for street corners requiring double signs to be $6.8~. That the County will maintain same signs at its expense; that all subdividers be requested to purchase street signs for subdivisions recorded after this date. On motion of ~lr. Gunter, seconded by ~. Lq'itton, it is resolved that this Boa~d accept the p~oposal for building of a brid~e across the Southern RR. at Ben Ail' and a~ree to the allocation of $6200.00 from the regular State funds from 19~4-t55 budget toward such a project. This day M~s. Palmore came before the Board seeking the rezoning from i~riculture to General Business of the following described parcel of land: In Dale Magisterial District, a parcel of land fronting 125 feet on Rt. 1601, and extending westwa~dly 2?5 feet, said parcel being 500 feet north of the present Post Office. There appearing no opposition to this rezoning and upon consideration whereof and on motion of bk. Hague, seconded by Dr. Gill. it is resolved that the aforedescribed parcel of Land be and the same is hereby rezoned to General Business. This day ~. Soruggs and others of the American Legion Post ~137 came before the Board seekin~ the granting of a Use Permit on the following described pa~oel of land: In Manchester Magisterial District, a parcel of land frontin~ 130 feet on the west side of Chuckatuck Avenue and fronting also 200 feet on the east side of Green Acres Avenue and extending southwa~dly approximately 200 feet, said parcel beir~ Lot ~1, Block 3 of Green Acres Subdivision.~ There appearing no one objecting to the granting of this Use Permit, on motion of Mi'. Britton, seconded by Dr. Gill, it is resolved that the Use Permit as requested be and the same is hereby granted. This day ~. Clarence A~cher and others appeared before the Board seekin~ the rezoni from A~iculture to General k~siness of the followin~ described parcel of land: In Midlothian Magisterial District, a parcel of land fronting 150 feet on Rt. 60 and extending northwardly 160 feet, said parcel bein~ the southeast corner Lot 6 in the subdivision of Winterfield. There appearing no opposition to this request and on motion of M~. Gunter, seconded by }~. E~itton, it is resolved that the aforedesoribed pa~oel of land be and the same is hereby rezoned for General Business. This day Mr. Rosenbaum came before tho Board seeking a Use Per,nit to store heavy equipment on the following described parcel of land: In Dale Magisterial District, a parco1 of land fronting 200 feet on Rt. 637 and extending eastwardly ~76 feet, said parcel bein~ approximately 130 feet north of the intersection with Rte 641, Thoro appearing no opposition to this request and on motion of Mr. Hague, seconded by Mr. Gunter, it is resolved that said Use Per, nit be and the same is hereby granted This day the Executive Secretary read a letter from the State Water Control Board directing the County to inform the Contra1 Board what disposition it would make of sewera6e in the Ettrick Sanitary District within the next sixty days. It is ~ener~l agreed that the Executive Secretary contact the City of Petersbur~ to ascertain the status of their plans and if it would be possible to obtain the cost of treatin~ Ettrick sewerage by the City of Petersburg. This day the Budget of the Welfare Department was presented to the Board. On motion' of Dr. Gill, seconded by Mr. ~ritton, it is resolved that this budget be tentatively approved as presented. With Dr. Gill acting as Chairman and on motion of ~r. Homer, seconded by Mr. Gunter it is resolved that the Executive Secretary be and he hereby is authorized to instal. the 1500 gallon tank recently purchased for the Clover Hill Fire Department and to make such other improvements necessary to obtain a supply of water for the Fire Department. This day Mr. B~ltton, stated his request that the Forrest View Fire Department be allowed to keep their I~esent tr~ok if and when a new truck is obtained for this fire department. On motion of ~r. Hague, seconded by M~. l~l~ton, it is resolved that the Executive Secretary be and he hereby is directed to take such steps as necessary to fulfill the law in the acquisition of land east of the Court Douse Grounds. This day the SoP.C.A. request submitted to the Board some months a~o was again reviewed, received and filed. This day the matter of voicing support of objection to the Le6lslators of the County for the proposing of day-lti~ht saving time was discussed bsfors the Hoard and Dr. Gill made the following motion: Resolved that this Board request its Legislators in the General Assembly to oppose the Bill prescribing the daylight savin~ time for the Richmond area which motion died for the want of a second. This day the Executive Secretary outlined to the ~oard the drainage problem in the Rayon Prk bubdivision, which problem was caused by the Bellwood Bepot, and read for the Boardls hearing a letter drafted to the Commandin~ Officer of the B®llwood Bepot requesting the Second Army to take the necessary action to this situation. Upon consideration whereof and on amtion of ~h'. Gunter, seconded by ~h'. B~itton, it is resolved t~t said letter be approved and the s~e mailed the officials of the Mll~ood ~epot. This day the Chair~nan appointe4 Mr. Hague, Chairman, ~h-o Britton, and ~r. Gunter, to serve on a Committee to study Camp ~ker and its future potentials. This day the Chairman appointed }ir. HaGue to investi~ate the possibility of obtainl a fla~ pole for the Courthouse. 'This day the matter of sewer petitions now being circulated through the County came b~fore the ~oardo Upon consideration whereof and on motion o£~. Igritton, seconded by ~r. ~unter, it is meso~d that the Executiv~ Secretary be and he hereby is authorized to submit said sewer petitions to the Judge of Circuit Co~t and take the necessary steps required by law to have a date set for a he~ing as to the establis~ent off a sanitary district. This day a discussion of the holidays for County employees was held and the fact was cited that on some occasions it was not definite whether employees did or did not have a holiday, Upon consideration whereof and on motion of Pr. Gunter, Secon¢ by lb-. ~itton~ it is resolved that this Board set as a county policy the estab- lishment of the followin~ holidays, which holidays should be published and assured each and every employee workin~ as a permanent employee of the County of Chester- field: In each year the ft~st day of January, the twenty-second day of February, the thirteenth day of April (Thomas Jefferson Day), the thirtieth day of Hay (con. federate ~emorial Day), the fourth day of July, tho first ~onday in September ~nown as Labor Day), the twelfth day of October (known as Columbus Day), the eleventh day of November (Armist£oe Day), the twenty-fifth day of November {Thanksgiving Day), the twenty-fifth day of Becember.
