VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on February 1954, at 8:00 p.m. lrvin G. Homer, Chairman J.P. Gunter RoJ. ~itton Robt. 0. ~ill Stanley H. Hague, Jr. Absent: Mr. H° T. Goyne This day bit. Stanley Hague presented a request from tho Welfare Department for an additional appropriation of $500.00 for the purchase of a new car for the Welfare Department. Upon consideration whereof, it was generally a~reed that Wiss Corr be asked to appear at our next regula~ mooting to explain this request. This day ~h~° ~rinard and ~= Lucien Adams, officials of the City of Rict~nond appeared before the Board to explain certain actions of the City of Richmond and to seek better cooperation between the two municipalities. Mr. Drinard stated that the City wished to cooperate withthe County to the greatest possible,degree in the. future, that the City Manager had expressed concern over events of the past and. promised complete cooperation in the future. )ir. Drinard said that there is not at p~esent any idea of annexation. Mr. Adams, who is a School Board official stated that thor e was no good site with- in the city limits for a white h~4~h school and that the City desires now to pur- chase land in Chesterfield County on which to build a high school, within.the next few years. After some discussion, this matter was delayed for further consideration by the ~oard. Mr. Eddie German came before the Board with several applicants for the job of Game Warden. On motion of Mr. ~itton, seconded by ~o Hague, it is resolved that this Board view the applicants now p~esent and make an appointment of a Game War~en on ~arch 9th. Whereupon the ~a~d ~nte~v~ewed ~m. S~s, ~lF. Pevk~nson, ~. Lester and }~. ~e11. On Motion of )~o Hague, seconded by Mr. ~ritton, it is resolved that the Executive Secretary be and he hereby is directed to obtain prices for paintin~, the Fair Ground buildin~$. This day ~r. ~itton, brought to the Board's attention a request from Mr C.A. Griff~ which request was to build a garage 5-feet from the real* lot line on Mau~ioe Avenue. I Upon consideration whereof, and on motion of Mr. ~itton, seconded by ~r. Gunter, it is resolved that Mr, Griffin~s request to build a garage 5-feet from his lot line be and the same is hereby granted. On motion of M~. Gunter, seconded by ~r. Hague, it is resolved that the Executive Secretary be and he hereby is directed to obtain bids on the construction of the school storage building as soon as possible. This day the Executive Secretary read a letter of resignation from Mr. Wm. V. Robertson, ~uildin~ Inspector. Upon consideration whereof and on motion of Hague, seconded by Mr. Gunter, it is resolved tha$ this BO~d acoe~t this res~- nation with regret and ask Mm. Hobertson to stay through the month of March to adequate time for replacement. On motion of Mr. Gunter, seconded by M~. Britton, it is resolved that the Executive Secretary be and he hereby is directed to secure from the Telephone Company five trunk lines in sequence to be initiated when the new telephone book is I~inted. This action will g~ve the County an additional trunk line and place in sequence four (~) lines presently used which are not in sequence. This day the matter of a contract with E. Tucker Carlton came before the Board. And it was noted that this contract had been approved by the Commonwealth's Attorney. Upon consideration whereof, and on motion of ~.,ro Gunter, seconded by Dr. Gill, it is resolved that a contract for employin~ the services of the f~m of E. T~cker Carlton, architect, for the d~awing of plans of the County Health ~uilding be and the same are hereby approved. This day the Executive Secretary read a letter from ~r. Eppa Hunton,IV, Counsel for the Seaboard Airline RR. which letter requested the amount of money, if any, which the County would be willing to pay for the construction of a ~ade separation on Rt. 10, and it was ~enerally a~reed that the Executive Secretary would answer said letter citing the present ruling of the 0ommonwealthSs Attorney. Nelson, presented a resolution relative to the acquiring of rights-of-way on the proposed ~llied Road. Upon consideration whereof and on motion of }~. Gunter, seconded by Dr. Gill, it is resolved that said resolution be adopted. The following is the resolution: Whereas, the Commonwealth of Virginia through the D®pa~tment of Highways has prepared and submitted plans to the Board for the construction or improve- ment of a section of Route 827 of the State Secondary System, Project 1320- 18-19, in Chesterfield County, from Int. Rt. 10 to Iht. Rt. 618 (Bermuda Hundred), approved March 4, 1954; and Whereas, it is proposed to finance the cost of construction Fifty percent from F®deral Aid Secondary funds and Fifty percent From State Funds allocated to Chesterfield County; and ·hereas, it is the desire of this Board that said road be imporved in accor- dance with said plans. Now, Therefore, Be it Resolved: That this Board hereby approves the plans and requests the Department of Hichways to proceed with construction in accordance with these plans, and this ~oard hereby a~ees to and does cuarantee an 80 foot unrestricted right-of-way as indicated or noted on said plans, together with the right and easement to use the additional areas shown as beinC required for the proper execution and maintenance of the work as indicate on plans, it being understood that incidental costs such as moving and resettl~ existing fences, houses, structures, utilities, or other obstructions of such nature, are to be paid from Secondary Funds allocated or to be allocated to Chesterfield County. Kellam, Resident ~ngineer, saying that a speed limit of 25-MPH is not justified on Hopkins Road, northeast of tho Belt Boulevard. Also, was read a letter saying that speed limit signs on Rt. 637, between Walmsley Boulevard and Falling Creek are not justified. This day }~. J.C. ~afford presented a petition signed by some ten persons request~ some imp~ovement in the drainage south of Warwick Road and west of Broad Rock Road. It was generally agreed that ~r. Kellam and the County Road Engineer view this with ~r. Gafford to seek some solution to this problem. This day a letter was read from ~r. Robt. C. Lloyd requesting the County to take over certain roads in the ~ranite Hills °ubdivision. It was generally agreed that this would be delayed until some houses were built on said road. This day the Executive Secretary read a letter from tho Beulah School ?.T.A. re- questing some improvement to the approaches to the Fallin~ Creek Bridge on the Cogbill Road. ~ir. Kellam, Resident Engineer, advised the Board that this work has already been completed. On motion of Mr. Gunter, seconded by ~Ar. Hague, it is resolved that the amount of $17,190.oo be transferred from the unexpended surplus of the County to the 3~ Road Fund since this amount was not transferred as set out in the 19~2-'53 budget of the County. And be it further resolved that the Treasurer of the County of Chesterfield be directed to amend the budget accordingly. This day the Street Light Committee made a report recommending some seven street lights. Upon consideration whereof and on motion of Dr. Gill, seconded by Mr. Gunter, it is resolved that the Executive Secretary be authorized to have inst~ the lights listed in this report. On motion of Mr. Gunter, seconded by Dr. Gill, it is resolved that the Executive Secretary be and he here by is directed to install a stand pipe for fire protecti~ on Buford Road in the vicinity of the old wooden hotel. This day the Executive Secretary presented a contract providing for mutual aid agreement between the County of Chesterfield and the Commonwealth of Virginia, and Whereas, the existing possibility of the occurrence of disasters from enemy attack or natural causes, it appears advisable that this county enter into a Mutual Aid Agreement with the Commonwealth of ¥~ginia~ therefore, be ~t Resolved, that this body in session on March 9, 195~, authorizes Mr. M.~. Burnett, Executive Secretary to sign the agreement hereto attached. Resolved, further that this resolution be spread on the minutes of this meeting. This day the Executive Secretary read a letter from the Chase National Bank wh~oh~~ letter advised that they are not in a position to say whether or not bonds against the Sanitary. District of EttrXck are callable. This day the Executive Secretary read a letter from the Hon. J, Vaughan Gary reporting on the postofftoos at Beach and Centralts, Virginia, which letter is received and filed. This day the Executive Secretary presented a form from the Corps of Engineers U.S. A~my, saying that a gas line will be installed across the Appomattox River, which notice is ordered received and filed. It is hare noted that the Executive Secretary is directed to request the plans from the Petersburg-Hopewe11 Gas Company on the above job. A report on the inspection of the jails at Chesterfield and Henrtco Counties was received and filed. This day the Executive Secretary presented an agreement signed by some six persons agreeing to pay $~.00 per month for the installation of 890 feet of 4" line, beginning on. Rt. ~1 going west on the Klngsland Road, and Whereas, it was pointed out that a 6" or 8" line would be necessary along this road, upon consideration whereof and on motion of Mr. Gunter, seconded by Dr. Gill, it is resolved that Mr. R.F. F~iend, the 0hief proponent of this project be informed that an additional guarantee would be necessary to have this water line installed alonc the Kingsland Road. The 0hairman appoints Mr. Gunter and the Executive Secretary to be a Committee to study the maintenance of the typewriters and other office machines at the Court- house. This day the Executive Secretary presented bids for the $0hool Sterne ~uilding. Upon consideration whereof and on motion of Dr. Gill, seconded by Hr. Hague, it is resolved that the low bid presented by mr. Lewis Combs of ~10,300.00, be and the same is hereby accepted. And be it further resolved that the Executive Secretary obtain bids on the heatin~ and lighting of this building, after reviewinc with the 5ohool Board or its representatives the needs and future plans for the building. On motion of Mr. Gunter, seconded by Or. Gill, it is resolved that the game claim of Eugene E. McCall, be and the same is hereby ordered paid. This day the Board interviewed ~r. Horace Talley, Mr. Merle Condrey, Mr. Joe B®1lamy and ~. Hampden S. Mann for the position of Assistant Game Warden. Upon consideration whereof and on motion of Mr. ~unter, seconded by Dr. Gill, it is resolved that this Board recommend to the Commission of Game and Inland Fisheries the appointment of Hr. Joe Bellamy as Assistant Game Warden. This day the Board interviewed Hr. Elbert ~mma, Mr. Harry O. ~hitlock, and C.W. Randall, for the position of Huilding Inspector. Upon consideration whereof and on motio~ of Mr. Hague~ seconded by Dr. Gill, it is resolved that this Board employ ~r. Elbsrt Mumma as Building Inspector, at a salary of $3900.00 per year~ be~inning March 15, 1954. This day it was pointed out that it would be most desirable to have all persons employed by the County in the future to obtain a physical examination~ the cost of which would be borne bF the 0ounty, and said employees must obtain the approval of the examining physician before employment by the Oounty. This day Mr. L. Paul Byrne and ~. J.S. Stephenson appeared before the Board seeking a contract for the installation of water ~in in the subdEvision of Nottingham, which subdivision is in the property owned by ~r. Geo. C. Gregory, over which property he reserved certain water rights by contract with the County. , )~.
