VZHGINIA: At an adjourned meetin~ of the
Board of Supervisors of Chester-
f£eld County, held at the Court-
house on April 28, 1954, at
8:00 p.m.
Absent:
Mr. Stanley R. Hacue, Jr.
On motion of Dr. Gill, seconded by ~o Goyne, it is resoXved that the Executive
Secretary be and he hereby is authorized to purchase a fire siren for the Ettrick
Volunteer Fire Department at a cost not to exceed $485,00.
On motion of Dr. Gill, seconded by ~r. th'itton, it is resolved that the County
Road Fund be set at 3~ of the current levy for the year 1954-'5~,
This day the Executive Secretary presented the proposed bud&et in the amount of
$?,~4,609.76 for the fiscal year endin~ June 30, 19~5, whcih called for increases
in the tax rate on real extate and personal property from $~.20 per $100o00 of
assessed evaluation, and from 3~d to 40¢ per $100.00 of assessed evaluation on
machinery in the County, allowin~ 3¢ of this amount to ~ used as a Read Tax.
Upon consideration ~hereof and on motion of ~h'. ~itten, seconded by ~r. Gunter, it
is resolved that this bud~et be tentatively approved and advertised for final
passace on ~ay 31, 193~ at 8:00 p.m.
Mr. Goyne and Dr. Gill vote "No".
This day the Executive Secretary read a letter from ~r. ~.H. Dau~htrey, Associate
Director, extension ~ivision, which letter cited the conditions under which the
County A~ent*s office could be closed on Saturdays.
Upon consideration whereof and on motion of ~lr. Goyne, seconded by ~. Gunter, it
is resolved that this Board approve tho request of Hr. Harsha11 J nos to close
tho County A~ent~s office on Saturdays. ,
This day the Executive Secretary read a letter from ~r. Harold Cole, which letter
requested certain information about ~arba~e c~llectinn and the Board~s feelings
on allowin~ a private contractor to collect County ~a~ba~e. it was ~enerally
a~reed that tho Executive Secretary wo,~ld write to ~r. Cole statin~the County's
position.
This day the Executive Secretary read a letter from the Ben Air-Southamp-
ton Fire Department requostin~ an additional piece of equipment. Upon considerat~o
whereof and on motion, said letter is ordered to be received and filed.
This day the Executive Secretary reported that he had received an audit of the
~ounty Clerk and Clerk of the Circuit Court by Jo Gordon ~ennett and noted further
that said audit commended the Clerk for the excellent manner in which his records
had veen prepared. It was ordered that this audit be received and field with the
~oard~s papers.
This day the Executive Secretary read a letter from Mrs. L.A. F~ank, secretary
and treasurer of the Chesterfield County Far. ers~ Union, requestin~ use of the
Henin~ ~uildin~ for the meetings of said Union.
Upon consideration whereof and on motion of ~r. Goyne, seconded by ~r. B~itton,
it is resolved that the Executive Secretary be and he hereb~ is directed to got
some additional information on th~s or~anization.
This day the Executive Secretary reported that the orders for new lines in sub-
divisions were being received at a rapid rate, and that he proposed to have pri-
vate contractors install some of this pipe. It was ~enerally a~reed that after
competitive bids had been obtained~ this procedure will meet with the approval of
the Board.
It was further agreed that the installation of all water lines in the County of
Chesterfield which lines would connect with County water supplies must be installed
on requests directed to the County Utility Department.
This day Mr. W.E. Kahl, requested a variance in the buildin~ line for a ~ara=e at
6409 Southall Avenue and presented a statement si~ned by the property owner next
adjacent to said carafe, at~reein~ to said variance. Upon consideration whereof
and on motion of ~r. t~itton, seconded by Mr. Gunter, it is resolved that this
Board ~rant the requested Variance.
~is day the Executive Secretary cited the case for ~r. ~.P. Leonard, who owned
property on the ~lt Boulevard, not on a County water main, and requested ~eneral
approval for writinl to the City of Richmond the Countyes approval of allowance
Mr. Leonard to be served water by the City of Richmond, which line is adjacent to
the property in question. Upon consideration whereof, and on motion of Mr.
Britton, seconded by Mr. Goyne, it is resolved that this Board approve the requeste
action and the Executive Secretary be authorized to write such a let%er to the Oity
of Richmond.
This day Mr. Louis Loncest applied for buildinc permits on ten{10} Pollman Homes
to be erected in the ~orrisdale area, and
~heroas~ the Pollman house is a semi-prefabricated hous®~ upon consideration whore-
of and on motion of ~. ~oyne, seconded by ~r, Britton, it is resolved that tho
Bulldin~ Xnspector be and ho hereby is authorized to approve ten (10) Pollman
houses as the plans have been amended.
It was ~onerally agreed that tho Executive Secretary advertise for a County Engineer
and to brin~ such applicants as n~ight qualify before tho Board at a future meetir~.
On motion, the mooting is adjourned until May ll, 1954, at 10:00 a.m.
